Challenges for forest sector:
Priority of forest sector
Limited of forest area
Forestry Expert gaps
National forest program
National action plan
Climate change impacts
Aridity and drought
Flood
Strategy for the Implementation
• enhancing cooperation and partnerships;
• enhancing information collection, analysis anddissemination;
• estimating and including forest goods and services innational accounts;
• establishing criteria and indicators for sustainableforest management (C& I for SFM);
• promoting forest education and research;
• improving policy, planning and institutions; and
• enhancing participatory processes.

Major Criteria and Indicators:
It is a need to nationalized and localizedinternationally recommended criteria andindicators.
For this purpose we select 6 criteria among 7 and25 indicators among 93 TPS for LFCCsrecommendations (Jafari, 2006)(http://www.rinya.maff.go.jp/j/kaigai/pdf/iran.pdf) to examine SFM in Hyrcanian forest ecosystem.
Three windows on forest: nfp, FRA, and C&I for SFM
C&I for SFM, Jafari 2006:
C&I application procedures:
Quantitative measurements:
Quantification and Qualification of C&I for SFM
Each indicator need to be measured and evaluated intwo dimensions: quantities as well as qualities.
Quantities characteristics of the indicators are easytask to measure like, forest area, number of speciesand or biomass production.
But qualitative characteristics of indicators are mainlydepends on expert judgments, like health, vigor, orsatisfaction. There are Two options:Option 1: Scoring each indicator (1-10, or %)
Option 2: Matrix, (importance of each indicator)
Qualitative measurements:
Table 1: Matrix of correlation of each indicator withother indicators separately (individually). Here is anexample of 10 indicators of 3 criteria.

• To fill all matrix table cells: Each individual indicator correlation with other indicators will be estimated by expert judgments (either a fraction of 10/ or a percentage up to %100).

• To calculate Sustainability Index (SI)• (IIFM-ITTO Project/SFM, 2005?)• Criterion Sustainability (CS) will be calculated by following formula (IIFM-ITTO Project/SFM, 2005?):• For all indicators under one criterion:• CS= Summation (WI1*I1)+(WI2*I2)+ … (WIn*In)/ Summation (WI1+WI2+…WIn)• Sustainability Index (SI) will be calculated by following formula (IIFM-ITTO Project/SFM, 2005?):• For all criteria (which is included all related indicators):• SI= Summation (WC1*C1)+(WC2*C2)+ … (WCn*Cn)/ Summation (WC1+WC2+…WC)
