DedicationJosephine (Jo) Bryer has been a strong supporter of the town of

Wiscasset since she and her husband, John became residents many years ago. Jo’s positive outlook, foresight and commitment to the betterment of Wiscasset has been evident in her many writings in the local newspapers. Jo believes in studying the issues, fair play and progress. So many community members have benefited from Jo’s wisdom, vision and sound advice. Jo has been an active member of the Wiscasset Senior Center as a board trustee, secretary and newspaper reporter of the Senior Center Column. Jo feels that it is important to mentor our youth and was instrumental in establishing a Senior Center Scholarship Fund for Wiscasset High School graduates to further their education/training in a trade, technical school, communjty college or through on the job training. The Scholarship Prograrp is Jo’s main passion and her legacy. Jo has dedicated her time, creative energy and promotional skills to raise money and create a perpetual scholarship fund. Jo is a role model to our youth, our seniors and our community.

With this dedication we offer our thanks and congratulations for all your contributions to the town of Wiscasset. Wiscasset is a better place to live since you have helped to shape our community and shown us the impact a real role model can have on its citizens.

2006-2007 Town Manager’s & Selectmen’s Log

July 2006The Wiscasset Bypass update included the removal of Route N8C and

favored a route crossing Route 27 farther north than the Wiscasset High School. The recommendation was also to begin farther south than the current plan near the NAPA store, and include full interchanges to and from Route 27 and Route 218. Regardless of any proposed routes the community would feel the project’s impact.

Voters were given a chance last month to vote for a new police budget of $398,952 or $248,876. Voters approved the $348,876 budget which represented a $50,000 reduction, the elimination of one officer and acceptance of less than 24-hour coverage.

August 2006Voters approved using $250,000 from the undesignated fund balance and

$900,000 from the capital reserve account to reduce the fiscal year 2006- 2007 property taxes. The result was a mil rate of approximately $17.31 per $1000 of value. Or else, the mil rate would be in the vicinity of $20 to $21 per $1000.

Maine Yankee donated a building to the Wiscasset Fire Association bringing sale proceeds of $8,000 to benefit the association.

The repairs to Federal Street (Route 218) were estimated at $1.5 million. The project would have to be coordinated with the Maine Department of Transportation (MDOT) and the Town of Wiscasset. Without state funding the project was too costly for the municipality and it was set aside.

September 2006 jThe final fiscal year 2006-2007 taxable mil rate was set by the Board of

Selectmen at $17.40 per $1000 of value.Tyler Technologies/CLT announced that the new property valuation inspections for the Town of Wiscasset would start this month.

Town Manger Andrew Gilmore submitted his resignation to the Board of Selectmen effective December 2006.

The Board of Selectmen approved a grant of $58,000 to the Wiscasset School Department from the Karl Larrabee Band Fund to support the up-

and-coming needs of a talented school band. At the moment, the fund total was $415,000.

October 2006The Wiscasset Water District was approved to provide sewer billing

services for the Wiscasset Sewer Department from 2006-2008 for $40,000. The anticipated savings was $10,000. In addition to the billing services the Water District included the upgrades in the existing meter-reading system with new computerized measuring components. Using this technique assures better analysis of customer use and cash savings each year.

The Lincoln County Assessors set the county tax for the Town of Wiscasset at $462,159.79 for their budget year.

November 2006The Board of Selectmen began its search for a new town manager. A

search committee was established for the review of resumes and determining candidates to be interviewed.

The Town held a public hearing on the proposed Comprehensive Plan; sought voter approval to sell by way of a Quit Claim Deed the land where Red’s Eats is located; and made changes to prohibit parking on the west side of Middle Street from Main Street to Fore Street.

December 2006Citizen comments were prevalent on the new valuation being done

by Tyler Technologies. Residents were inquisitive on the standards to be used for the assessment, the proposed schedule of events, the method of valuations, and the manner of the process and a general explanation of the revaluation study.

The Chewonki Foundation became interested in developing a wind energy system and asked that the Town to consider developing an ordinance which would allow the windmills for that purpose. The town planner and Ordinance Review Committee created the ordinance which was later approved by voters in June 2007.

January 2007Wiscasset citizens expressed their concern on why the Town of Aina, the

Sheepscot and Chewonki Foundation were getting resources from Maine Yankee and Wiscasset was not. The reason being that within the Department of Environmental Protection (DEP) settlement, Maine Yankee would donate a certain portion of it assets to the charitable environmental organizations.

Town officials and residents asked that the Chewonki Foundation keep in mind the business, community and future strategic use of the Montsweag Dam before considering removing it.

The Wiscasset Board of Selectmen consisting of Chairman Duane Goud, Vice Chairman David Nichols, William “Bill” Barnes, Robert “Bob” Fairfield and Alexander Robertson appointed Arthur L. Faucher as Wiscasset’s fifth town manager.

February 2007The maximum interest rate of 12% was set by the State of Maine for

municipalities to collect for unpaid taxes. After much debate the Board of Selectmen voted in favor of establishing a lower interest rate of 9% for its citizens.

Pastor Staples was endorsed by the Wiscasset Police Department and Board of Selectmen as the police department’s official Chaplain to be of assistance in traffic fatalities, disasters, and situations requiring personnel debriefings.

March 2007The Board of Selectmen and the Department of Environmental Protection

(DEP) joined to concentrate their efforts on seeking penalties against those people responsible for ground containments in the course of using junkyards and automobile trash heaps.

The problem with people driving too fast on Churchill Street and Federal Street required attention by setting up radar stations. Citizens also played an important role in slowing down speeders by monitoring vehicles and reporting violators.

Although asked to make the investment by a possible new neighbor, the Road Commissioner agreed and the Board of Selectmen voted not to spend any money to repair the old abandoned Bog Road Bridge.

April 2007Concerned Citizens for Community spoke in support of keeping Police

Chief Mike Emmons at his post. Residents, friends and associates requested the Chief’s contract be renewed another two years. The contract did expire in June 2007 and Chief Emmons soon after became Police Chief for the Skowhegan Police Department.

May 2007The land property on which an eatery known as Red’s Eats located on

U.S. Route 1 and the eastern comer of Water Street was sold by the Town of Wiscasset to Mr. Allen W. Gagnon for an appraised value of $73,000. Wiscasset voters had permissively allowed the Board of Selectmen to accept an appraisal of fair market value at a town meeting. After many years of the parcel’s undetermined ownership Red’s Eats was finally as one.

