Minutes of the 154th Meeting of Operation Coordination Committee held at SRPC Bengaluru on 09.04.2019
1. Introduction
1.1 The 154th Meeting of Operation Coordination Committee of SRPC was held on
9th April 2019 at SRPC Bengaluru. The list of participants is given at Annexure-
1A.
1.2 Shri S R Bhat, Member Secretary, SRPC welcomed all the esteemed
participants to the 154th Meeting of OCC.
On grid side, MS highlighted the following:
As all are aware and as highlighted in the previous OCC, MoP had issued five
OMs regarding maximising of thermal generation in view of expected
increased power demand in the next few months till monsoon. SRPC had
devised some formats to capture the thermal generation on a daily basis. On
a daily basis, thermal generation details were being posted in the OCC Group.
It was observed that Talcher has not met Normative DC during last year.
Talcher is a very important station for SR constituents, being cheapest. During
March 2019 loss of DC was around 205 MW for SR ISG Thermal Stations
which is a matter of concern especially during the peak month.
A Meeting was convened on 25.03.2019 at Chennai to discuss on accounting
of NNTPS drawal/injection and TN drawal and some consensus was arrived
at. Minutes of the Meeting had been issued.
Power Sale Agreement of NLC TS I with TANTRANSCO had expired on
31.03.2019. Scheduling of NLC I needed to be carried out by SRLDC w.e.f.
01.04.2019 as per IEGC Provisions. SRPC had taken up the pertinent issues
with NLCIL.
As suggested by APTRANSCO in 35th SRPC Meeting, a meeting is scheduled
on 30.04.20019 at SRPC Bengaluru to discuss on the preparation of
Guidelines/Manual for disaster management.
Communication Meeting which was scheduled for 16th is postponed to
25.04.2019. All the entities had been requested to furnish some information in
specific formats. A report is needed to be submitted to CERC by 30th April

2019 by SRPC as per Communication Regulations. He requested all
concerned to take it seriously and furnish the information at the earliest.
A Special Meeting to discuss on the implementation of AGC at state level and
at NLCIL/NTPL had convened on 14.03.2019 at SRPC Bengaluru.
OEMs/vendors also participated in the discussions in the Meeting.
CEA had requested that issues related to transmission planning, if any,
brought to the notice of RPCs may kindly be referred to Member(Power
System), CEA so that it could be examined in context of coordinated planning
by CEA as per the provisions of Electricity Act and Orders of Government of
India. In the 153rd OCC Meeting the issues regarding N-1 criteria getting
violated for 400/220 kV ICTs at UPCL, Karnataka and 220 kV connectivity to
Bhadradri, TSGENCO had been discussed. SRPC had referred these two
issues to CEA. He requested all to furnish the details of such issues so that
SRPC may refer to CEA. Shortly a Meeting of Standing Committee may be
convened in SR by CEA.
VC to discuss SCADA issues state wise were to be convened. It is observed
that SCADA issues had been reduced in the near recent past.
1.3 Superintending Engineer (O), SRPC took up the Agenda for discussions.
2. Confirmation of the Minutes of the 153rd Meeting of OCC of SRPC held on 9h March 2019 at SRPC Bengaluru The Minutes of the 153rd OCCM were confirmed.
3. MAJOR ISSUES
3.1 Coal requirements for Thermal Plants
In the 152nd OCC Meeting it was noted that MoP vide OMs dated 07.02.2019 had
informed that it has been decided that in view of expected increased power
demand in the next few months till monsoon, Central Government and State
Government plants should be given more responsibility and must be encouraged
and facilitated to gear up their generation to provide uninterrupted power at
appropriate price to consumers in this period. All power plants were advised to be
watchful and to maintain plant availability and adequate coal stocks as per norms
in this period. It was kindly requested to take necessary action and issue

necessary instructions to take immediate steps for immediate implementation of
these decisions.
In the 153rd OCC Meeting, generators had expressed some issues regarding coal
supply w.r.t railway/coal companies. Chairperson SRPC had taken up those
issues with the concerned.

The following were noted in the Meeting:
APGENCO stated that till May 2019 there were no coal and Railways issues
envisaged.
KPCL stated that there were some Railways, MCL, WCL issues which had
been taken up with the concerned entities and the copy had been furnished
to SRPC.
TN informed that there were some rake allocation issues by Railways at CCL,
ECL and Ib (MCL) to Paradip. The rakes allocation was around 54% for the
quarter Jan-March 2019. The Rail programme sanctioned was 461 against
the submitted programme of 530 rakes for the period from April to June 2019.
Coal testing reports from CIMFR, Dhanbad and Ranchi were received
belatedly and there were issues of unsampled rakes for which explanation
was sought from CIMFR, Dhanbad. Lot of big size stones, shales and
boulders have been received from Kunustoria (Bansara sidings) of ECL. The
issue had been taken up with ECL vide letter dated 25.01.2019. ECL needs
to supply atleast 3 rakes/day. CCL had supplied 3 rakes against 30 rakes for
the month of March 2019 due to want of rakes from ECR. Railways to
enhance 2 number of rakes through ARR from Ib to Mettur.
NTPC, Talcher informed that the working hrs may get reduced with the onset
of summer and thus coal supply may be affected. Coal quality and frequent
strikes had affected the coal supply. Present coal stock was around 2 days.
NTPC Talcher agreed to furnish the details to SRPC. It was noted with
concern that there was a loss of DC ( wrt normative) in Talcher stage-II
during the year 2019. Talcher stage-II was not able to achieve normative PAF

for the year 2018-19. KSEBL agreed to take up the issue at higher level and
requested NTPC, Talcher to furnish the details.
NTPC confirmed that there were no Railways and coal supply issues in
respect of other NTPC stations of SR till May 2019.
NTPL confirmed that there were no Railways and coal supply issues
envisaged till May 2019.
NTECL confirmed that there were no transport and coal supply issues
envisaged till May 2019.
NLCIL informed that there were no lignite and conveyor issues envisaged till
May 2019.
TS confirmed that there were no Railways and coal supply issues envisaged
till May 2019.
3.2 SCED Procedure
POSOCO vide letter dated 29.03.2019 (Annexure-3E) had furnished the final
procedure for SCED for interstate generating stations Pan India to be
operationalized w.e.f 01.04.2019.
Request for exclusion of SCED during ESP PG Test
Kudgi NTPC vide letter dated 03.04.2019 (Annexure-3F) had requested to
exclude NTPC Kudgi in SCED for 8 days(3rd to 8th April 2019) from 16:00
hours to 24:00 hours to facilitate the ESP PG test in Unit III.
Subsequently SRLDC had informed that matter had been discussed with
NLDC and it is recommended to exclude Kudgi from SCED as requested by
them.
In the Meeting NLDC joined through VC and shared the experience of SCED
operationalization. The following were noted:
In compliance to the CERC Order dated 31st Jan 2019 in petition No.
02/SM/2019, the pilot on SCED for inter State Generating Stations pan India,
was operationalized from 1300 Hrs on 01st April, 2019. The generating
stations have extended full cooperation for the implementation of the SCED
and it is duly acknowledged.
The Security Constrained Economic Dispatch, as the name suggests, is an
involved process covering merit order dispatch as well as honouring all
constraints such as the total requisition from the ISGS, inter-regional
available transfer capability, maximum generation and ramp up/down rates.

While both RRAS and SCED follow merit order, RRAS is dispatched ahead of
time in the time frame when schedules are being revised and SCED runs
after all schedule revisions (including URS) have been finalized.
The five RLDCs are responsible for the coordinated multilateral scheduling
activity at the regional level through the Web Based Energy Scheduling
(WBES) Software. SCED is a maiden exercise that has been taken up pan
India for the first time with dispatch instructions being issued by NLDC. In
order to facilitate SCED, a massive exercise to synchronize the schedules
issued by the five RLDCs has been carried and a central data collection
server has been deployed at NLDC. The NLDC server fetches the schedule
from the RLDCs servers which serve as the base inputs to the SCED Engine.
The output of SCED Engine is transferred back to the WBES for onward
information dissemination to the stakeholders.
As per CERC order, the existing timelines for scheduling as per IEGC have to
be honoured, thereby meaning that only a 30- minute window is available for
the entire process mentioned above before the delivery starts. This extensive
scheduling data communication requirement makes the entire process very
complex and also places an onerous requirement for reliable communication
systems. Efforts have been made to streamline the scheduling process and
the WBES is now running the schedule program in auto mode in each time
block to generate schedule for the stakeholders as well as for back & forth
transfer with NLDC. Inconsistency in the data for example, non –
synchronization of revisions, say if one revision of any RLDC is missed in
data exchange leads to a infeasible/non-converged solution which in turn
leads to schedules which are counter intuitive or may violate the constraints.
In case any generating station receives schedule which does not conform to
the declared constraints like DC, technical minimum, ramp rate then the
generating station should operate honouring the declared constraints and the
same would be taken care of in the implemented schedules.
The SCED algorithm has been running almost uninterrupted since it was
implemented on 1st April 2019 barring two instances on 3rd April and 7th April
when it had to be interrupted due to issues as mentioned above for attending

