Additional Agenda for 141 st OCC Meeting of SRPC to be held on 09.03.2018 at Hyderabad 1) Frequent changes in Simhadri Entitlement on 13.02.2018 TSTRANSCO vide E-Mail dated 13.02.2018 informed that there was no information of revision of DC for 13.02.2018 & 14.02.2018 pertaining to NTPC Simhadri-I&II. Un planned and non availability of revision information from NTPC Simhadri was leading to mismatch in Load Generation balance planning. On 13.02.2018, entitlement of Telangana from Simhadri-I was reduced from 511 MW to 283 MW from 14.30 Hrs onwards and subsequently entitlement again increased to 511MW from 19.30 Hrs onwards. For the Date 14-02-2018 also, initially entitlement of 511 MW was declared for Telangana on RTC basis. Subsequently in the next revision the entitlement was decreased to 283 MW on RTC basis. Again in the next revision entitlement was restored to 511 MW on RTC basis. Expressing concern that frequent changes are effecting the economical planning of load generation balances, Telangana requested to kindly suitably advice the NTPC Simhadri to intimate revisions in advance for better economic load generation balance planning. 2) Difficulties in respect of system operations-submission for modifications in Regulations. TSTRANSCO vide letter dated 28.02.2018(Annexure-A) addressed to CERC had communicated that Telangana SLDC is facing difficulties in system operation in the following issues: Revision of schedule of interstate short term transaction After formation of Telangana State, TSDiscoms are more dependent on Short-term Purchases. As the Revision of Short term Bilateral transactions requires 2 clear days, it has become difficult while revising, mainly during sudden variation in weather especially during monsoon season. Hence, it is submitted for consideration of reduction in time line to one day. Advance Intimation by ISGS Generating Station: Whenever any ISGS Generating station is coming back into service after forced outage/overhaul, it is observed that the declaration of availability is being furnished by the generator around 4 blocks in advance as per the IEGC Regulation. The last minute declaration by the generator is causing huge difficulties in planning as the planning operations for load generation balance are being carried out on day ahead basis for arriving at the quantum of power to be bidded in the power exchange. This is also leading to huge financial burden. In view of bigger size of units, the accurate assessment of time plays a vital role in economic load Generation planning. Presently in Southern Region, it has been decided that all generators shall furnish the declaration of availability 3 days in advance for effective planning during coal shortage period to avoid last movement revisions It is submitted to consider an amendment making it mandatory for ISGS to declare in advance the declaration of availability by generator coming back from forced/planned outage for facilitating planning of load generation balance with penalties for deviation.

1) Frequent changes in Simhadri Entitlement on 13.02.2018

TSTRANSCO vide E-Mail dated 13.02.2018 informed that there was no information of revision of DC for 13.02.2018 & 14.02.2018 pertaining to NTPC Simhadri-I&II. Un planned and non availability of revision information from NTPC Simhadri was leading to mismatch in Load Generation balance planning. On 13.02.2018, entitlement of Telangana from Simhadri-I was reduced from 511

MW to 283 MW from 14.30 Hrs onwards and subsequently entitlement again increased to 511MW from 19.30 Hrs onwards.

For the Date 14-02-2018 also, initially entitlement of 511 MW was declared for

Telangana on RTC basis. Subsequently in the next revision the entitlement was decreased to 283 MW on RTC basis. Again in the next revision entitlement was restored to 511 MW on RTC basis.

Expressing concern that frequent changes are effecting the economical planning of load generation balances, Telangana requested to kindly suitably advice the NTPC Simhadri to intimate revisions in advance for better economic load generation balance planning.

2) Difficulties in respect of system operations-submission for modifications in

Regulations.

Reduction of Time for contingency transaction in Energy Exchanges:

Presently any Contingency transaction in the Energy Exchanges is being traded with 3 hours notice. During contingencies, all the long and medium term generators are revising their schedules within 4 time blocks time as per regulations. Also during contingencies of forced outage of units and RE Generation variation, there is a necessity for exchange of power in a short notice. Hence it is requested to consider bringing down the time for contingency transactions to one hour for effective and economic load generation planning.

Telangana requested to kindly consider the above issues in system operation for

modification in the concerned regulations.

3) Peak Demand period: Loss of Generation: Loss of flexibility on various reasons

TSTRANSCO vide letter dated 05.03.2018 (Annexure-B) intimated that Telangana had met a peak demand of 10109 MW on 28.02.2018 and consumed 210.65 MU. It is expected that demand will further increase in coming two months. SR demand also crossed 44,000 MW and MU met crossed 1000. Market prices are running high. Due to coal shortage in some of the CGS stations, the availability is being reduced with short notice(4 time block) which is impacting day to day planning. The hydel resources in Region especially in Telangana are coming down.