June 2007We wish to recognize the performance of all department directors and

town employees who, in general, have little to say about the level of difficulty of their jobs. We commend the citizens who also serve the Town of Wiscasset through boards, committees and as volunteers. And we thank the people of Wiscasset for their understanding and invaluable support. Report of the Town PlannerDuring May 2007, I began my fourth year as your Town Planner. My

primary responsibility is to coordinate growth and development in Wiscasset through the enforcement of local, state, and federal laws, regulations, and ordinances. As part of my primary responsibility, some of my duties include responding to requests for assistance on all land use development questions, reviewing development proposals and plans, production and implementation of the comprehensive plan, development and amendment of all local ordinances, land use violation enforcement, oversight of code enforcement office activity, shared responsibility of economic development duties, processing liquor licenses and other non-traditional licenses and permits, staff advisor for the Planning Board, Ordinance Review Committee, and Comprehensive Plan Committee. One particular challenge will be the implementation of the comprehensive plan including the complete ordinance revision. Some highlights from July 2006 - July 2007 are below.

• Assisted the Planning Board with 10 subdivision applications, 16 site plan review applications and 6 ordinance reviews.

• Assisted the Ordinance Review Committee with the creation of 9 ordinances.

• Assisted the Comprehensive Plan Committee with the completion and adoption of the comprehensive plan.

Below, I offer some Planning Department goals for fiscal year 2007 - 2008. The Department will concentrate its efforts on the following activities.

• Professional preparation of the Wiscasset Zoning Map.• Initiate the goals, policies and strategies as recommended in

the Comprehensive Plan including the complete revision of the Wiscasset Ordinances.

• Creation of Conservation and Historic Preservation Committees/rCommissions.

• Land development updates to be published in the local newspapers.

• Creation of a staff development committee composed of members from all municipal departments involved with development.

The Planning Department is the key contact point for all development inquiries. The Department routinely answers citizen questions and complaints whether planning related or not. The Department is involved

with zoning enforcement issues. For planning, land development, ordinance development, comprehensive planning, and other town-related information please call 882-8200 ext. 106, email me at [email protected] or stop by my office at town hall.

As always, I appreciate the incredible amount of time and effort from all Board and Committee members, the help from town staff, and the support from the town’s people.

Planning Board. The Planning Board responsibilities include, but are not limited to the review of subdivisions under State Subdivision Law and Wiscasset Subdivision Ordinance, site plan review for non-residential development, and consideration of zoning and ordinance changes. Between July 2006 and July 2007, the Planning Board considered 26 land development proposals and 6 ordinance changes. This represented a decrease in development proposals from the previous fiscal year. Of note is the significant reduction of subdivision proposals and increase in non- residential projects under 2,000 sq. ft. Between July 2006 and July 2007, the Planning Board considered the following proposals:

• Construct Distribution Substation (Maine Yankee - Central Maine Power, Co.).

• Mixed-use development including retail, fast food, gas station, and bank (Bath Road - Nova LLC).

• Subdivision completion time extension (Sunset Ridge Subdivision).

• Hilltop Estates Subdivision Amendment (Hilltop Drive). >• Construct 864 sq. ft. camp cabin (Chewonki Foundation).• Maritime Village Phase IV: 187 slip marina, 2,790 sq. ft. building

renovation, 153 space parking lot (Point East Maritime Village).• Road construction request (Clark’s Point Subdivision).• 1,600 sq. ft. fire department training facility (Fowles Hill Road).• 230 sq. ft. cabin addition (Chewonki Foundation).• 4-lot residential subdivision (Gardiner Road).• 120 sq. ft. storage building (Lincoln County Recycling Center).• Miller Sproul Woods Subdivision Amendment (Foye Road).• Restaurant and site development (Bath Road).• 6-unit self storage facility (Bath Road).• 3,340 sq. ft. shop and showroom addition (Chewonki Neck

Road).• 3-lot residential/commercial subdivision (JB’s Way).• Multi family building change to 6 single family buildings (Clark’s

The Planning Board members are Chair Steve House, A1 Cohen, Tony Gatti, Jill Lorom, Peter McRae, Karl Olson, Ray Soule, Earl Dighton, and Jackie Lowell. The Planning Board meets on the second and fourth Mondays of each month at 7:00 p.m. in the Municipal Hearing Room at Town Hall.

Ordinance Review Committee. The purpose of the Ordinance Review Committee is to provide the Selectmen, Planning Board and Town Planner with advice and recommendations on existing ordinance revisions, ordinance amendments, ordinance adoptions, and rezoning applications. Issues that may be considered include land use, community planning, growth-related matters, general ordinance development, and other issues which may ultimately affect the quality of life for present and future residents. The Ordinance Review Committee performs the above-mentioned work at the request of the Selectmen. Between July 2006 and July 2007, the Ordinance Review Committee considered the following items:

• Solid Waste Ordinance.• Permit Fees amendments.• Nuisance Noise Ordinance.• Zoning Noise Ordinance.• Coastal Waters Ordinance.• Small Wind Energy Conversion Systems Ordinance.• Sex Offender Ordinance. /• General Assistance Ordinance. j• Budget Committee Bylaws amendments. /• Preparation for future ordinance development to conform to

comprehensive plan.

The Ordinance Review Committee will be quite busy during fiscal year 2007 - 2008. Due to the adoption of the comprehensive plan, our ordinance development priorities will change and we will begin the reorganization, analysis, and revision of all Wiscasset Ordinances.

Comprehensive Plan Committee. Wiscasset is a special and unique place. Although small in terms of size and population, Wiscasset is quite diverse and complex. Wiscasset is known for its history including classical architecture, Old Jail, Sunken Garden, Ancient Cemetery, and a prosperous deep-harbor shipping port during the 18th and 19th century; Its natural resources including two tidal rivers, wildlife, farmland, nature preserves, and freshwater streams; Its diverse built environment including an intact historic village, race track, residential communities, airport, environmental education center, and a decommissioned nuclear power plant. All of these factors represent the need for a proactive response to the changes that growth will inevitably bring to Wiscasset. In response, the Town has prepared a Comprehensive Plan to chart a course for Wiscasset over the next decade.

The Comprehensive Plan Committee was established for the purpose of reviewing and updating the Town of Wiscasset Comprehensive Plan. Beginning around 2001, a Committee of town staff, consultants and citizen volunteers initiated the development of a complete revision of the former Comprehensive Plans. The process for developing a new Comprehensive Plan used the 1989 and 1999 Plans and other planning initiatives as a starting point. Then, the Committee analyzed existing conditions, developed a vision for the future of Wiscasset, established strategic directions to guide Town actions and resource commitments towards achieving the vision, and created specific goals, policies and strategies to guide Plan implementation.

