My brief report on the meeting is also on page three. The 28th April brought a great celebration of 40 years of the Force Male Voice Choir with a grand concert in Wells Cathedral. The report on the event is on page five. This was my first visit to Wells Cathedral since I was among so many at the Memorial Service for Sandie Padgett, who died far too young. Please see, on page four, Hugo Pike’s report on an expedition in which Sandie was involved . Dear Friends,

I must start with an apology to all in the Taunton area, especially Malcolm Blackmore and Reg Dilley, as I

managed to fail to amend Malcolm’s contact information as the coach organiser for the Reunion Dinner. In true

police ‘can do’ fashion they surmounted the potential pitfalls of my error and the coach ran successfully on the big

night. Talking of which, another great get-together was enjoyed by 106 members and guests (report page three).

Well, the numbers at the AGM did not quite reach the 2011 record attendance but thanks to all those who

made it and to our Branch President and guests for their interesting in-puts to the proceedings. My brief report on

the meeting is also on page three.

The 28th April brought a great celebration of 40 years of the Force Male Voice Choir with a grand concert in

Wells Cathedral. The report on the event is on page five. This was my first visit to Wells Cathedral since I was

among so many at the Memorial Service for Sandie Padgett, who died far too young. Please see, on page four,

Hugo Pike’s report on an expedition in which Sandie was involved .

A few days later, on Friday 4th May, I was one of very many at Cannington Parish Church to celebrate the

life of Maurice Locke, who departed so suddenly and under the most distressing of circumstances for Pat. The

reflections on Maurice’s hugely significant contribution to this community, supported by the massive attendance of

local people from Cannington and other areas in which he had served, could only be described as humbling. That

the future is unlikely to see such individual commitment to the role of the local Constable has to be a sad indication

that not all, so called, progress really moves us forward.

This Newsletter is a small ‘landmark’ for me as I took over the editorial responsibilities from Colin

Turnbull with edition number 101 - hence, this is my fiftieth Newsletter - how the time does fly! Bit of a mix in

the weather received since my last newsletter to you so here’s hoping that this edition arrives to herald a fine

Summer.

Kenneth Steele Memorabilia

Superintendent Trevor Margenout, who tells me he will soon be joining our Association, has discovered

some items which include albums apparently assembled at various stages in the era when Kenneth Steele was the

Chief Constable. The pictures include many of our former colleagues and quite a few of our current branch

members. In conjunction with the Senior Officers at Taunton and with Irene Steele’s consent, we hope to review

Following the excellent lunch at the Bishop’s Palace at Wells last October, Bryan & Georgina Brice have

stepped up to arrange another such event, this time at the Oake Manor Golf Club between Taunton and Milverton.

We hope that those who find the Brean Dinner makes for too late a drive home will be able to attend Oake but the

door is open for all members, so if you came to the Dinner in May please do not let that deter you from joining us

in October.

The full address is Oake Manor Golf Club, Taunton TA4 1BA and the dining room is set in beautiful sur-

roundings with an excellent reputation for good food. We will gather from 12 noon and the three course meal,

which includes tea or coffee, will commence at 12.30p.m. The full cost of the meal is £15.00 each but Branch

funds will provide a subsidy which means that members will pay only £10.00. Subject to availability, guests will

be welcome but at the full meal cost of £15.00.

Annual General Meeting - Headquarters - Saturday, 14th April, 2012

The record number attending last year was not, unfortunately, repeated but, nonetheless, 38 members and

guests were present.

Our Branch President, the Chief Constable, brought us up to date with what is a very changing police world

within Avon and Somerset and across the country. There were many aspects upon which it was right to reflect

with pride the performance of the current Officers and Staff but much political dabbling which it is difficult to see

as likely to improve the policing we enjoy. Within the Force, Mr Port and all his Officers want to provide the best

service they can and he was pleased to acknowledge the diligence of those who strive to protect the community.

His concerns were reflected in the presentation by the JBB Chairman, Kevin Philips, who reported that the

Police Federation have felt obliged to hold a ballot of members as to seeking ‘Industrial Rights’ for Police Officers,

with a demonstration in central London in the weeks after our AGM to heighten public awareness of the situation

being imposed upon Officers.