to and fixing the teething troubles / glitches. NLDC is constantly working on
addressing these issues and looks forward to cooperation from all.
The detailed presentation by NLDC is at Annexure-3G. The presentation
covered three parts- the presentation in 152nd OCC(on 12.02.2019), efforts
for operationalising SCED and lessons learnt during operationalization of
SCED from 01.04.2019 till today. NLDC observed that for more savings
decrease of technical minimum and increase of ramp rates are required. It
was noted that ramping is emerging as a critical constraint. Total Reserves
available are getting limited by the available ramping capability.
MS SRPC requested NLDC to further take up regarding increasing or Ramp
rates of thermal generators. NLDC informed that as per Terms and
Conditions of Tariff 2019-24, there is already a provision that by 30.06.2019,
NLDC is required to furnish a procedure regarding ramp rate since generators
are to be incentivised for ramp rates above 1% and penalized for ramp rates
below 1 %. NLDC already had given feedback on Technical Minimum,
Flexibility and Ramp Rate to CERC. Further NLDC will be seeking
suggestions from all entities regarding ramp rates which will be considered
while submitting the procedure for CERC as per Tariff Regulations.
Simhadri NTPC informed that to achieve a ramp up of 100 MW in one block,
actual ramp up required is 200 MW (Ramp rate -100 MW/block). While
increasing the ramp rate high temperature in the boiler is observed and there
was a unit trip incidence recently in Unit IV of Simhadri. It was pointed out
that the time period for SG(scheduled generation) for generators has
theoretically came down to 13 minutes(earlier it was I time block, 15 minutes)
and was facing problems in increasing the generation due to limitations due
to response time of boilers. Some incidences of schedules more than DC also
were observed. It was strongly suggested that at least one time block before
SG for generators may be available to generators.
NLDC stated that these issues will be addressed further and explained the
constraints in time lines due to number of actions to be carried out,
communication issues(may be a reason for schedule more than DC) and
SCED optimisation. NLDC assured regarding ramp rate that the ramp rate

declared by Generators themselves only will be considered while giving the
SCED schedules.
SRPC, observing that only coal fired thermal stations are coming under
SCED and Kudgi is the costliest Station in India under SCED. From the
information available data on NLDC website it was noted that Kudgi is given
SCED up schedule. SCED up schedule (start from cheapest station) should
be equal to down schedule(start from costlier station). Each SCED block wise
schedule should be honouring the ramp rate. Quantum of SCED up/down
depends on DC, Schedule, Ramp and ATC. This situation was difficult to
comprehend.
NLDC stated that while giving SCED Up , not only variable charges are taken
into consideration but due to multiple constraints situation of getting SCED Up
to costlier station also may arise. Perhaps on account of NIL ATC
Margins(inter-regional) the costliest generator in India, Kudgi, located in in SR
might have got SCED Up instructions.
MS SRPC stated that SCED algorithm already have factored the ATC margin
available prior to giving SCED instructions to Kudgi. It is also to be
considered whether net SCED instructions for generators need to be
implemented during market splitting conditions between NEW Grid and SR or
separate optimisation for SR generators would be carried out during such
conditions.
It was noted that in NR one of the generators had received SCED up and
RRAS down regulation for the same block. Also on 4th April 2019 at 93rd
block, Unchahar TPS II has got SCED up instruction of 30 MW whereas
Unchahar Stage I had got SCED down instruction of 30 MW (both the
generators have same variable cost as per AS I form). As per the optimization
algorithm, generators with the same variable cost located at the same
electrical node should get SCED instructions in the same directions subject to
margin available.
SE(O), SRPC recalled that during the presentation on SCED in OCC Meeting
on 12.02.2019, SRPC had suggested NLDC that simultaneous optimization of

RRAS and SCED can be carried out so that contradictory RRAS and SCED
signals can be avoided and better economical optimization may be acheived.
RRAS computations/instructions should be processed along with the SCED
algorithm for true optimization. As we approach real time(T-2) the RRAS
requirements(quantum and the selection of generators) would get better
optimized as against the existing practice of RRAS which is despatched much
earlier than T-2 time block. Also number of ATC violations is observed, the
treatment SCED schedules during congestion period may need more clarity.
NLDC informed that there is also a provision in algorithm to restrict the ATC
and a lower value helps in congestion management.
On a query to TANTRANSCO, it was clarified that state MOD will not be
disturbed because of SCED schedule.
MS SRPC suggested that all these issues may be discussed separately
through VC with participation from NLDC, SRLDC and SRPC.
After deliberations on various issues the following was the feedback:
POSOCO was complimented by the OCC forum for the SCED
implementation. It was noted that considerable efforts had gone in especially
from NLDC side for SCED implementation. The efforts of the generators in
this regard were also well appreciated. POSOCO informed that some
teething issues were being addressed.
Generators pointed out that the effective communication of the generation
schedule had reduced to 13 minutes and less and requested for one clear
block communication of generation schedule. POSOCO explained the
constraint in time lines due to number of interfaces, SCED optimization,
communication issues etc and stated that this was the most optimized time
frame to communicate the generation schedules to the generators at present.
Generators pointed out that there were some cases of ramp violations,
schedules more than DC, simultaneous RRAS and SCED schedules in
opposite direction etc. The generators were requested to furnish all the
relevant details to POSOCO for possible corrective action.

Generators pointed out that during sign change, SCED schedules were being
given which was sometimes making it difficult to carry out the sign change.
POSOCO agreed to look into the aspect.
SRPC pointed out that Kudgi has the highest VC among the SCED
generators throughout the country but yet it was getting SCED Up schedules.
POSOCO pointed out that this may be possible due to the constraints. It was
agreed that the issue would be discussed separately through VC with
participation from NLDC, SRLDC and SRPC.
SRPC stated that RRAS and SCED optimization could be carried out
simultaneously for optimal economic solution which would avoid
contradictory RRAS and SCED schedules also. The same had been
communicated to POSOCO during their presentation at SRPC. POSOCO
agreed to look into this suggestion.
SRPC pointed out that during congestion warning notices, the SCED
schedules also could be curtailed / optimized. POSOCO pointed out that they
were aware of the issues and they were optimizing the margins available for
SCED schedules during such situations. The issue would be further looked
into.
NLDC stated that ramp rates of generators were at times the limiting factor in
carrying out further optimization under SCED. SRPC requested NLDC to flag
the issue of ramp rates of ISGS stations with Hon’ble Commission. POSOCO
agreed to look into this suggestion.
SRPC vide letter dated 05.04.2019, 11.04.2019 & 12.04.2019 (Annexure-.3H) had
communicated some of the issues/suggestions regarding SCED scheduling with
NLDC.
3.3 Sale of power from NLC TPS-I
NLCIL vide letter dated 05.04.2019 (Annexure-3I) had informed that TANGEDCO
vide letter dated 27.03.2019 had intimated TANGEDCO has decided not to extend
the Power Sale Agreement in respect of Thermal Power Station –I beyond 31st
March 2019. NLC India Limited had planned to run the plant for meeting internal
consumption and approached TNSLDC for standing Clearance / No Objection
Certificate for sale of balance power in Term ahead Market of power exchange

(IEX), since the station is connected to STU through TANTRANSCO owned 110 kV.
TNSLDC issued standing clearance /No Objection Certificate on 31.03.2019 for
duration of one month. Once the 110 KV TANTRANSCO lines connected to TPS-I is
shifted to their substation, NLC India Limited will approach SRLDC for scheduling as
explained in the special meeting.
In the Meeting ED SRLDC informed that NLCIL had communicated that NLCIL
had requested TN to give NOC for selling power from NTPC in IEX. NLCIL
informed that the Power Sale Agreement with TN in respect of NLC TPS-1 has
expired on 31.03.2019. At present NLCIL is taking permission from TN and selling
in IEX. He stated that clarity was required regarding the scheduling jurisdiction of
NLCIL power.
The following was noted:
NLC TS I is a generating station with no full allocation to the host state.
As per IEGC Regulation, responsibility of coordination of scheduling lies with
RLDC in case Central Generating Stations does not have full allocation to
the host state.
MAPS Kalpakkam is a Central Generating Station with connectivity only to
STU. However the responsibility of coordination of scheduling lies with
RLDC as per IEGC Regulation.
TS I Station may need to be scheduled by SRLDC from 01.04.2019.
This matter was also clearly explained in the Special Meeting held on
25.03.2019 at Chennai.
SRLDC stated that in the present scenario NLC TS I may be considered as a CGS
merchant plant (CGS not dedicated to any state) connected to state network and
scheduling may come under purview of SRLDC. SRLDC will make a procedure
but NOC from STU is required since TN STU is used to evacuate NLC Power.
After deliberations the following was concluded:
The plant was earlier a Central Generating Station with full allocation to TN.
OCC opined that presently NLC TPS-1 was a Central Generating Station
without allocation to any state. Accordingly, as per IEGC Clause 6.4.2(a),