After many meetings and a lot of work, the Committee completed a draft Comprehensive Plan during 2006. On November 7, 2006, the town approved the comprehensive plan.

Both large and small numbers have participated on the Comprehensive Plan Committee during the past several years. Currently, the Committee members include Chair Eric Dexter, Gwenn de Mauriac, Karl Olson, John Reinhardt, Anne Leslie, Sean Rafter, Larry Lomison, David Cherry, and Jackie Lowell. The Committee will meet on an as-needed basis to evaluate the effectiveness of the plan.

Assessors’ Agent ReportAlthough the number of sales have dropped slightly the assessing office

continues to be busy with sales as well as new construction. Each month transfer tax documents reporting real estate sales are received by the State of Maine. They are then reviewed and all valid sales are documented in a Sales Book in the Assessors’ office. These sales books are also very helpful to area appraisers who frequent the office.

The contract for a full door-to-door revaluation was signed with Tyler Technologies/CLT Division on June 6, 2006 in the amount of $188,900.00. In early July a kick off meeting was held with a presentation conducted by, Area Manager Kevin Rake. Data collection, image gathering, interior and exterior inspections on all properties began in September 2006 with the project to be completed by August 2007. Review of market sales began in November and the sales were plotted on tax maps for use during the project. The new valuations are proposed to be implemented for the 2007 tax commitment in the fall.

Public informational meetings, as well as Assessor workshops, were held occasionally. A meeting was held and presentation made by Tyler/CLT representatives Genie Flynn and Kevin Rake on November 28, 2006 on the progress with a question and answer period following. Tyler/CLT conducted a power point presentation on January 23, 2007 with the discussion focused on the methodology involved in the reappraisal process and a question and answer opportunity at the conclusion. The Status reports were posted in Assessors’ office as well as on the town’s website www.wiscasset-me.gov throughout the process.

Residential callback letters were mailed March 2, 2007 so that property owners not contacted during the initial data collection phase could call and schedule an appointment for an interior inspection of their property. Callers requesting appointments were accommodated until March 30/ 2007.

Throughout the spring, field reviews of the values were conducted. Market sales were reviewed and delineated into neighborhoods for analysis. Income and expense reports were mailed to commercial properties in an effort to develop income modules for those property types; 28 forms were returned. A public presentation to discuss the methodology involved in the current revaluation was held May 15, 2007.

Notices of the preliminary values will be mailed to taxpayers mid July with informal hearings to be conducted until mid August and project

completion scheduled for August 31,2007.I would like to remind everyone to apply for any and all exemptions,

which if qualified, may be available. These exemptions may include a homestead, veterans, and blind exemptions. Wiscasset Fire DepartmentTo the Citizens of Wiscasset:

The Wiscasset Fire Department responded to 166 calls this past year, making it yet another busy year for our members.

The Fire Department currently has a couple of major projects going on, which are requiring an extreme amount of man-hours by some very dedicated members of our department.

The first project I will talk about is the new truck that you so graciously approved at the polls in June. Our truck committee members have dedicated dozens of hours into preparing the specifications for this new truck, and I assure you nobody will be disappointed. We realize that the dollar amount attached to this new truck is extreme, but with the quality of the end product we should be looking at a vehicle that will last for 20 to 25 years.

The other project we are currently involved in is the upgrading of our training facility. We have a new building on site that will serve as a classroom and maintenance facility when completed. This committee has also dedicated an enormous amount of their time to keep this project moving forward. Our plans are to modernize the entire facility, making it the premier training facility in the State. We hope that this ambitious project can be completed without a single taxpayer’s dollar. To date everything has been paid from funds we have raised through our race raffle, along with some generous donations from the Towns of Aina and Boothbay fire departments.

I would like to thank the Wiscasset Ambulance service and the Wiscasset P.D. for their continued assistance this past year.

Lastly, to the members of the Wiscasset Fire Department and their families. This job isn’t getting any easier; sometimes all we need is pride and dedication to carry us through. Thanks for sticking with me for another year.

Wiscasset Ambulance ServiceTo the Citizens of Wiscasset:

For the period July 1, 2006 thru June 30, 2007 the Wiscasset Ambulance Service responded to 592 calls for medical aid throughout our coverage area which includes the towns of Wiscasset, Aina, Edgecomb and Westport Island. This shows an increase from last year of 65 calls. The volume of calls for the start of this year is already up from last year.

The Service currently has a 31 member roster. On staff we have 6 Paramedics, 8 Intermediates, 10 Basics, and 7 Drivers who are CPR certified. 6 members graduated from a paramedic course in July, 3 are licensed as paramedics and currently working at that level and 3 who are currently completing the testing process to become licensed.

In closing I would like to thank the Wiscasset Fire Dept, and the Wiscasset Police Dept, for all their assistance throughout the year. The teamwork between the three departments is second to none. Thanks also to the Lincoln County Comm. Center and all the area fire departments and first responders that we have had a privilege to work with over the past year.

Emergency Services Departments and the C.E.P. Director

During times of a disaster or in the event of a necessary evacuation personnel involved in the situation would inform all residents of the situation and would aid those who may have a special need. A special need could include persons who are shut-ins and depend on others to aid them to get them about. This could also include those who are physically or mentally impaired or those who depend on electricity for life sustaining equipment.

In order to help personnel identify and locate persons who may fall into a special need category the following information is being gathered on a voluntary basis. In the event of a disaster whether manmade or an act of nature the Town of Wiscasset would designate personnel to aid those persons identified. The information gathered will be kept confidential and kept within the emergency services departments for that purpose.

Highway DepartmentThe Wiscasset Highway Department has completed another year of

service to the town of Wiscasset. Roads that received extensive work this year along with pavement included Hilltop Road, and sections of Indian Road, Old Dresden Road, Willow Lane and Old Ferry Road. Pavement top coat was completed on Oxhom Road, Twin Oak Road and Ward Brook Road. The town crew rebuilt some of the town floats and extensively rebuilt the walkway to the “Old” Town Landing. Brush cutting, ditching and culvert replacement continue throughout town. The highway department plans on adding a new plow truck to our aging fleet for this winter. Thank you to the voters for supporting this addition. The highway department continues to provide a truck driver for the transfer station and provides equipment and manpower for sewer repairs. The town garage provides repair service for all town vehicles and equipment. Mark Jones does the repairs. Ken Cooper, Bill Thayer, Ron Lear, Maurice Pickering and Matt Huber do the driving and other work. With out this small but dedicated crew much of this work could be done.