TSTRANSCO requested that the following may be discussed in the OCC Meeting for maximizing the generation during peak Rabi and summer season:

Avoid over haul of major units. Running units at maximum generation during morning peak(6-9 hours) and

Evening Peak(17-22 hours) whenever coal shortage is there. Keeping maximum number of units on bar by running at Technical Minimum or

flexibility of operation. 4) Scheduling of power from 2x800 MW Kudgi - Reserve shut down - Reduction in

schedule.

TSTRANSCO vide letter dated 06.03.2018(Annexure-C) had intimated that from last few

days the schedule of Telangana State was being reduced particularly during peak hours

even though requisition for both the units of Kudgi were full. It is felt that the load

generation balance of one state shall not impact other state LGB selectively during peak

hours which is leading to additional purchases during peak hours by fixed charges to Kudgi.

TSTRANSCO desired that the process of scheduling of power during Reserve Shut Down

may be further deliberated to avoid peak hour selective drawal from on bar unit.

5) Shutdown of 400 kV substations, Kozhikode-load distribution-Drawal Requirement

from Kozhikode Substation.

KSEBL vide letter dated 01.03.2018(Annexure-D) informed the following:

I. Shutdown request of Kozhikode Substation:

The request for consent for shutdown Kozhikode substation was received from PGCIL

was for 01.03.2018 and again on 05/06.03.2018 from 07:00 hours to 19:00 hours.

These shutdowns will reduce the import capability of Kerala significantly and cause

transmission constraints in Northern Kerala which can be resolved only by extensive

load shedding even during day time.

The present load of Northern Kerala is met through the three 315 MVA Transformers

of Kozhikode in which Third Transformer was commissioned on temporary basis as

decided in the SRPC Meeting with an expenditure of about 3 Crores by KSEBL.

Shutdown cannot be concurred in view of summer/examination period/requirement of

irrigation/drinking water and also Legislative assembly is in progress.

II. Request for permission to draw at least upto 700 MW from Kozhikode 400 kV

substation:

There had been instruction from SRLDC to SLDC, KSEBL to reduce the drawal

through Mysore-Kozhikode 400 kV feeder to 150 MW 200 MW on some occasions due

to the internal generation rescheduling in Karnataka and prolonged outage of

Nelamangala-Hassan line. (The issue had been discussed in 140th OCC. Refer 141st

OCC Agenda Item No. 5.11).

KSEBL is willing to corporate in case of exigencies, but continuous restriction

extending to several days is not feasible.

Shutdown of Madakkathara-Malaparamba 220 kV S/C for construction of 400/220 kV

multi circuit sanctioned by the Standing Committee which is a part of evacuation

scheme for 2000 MW HVDC station being constructed at Thrissur. Since the line

construction upto Kozhikode is targeted with the commission of HVDC station, the

construction of Madkkathara-Malparampa portion cannot be delayed further.

6) Implementation of PMUs

CEA vide letter dated 12.02.2018(Annexure-E) had communicated to CTU regarding Implementation of PMUs and their analytics regarding. It is requested that the following may please be sent to NPC, CEA so that the same could be taken up with RPCs and NLDC/RLDCs for discussion and coordination:

Details of each Analytics i.e., the methodology, assumptions, inputs, calculations

etc developed / being developed by CTU.

Progress of their implementation in SLDC/RLDC/NLDC (It is understood that

some of the Analytics have been implemented at few places, these are at testing

stage or the task have been completed.

Difficulties, if any, being faced by CTU in their development/installation.

Any other information on the subject

7) Timely maintenance checks of these PLCC panels by POWERGRID.

NTECL vide E-mail informed that NTECL is equipped with PLCC panels (ABB make and BPL make) having many cards used for line protection /data transmission. These panels are owned by POWERGRID. These panels require preventive maintenance checks/ tests to be done to ensure proper operation of line protections. However POWERGRID has not taken up any maintenance activities in these panels in the near past. As it is POWERGRID property, NTECL is not having any spares related to these panels. It is requested that the

matter may please be taken up in the upcoming OCC to ensure timely maintenance checks of these PLCC panels by POWERGRID.

8) ADMS revised setting implementation

In the 32nd TCC and 33rd SRPC Meetings, it was kindly agreed by KSEBL and

TSTRANSCO that that the revised ADMS setting will be implemented. SRPC vide letter

dated 05.03.2018(Annexure-F) had requested TSTRANSCO and KSEBL that the

necessary directions to operationalise the revised ADMS settings may kindly be issued at

an early date. The setting would be 49.85 and below frequency, and for deviation of

minimum DSM limits for 15 minutes. It is also requested to confirm the implementation to

SRPC.