Our Regional Representative on the NEC, Pat Gates of the Bristol (Avon) Branch of NARPO, brought us up

to date with national matters, especially the work of two of the Groups in which she is involved, looking at the fu-

ture for NARPO and the training needs. Your Secretary, Treasurer and Welfare Officer each reported upon the ad-

vances that the Branch has achieved in the past year. The venture of the Autumn Luncheon, a healthy budget bal-

ance and the membership having now risen just above 1,500 make the Branch yet stronger.

Our Chairman, Bryan Brice, lead a unanimous vote of thanks for the untold years of commitment to the

Branch Committee by Malcolm Blackmore. Malcolm has decided not to stand for re-election as his 90th birthday

draws near. Thank you Malcolm for all that you have done and, we suspect, will continue to do for your fellow

retired Police Officers.

Annual Reunion Dinner - Brean Leisure Centre - Friday, 11th May, 2012

Yet again the management and staff at Brean Leisure Centre pulled out all the stops to provide us with another

great reunion evening. Numbers were a bit down on the previous two years, at 106, but that did not impact negative-

ly on the enjoyment of those attending.

Our Chairman, Bryan Brice, welcomed everyone and introduced the official guests. These included DCC, Rob

Beckley; Alex & Mrs. Duncan, JBB Secretary; Wendy Thompson, Richard and Mrs. Wand, our Force Welfare con-

tacts; Robin & Mrs. Hobbs and John & Mrs. Vickery, Vice Chairman and Committee Member, respectively, of the

Bristol (Avon) Branch of NARPO. Rob Beckley responded on behalf of the Guests and brought us a short update of

the situation within the Force since our briefing from the Chief Constable at the AGM in April.

Once again, Eric McKay and Fred Mansfield did their well-rehearsed double act over the tombola drum, with

about a third of us receiving a prize from the fare assembled by Bryan and Georgina Brice.

Also a repeat of what has taken place in more recent years, there was no rush to the exit after the last prize had

been handed over. It was really good to see that the reunion bit of the event’s title was being followed to the full,

with lots of catching up and renewing of old friendships.

Whatever reason prevented you from attending on 11th May, you need not feel that the opportunity has been

lost for ever. You will already have seen the reply slip for the Autumn Luncheon and I can tell you that the Brean

venue has been reserved again for the Reunion Dinner to take place on 10th May, 2013. No excuses, then, see you all

at one of the upcoming events!

Project in Indonesia - A Report and Reflection on Sandie Padgett

My thanks to former ACC and local Rotary President, Hugo Pike, for his report.

In 2008 I was privileged to lead a Group Study visit to East and Central Java, Indonesia (GSE Team Leader

to D3400). Chief Superintendent Sandie Padgett, then serving as the District Commander at Taunton, was one of

the four young people with various professional and business backgrounds that made up the team. She had been

supported by Chief Constable Colin Port, who saw this as a challenging experience that would further enhance her

self-development. Sandie attended the fortnightly briefing sessions as we prepared for the five week trip and

proved to be an enthusiastic and effective team member when in Indonesia and in the following year as we toured

Rotary Clubs throughout Somerset, Dorset and Wiltshire giving presentations on our experiences. Indonesia is still

a developing country and some of the basic amenities we take for granted were unavailable for the majority of the

people. On our return we successfully encouraged our Rotary Clubs to help fund two major projects that would

improve the living conditions of people in the two main cities we had visited in Java.

The first was a mobile medical and dental clinic to provide a screening service and first treatment for some

1,000 street children (in the event some 3,300 children benefited) in the city of Yogyakarta in Central Java and this

was successfully completed during 2011. The second project was to provide a sustainable supply of clean water to

10 schools in the Surabaya area of East Java, Indonesia. This has recently been completed and also exceeded the

original brief in that 12 schools and some 2,500 children and staff now have access to clean water in their schools.

In each case a borehole was drilled down to reach the aquifers from which clean water was then pumped through

pipes to a header tank positioned on the top of a metal tower. Water was then gravity fed from the tank to the

school toilet block, hand basins, and to a standpipe located in the school yard. The children were also given lessons

in basic hygiene especially after using the toilet and before handling food. Following installation, and as expected,

the level of absenteeism due to illness has dropped very substantially resulting in the children gaining more days of

education and thus improving their life chances.

As many members will recall Sandie suffered a massive stroke and died in the autumn of 2010 some eighteen

months after our return from Indonesia. She would have been especially pleased to learn of the legacy that our Ro-

tary exchange visit has given and in which she played a key role.