Report for FY 2007

The Transportation Committee was sadly reduced to five members by the resignation of Jo Bryer. We take solace that Jo is doing much good work elsewhere for the town.

In September the committee supported parking changes on Middle Street proposed by Chief of Police Mike Emmons. The changes required amendments to town ordinances and were approved by the voters on November 7.

2007 marked the 49th year since a Route One bypass was officially proposed. As usual nothing of significance happened. The Bypass Task Force that had been created last year by the Maine Department of Transportation (MDOT) was suspended for the first eight months of the year due to continuing delays in the preparation of the long awaited draft version of the Environmental Impact Statement. The Task Force met in March to review newly released detailed alignments and specifications for the current five proposed bypass routes. Then the Task Force was suspended again due to further indefinite delays in the completion of the DEIS. I serve as a member of the Task Force for Wiscasset, as do Selectman David Nichols, and Town Manager Arthur Faucher.

The committee continued its work as the Town Response Panel to the Gateway 1, a multi-year planning project for Route One from Brunswick to Prospect. Phase two of the project has been extended for another 18 months in order to complete recommendations to the state and to the 21 individual towns to preserve and improve the Route One corridor.

A Boothbay man presented the committee a proposal for an alternative bypass alignment that would cross Wiscasset Harbor south of the Davey Bridge. The proposal was coolly received by the committee, by the selectmen, and by the MDOT.

Soon after he arrived the new town manger Arthur Faucher met with MDOT officials to see what could be done about the appalling condition of Route One pavement in Wiscasset. In May he sought and received the Transportation Committee’s support to request that FY2008 state highway funding for other planned work in Wiscasset be diverted to resurface Route One south of the village. MDOT agreed.

Wiscasset Municipal AirportFY 2006/2007 Annual Report

The Wiscasset Municipal Airport provides Lincoln and Sagadahoc Counties access to the national air transportation system. Currently the airport is home to about 50 aircraft.

The airport remains self-sufficient, not dependant on Wiscasset taxpayers for support; but also contributing to the town’s general fund through property taxes on privately owned hangars and business equipment.

Highlights include the following:• In the spring of 2007, the parallel taxiway extension was

completed and welcomed by the pilots. Another item to enhance safe operations at the airport.

• A new flight school has opened at the airport, Ocean Point Aviation. They are a Cessna Pilot Center, operating a 2006 Skyhawk, and also providing tours and rides.

• A ground lease for private hangar construction was signed for the area of the former Soule house.

• The committee welcomed new member Michael Flanagan and returning members Ken Boudin and Pam Brackett.

• Fuel sales reported by Wicked Good Aviation were 37,580 gallons for this fiscal year.

The public is invited to the Airport Advisory Committee meetings, held on the first Wednesday of the month in the airport terminal building at 6 PM.

Wiscasset Water District 2007 Annual Report

July 1, 2006 - June 30, 2007

The Wiscasset Water District has had a busy year with new developments and system expansion; the following is a breakdown of new connections:

Many of these new connections came about from three large scale developments; Point East Maritime Village, Sheepscot Harbor Village & Resort and Community Housing of Maine. The District’s total water usage for the reporting period was 42,568,680 million gallons compared to 44,595,760 million gallons between July 1, 2005, and June 30, 2006, resulting in a 4% decrease in water consumption. Total water purchased from Bath Water District totaled $ 121,628.50 compared to $ 111,750.85 the previous year resulting in a 8% increase in the cost to purchase water.

System repairs were minimal with two line breaks during the year, with a water loss estimated at 1.8 million gallons. The meter maintenance program has continued with a broaden program of upgrading all meters to the new Radio Read system. Currently 272 meters have been upgraded and or replaced. The Radio Read program will greatly improve the efficiency of meter reading and billing, it will also allow for the District to more closely monitor water consumption and identify potential leaks, backflow and tampering, saving the District and customers.

The Water District sent out an informational brochure to all its customers in accordance with federal and state requirements. The brochure highlighted water conservation and treatments information as well as a history of the Water District. The Water District continues contract with the Town of Wiscasset Selectmen to do the billing and collections of sewer fees which began in October of 2000. A new Billing Service Contract was renegotiated with the Town of Wiscasset for a fixed fee to be paid at one time to cover two years that will provide the Town a substantial saving and has afforded

the District to move forward with the New Meter Reading program. The District has also negotiated a sewer billing service contract with the Town of Edgecomb.

The Water District participated in several new line extensions to provide domestic water and fire protection. The projects were: line extensions on Davis Island, Edgecomb, to provide service to two developments, there was also a line extension on Birch Point Road, Wiscasset, to provide service to one large scale development. Several projects are currently scheduled for the coming year: two commercial properties along Route One, Wiscasset and a development project on Davies Island, Edgecomb. The District has also been approved for funding a 2,000’ water main replacement project along Churchill Street and Route 27 in Wiscasset. This main replacement project was identified through a system analysis the District conducted in 2005. This project will replace a 6” cast iron main that has broken several times over the past several years. The new water main will be a 12” Ductile main that will improve flows and pressure within that area.

The District has completed its interconnection negotiation with the Bath Water District. These negotiations have reached a mutually beneficial agreement between the two Districts. This long term agreement with predicted increases and service will ensure the stability of a water source for the Wiscasset Water District.

The Wiscasset Water District regularly holds its monthly meetings on the third Monday of the month at the Water District Office, 65 Birch Point Road, Wiscasset.

Sewer Treatment Plant ReportTo the Citizens of Wiscasset:

The sewer treatment plant has been continuing to find and eliminate storm water infiltration from the system. We still have many basements with sump pumps that need to be removed from the sewer lines. These put water into the system that doesn’t need to be treated and need to find an alternative fix. If we can be of help please give us a call. The upgrade of the pump station on Birch Point Road is hopefully underway as you read this. We are scheduled this fall to meeting with the current budget committee to help them understand our budget. I appreciate the effort. Budget Committee Report 2006-2007

According to the town’s ordinances the Budget Committee shall “inquire into and consider every article to be submitted before any annual or special town meeting which provides for the borrowing, raising, transferring, and/ or appropriation of any sums of money and shall make its recommendation to the town in regard there or shall report specific reasons for making no recommendation.”