Subsequently KSEBL vide letter dated 06.03.2018(Annexure-G) had informed that as per

the decision taken in the 33rd SRPC Meeting the frequency setting of ADMS scheme had

been revised from 49.8 Hz to 49.85 Hz. with effect from 27.02.2018.

9) Operation of Hydro projects in Peaking mode

SRPC vide letter dated 05.03.2018(Annexure-H) kindly requested to POSOCO to convene

a Meeting with SR states within one month to discuss and address certain concerns being

expressed by the states regarding operation of Hydro Power Projects in peaking mode as

agreed in the 32nd TCC and 33rd SRPC Meetings

10) Procedure for base case preparation by POSOCO for the purpose of grant of MTOA.

In the 32nd TCC and 33rd SRPC Meetings the issue regarding harmonization philosophy for

computation of TTC was discussed. It was noted with appreciation that NPC had already

brought about a consensus with regard to approach for preparing base load flow case to

compute TTC for purpose of grant of MTOA. In the Meeting NPC had been kindly

requested to arrange to similarly bring out procedure for base case preparation by

POSOCO for the purpose of grant of STOA. SRPC communication dated 05.03.2018 in this

regard addressed to CE, NPC is at Annexure- I

11) Scheduling power as per the overarching agreement signed by the SR constituents – Issues in STOA

It was noted that the first energy transaction had been carried out between Karnataka and

Kerala on 28.02.2018 during evening peak hours as per the overarching agreement signed by the SR constituents. The transaction was continued during peak hours on 01.03.2018 also.

KSEBL vide letter dated 05.03.2018(Annexure-J) had brought out some issues faced by KSEBL for future correction action.

1. The transaction is to be scheduled as STOA. While trying to apply for STOA in the web-

based system of SRLDC, it was permitting only to enter the details after 2 hours. As per

regulation, the maximum time permissible for scheduling is 6 time blocks, means 1½

hours. The issue in the software may be rectified. The matter had already been

discussed over phone with GM, SRLDC.

2. During discussion on the overarching mechanism, SRLDC had agreed to implement the

scheduling between the states in the least possible time, even less than 4-time blocks.

But, this was not honored in real time, and in fact it took more than the period allowed in

the regulations.

3. By availing power through the overarching mechanism, both utilities had gained

commercially while meeting the balance between load and availability. Kerala could get

power at a rate cheaper than the available URS/from other sources at that time, while

Karnataka could recover charges more than the savings that could have obtained been

by surrendering surplus.

KSEBL requested that the matter may please be discussed in the OCC forum for better

understanding by all constituents for increasing the volume of such transactions and also to

reduce the time required for scheduling once the utilities agree upon the quantum and the

period of transaction.

12) 400 kV line disturbances affecting Vallur Running Units parameters

NTECL vide letter dated 06.03.2018(Annexure-K) had informed that on 16.02.2018 successful disturbances observed in Vallur running units 1 & 2 parameters because of NCTPS-Sunguvarchatram line II breaker successful auto reclosure was happened. On 01.03.2018 disturbances were observed due to tripping of NCTPS-Manali on ground fault. NTECL expressed that line disturbances with huge voltage dips are affecting running generators which may result in outage of units and damage to costly assets. NTECL requested SRLDC to kindly take up the issue with concerned for root cause analysis taking preventive measures such as pollution mapping, relay configuration checking, water washing of lines and other measures to avoid occurrence of such incidences.

13) Minutes of the 4th Meeting of Grid Study Committee

NPC vide letter dated 01.03.2018(Annexure-L) had communicated the minutes of the 4th Meeting of Grid Study Committee(GSC) held on 16.01.2018. The following actionable points are to be noted:

2.3 i) Page 3 – Latest Status of Implementation of recommendations of

Enquiry Committee.

2.3 v) Page4 – Mechanism for periodic review of protection audit. Audit of all 230 KV and above voltage stations which were not audited earlier.

3.4 ii) Page 11 – RPCs should emphasize on regular RLA(Residual Life Agreement) to be carried out by utilities ( transmission infrastructure)

3.4 iv) Page 12 – NPC to prepare action plan for data base collection from all RPCs.

3.4 xiii) Page 14 – RPCs may deliberate additional slabs of frequency as well as raising set frequency for UFR operation. RPCs to furnish their views in consultation with their constituents.

3.4 xv) Page 15 – CTU would develop analytics in consultation with CEA, POSOCO and RPCs.

3.4 xvi) Page 15- Deliberation with RPCs and NLDC - status of implementation of PMU and development of analytics.