NLC TS I would come under the control area of SRLDC. It was agreed that
SRLDC would carry out the scheduling after compliance of all the formalities
by NLC like user registration, metering scheme approval, real time SCADA
etc. However NOC from STU would be required since TN transmission
system is used for evacuation the power.
3.4 Discussion on RSD procedure
SRLDC vide E-Mail dated 05.04.2019 had requested the following point to be
included in the agenda of 154th OCC meeting to be held on 09.04.2019. The
following were noted in the mail.
Honorable CERC vide order No. L-1/219/2017-CERC had approved detailed
operating procedure for taking units under RSD. SRLDC need an elaborate
discussion to come to a common platform for smooth implementation of RSD
procedure on following points:
i) All the units technical minimum would be made zero, states have to provide reasonable requisitions otherwise generator shall take a call regarding RSD.
ii) States are required to give realistic requisitions before 20:00 Hrs in order to
have effective RSD decision. iii) If the schedule goes below technical minimum for few blocks during the real
time, actions to be taken based on grid condition. iv) Request to take unit under RSD or revival from RSD shall be through web
based scheduling program by providing required requisitions for the same. v) Discussion on the time of revival considering different warm/cold start up time
for different generators Other associated points.
In the Meeting SRLDC informed that they have faced few minor isues while
implementing RSD Procedure and requested for clarification from the forum,
mainly from beneficiaries.
SRLDC presented (Annexure-3J) the different possible cases, like throughout the
day schedule is below technical minimum except during peak hours, except
morning few blocks, requisition is high, throughout the day intermittent requisition,
ie few blocks below TM and few blocks above TM, continuously for around five

hours below TM and rest of the time high requisition and the last case throughout
the day marginal difference between TM and requisition.
The following guidelines were agreed after deliberations:
RSD guidelines on D-1 day
SRLDC would make the technical minimum as zero for all the ISG stations.
During D-1 (Day ahead), the requisitions received from the beneficiaries up to
20:00 Hrs would be summated without constraining to the technical minimum
(but honouring the ramp rates) and the resultant schedules would be passed
on to the generator through web based scheduling program.
The beneficiaries would give realistic schedules as far as possible as
subsequent surrenders/recalls would impact the schedules of other
beneficiaries who have entitlements in that generator. If any beneficiary
desires that any unit should not go on RSD, they would ensure that they
provide required requisition in order to bring generator schedule equal to or
above technical minimum and to the extent possible and they should not
surrender the same in real time, unless there are extenuating circumstances.
However, SRLDC may consider clause 5.6 and 5.7 of approved RSD
procedure during issue of final schedule with advance intimation to SLDCs
and associated ISGS.
The generator would decide whether the resultant schedules are serviceable
by keeping units on bars or alternately arrange for unit to go on RSD under
intimation to RLDC latest by 21:00 Hrs. The beneficiaries would be intimated
of the decision by the final schedules/RSD intimation uploaded on SRLDC
website. The type of shutdown would be communicated by the generator
based on the requisitions (On Bar DC, Off Bar DC and DC as per the type of
RSD).
RSD guidelines on real time
During the day of operation, if the resultant schedules of the generator fall
below technical minimum for 8 contiguous hours or more, SRLDC would take
a call to permit the unit to go on RSD or not depending on the grid conditions.
If the resultant schedules are less than technical minimum for period less than
8 contiguous hours, technical minimum would be ensured for the generating
station by RLDC. This would ensure the stable operation of generation unit.
However, SRLDC would examine the grid security aspects before taking the
unit under reserve shutdown and can provide technical minimum schedule to
the generating station for smooth grid operation in line as per clause 5.7 of
RSD procedure and clause 6.5.14 and 6.5.20 of Indian Electricity Grid Code.
Notwithstanding the above, SRLDC may schedule any of the ISGS units to be
on bar or direct the unit(s) to go off bar depending upon the grid conditions.
Other guidelines/issues on RSD:

All the generators would communicate the revival times from hot, warm and
cold conditions in AS1 form. The hot, warm and cold condition would be as per
the Procedure < 10 hrs, 10 hrs-72 hrs and > 72 hrs.
The beneficiaries had to requisitions appropriately considering the revival
times from hot, warm and cold conditions, their requirements during all the 96
blocks etc.
KPTCL raised apprehension that some of the beneficiaries may raise the
requisitions on D-1 but in real time may not avail the power. It was pointed out
that the Procedure would be followed and KPTCL or any beneficiary may raise
this issue, if observed, and the same would be taken up at higher level.
Some of the generators pointed out that a unit could be revived before 8 hrs
as well. It was noted that as per clause 7.1 unit can be recalled after 8 hrs,
however in case of system requirements the same can be revived before 8
hrs. Generally such situation would arise only in real time and the decision on
system requirement would be through SRLDC.
There could be cases where generator though having schedules (R-1) which
would have resulted in RSD of the unit had decided to keep the unit on bar. In
such cases, SRLDC would take appropriate decision on providing technical
minimum schedule or communicating the requisitions of beneficiaries as
received in real time.
3.5 Transmission planning related issues
PSPA Division II, CEA vide letterer dated 08.03.2019 (Annexure-3K) had
requested that issues related to transmission planning, if any, brought to the notice
of RPCs may kindly be referred to Member(Power System), CEA so that it could
be examined in context of coordinated planning by CEA as per the provisions of
Electricity Act and Orders of Government of India.
In the 153rd OCC Meeting the issues regarding N-1 criteria getting violated for
400/220 kV ICTs at UPCL, Karnataka and 220 kV connectivity to Bhadradri,
TSGENCO had been discussed.
SRPC vide letter dated 22.03.2019(Annexure-3L) had communicated these
issues with CEA.
In the Meeting SE(O), SRPC requested all the entities to submit the transmission
constraints, if any.
KPTCL was suggested to study the voltage issues/overloading issues in their
system at Bengaluru(suggestion for STATCOM), Gooty-Nelamangala overloading
etc and furnish to SRPC so it can be referred to SRSCT of CEA. SRLDC was also

requested to carry out system studies for STATCOM at Bengaluru ( as voltage
was going in both the directions).
3.6 Manual for recovery of Electrical Infrastructure during Natural Disaster
In the 35th SRPC Meeting, it was noted that the natural disasters are happening
every year in SR. SRPC had endorsed the need for having a Manual for recovery
of Electrical Infrastructure during disasters.
A Special Meeting to discuss on the same is scheduled to be conducted at SRPC
Bengaluru on 30.04.2019. Representation from SLDCs, Transmission wing and
DISCOMs was kindly to be ensured. The existing practices being followed by the
constituents/entities during disasters for recovery of Electrical Infrastructure during
disasters may kindly be shared.
In the Meeting, it was noted that no inputs had been received from any of the
states in this regard.
TANTRANSCO informed that a team of officers at different capacities are working
on the same and report would be submitted shortly. APTRANSCO informed that a
Meeting is scheduled and feedback will be furnished to SRPC.
SE(O), SRPC requested all the states to submit the inputs before the Meeting so
that it can be circulated among the constituents which may help in fruitful
discussion in the Meeting.
3.7 Scheduling of Pavagada Solar UMPP by SRLDC/Updates on other solar parks
Mock scheduling of Pavagada UMPP by SRLDC was to commence from
15.12.2018 (as discussed in the Meeting held on 02.11.2018).
AGEL vide letter dated 11.03.2019(Annexure-3M) had requested SRLDC to
expedite on transferring the scheduling jurisdiction of Kamuthi Solar Power
Projects(648 MW) from TNSLDC to SRLDC in accordance with IEGC Clause
6.4.2.(b)
SRLDC vide letter dated 20.03.2019(Annexure-3N) had requested for some
clarification from AGEL. AGEL vide letter dated 22.03.2019(Annexure-3O) had
replied to SRLDC letter.
In the Meeting the following were noted:

Scheduling of Pavagada Solar UMPP – KAR SLDC stated that the issues of
furnishing the actuals etc for the purpose of making mock accounts is being
expedited through KSPDCL. Some data format issues were getting addressed.
Ghani Solar Park: It was noted that Ghani Solar Park was an UMPP and
scheduling would need to be carried out by SRLDC. APTRANSCO informed that
the issue was scheduled to be discussed at SLDC within 15 days. SRLDC
agreed to send reminder letter in this regard. MS SRPC expressed concern that
after discussion in many meetings and reminders in this regard no action had
been initiated by APTRANSCO. It was agreed to hold a VC with APSLDC in
this regard.
Kamuthi Solar Power Projects(648 MW)-AGEL: TANTRANSCO raised different
PPA, connectivity issues etc and stated that the scheduling jurisdiction was to be
with TNSLDC. It was agreed to hold a separate meeting in this regard.
3.8 Relocation of SPS schemes
SR-I & SR-II had confirmed that all the new DTPCs have been commissioned at
the identified locations. All the states were requested to wire their inputs by
month end and furnish the compliance by next OCC meeting (refer Annexure
No. V of 77 PCSC MOM).
In the Meeting the following were noted:
SR-I & SR-II had confirmed that all the new DTPCs have been commissioned
at the identified locations. TN informed that by 25.04.2019 (except Karaikudi)
all the works would be completed. KSEBL informed that the works had been
completed. The following activities to be carried out:
Carryout the pending works (refer Annexure No.V of 77 PCSC MOM).
Carryout the mock drills in coordination with PGCIL and SRLDC.
Carryout the mapping of the feeders in coordination with SRLDC.
Furnish the revised list of feeders along with load reliefs under various SPS.
Communicate the compliance report in this regard to SRPC / SRLDC.
SRLDC informed that Gooty-Nelamangala, Gooty-Somanahalli and Hiriyur-
Nelamangala SPSs had been disabled. SR I confirmed that all the SPSs are
enabled. It was agreed to conduct the mock drill for Gooty-Nelamangala, Gooty-
Somanahalli and Hiriyur-Nelamangala SPSs on 30.04.2019.
Subsequently SRLDC vide E-mail dated 11.04.2019 had requested SR I to check
the healthiness of SPSs and communication link availability.