The work of this year’s Budget Committee started in July with some unfinished work from last year. In late March and April of 2007, various members ofthe Budget Committee met informally with the School Committee as they were learning about the proposed budget from the three school Principals. In the same way, several members of the Budget Committee met informally with the Selectmen as they heard from Department Heads about their budget requests. In addition, Budget Committee members attended workshops and public hearings on school and town budgets. The actual work of the committee was extremely rushed because both the Selectmen and the School Board passed their respective budgets very close to the deadline for ballot submission to the printer. Because of this there was seldom a full complement of the committee at some meetings. Because the committee had to start work before the budgets were passed, some items were voted on using the budget line numbers (i.e. 25-31 Celebrations), while some were voted on using the draft ballot as a reference. This resulted in more work for the committee. It would make for much better government if these budgets were passed in a timely manner.

On April 13th the Budget Committee met from 7 until 8:15 PM and took action on the town budgets for: Administration, Office of Selectmen, Finance/Tax Collection, Town Clerk/Excise Tax/Registration, Elections and the Contingency. Action on the Assessment Budget was tabled.

On April 14th the Budget Committee met from 8:22 AM until 2:15 PM and took action on the town budgets for: Municipal Building, Planning and Development, General Celebrations, Boards and Committees, Code Enforcement, General Assistance, Insurance, Debt Service, Public Utilities, Unemployment, Fire Dept., Animal Control, Highway Dept., Cemeteries, Shellfish Conservation, Community Organizations, Highway Dept, truck lease, Transfer Station Trailer lease, Road & Sidewalk Construction/Repair,

Discussions took place on the following budgets: WWTD, Fire Dept, truck, Highway Dept, truck, Assessment, Police Dept., Code Enforcement, Planning and Development, Contingency, Contractual Services and Municipal Building main/repairs. The Town Manager made a correction to the Shellfish Conservation budget. Discussions were held concerning the EMS budget and about starting a reserve fund for the Transfer Station.

On April 20,h the Budget Committee met from 6:40 until 9:40 PM and took action on the town budgets for: Assessment, Contingency, General Government, Town Building main/repairs, Planning and Development Dept., Contractual Services, Code Enforcement, Contractual Services, Celebrations, Debt Services, Public Utilities, Police Dept, at $309,542 and to not recommend the amount of $359,542, Fire Dept., Highway Dept., Cemeteries, Wiscasset Public Library, Animal Control, Shellfish Conservation, Community Organizations, Senior Center, Airport, Waterfront & Harbors, Transfer Station, EMS, Parks and Recreation Dept., WWTD, Fire Dept, truck, Highway Dept, truck, WWTD Pump Station #7/, Parks and Rec. On April 25th the Budget Committee met from 6:35 until 9:50 PM and took action on the following town budgets: General Government, Planning and Development. Action was taken on the following School Dept, budgets, Administration, Instruction, Special Education, Maintenance, Transportation, Food Service, Essential Programs and Services (EPS) Funding, Funding above EPS, Additional Funding, Total Funding, Adult Education.

Action was taken on the following capital improvement articles: Paving, Catch Basins, High School Granite Steps, Preventative Maintenance on Roofing, High School ADA Entrance, Middle School Flooring, Lawn Tractor, High School Showers, Safety and Security and Youth Promise. When “No Recommendation” was made it was felt that this would give the School Board and Superintendent maximum flexibility to maneuver within the bottom line budget.

The Budget Committee worked long and hard and I think performed their function in a commendable manner.

Harbormaster’s ReportI would like to take this opportunity to thank the Board of Selectmen

and residents of Wiscasset for the privilege to serve as your Harbormaster for the last two summers. I would like to thank Town Manager, Arthur Faucher, for all of his help. I would also like to thank Road Commissioner, Bob Blagden, and the highway crew for their hard work on all waterfront floats, runways and piers. I would also like to thank Wiscasset Parks and Recreation Department, Todd D. Souza and Robert MacDonald, for their help this summer. I also thank the townspeople for providing the resources necessary to do this job.

The Town Manager and I attended the State of Maine Harbormasters Association training session at the Maine Maritime Academy in Castine.

As I said last year, our waterfront in town facility is showing its age, built in 1976. It needs a lot of work, such as re-decking, float replacement and boat ramp reconstruction. The Town Manager and Selectmen are working on a Maine DOT Small Harbor Improvement Grant. We will need your support for local match money of at least 25% to qualify.

Wiscasset Shellfish Committee Annual Report

The routine annual activities for the Shellfish Committee have been conducted for this year. Those activities are governed by Town Ordinances. Shellfish licenses were available for purchase by those diggers that had completed their 20 hours of conservation time. Two resident and one non resident license were not purchased by the designated time. In accordance with Town Ordinances, lotteries were held to allocate the licenses. A total of 12 resident and 2 non resident licenses were issued.

Water samples of specific locations of flats were conducted and sent to DMR. All samples tested showed good quality water. In the spring of 2007 DMR notified Wiscasset that all water sampling in the future will be conducted by DMR.

Meetings were held on the first Wednesday of each month unless it coincided with low tide. These meetings are open to the public and are held in the room above the police station. A group of high school students attended a meeting as a part of their curriculum.

The upweller was removed from the water in November, after the clams stopped growing. Those clams large enough to be seeded were placed in the flats. There were many clams that were not large enough to be seeded and these were placed in overwintering cages and placed in the water until spring. The town warden located a natural clam set on Indian flat and these were harvested and placed in the overwintering cages.

In the spring, the upweller required some maintenance prior to launch. The upweller mooring was relocated to Wiscasset Harbor from Montsweag creek. When the upweller boxes are cleaned, some clams are washed overboard. It is hoped that these clams might find their way to the Pottle Cove flats.

The clams in the overwintering cages were transferred to the upweller in the spring. Clams were ordered from Beal’s Island Hatchery for 2008. Clams large enough to be directly seeded onto the flats were obtained from the hatchery.

There were three conservation closures over the winter months. The Maine Yankee closure area that is used for seeding is closed all year round. Montsweag creek and Bailey cove from the transmission lines to Ferry road were closed from Sept to June. Conservation closures are methods used to

manage the clam flats for increased productivity.The shellfish committee net project continues with nets placed on the flats

in Montsweag Creek, Chewonki Creek, Cushman Cove, Pottle Cove and Polly Clark Cove. When the nets were removed in the fall of 2006, it was determined that the nets had not moved during the summer. The movement of the nets had been a concern for the Army Corps of Engineers. When they were notified that the nets had not moved, they reduced the inspection requirement of the nets to once a month from twice a month. The nets are placed out of the channel and in areas where there are no worms so they will not interfere with worm diggers or anyone else using the coves. The objective is to have small clam seed spat collect on the nets and then seed themselves onto the flats.