Care Costs - Appeal Deadline - 30th September, 2012

Our Branch Welfare Officer, John Vincent, has been trying to keep up to date with this, often vexed, topic

and wants to ensure that all members are aware of the current, albeit still too fluid, situation.

A ruling in the Court of Appeal in 1999, produced the yardstick that “The NHS should pay the full cost of

care if the primary reason a person is in a care home is because of their health”. However the interpretation

of how this sentence has been applied has been very mixed and it is estimated that some 100,000 should qualify

for NHS Care, whether the person is in a nursing home, hospital or, even, their own home. It is believed that

many hundreds of thousand of families could be, and have been, unlawfully charged for what the NHS should

have covered.

The Department of Health has announced that families fighting for repayment of nursing home fees for

which they believe they have been wrongly charged have until 30th September, 2012. This applies to disputed

costs between 1st April, 2004 and 31st March, 2011. Courts and the Health Service Ombudsman have been

highly critical of the NHS for using overly restricted criteria which do not conform with the legal requirements. It

is possible that, where a person has been contributing to their fees for the health element of care from April, 2004

they may be entitled to claim reimbursement, even where the person who received the care has since died.

Public Order Policing of Yesteryear

On 3rd April, with a few others, drawn from such former involvements as London, Manchester and North-

ern Ireland, I was interviewed in the studios at the University of Birmingham for an introductory video presenta-

tion to start the debate at the Police Federation Conference in May. This section of the Conference was focused

upon the fairly widespread public order problems encountered last Summer and the producers for the Federation

were seeking inputs from some of us involved on earlier occasions.

On the initial contact, one of the young researcher’s first questions was when was I first involved in large

scale public disorder? I realised as the question was being posed in that way that it was, for me, very early in my

service. We tend to reflect upon the extreme mass street violence of the 1980s but my first few Bank Holiday

tours of duty at Weston-super-Mare in the mid-1960s were filled with louts doing their best to wreck family out-

ings by running amok all over the sea front. I am sure that many of you will have similar reflections.

Avon and Somerset Constabulary Male Voice Choir - 40th Anniversary Celebration

On Saturday, 28th April, 2012 the members of the Force Choir were joined by three other Police Male Voice

Choirs for a grand celebration of their 40th anniversary. The Choir was established in 1971 through the enthusi-

asm of the then Deputy Chief Constable of the Somerset & Bath Constabulary, Brian Weigh. Brian is, sadly, no

longer with us but was to go on to be Chief Constable of Gloucestershire, then Avon and Somerset before becom-

ing Her Majesty’s Inspector of Constabulary for our Region. In 1974, the number of choristers was boosted con-

siderably following the amalgamation and the Choir has remained strong ever since. The number of serving offic-

ers in the ranks is not as great as would be desired but the retired contingent and guest members enable a strong

concert presence.

There have been only four Musical Directors across the forty years and the same number of accompanists.

Currently the choir is blessed with the excellent, and most expert, musical direction of Alison Howell, who was

the accompanist for fifteen years before taking up the baton in 2005. The current accompanists are Julie Payne and

Gemma Leach. The Choir is most fortunate in having such a highly qualified team of professionals to provide the

guidance and training required to sustain the level performance for which the Choir has developed a reputation.

These ladies, together with Choir member and Serving Officer Peter Jones, also provide solo interludes at choir

concerts.

At Wells, the performance was boosted by the welcome involvement of the three other Choirs. The Dorset

Police Choir, formed in 1995, with their MD, Jane Oakland, and accompanist, Christine Langton. The Gloucester-

shire Police Choir, founded in 1970, with their MD, George Taylor, and accompanist, Diane Martin. The Hamp-

shire PMVC, formed in its current structure in 1967 but with its roots in the former Portsmouth City Police during

World War II, with their MD, Terri Freeman, and accompanist, Sian Bibby-Hsia.

The Chief Constable, Colin Port, welcomed the guests and audience. The combined choirs opened with

Llanfair, Comrades in Arms and Speed Your Journey. There followed a solo by accomplished oboe player Julie

Payne and medley from Les Miserables by the Avon and Somerset CMVC. The interval was preceded by another

combined choir rendition, this time including Song of the Jolly Roger, Softly as I Leave You & When the Saints

Come Marching In. The second half opened with the combined choirs resounding performance of Morte Christe,

followed by Calm is the Sea and The Lord’s Prayer. Either side of the Avon and Somerset Choir’s medley from

Paint Your Wagon came Peter Jones’ solo, The Impossible Dream, and the spectacular organ recital of Toccata by

Alison Howell. The concert concluded with the final combined choir presentations of Gwahoddiad, Kwmbayah

and Battle Hymn of the Republic.