SR I vide E-mail dated 12.04.2019 had informed that they have checked the
healthiness of SPS and SPS is healthy. They had checked the SPS-9 signal
wiring and found that it is terminating in APTRANSCO MUX. It is requested to
check and confirm the SPS – 9 signal link between from APTRANSCO Gooty
MUX & Load/Gen per return mail.
3.9 SCADA Vs SEM issues
In the 153nd OCC after deliberations regarding the SCADA Vs SEM issues raised
by SR constituents all SLDCs (along with SCADA team) would periodically hold
VC with SRLDC and SR-I/SR-II to settle the issues with focused attention. SRLDC
would ensure participation from SCADA & Commercial Division. Issues raised by
SRLDC and specific issues would be circulated by SLDC prior to VC.
SRLDC/SLDC would analyse the node-wise discrepancy to identify and address
the persistent issues. The dates of VC would be communicated by SLDCs.
Specific issues, if any, may be brought out by all entities/constituents.
Error in SEM data on 16th & 17th March 2019
TANTRANSCO vide letter dated 03.04.2019 (Annexure-3P) had informed that
abnormal deviation had been observed between SCADA and SEM data from 70th
block of 16.03.2019 to 96th block of 17.03.2019 which leads to huge commercial
implications.
It was noted that as per SCADA data, there is only one violation during this period
where as SRPC DSM report 15 violations had been considered.
In the Meeting SRLDC informed the following:
SCADA Vs SEM drawl was analyzed for previous weeks from 4th March to
24th March 2019 and found that difference in SCADA drawl w.r.t. SEM drawl
has reduced compared to previous weeks.(Annexure-3Q)
Feedback given by constituents regarding telemetry, accuracy of data etc has
been incorporated.
Alternate data source (available) polarity has been checked and found OK, to
avoid any jump/erratic in drawl etc
Changes in drawl due to new element are being done, with prior intimation to
states.

SRLDC is ready to participate in VC called by states to discuss any drawl
related issues
SRLDC agreed to discuss the SCADA Vs SEM variation issue for 16/17.03.2019
bilaterally with TN. Whether any changes were there in TN drawal points after
NNTPP ICT commissioning etc needed to be analyzed. A difference of 140 MW
between SCADA and SEM data had been observed.
SRLDC stated that they were ready to hold VC to sort out the SCADA issues with
the states. The agenda would need to be communicated by the states.
3.10 Simhadri Islanding scheme
In 153rd OCC meeting, APTRANSCO had informed that the information about
islanding scheme for Simhadri had been communicated to their protection wing
and same would be discussed in the Protection Sub Committee meeting of SRPC.
However no feedback was given on the draft Simhadri Islanding Scheme during
82nd PCSC by APTRANSCO.
In the Meeting it was noted that the issue had not been raised by AP in the
Protection Committee Meeting. AP furnished the line loading details in regard to
the islanding scheme. It was noted that islanding scheme was needed for the
capital city of AP and it was required to be expedited.
AP SLDC to revert back on the draft Simhadri Islanding Scheme.
3.11 Delayed reporting of complete outage at 220kV Alipura Substation on 20.02.19
The complete outage of Alipura substation on 20.02.2019 was not reported by
KPTCL SLDC to SRLDC. Event was later reported by KPTCL protection wing on
14.03.2019 through email. This is a Violation of IEGC clause 5.2(d).
In the Meeting SRPC/SRLDC stated that this issue was viewed seriously as it
amounted to violation of IEGC provisions. KPTCL assured that mandated
procedure would be ensured in future.
3.12 Condenser mode of operation in other Hydro station
Exploring the possibility of running other state Hydro stations in condenser mode
operation considering the high renewable integration and associated MVAR
management requirement.

KPCL informed that with minor modifications, condenser mode of operation
is possible at Sharavathy and Varahi Stations. In respect to Kadra,
Nagjheri and Kodasalli, KPCL would explore the possibility and revert back
within one week.
TANTRANSCO informed that in Aliyar units are already used in condenser
mode. The possibility of using other hydro/gas stations in condenser mode
would be taken up with TANGEDCO.
All SLDCs are requested to take up the issue of using hydro/gas
stations in condenser mode with GENCOs and revert back before next
OCC.
3.13 KPTCL Over drawl at lower frequencies: (i) From the scatter plot of deviation Vs Frequency, it can be seen that there is
significant overdrawl by KPTCL at lower frequencies.
(ii) KPTCL is requested to restrict their over drawl at lower frequencies. (real
time messages issued to KPTCL is at Annexure-3R.
In the Meeting KPTCL informed that it happened because of tripping of Kudgi
Units and also due to RTPS reduced generation(around 400 MW) & BTPS(150
MW) due to coal handling issues. UPCL was also under generating. Due to
election and exams load shedding was not carried out.
3.14 Pending Payment to NTECL
In the Meeting NTECL requested TN, AP, TS and some of the DISCOMs of
KPTCL to make the pending payment to NTECL (pending total of around Rs 2,064
Crores).

3.15 Central Electricity Authority (Technical Standards for Connectivity to the Grid ) (Amendment) Regulations, 2019
The following clauses in the CEA(Technical Standards for connectivity to the Grid)
(Amendment) Regulations 2019 needed to be noted:
“B. Connectivity standards applicable to the wind generating stations, generating
stations using inverters, wind - solar photo voltaic hybrid systems and energy
storage systems.
(4) The generating stations with installed capacity of more than 10 MW
connected at voltage level of 33 kV and above –
(i) shall be equipped with the facility to control active power injection
in accordance with a set point, capable of being revised based on
directions of the State Load Dispatch Centre or Regional Load
Dispatch Centre, as the case may be;
(ii) shall have governors or frequency controllers of the units at a
droop of 3 to 6% and a dead band not exceeding ±0.03 Hz:
Provided that for frequency deviations in excess of 0.3 Hz, the
Generating Station shall have the facility to provide an immediate
(within 1 second) real power primary frequency response of at
least 10% of the maximum Alternating Current active power
capacity;
(iii) shall have the operating range of the frequency response and
regulation system from 10% to 100% of the maximum Alternating
Current active power capacity, corresponding to solar insolation or
wind speed, as the case may be;
(iv) shall be equipped with the facility for controlling the rate of change
of power output at a rate not more than ± 10% per minute.
(5) The generating stations of aggregate capacity of 500 MW and above
shall have the provision to receive the signal from the State Load
Dispatch Centre or Regional Load Dispatch Centre, as the case may be,
for varying active and reactive power output.

All entities were requested to note the same. SLDCs were requested to include the
provisions of the Amended Regulations in the State Connectivity
Regulations/Connectivity Agreements.
3.16 Deviation by States
SRLDC vide letters dated 02.04.2019(Annexure-3S) had communicated to
APTRANSCO, TSTRANSCO, KPTCL and TANTRANSCO regarding the deviation
in drawals beyond the limits during the period from 04.03.2019 to 31.03.2019.
All concerned entities were requested to take appropriate action in real time to
curtail sustained UD/OD and UI / OI on violation messages being issued by
SRLDC and report necessary compliance.
3.17 Status of Implementation of the revised FGD Installation/ESP Up-gradation Plan
CEA is seeking updated information in respect of implementation of revised FGD
installation/ESP Up-gradation Plan. Status update is to be furnished in a time
bound manner.
In the Meeting held on 20.03.2019 at MoP, immediate need for the action plan for
compliance of environmental norms for the balance thermal capacity which is not
being monitored was discussed. CEA vide letter dated 26.03.2019 had furnished
the breakup of the capacities unmonitored along with the action required by the
concerned authorities:
AP: VTPS: Unit- I to VI (210 MW)
TN: Tuticorin TPS: Unit I to III (210 MW)
TS: Kothagudam (KTPS) Unit: XII(800 MW) (Newly commissioned)
SRPC vide letter dated 28.03.2018(Annexure-3T) enclosing CEA letter dated
26.03.2019 had requested all the concerned GENCOs/SLDCs to kindly furnish the
detailed status and compliance of the norms wherever applicable to CEA with a
copy to SRPC.
In the Meeting, it was noted that information had been received from all the
concerned and had been forwarded to CEA.
3.18 TTC assessment considering temperature dependent rating of lines/terminal equipment
All the entities had furnished the details. NPC, CEA vide letter dated 06.03.2019
had furnished the summary record of discussions of the Meeting held with PGCIL

and POSOCO regarding ambient temperature adjusted TTC held on 05.02.2019.
It is noted that end equipment ratings are required for planning and operational
studies. SRPC vide letter dated 28.03.2019(Annexure-3U) enclosing CEA letter
dated 06.03.2019 had requested the concerned constituents (KPTCL,
TSTRANSCO and TANTRANSCO) to furnish the terminal equipment details of
the all 400 kV lines in the respective states by 02.04.2019 to NLDC/NPC &
CEA/SRPC.
It was noted that specific data sought by NLDC vide letter dated 28.01.2019 in
respect of transmission lines that are in the path of inter- regional power transfers
towards SR had already been communicated to NLDC on 09.03.2019. SRPC vide
letter dated 28.03.2019 (Annexure-3V) had requested NPC to impress upon
POSOCO to release the TTC Margins for SR based on the information furnished.
In the Meeting, KPTCL, TSTRANSCO and TANTRANSCO agreed to furnish the
information by 15.04.2019.
3.19 Report of the Committee to assess requirement of Regional Spares in Petition no. 38/TT/2017
A Committee was constituted to assess the requirement Regional Spares which
had submitted a Report to the Hon’ble CERC (Annexure-3W). Comments and
suggestions from the stake holders on the Report may be sent to CERC on or
before 29.03.2019.
OCC forum noted the above.
3.20 Deviations/zero crossing violations
Data in respect of deviations and zero crossing violations for the period
01.02.2019 to 28.02.2019 by SR entities as furnished by SRLDC vide letter dated
20.03.2019 is at Annexure-3X.
3.21 Ramp Rates, technical minimum & startup from hot/warm/cold
ISGS/State generators were suggested to improve the ramp rates.
Schedule revision: More ramp rate
NTECL vide E-mail dated 02.04.2019 informed that the schedule given to
NTECL for 12th block was 1212.96 and for 13th block was 1354.71 MW (increase
by 141.75 MW) which was not possible to adhere since NTECL ramp rate per
block is 112.05 MW. NTECL requested to revise the SG as per ramp rate.
The following was noted in the 153rd OCC Meeting:

All ISGS stations were requested to give ramp of 0.67%/min in line with
the SRPC decision.
All the SLDCs were requested to ensure ramps of at least 0.67%/min in
line with the SRPC decision for the state generators.
NTPC was requested to furnish the expert view of OEM. NTPC informed that
the issue was under consideration, had communicated in this regard to
Corporate office, and the details would be furnished at the earliest.
All the entities were requested to take action in respect of ramp rates,
technical minimum, start up from hot, warm and cold condition as discussed in
the SRPC meeting (noted in the special meeting).
POSOCO pointed out that enhancing of the ramp rates would result in further
savings in the SCED optimization. As per the Tariff Regulations, 2019-24,
POSOCO was to come out with a draft procedure on ramps (with
incentivization) by June 2019. The draft was under preparation. This was
to be implemented from April 2020.
In regard to NTECL request SRLDC agreed to look into the matter and
assured that in future it will be taken care.
3.22 RE Generators for Reactive Compensation & High Voltage
All the states were again requested to kindly examine and ensure voltage based
MVAR interchange for RE generators.
The following were noted in the Meeting:
APTRANSCO: There was no further update on SRPC / TCC status.
TSTRANSCO: Final notification from TSERC was awaited.
KER: A meeting with RE developers would be held to finalize the
recommendations. Formal note would be submitted to Regulator most likely in
2 weeks. Instructions had been given to Solar generator of 50 MW in North
Kerala (low voltage area) to inject MVAR due to low voltages (around 10
MVAR). During the period, SLDC instruction, reactive charges are suspended.
In future, there may be some incentivization for reactive support.
TANTRANSCO: The Solar tariff as per TNERC Order was under consideration
of the management. The reactive billing for wind was yet to be taken up.
KPTCL: One Meeting of the committee had already been convened on
29.01.2019. Another Meeting of the committee will be convened shortly in
which the final recommendations would be finalized. Subsequently, the same
would be taken up with SERC through KEGC Review Panel.
It was suggested that in real time SLDCs may suspend the reactive
interchange charges in case of system requirements (till the voltage
based reactive billing is in place). Blanket approval in this regard for the
same may be obtained from the Higher Management by the SLDCs.

3.23 Daily Load Forecasting by SLDCs
SRLDC presented the error (forecast Vs actual demand) for the month of March 2019.
It was observed that all other states showed an error less than 8 % except in Kerala for one day where it was 12 %.
KSEBL informed that they will revert back on the same and felt that this may be due to some data error.
3.24 Renewable schedule entry and carrying out proper forecast and update ding intraday
In the 151st OCC Meeting, SRLDC/SLDCs were requested to come up with the
wind and solar forecast error computations (actual Vs forecast).
In the Meeting all SLDCs were requested to furnish the forecast, actuals and
forecast errors for wind and solar each month to SRLDC in a consolidated
manner. It was agreed that SRLDC would present the RE forecast errors for
all the states in the OCC regularly. It was noted that this data was being sought
by higher forums and other entities.
3.25 Accounting of NNTPS
In view of the commissioning of NNTPS Units of NLCIL shortly, to finalize on
accounting of NNTPS drawal/injection and TN drawal, a Special Meeting was
convened at Chennai on 25.03.2019 (Meeting Notice at Annexure-3Y).
SR II, PGCIL vide letter dated 29.03.2019(Annexure-3Z) had communicated to
TANTRANSCO regarding the delay in commissioning of 230 kV NLC-II – NLC
(TANTRANSCO) D/C line.
In the Meeting it was noted that minutes of the Meeting held on 25.03.2019 are
available at SRPC website.
3.26 Low Voltage issues in Karnataka and Kerala
The issues had been discussed in a VC held on 06.03.2019 and actionable points
by Karnataka, Kerala and PGCIL had been listed out. KSEBL is updating the
status on a daily basis to SRPC/SRLDC. In the 153rd OCC Meeting KPTCL was
requested to update on the status of UV relays in their system. The voltage
settings in the RPC controller at Kolar HVDC station had been changed to 395 kV
– 415 kV from existing 390 kV - 410 kV w.e.f 13:03 hours of 20.03.2019.

In the Meeting it was observed that low voltage issues have been reduced
considerably. PGCIL informed that the revised setting may be continued and there
was no adverse feedback on the same.
KPTCL was once again requested to update on the status of UV relays in their
system.
3.27 URTDSM project
SR-II had informed that standby link would be established after commissioning of
PDCs at Kolkata / NLDC by M/s GE.
All the constituents were requested to take action as firmed up in the meeting /
discussions held between 19.02.2019 to 21.02.2019
SRLDC had been requested to furnish the observations on URTDSM analytics.
In the Meeting SRLDC presented on Analytical Application Status and pending
issues(Annexure-3AA)
The following were noted:
5 applications had been installed at SRLDC. Applications at SLDCs would be
installed by end of April 2019.
Regular VCs (every 15 days) were being held with IIT, Mumbai and the
constituents.
Validation of LSE was being carried out. 765 kV system was converging and the
mapping issues at 400 kV were getting addressed.
Through VADR application operating Z information was getting captured and
would be shared.
Supervise Zone-3 application requires PMU at both the ends of the lines and
adjacent lines also. They were touch with PGCIL to identify the locations
meeting the criteria and the Pilot would be taken up at the selected locations.
LPE and CT/CVT calibration also required PMU at the both the ends and
presently 60 lines had been identified.
It was agreed that SRLDC would make a presentation on URTDSM
application output observations regularly in the OCC meeting. The
interaction with the SLDCs needed to be sustained for overall
understanding and the usage of the applications.
3.28 Deficit during peak hours from Talcher Stage II
KSEBL vide letter dated 19.02.2019 had communicated regarding the
downward revision of DC from Talcher Stage II on 19.02.2019. DC was revised
from 1400 MW to 1700 MW at 03:39 hours but at 13:05 hours DC was revised
downwards to 1350 MW which affected the LGB of Kerala during evening peak
hours.

In the 153rd OCC Meeting, NTPC was requested to revert back on intra-day DC
variation at Talcher II as raised by KSEBL.
In the Meeting, NTPC informed that the DC was raised since the strike was
called off but later due to a flash strike the supply was again affected and DC
reductions was resorted to. There was around 96 days strike during last year.
Talcher informed that present coal stock was around 2 days. MS SRPC
requested NTPC Talcher to furnish the details to SRPC which was agreed by
Talcher.
CE, KSEBL requested NTPC to give a formal letter to KSEBL so that they can
also escalate the issue to his higher ups.
3.29 Request for shifting of outage plan of generators
NTPC had requested Simhadri Unit-I (500 MW) planned S/D from 26.04.2019 to
14.06.2019 and in the 153rd OCC Meeting, NTPC was requested to coordinate
with AP & TS in this regard.
NTPC vide letter dated 21.03.2019(Annexure-3AB) had further informed that
the unit will be taken out for AOH from 26.04.2019 since the scope of work
includes Mandatory Boiler License Renewal which is expiring on 10.05.2019.
NTPC vide letter dated 28.03.2019(Annexure-3AC) had informed that the Unit
III of Ramagundam had been stopped on 28.03.2019 at 04:08 hours due to
sudden leakge from Drum manhole door. The AOH was planned from
13.04.2019 for 10 days. NTPC informed that after repairing this issue(expected
to take 2-3 days) the unit will continue out for AOH which include boiler license
renewal and preparatory R & M works of ESP(Total outage will be 10 days from
28.03.2019)
The shutdown proposal of NTPC Simhadri Unit I from 26th April 2019 was
deferred by TSTRANSCO citing the peak load conditions in the state. NTPC
vide letter dated 21.03.2019 had requested for approve the same since the
boiler license expires on 10.05.2019.
TSTRANSCO vide letter dated 04.04.2019 (Annexure-3AD) had informed that
taking into account the interest of boiler safety the proposal for AOH is accepted
from 10.05.2019, however it was requested to NTPC that in future, any planned
outage is not programmed during peak season and may be planned during off
peak season in consultation with the constituents.
In the Meeting Simhadri Unit-I (500 MW) shutdown was agreed from 10.05.2019
to 28.06.2019.