Shellfish Warden ReportHello, I am Jon L. Hentz, your Shellfish Warden, bom in Georgetown,

Maine on May 31, 1941. I attended grade school and high school in Brunswick and spent twenty one years in the United States Navy Submarine Service retiring in 1981. I worked at Bath Iron Works for thirteen years as an engineer retiring in 1995 at which time I started working for Phippsburg and West Bath as their shellfish warden. On May 22, 1998 I graduated from the Maine Criminal Justice Academy’s Municipal / County Basic Police School. I was hired in September 2006 as your Warden, and presently work for Arrowsic, Georgetown, and Woolwich. When the price of clams starts to go up in early summer I will usually work most all day and night tides trough out the summer and into the fall in order to properly cover all towns.

It is the responsibility of the Department of Marine Resources, (DMR) to monitor Maine’s coastal water quality and to allow shellfish harvesting only in those areas where water quality meets the strict standards of the U.S. Food and Drug Administration. While most of Maine’s coast is open to shellfish harvesting, much valuable shellfish habitat remains closed, mainly due to the presence of bacteria contamination. The presence of bacteria is an indicator of the possible presence of human sewage. The Town of Wiscasset is due for a baseline sanitary survey sometime in late 2007. This will probably be a joint effort using (DMR) staff, Department of Environmental Protection, Wiscasset’s Code Enforcement Officer, and possibly members of the Shellfish Committee. As shellfish warden I may also be asked to participate. DMR will be conducting these surveys in order to locate sewage discharges into shellfish areas and adjacent streams from straight pipes and malfunctioning septic systems, as well as discharges of grey water from washing machines and sinks. Intensive searches will be conducted for pipes, seepages, and any other evidence that may indicate a discharge. If deemed necessary, homeowners will be asked for permission to dye test their septic system. This testing involves placing a non-toxic dye in a toilet or sink and running water to determine whether the dye is discharging in or adjacent to surface water.

Prior to harvesting any shellfish in Wiscasset you must first obtain a shellfish license from the town office. At that time, ask if there are any conservation closures in effect and look at the latest pollution and red tide closure regulation, which you can find on the bulletin board in the hall. This way you can be absolutely sure the flats you are going to dig on are

safe and open. And prior to digging in the future, contact the town office by calling 882-8200 or the shellfish warden at 371-2732. Openings and closings change at a moments notice so be sure to check. The warden makes every effort to post closure signs at major points of access to some of the flats. These locations are at the Maine Yankee boat launch ramp at the end of Old Ferry Road and the launch ramp at the Town Dock, however, never trust the absence of a sign, for they can, and in many cases are vandalized, damaged, or just plain vanish! The only sign you can completely trust is the one located in the town office.

When a pollution closure is in effect it always covers all clams, quahogs, oysters, and mussels. So in other words, the only place you can harvest mussels from, in Wiscasset, are the open areas, no exceptions!

With a Red Tide closure, Shellfish are sometimes affected in a progressive manner such as only mussels, or mussels, carnivorous snails, and European Oysters. Other times we will find a complete closure covering all clams, quahogs, oysters, mussels, carnivorous whelks and carnivorous snails. Sounds confusing, if you think so, call the town office or your shellfish warden for a full explanation.

Please remember that if you use someone else’s property to get to the clam flats, you must first obtain permission from the owner.

Appearance of TownTo the Citizens of Wiscasset:

Our committee is pleased to have Don Jones join us to help with our work and projects. He is replacing Woody Freeman, who is busy with his work and other commitments. We thank Woody for his service on this committee.

Looking back to the summer of 2006, we spent a great deal of time on the care and maintenance of the Sunken Garden and the upper level, of that property. The Sunken Garden was planted with annuals, to border the existing varieties of perennials, which include peonies, hosta, phlox, daylilies, ferns, azaleas, astilbe, and iris, to name a few. Many locals as well as visitors enjoy the garden and often have a picnic on the upper level, at the picnic table.

The three islands were planted with colorful petunias. Many people commented on how beautiful they looked. We thank the Garden Club for their donation toward the plants and for their assistance in maintaining the plantings there and at the Sunken Garden.

Our annual “Tree Lighting” service was held on December 2, 2006. A great crowd came to the town common to sing holiday songs, before the big tree was lit. Our announcer for the event was Dr. Jeffrey Grosser. Carol Drury directed the singing of each song with all three school choruses joining in the “sing-a-long”. Jason Paquette and his Mom accompanied the singers, with their guitars. We thank everyone for taking part in the “Tree Lighting” service. Afterwards we went inside Fellowship Hall for refreshments and entertainment by Dr. Jeffrey Grosser on piano and Walter Kreppein on drums. Thank you both! We thank the First Congregational Church for providing the delicious treats and some gingerbread cookies made by a group of Senior Center ladies. The children always love the gingerbread cookies! We also thank Shaw’s, Big Al’s, Ames Supply, and Mike’s Seafood of Farmingdale for their donations of supplies for the event. Many homeowners and businesses decorated their places with their own personal touches, which complimented the town’s display, done by the Highway Department. We appreciate your efforts and support.

During the spring of 2007 we spent many hours getting the Sunken Garden and upper common ready for planting. A troop of Brownies from Edgecomb, with their leader, Monica Elder, and some parents came to help one afternoon which was appreciated. They had lots of energy and were fun to observe. Hopefully, they will continue their interest in gardening! The

Garden Club provided a design for the planter built by Joe Carter placed at the “Welcome to Wiscasset” Sign, and filled it with colorful annuals. It is nice to be involved with the Garden Club, and we appreciate their interest and support in Wiscasset’s appearance.

for your support and confidence! We have had another wonderful year as we have tried to meet our long term goals, but we did have a few set backs. This year our department lost a key employee, Aquatic Specialist Carol Nutter. Carol was a dedicated and talented employee and she will be missed. Our Staff functioned for six months without a Program Director. The entire staff stepped up to the plate to fill the void seamlessly. They all should be applauded, especially Bonnie Blagdon & the Front Desk Staff. They took so much on their shoulders to help offset the programming load. I thank them for their patience and assistance. On a more positive note our department added Jeff Slack as our new Assistant Recreation/Program Director. Jeff has been a wonderful addition to our team. His energy and spirit has been a breath of fresh air!