The surroundings of Wells Cathedral, kindly made available by permission of the Chapter was not only an

excellent venue within which to receive and enjoy the wide range of music which the concert offered. There was

also provided the facilities for a full rehearsal in the afternoon and space behind the scenes for the choirs to assem-

ble and refresh. The impression certainly was that the 543 strong audience departed happy and the choir members

all left feeling that they had been a part of a most memorable celebration of the Force Choir.

Choir Chairman and our Branch Vice-Chairman, Rod Deane and the Choir Committee had worked very hard

to make this event the undoubted success that it proved. In accustomed style, Robin Hobbs (who is Vice Chairman

of the Bristol (Avon) Branch of NARPO) guided the proceedings with his usual balance of information and hu-

mour. The collection box at the dedicated parking area near the Palace Moat brought a donation to the Children’s

Hospice South West of £60. The net receipts from the concert attendance realised donations to the Police Rehabili-

tation Centre at Flint House and to the Alzheimer’s Society each for £692.

With the Choir remaining in heavy demand the next forty years looks equally assured!

Revised Conditions of Payment & Pension for Part-Time working Inspectors & Ch/Inspectors

We have received information from the Police Federation office at Clevedon of PNB Circular 2-2012 relating

to revised pay and pension arrangements in respect of those who have worked part-time in the ranks of Inspector

and Chief Inspector. The circular follows from Police Regulations of 2003 and the case of Inspector Clair Clark v

the Metropolitan Police Service. It was effective, subject to ratification at the Home Office, from 1st June, 2012

and relates to work performed up until that date and since 1st June, 2006.

Effectively any hours worked over the contracted hours and up to the normal full hours (40 hours per week)

will be paid at the appropriate flat rate. More likely to be of importance to our members who are affected is the

fact that those ‘excess’ hours are to be included in any pension calculation.

All current and former officers to whom this applies should be contacted by the Force but should you be in

this group and have heard nothing please make contact with Headquarters Human Resources Department.

British Legion Poppy Appeal - Appeal Organisers and Collectors

I have received a plea from the Royal British Legion for any of our members who are not already involved,

through their membership of the Legion, to offer your support to the annual Poppy Appeal.

Sue Potepa is the Community Fundraiser for Somerset and Bristol and would, I am sure, be able to put any

members in South Gloucestershire in touch with the appropriate counterpart in that area. She is looking for collec-

tors and for people prepared to act as local Poppy Appeal Organisers.

It is with deep regret that I report the deaths of the following members and offer sincere sympathy to all of

their relatives and friends:

1st April, 2012 Roger TYLER, 86 years, who retired in 1977. He leaves a widow, Gladys.

8th April, 2012 Roger GUPWELL, 55 years, who retired in 2006 and from the Support Staff on 4th April,

2012. He leaves a widow, Helen.

9th April, 2012 Stephen BALE, 83 years, who retired in 1992. He leaves a widow, Maureen.

13th April, 2012 James W. THOMSON, 81 years, who retired in 1986. Jim had been JBB Chairman.

20th April, 2012 Gwen HUNT, 93 years, wife of Percy Hunt, who retired in 1967.

20th April, 2012 Maurice LOCKE, 68 years, who retired in 1994. He leaves a widow, Patricia.

22nd April, 2012 Evelyn INWOOD, 89 years, widow of Frank, who retired in 1976.

23rd April, 2012 Mabel STEER, 91 years, widow of Douglas, who retired in 1968 and died in 1999.

10th May, 2012 Percy HUNT, 89 years, only three weeks after losing his wife. Next of kin is Tony Hunt.

14th May, 2012 Phyllis UNDERWOOD, 92 years, wife of Arthur, who retired in 1981.

24th May, 2012 Colin CURLING, 74 years, who retired in 1990. He leaves a widow, Patricia.

1st June, 2012 William (Bill) HOOPER, 88 years, who retired in 1973.

12th June, 2012 Sybil Mary GOUGH, 88 years, widow of Jim, who retired in 1974 and died in 2005.

26th June, 2012 William Frederick (Bill) DURMAN, 97 years, who retired as Force Finance Officer in

1988. He leaves a widow, Margaret.