3.30 NTPL – Forced outage of Unit – II
NTPL vide letter dated 26.03.2019 (Annexure-3AE) had furnished the action
plan/progress of action plan to revive the unit. The unit had tripped due to
Generator Protection on 16.01.2019. Stator repair work had been awarded to
BHEL and tentative completion of work is given as 31.05.2019. The Unit is
expected to be synchronized on 15.06.2019.
OCC noted the above.
3.31 Reliability of SPS Schemes
In compliance of Commission’s Order dated 26th March 2018 in Petition No.
09/SM/2015, the list of SPS in SR had been communicated to all concerned.
SRLDC was to furnish the details of ISTS SPSs and SLDCs for other intra state
SPSs. This information is to be submitted along with OCC on monthly basis.
In the 153rd OCC Meeting, it was noted the realized relief was less in both the
incidents (07.02.2019: Talcher-Kolar SPS and 08.02.2019: KKNPP U-2 SPS).
States were requested to revert back with action taken report by next OCC.
In the Meeting states were again requested to revert back on the same.
SRLDC vide letter dated 05.04.2019 (Annexure-3AF) had furnished the SPS
operation during March 2019. It was noted that Talcher-Kolar Pole II tripped on
line fault on 12.03.2019 and the SPS acted as per logic. Total load relief was 1195
MW against the designed value of 879 MW(AP-350 (230), KAR-450(250), TN-
395(399)). On 18.03.2019 Raichur-Sholapur Line I tripped on Y-N fault bur SPS
logic was not met and not operated.
3.32 REMC Project in SR-Non readiness of space by KPTCL/ Failure of KPTCL underground fiber links in Bengaluru intra-city
SR II vide letter dated 22.03.2019 had requested KPTCL to arrange for early
completion of the interiors to commence the installation and further commissioning
of the systems to complete the work at the earliest. It was noted that the progress
of the same is being monitored closely by MoP and the commitment was to
commission the system by March 2019.
KPTCL vide E-mail dated 28.03.2019 had informed that interior work is in progress
and in week’s time PGCIL can start installing LVS and from April 15th onwards

can start installing Server and other HW and offered necessary
coordination/support from KPTCL for installation.
In the Meeting, KPTCL informed that 15th April onwards, PGCIL could start with
installation of LVS (UPS power would be available). Installation of Server and
other HW could be taken up from 01.05.2019 and offered necessary
coordination/support from KPTCL. SR II requested KPTCL to render all
assistance.
SR-II informed that 4th link to SRLDC (through Hebbal) had been established.
SRLDC agreed to revert back after verification.
For rectification of OF cable between HSR to NIMHANS, EDC to NIMHANS and
EDC to HAL,KPTCL informed that the agency has been identified to carry out the
works.
3.33 Issues w.r.t KGS
In the 153rd OCC Meeting, KGS had highlighted the following issues with respect
to KGS
Replacement of all SEM Meters with single model SEM Meters to avoid
maintaining of different DCDs, failure of DCD and for facilitating auto down
loading facility. Totally twenty-two SEM meters are provided for Energy
recording. Out of that 15 Nos are ENTITY-E3M021 (without Auto
Downloading) and 07 Nos are L&T ER-300P with auto downloading facility.
SEM related issues would be again taken up by Kaiga GS with SR-II with
a copy to SRPC.
In the Meeting it was noted that Kaiga GS had taken up the issue vide
letter dated 09.04.2019.
Replacement of old insulators on Kaiga-Guttur circuits to avoid repeated
tripping of Kaiga-Guttur lines due to insulators flash over.
KPTCL informed that they have replaced 20 numbers of tension strings.
Further replacement of 15 numbers and 22 numbers of insulator strings
was planned for line-1 and line-2 for which, the estimation was under
preparation.
KPTCL informed that the estimate had been prepared and would be
taken up for approval.

Commissioning of OPGW circuit through Guttur circuit. Presently Narendra
circuit made through with one channel.
SR-II was requested to address the card issues of Terminal equipments
at Guttur end.
Kaiga GS had taken up the issue vide letter dated 09.04.2019.
Attending of deficiency in PLCC speech communication from KGS to
Guttur, Kadra, Kodasalli, Narendra by KPTCL Kaiga GS and KPTCL
agreed to coordinate the PLCC communication issues.
There was no update.
Rectification of RTU Kaiga end board level/configuration issues for
SCADA data availability to SRLDC control room Bangalore.
(SCADA discrepancies -220 KV bus I & II voltages & frequency and KGS
3 & 4 SUT TAP position at Kaiga are reporting with error at SRLDC.)
RTU issues to be raised by Kaiga GS with SR-II with a copy to SRPC.
SR-II was requested to address the issues.
Kaiga GS had taken up the issue vide letter dated 09.04.2019.
3.34 Resource Adequacy Index and Flexibility Index
In the 153rd OCC Meeting, SRLDC had presented the formulae for calculation of
different indices. All SLDCs had been kindly requested to revert back with
observations/suggestions.
In the Meeting, SRLDC informed that for Southern Region the same was being
integrated in the SCADA. Subsequently on similar lines it could be integrated in
the SLDCs SCADA (SRLDC would render assistance). SRLDC agreed to
furnish the details (including soft copy) in this regard to SLDCs along with
the instructions to compute the indices.
3.35 Communication Audit
A special meeting is scheduled on 16.04.2019 (Meeting notice at Annexure-3AG)
at SRPC Bengaluru. All the entities are requested to furnish the information in the
required format by 10th April 2019.
In the Meeting it was noted that the Meeting had been postponed to 25.04.2019.
SRPC requested all entities to furnish the required information at the earliest.

3.36 Periodical Audit and Vulnerability Assessment & Penetration Testing(VAPT) of Infrastructure
IT Division, CEA vide letter dated 31.01.2019 had advised all Sectoral CERTs,
Utilities/Organizations to report CISO MoP after conducting Audit and
Vulnerability Assessment and Penetration Testing(VAPT) of all ICT infrastructure,
website, web application etc at the earliest. All entities to carry out periodical
audit and VAPT testing on ICT infrastructure. Copy of the audit report / VAPT
testing is to be communicated to CISO MoP (Chief Engineer, IT, CEA) at the
earliest (copy of the report may also be furnished to SRPC). Further, as per
CERC Communication Regulation, Cyber Security Audit is to be carried out for the
year 2018-19.
Further Under Secretary (IT), MoP vide letter dated 13.03.2019 had
communicated in this regard. It was requested to kindly arrange to take action for
strictly monitoring and preventing cyber intrusions in the ICT infra-structure of the
concerned organisation. Cyber intrusions of any nature also needed to be
reported immediately to the office of the National Cyber Security
Coordinator as mentioned in the attached letter with a copy to SRPC.
3.37 Rejuvenation and Parallel operation of 220 KV System on NEW-SR Corridor
A Joint Study meeting was held on 24th December 2018 regarding the rejuvenation
of Chikkodi – Talangade & Chikkodi - Mudhsinghi Lines.
KPTCL had expressed some apprehension in closing the lines and had informed
that they had submitted the report to the Higher Management and approval was
awaited.
3.38 Testing of Primary frequency response of generators as per IEGC clause 5.2(g)
In the 153rd OCC Meeting SRLDC had informed that 5 bidders have been qualified
among 9 bidders and financial bids are to be opened. SLDCs were requested to
appraise the generators on testing of Primary frequency response.
3.39 AGC at state Level- Pilot Project identification & Implementation
A Meeting was carried out on 14.03.2019 at SRPC and the minutes of the Meeting
are available at SRPC website.
3.40 Declaring COD of new bays at Vemagiri
SRTS I vide letter dated 23.02.2019(Annexure-3AH) had requested that
considering utilization of all four nos 240 MVAR reactors and associated bays for

voltage control, permission may be granted for declaring DOCO of the new CTU
bays at Vemagiri. SRLDC after simulation studies had concluded that with 2 x 240
MVAR reactors in service voltage at 765 kV Vemagiri will come down by 10 kV
from the prevailing Grid Voltage. SRPC had put up the same for approval of
Chairperson, SRPC. SRPC vide letter dated 15.03.2019(Annexure-3AI) had
communicated in this regard to SRTS I.

3.41 Installation of 2x125 MVAR bus reactors at UPCL
In the 153rd OCC Meeting, it was noted that KPTCL needs to clearly communicate
Standing Committee approval details, meeting number etc to PCKL.
3.42 Reactor commissioning at Kaiga GS
In the 153rd OCC Meeting, KGS informed that FS for both the reactors has been
received. In the Meeting it was noted that tender for both the reactors together
would be floated within 15 days by HQ.
3.43 Prolonged Outage -KKNPP Reactors:
In the Meeting, KKNPP had informed that financial sanction is expected by March
2019 end for the second reactor and is expected to be commissioned by
December 2019.
3.44 NLC Complex: HTLS associated enhancement works
SR-II informed that the HTLS works would be taken up in 3rd week of April 2019.
3.45 High voltages in Telangana System /Frequent switching of lines / Bus reactors/ MVAR interchange of generators
SRPC had analyzed the nodes of high voltage coupled with MVAR injection during
August 2018 to November 2018 and the following was observed:

3.46 Requirement of power flow and dynamic data
In the 151st OCC Meeting, SRLDC had presented the requirement of power flow
and dynamic data for modeling renewable energy generation in Indian grid.
Indian power system is undergoing a systemic change towards integration of 175
GW of generation from RE sources. In the Meeting SRLDC had informed that
no information has been received till date and entities were kindly requested
to furnish the information by end of April 2019. It was noted once again that
these requirements should be made part of connectivity agreement and
ensured at the time of approving connectivity for the upcoming RE generators.
3.47 Diesel plants in SR-Information requested by CEA
CEA vide letter dated 11.03.2019 had requested some information(formats
circulated in OCC Group/153rd OCC Minutes) regarding diesel stations in SR. The
data for the above report may be sent on email: - [email protected],
For Southern Region the information regarding the following stations is to be
furnished.
AP – LVS, KAR-Bellary. Yelahanka, Kerala – Brahmapuram &
Kozhikode, TN – Samalpatty , Samayanallur & Basin Bridge.
Any decommissioning/ Fuel transformation also may be informed
accordingly. The mail received from CEA had been forwarded to OCC
Group. The required data may be kindly furnished to CEA with a copy to
SRPC.
3.48 Certification of Inter-state and Intra-state lines in PoC
All SLDCs were requested to communicate the outage and availability
computations for the applicable lines within one week after completion of month to

3.51 Representation from MNRE for SRPC Meetings

vide letter dated 21.03.2019(Annexure-3AJ) had requested Secretary, MNRE to

3.52 Monitoring of scheme funded from PSDF
The status (as on 31.03.2019) as received from NPC is at Annexure-3AK. All the
states/entities were requested to kindly furnish the updated status in a time bound
manner.
3.53 PSS Tuning of generators
6th Meeting of PSS Tuning had been convened on 27.09.2018. Minutes are
available at SRPC website. Analysis and recommendations are to be referred to
take necessary action. The schedule for next SRT is also mentioned in the
Minutes. All the concerned were again requested to take appropriate action in this
regard. (Refer Table-I). PSS tuning for around 80 units is to be carried out during
2019 and action had to be initiated in this regard (kindly refer 6th PSS minutes
available at SRPC website).
3.54 All the STUs were requested to follow-up the Railways linked Substation/lines as
discussed in the Special SRPC meeting held on 17.12.2018/35th SRPC
(02.02.2019) and furnish monthly updates to SRPC.
3.55 On a query by KPTCL, SR-II informed that the Hiriyur-Mysore line was expected by
July 2019. SR-II informed that for construction of Pavagada-Devanahalli line (M/C)
shutdown of Yelahanka-Hoody and Nelamangala-Hoody was planned for 10 days
in May 2019 and subsequently 4 months shutdown was required. It was noted the
shutdown would be discussed in the next meeting.