Our department continues to evaluate programs, review policies, maintain facilities/equipment and educate our staff, all in an effort to provide the best possible programs, facilities and services for our community. We take pride in helping other departments, find creative ways to reduce costs and are always looking for new ways to improve our services. Our department prides itself on purchasing and using local products and services when cost effective. I would like to publicly thank our Facilities Manager, Bob MacDonald for his dedication, creativity and commitment to our community. We have added a lot to the plate this year and Bob has stepped up each time.

A shining star for the Department is our School to Swim program, created by our own Aquatics Director, Lori LaPointe and WPS Physical Education

Teacher, Linda Hanson. This program allows every student in first and second grade the opportunity to take swim lessons here at the WCC. Without their commitment and dedication to our young students this life skill may not ever be learned. I am proud to say that we offer this program. Thank you to everyone who makes this special program happen!

Wiscasset Senior Center ReportFor the period July 1, 2006 to June 30, 2007

To the Citizens of Wiscasset:The Wiscasset Senior Center, located at the Wiscasset Community

Center, strives to provide a variety of activities for area residents 50 years old and older. In fiscal year 2006/2007 the total budget was $54,228 of which only $6,085 came from current town taxes. The Wiscasset Senior Center is an Enterprise Fund which simply means that any money in the budget that is not spent is rolled over into the next year to reduce needed taxpayer support.

The majority of income comes from the meal program. Lunches are served on Mondays and Thursdays and a Community Dinner is served on Wednesday evening. The Senior Center is not a low income meal program but the Center does strive to keep costs down and quality up. The price of lunch for members is kept as low as possible to help those on limited fixed incomes. For Senior Center members 60 and over the suggested donation for Lunch is $5 and $7 for Dinner. The Wednesday evening Community Dinner is open to everyone and the intent is to bring together people of all ages in a spirit of community to enjoy a meal, conversation and occasional entertainment. Wiscasset Community Center and Wiscasset Senior Center members enjoy the same low price with all others paying only a slight additional fee.

Additional revenue is raised from various sources. $0.77 per meal per person over 60 years old is received from government subsidies through Senior Spectrum. This brought in over $4,500 last year. Senior Center membership fees brought in $2,295. Resident membership rates are charged to all residents of towns contributing to the Wiscasset Community Center. Westport Island was the only town contributing in the last fiscal year.

The Senior Center has a closely tied fund raising arm, The Senior Center of Wiscasset, which is an incorporated non-profit 501c-3 entity. Over the past several years funds have been raised to purchase a new commercial stove for the kitchen, dining room tables and chairs, card tables, storage shelving, kitchen improvements for required state licensing, coffee makers, etc. All of these improvements are in effect a gift to the town and are used by both the Senior Center and Community Center.

The Wiscasset Senior Center Scholarship Fund, Inc is an independent

incorporated non-profit 501c-3 entity. $500 scholarships have been awarded in each of the last 4 years to graduates from Wiscasset High School who desire to pursue additional training in a hands-on field. Funds to support this project come mainly from gifts and raffles.

The only “employees” are the chef and dishwasher. The chef is an independent contractor working for a contracted sum per meal prepared/ served and the dishwasher is an employee of the Community Center. All other work is done by volunteers.

Membership is highly encouraged but is not required to participate in activities. The Senior Center philosophy is that activities at the Center should be included in the membership fee and any additional fees should be small and reasonable. All trips must pay for themselves and there should be a small residual from the price of the trip to support the Senior Center. Members should receive a discount on most activities.

LIBRARIANS: Pamela Dunning, Director / Technical Coordinator Jean Shippee, Children’s Librarian Karen Delano, Youth Services Librarian Gwen Lemont, Assistant Librarian

My name is Pamela Dunning. I am the new Director of Wiscasset Public Library. I have been a resident of Wiscasset for 33 years. I have worked with and been trained by Janet Morgan, the previous Library Director, and know the Library’s current policies, directives and mission. I have a 15 year history with Wiscasset Public Library. I look forward to having an opportunity to face more challenges and broaden my scope in this position. I believe that changes are best made in small doses and with the least disruption possible. My highest priority is staff morale and the satisfaction of patrons. I would like to see the continuation of the friendly, welcoming atmosphere at the Library.

Wiscasset Public Library has had many changes in the last year. The biggest change came with the retirement of Director, Janet Morgan. Janet had been with the Library for 27 years and held the position of Director for 16 years. Janet will continue her connection to the Library. She is very involved with the writer’s group that meets at the Library every Thursday afternoon.

Wiscasset Public Library’s mission is to build literacy and provide up- to-date materials and quality services utilizing a wide range of media, sources, and technology to meet the needs of the citizens of Wiscasset and its neighboring communities. The library strives to fill the community’s educational needs, to assist in developing the public’s ability to find and use information, and to stay attuned to the interests of the community in order to improve and expand its services and programs. The library provides a home for genealogical and archival items to preserve local history for posterity. The library supports each individual’s freedom to read, learn, and discover in a welcoming and stimulating environment. The library trustees and staff are committed to fostering the enjoyment of reading, lifelong learning, intellectual freedom, and a sense of community.

The library book discussion group continues to meet on the third Wednesday afternoon of each month at 3:00 pm. We would like for anyone interested in joining us, to come to a meeting.

The Stephen and Tabitha King Foundation generously came to the assistance of the Wiscasset Public Library by awarding a grant for $50,000 to repair the exterior of the building. The grant paid for repointing the brickwork, repairs to the siding, painting the entire exterior, replacing some warped windows, and installing gutters on the addition. The Library building is looking beautiful thanks to the King Foundation.

A grant from Maine Community Foundation funded the installation of much needed air conditioning in the Library. Hot summer days could bring the interior temperature up to 98 degrees, making the Library a very uncomfortable place to be. The new air conditioning units have changed that dramatically. The Library is a truly a cool place to spend summer hours.

In May the Children’s Room received a Books for Children Grant from The Libri Foundation, a non-profit organization in Oregon, which donates new, quality hardcover children’s books to small, rural public libraries throughout the United States. A $350 donation from the Friends of the Library will be matched by $700 from The Foundation, and approximately 70 fiction and nonfiction books, preschool to grade 6, will be selected by the children’s librarian. The books will arrive in early fall.