6. REVIEW OF THE POWER SUPPLY POSITION
Grid Highlights
Frequency remained within IEGC range during March 2019 (49.90 - 50.05 Hz)
for 71.20 % of time. Average frequency for the month was 49.99 Hz.
Frequency remained below 49.90 Hz for 9.30 % of time during March 2019.
Frequency remained above 50.05 Hz for 19.50% of time during March 2019.
Southern region demand touched all time high of 49534 MW on 29th March
2019 at 11:44 Hrs.
Southern region daily consumption touched all time high of 1129 MU on 29th
March 2019.
Karnataka met highest demand of 12881 MW
Pilot SCED implementation as per CERC order 02/SM/2019, it is a humble
beginning towards pan India optimisation for CS ISGS generators (Section 62
plants).
14 MW (Wind) &150 MW (Solar) were added to Andhra Pradesh Installed
Capacity (Private Sector).
Andhra Pradesh, Telangana, Karnataka & Tamil Nadu imported 313 MU, 682
MU, 151 MU & 1322 MU respectively intra-regionally through bilateral
exchanges.
Andhra Pradesh, Telangana, Karnataka & Tamil Nadu exported 1478 MU, 41
MU, 224 MU, 725 MU & respectively intra-regionally through bilateral
exchanges.

2nd PTR at 220/132kV SS Atmakur in Nellore district (100 MVA) was
commissioned on 08.03.2019 by APTRANSCO.
LILO of 220kV RSS – Nagaram I at Ramagundam Fertilizers and chemicals
Limited (RFCL) (25 Ckm ) was commissioned on 30.03.2019 by TSTRANSCO
220/11 kV Annaram LIS SS in Karimnagar district (250 MVA) was
commissioned on 14.03.2019 by TSTRANSCO.
SR II, Power grid vide letter dated 12.04.2019 (Annexure-6A) had informed
that consequent to the successful completion of Trial Operation, as per the
certificate to that effect issued by SRLDC , the following assets under
“Transmission System for Ultra Mega Solar Power Park at Tumkur
(Pavagada), Karnataka – Phase II (Part –A)” have been put under
Commercial Operation w.e.f 00:00 hrs of 31st March 2019 in terms of clause
4 of CERC (Terms and Conditions of Tariff Regulations, 2014).
1 no. 500 MVA 400/220kV transformer along with its associated bays and equipment’s at Tumkur (Pavagada) pooling Station.
Transmission charges for the above assets are payable with effect from 31st March 2019.
SRLDC vide letter dated 27.03.2019 (Annexure- 6B) had informed that Fiber
Optic Communication system for OPGW link “ Salem PS (Dharmapuri) –
Madhugiri (Tumkur)” declared for commercial operation vide ref in accordance
with Regulation 5 of CERC (Terms and conditions of Tariff) Regulations 2014
as on 19.03.2019.
7.1 High frequency
It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for
19.50 % of the time. It was also noted that the frequency on some of the days was
higher for considerable duration of times. (Refer Table-IV of Appendix)
SRLDC informed that maximum frequency had touched 50.28 Hz at 04:35 hrs
hours of 1st March 2019. (Graph at Annexure-7A).
SRLDC presented the underdrawal of states when frequency was above 50.05 Hz.
(Annexure-7B). The maximum Under-drawals touched by States during March
2019 also was presented. (Refer Table V of Appendix)
Constituents were advised to kindly avoid uneconomic operation at high
frequencies. MS, SRPC requested all the constituents that action needs be taken to
adhere to the schedule since it had commercial/operational impacts even for
underdrawal.

7.2 Pump mode operation
It was noted that there was consumption of 23.47, 0.00 & 13.54 MU in pump mode
for N’Sagar, Srisailam and Kadamparai stations respectively during the month of
February 2019.
7.3 Low Frequency
It was noted that the frequency of grid operation was at times lower than IEGC
range. Grid had operated below IEGC range i.e. 49.90 Hz for 9.30 % of time during
the month (Refer Table-VI of Appendix).
SRLDC informed that minimum frequency touched 49.648 Hz at 20:39 hrs on 10th
March 2019. It was observed that over drawals of Southern Regional states at that
instance were within limit (Graph at Annexure-7C).
Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-7D) was
presented by SRLDC. The maximum over-drawals touched by States also was
presented.(Refer Table VII of Appendix).
8 VOLTAGE PROFILE
8.1 Low voltage
In the meeting, it was noted that low voltage had been observed at few nodes in
March 2019. It was observed that voltage profile had been improved compared to
last month.
Details of Capacitors installed during February 2019 are at Annexure-8A. Details of
the healthy/faulty capacitors to be furnished.
8.2 High Voltage
SRLDC informed that there was not severe high voltage problem except in some
of the nodes in Telangana(Refer Table VIII of Appendix)
8.2.1 Status review of GT Tap positions
GT tap Positions – GT taps yet to be changed as per recommendation (Refer
Table-IX of Appendix)
8.2.2 Status review of Bus/Line Reactors, Line Reactors and STATCOM
Status of implementation of Bus / Line Reactors approved in the Standing
Committee / SRPC pending for commissioning by the SR constituents is
furnished at Table X of Appendix.
In view of very high voltage at some nodes, it was emphasized that urgent action
needs to be taken to commission reactors as per committed dates.

8.2.3 Reactive Power Planning
Status update on capacitor installation is given at Table XI of Appendix.
SRPC & SRLDC requested all the states to come up with updated information like
till date commissioned, plan for new commissioning, quantum in working
condition, action taken to rectify/replace faulty capacitors, etc.
8.2.4 MVAR interchange/Testing
MVAR interchange meeting was convened on 26.09.2018. Minutes of the Meeting
are available at SRPC website.
SRLDC informed that MVAR testing for Rayalseema Unit VI, Kudgi and IL & FS
would be taken up this year.
9 Network Protection/Security issues
9.1 U/F & df/dt Relays Schemes
Implementation of SRPC recommended quantum
It was noted that all States had implemented AUFR and df/dt schemes fully.
In the Meeting, SRLDC presented the load relief realized as a percentage of AUFR
quantum declared in the identified feeders during the month of March 2019 as
follows: (Detailed Presentation is at Annexure-9A)
AP: 83%, TS: 112%, KAR: 89, KER: 89%, TN: 92%, Pudu: 106% & SR : 93%.
SRLDC informed that validated list of feeders had been shared in google spread
sheet. Any change in details is to be uploaded in feeders update and change sheet
and to be updated with the date of updation. Feeder wise monthly average MW file
to be filled and sent for January 2019 to March 2019.

9.3 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) &
GSES (Petition No. 265/MP/2012)
It was noted that all states had implemented revised ADMS logic. (Alarm at 49.90
Hz and below for 10 minutes, Trip at 49.85 Hz, Min DSM limit for 15 Minutes)
During the month of March 2019 there were 13 incidences when frequency was
below 49.85 Hz.
The incident which satisfied the ADMS logic (OD<49.85 HZ.) was only 1 (in
Karnataka) during the month. It was noted that on 27th of March 2019, ADMS acted
at 22:36 hours (frequency was 49.74 Hz.). Load relief visible was 29 MW. From the
data it was observed that in the next minute, loads had been connected again.
It was pointed out that any loads tripped under ADMS should be brought back only
under the directions of SLDC keeping in view the frequency, overdrawal etc.
In the Meeting all the SLDCs were requested to revert back on increasing the
quantum based on the sustained overdrawal and the maximum deviation limit. It
may also to be seen that whether the tripping can be done through SCADA. Further,
whether frequency logic was to be removed would be discussed in the next OCC
meeting. SRLDC was again requested to come up with the proposal for increase in
the ADMS quantum.
ADMS feeders may also be mapped, for enhanced visualization and analysis of
ADMS operation.
9.4 Grouping of loads (IEGC clause 5.4.2 (e))
As per IEGC, to maintain the frequency within stipulated band and also to ensure
network security, the interruptible loads were to be arranged in four groups of loads,
This was for the purpose of scheduled power cuts/load shedding, loads for

unscheduled load shedding, loads to be shed through UF relays, df/dt relays and
loads to be shed under any SPS scheme. These loads are to be grouped in such a
manner that there is no overlapping between different groups of loads.
This issue was noted for compliance by the concerned utilities.
9.5 LVRT Implementation
Hon’ble CERC had passed Order in respect of Petition No. 420/MP/2014 on
05.01.2016. Five Special Meetings were conducted at SRPC on 05.02.2016,
18.04.2016, 05.07.2016, 25.10.2017 and 23.04.2018 (Meeting minutes are
available at SRPC website).
Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC
Secretariat are being communicated to Hon’ble CERC in regard to monitoring of
the installation and performance of LVRT installed on existing WTGs as per the
directives of Hon’ble CERC.
CEA had issued CEA (Technical Standards for connectivity to the Grid)
(Amendment) Regulations, 2019 dated 06.02.2019 which are available at CEA
website.

Petition No.237/MP/2017along with I.A. No. 11/2018 for seeking extension of
time prescribed for implementation of the CERC Order dated 5th January, 2016
in Petition No. 420/MP/2014 was heard on 31.01.2019 and in the RoP the
following were noted:
After hearing the learned counsel for the Petitioner and the Representatives
of the Respondents, the Commission directed the Petitioner to approach all
the State Commissions for tariff adjustment proposal.
Commission further directed the POSOCO to submit the States WTG-wise
data containing (i) population of wind turbines as per models, make and
voltage levels, and (ii) details of LVRT enabled, LVRT design supported and
fitted to be enabled, LVRT design supported but to be fitted and LVRT to be
retrofitted.
Commission had directed the CEA to submit the study regarding technical
feasibility of installation of LVRT in WTG in terms of the order dated
05.01.2016 in Petition No.420/MP/2014.
Commission had observed that the Wind Power Developers should approach
the concerned SERCs for allowing the cost of retrofitting, WTGs-wise LVRT
in terms of the applicable regulations of the SERCs and the PPAs.
Commission had directed POSOCO to coordinate with the RPCs for taking
up a consolidated case for funding from PSDF/Green Fund for retrofitting

WTGs with LVRT in terms of order dated 05.01.2016 in Petition No.
420/MP/2014.
Commission had directed the parties to file the above information within one
month from the issue of the ROP.
Commission had directed that the interim direction dated 10.04.2018 shall be

10 Emergency Restoration System (ERS)
The status was updated in the 34th TCC Meeting held on 01.01.2019 which is at

12 Black Start Procedure
In case of postponement or non-conducting of mock drill exercise then the same
must be intimated to SRLDC along with reasons.
12.1 Black Start Mock Drill
Mock drills conducted in March 2019.
Mock drills scheduled for April 2019 to June 2019 and from July 2019 to
December 2019.
Point to point mock exercise for black start by all constituents
TSTRANSCO had informed that TSGENCO was planning to procure DG set of
appropriate capacity for Jurala HEP.
Mock test at Bhadravathi will be carried out by May/June 2019. Dates would be
coordinated by SRLDC.
KPTCL has submitted the plan for BSRP for Hydro Stations.
13 RGMO/FGMO
RGMO response had been deliberated in various Special/OCC/TCC/SRPC
meetings. Inadequate response was an area of serious concern and there was no
noticeable improvement.
Extension of RGMO status point to SLDC (Refer Table-XVI of Appendix).

As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity
were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017.
SLDCs/SRLDC were requested to take action to comply the IEGC Amendment.
Special Meeting had been convened on 26.08.2018 at SRPC Bengaluru to
discuss on FGMO/RGMO related issues. Minutes of the Meeting are available
at SRPC website.
14 Upcoming Generating Stations
Status update of Central sector and State Sector Upcoming generating stations
is given at Table XIII of Appendix.
SRPC stated that declaration of COD letter from SLDC was required to be
submitted to CEA, Fuel Management Division for purpose of coal linkages etc.
SRLDC stated that new ISTS connected units should come out with detailed
metering schemes for various units commissioning schedule, at least one year
prior to synchronization. The scheme needs to be discussed and finalized in the
Commercial Sub Committee.
15 Wind/solar Generation
SRLDC presented the day-wise Wind Generation pattern in Andhra Pradesh,
Karnataka & Tamil Nadu during the period 1st March 2019 to 31st March 2019.
Wind generation in Andhra Pradesh had varied between 31.55 MU (16.03.2019)
to 5.83 MU (08.03.2019). Wind generation in Karnataka had varied between
19.43 MU (05.03.2019) to 5.84 MU (01.03.2019). Wind generation in Tamil
Nadu had varied between 13.92 MU (14.03.2019) to 3.38 MU (10.03.2019)
(Annexure-15A).
SRLDC presented the day-wise Solar Generation pattern in Andhra Pradesh,
Telangana, Karnataka & Tamil Nadu during the period 1st March 2019 to 31st
March 2019. Solar generation in Andhra Pradesh had varied between 14.57
MU (17.03.2019) to 11.04 MU (10.03.2019). Solar generation in Telangana had
varied between 22.97 MU (06.03.2019) to 19.19 MU (02.03.2019). Solar
generation in Karnataka had varied between 36.55 MU (26.03.2019) to 29.79
MU (02.03.2019). Solar generation in Tamil Nadu had varied between 14.11
MU (28.03.2019) to 10.30 MU (04.03.2019). (Annexure-15B).

SR-II vide letter dated 10.09.2018 had requested NLCIL to expedite
the work and complete the bays at the earliest.
As LTA application for NNTPS is only for a quantum of 334 MW,
SRPC vide letter dated 14.09.2018 had requested SRLDC to kindly
intimate their views.
SRLDC vide letter dated 21.09.2018 had clarified that in Special
cases and based on request come from beneficiary, appropriate
adhoc action may be agreed among the associated agencies and
SRPC in the interest of the grid. SRLDC may agree to such
arrangements including scheduling of power by SRLDC which is in
line with existing practice/Clause relevance to CERC orders.

Special meeting on 23.10.2018 and a VC on 09.11.2018 were held
to deliberate on the issues w.r.t NNTPS (Minutes available on SRPC
website).
NLCIL informed that the charging of the LILO is expected by 3rd
week of December 2018. For reduction of Auxiliary Consumption
quantum from approved LTA quantum (334 MW) NLCIL had stated
that they would take up the issue appropriately.
SRPC vide letter dated 22.10.2018 had addressed to NLC and
NLDC regarding the LTA quantum. The reply of CTU dated
14.11.2018 in this regard is at Further, the issue of application of
losses was taken up with NLDC vide SRPC letter dated 16.11.2018).
In the 151st OCCM, TN had expressed concern that the reply of
NLDC on loss application on TN schedule was awaited.
In Petition No. 233/TT/2018 it was noted, ‘The Commission
desired to hear NLC before taking any decision with regard to the
COD of the instant assets under proviso (ii) of Regulation 4(3) of
the 2014 Tariff Regulations. Accordingly, the Commission directed
NLC to file its reply especially on the petitioner’s prayer for
approval of COD under the above said regulation.’

NLCIL informed that the LILO of Neyveli-Puducherry at
NNTPP would be completed on 11.02.2019. The mines feeder
from TS-II had been shifted to NNTPP switchyard and the HTLS
line from new TANTRANSCO SS was to be connected to the
bays vacated. However, the strengthening of the bays / line
section at TS-II switchyard need to be carried out by
TANTRANSCO in view of the HTLS line.
TANTRANSCO agreed for strengthening of bays / line section at
TS-II switchyard for termination of HTLS line. TANTRANSCO
enquired about any evacuation constraints due to delay in
commissioning of 400 kV NNTPP – Ariyalur lines. The Ariyalur
SS of TANTRANSCO was expected by December 2019,
however, they would get in touch with OEM to expedite the 400
kV and downstream system.
It was pointed out that the 230 kV evacuation system was
essential, however, SRLDC had suggested the requirement of
SPS to control the loadings on Neyveli ICTs. The NNTPP-
Ariyalur line along with evacuation at Ariyalur SS was required.
CTU enquired about the readiness of 400 kV bays at NNTPP.
NLCIL informed that the bays would be ready by 11.02.2019.
CTU informed that 400 kV NNTPP – Ariyalur lines were
expected to be commissioned by June 2019.
NLDC was requested to revert back on the loss application for
the schedule on 230 kV side of TANTRANSCO. It was noted
that there were Hon’ble CERC Orders in similar cases and losses

may not be applicable for the schedules to TN on 230 kV side.

commissioned on 07.09.2018.
Hon’ble CERC in its ROP (Date of hearing) in Petition No 99/TT/2018
Petitioner (PGCIL) had stated
He submitted that tariff for Asset-III: 230 kV DC Kalpakkam PFBR
Kanchipuram transmission line was not allowed by the Commission in
order dated 29.4.2015 and they have filed an appeal before Hon’ble
APTEL and APTEL has remitted the matter to the Commission for fresh
consideration.
BHAVINI vide letter dated 30.01.2019 have stated that SRPC may
allow BHAVINI to surrender the right for PFBR – Kalpakkam to
Kanchipuram line constructed by PGCIL for BHAVINI till January 2021
and grid may decide alternate usage of the line. BHAVINI would
approach SRPC to allocate both the Kanchipuram lines after completion
of various experiments for assessing the Fast Breeder Reactor
Performance.
TCC deliberations:
CTU informed that as per the prevailing regulations, the surrender is
not possible and they have already filed the petition in respect of
Kalpakkam-Kanchipuram lines before CERC. For the other two lines
Orders from APTEL and CERC have been received and BHAVINI
has been directed to pay the charges. BHAVINI has agreed to make
the payments after commissioning of the lines and already dues of
around Rs.111 crores were there. CTU requested that BHAVINI
need to pay the dues.
TANTRANSCO stated that the line has been tied at both the ends
and there was no question of surrender.
After deliberation, TCC recommended that there was no provision
for BHAVINI to surrender PFBR Kalpakkam-Kanchipuram line and
tariff is to be recovered as per existing regulations.
TANTRANSCO confirmed that their end switchyard is ready for
charging. PGCIL (SR-II) informed that BHAVINI had requested for
coordinating the protection settings which would be taken up.
Accordingly, SR-II and TANTRANSCO were suggested to charge
the line at the earliest.