Storytime for infants and preschoolers is held in the Children’s Room on Thursday mornings from 10:30 - 11.00. Stories, songs and playtime are enjoyed by all.

Lincoln County TelevisionIn June LCTV hosted the CTAM (Community Television Association of

Maine) at the Wiscasset Yacht Club. The theme of the meeting was “Trials and Tribulations of Going Hi-Tech.” Randy Visser, founding member of CTAM, spoke about rekindling the spirit of community television. Ivan Flye was remembered fondly by Randy for his tenacity in learning about public access and for his efforts to inform the people in Lincoln County about its need and value. This meeting was attended by people from all over the state interested in public access. Information and ideas were shared which helped all in attendance.

LCTV’s new Cablecast video server and Carousel automated bulletin board, both Tightrope Media Systems, allow our public access television station to air many more programs and have a much more versatile and integrated bulletin board system. At the same time this frees the station manager’s time from mundane scheduling and videotape shuffling tasks. A major improvement is that the bulletin board is automatically available to anyone through the Internet. Just point your browser at http://www.lctv. org and you can access the whole bulletin board and stop on the page you want for as long as you want. You can also view the complete schedule of all upcoming and past shows.

Lincoln County Television, Channel 7, is your community public access channel. It features a bulletin board to inform the public of local events, programming content by, about, and of interest to the community and information about Channel 7. Any community member is encouraged to use LCTV’s facilities and air time for their programming.

The current directors for the Town of Wiscasset appointed by the selectmen are Sean Rafter and Jack Swanton. A third director’s position remains available to which any interested Wiscasset resident is welcome to apply by contacting the Wiscasset Board of Selectmen through the Town Office.

Sign Control Officer

As the Wiscasset Code Enforcement Officer, Building Inspector, Plumbing Inspector, and Sign Officer, I am responsible for many functions as they relate to land use and development. These functions include enforcement of local, state and federal land use laws; State internal and external plumbing rule administration; building and plumbing permit review; building, plumbing and site inspections; water quality testing; sign application review and permitting; in-office contact for questions associated with building permits/ inspections, plumbing permits/inspections and code related issues.

My previous report covered July 2005 to June 2006. This report includes data from fiscal year 2006 - 2007 (July 1, 2006 to June 30, 2007). The following summarizes this year’s permit activity compared to the fiscal year 2006 report:

Wiscasset Middle SchoolWiscasset Middle School completed its second year of Expeditionary

Learning (EL). EL provides a framework for curriculum, student instruction, and professional development that makes the learning experience more connected to the community and to real-world applications. Using the EL model, teachers develop “investigations” or “expeditions” that focus on key elements of the Maine Learning Results for the grade level. While AYP status has not been released by the state for the 2006/07 year, the performance of our grade 5-8 middle school students increased dramatically. EL certainly contributed to this improvement, as did the hard work and expertise of our teachers, principal and staff to incorporate EL into their repertoires. In 2006, Wiscasset Middle School made adequate yearly progress (AYP) in math, but failed to do so in reading. Thus the school went onto the “monitor” status for reading. Our AYP status based on last year’s performance has not been released. In response to the monitor status in reading, the amount of time students will receive instruction in English and language arts has been increased for the 2007/08 school year.

Wiscasset High SchoolAt this drafting, the state hasn’t announced whether or not the high school

made AYP in 2007, but its 2006 status (which came in too late for the last town report) is in. It was the first year the Scholastic Aptitude Test (SAT) was used to determine student and school performance on a statewide level. The average SAT scores for WHS went down dramatically this year, as it did statewide, presumably because in prior years only students expecting to go to college took the test and last year every junior took it. Wiscasset High School made AYP in both reading and math, an achievement matched by less than 30% of high schools in Maine. The junior class took the SAT very seriously, with 100% attendance to take the test on a S a t u r d a y .

EnrollmentStudent enrollments in Maine and Wiscasset are declining steadily.

Statewide, the number of students K-12 has dropped more than 17% since 1972. Currently, the largest classes statewide are in grades 9-12, averaging 17,300 students per grade. The smallest classes are in grades K- 2, averaging under 14,000 per grade. This suggests that the declines will continue. Lincoln County and Wiscasset show even greater declines than the statewide averages. At its peak, our schools served over 1050 students. On April 1, 2007, our enrollment was approximately 750, of which about 575 were Wiscasset residents. Our two largest classes by far are our junior

and senior classes. Once they graduate, it appears that our K-12 enrollment will stabilize at between 650 and 700 unless school system consolidation brings additional students.

In 2007, the school department teamed with HeadStart for a second year to provide services to 3 and 4-year-olds. It is hoped that having this program in our primary school will not only make better use of the facility, but will increase the readiness of our kindergarteners. By aligning our primary school curriculum with that of Headstart, we expect to improve student performance and reduce the numbers of students needing specialized services.

Physical PlantsDue to declining enrollment, it appears that in the coming years it will

be possible (and prudent) to reduce the number of schools we maintain and operate. Since late 2006, the school committee, administration, and a number of citizen representatives have been exploring options for reducing our number of schools. Doing so, while it appears it would cost some money to upgrade the other buildings, should allow us to reduce costs significantly on a per-student basis and will facilitate continuing to offer comprehensive curriculum to our students.

Adult EducationThe Wiscasset Adult & Community Education Program served 739

individuals with a total of 1680 registrations in the following categories:Academic 832Vocational Training 327General Enrichment 521

Twenty individuals earned a high school credential in 2007. Four of them have been accepted to institutions of higher learning (so far). Because we serve the academic needs of some students from 16 and 20 years old, we will be awarded in excess of $86,000 in the 2007/08 fiscal year.

The Adult Education program received $60,891 in grant money in 2007. This allowed us to target the academic needs of the Two Bridges Regional Jail, the Career Center and both the Wiscasset and Bath Adult Education programs, to develop a Family Literacy Program for the Wiscasset area, and to provide vocational training for adults. These external funds supported 1159 registrations. External funding will increase in 2008 based on grants that we successfully pursued in 2007.

School System ConsolidationIn January, Governor Baldacci unveiled a budget that included reducing

the number of school systems in the state and would reduce monies spent by the state by $36.5 million in the first year alone. The state will reduce its financial support for central administration, transportation, maintenance, and special education. Consolidation may well be costly in the first year, but ultimately should yield efficiency in central administration and certain leadership functions. School departments in towns whose voters do not support a consolidation plan will face major reductions in state subsidy.

At the time of this drafting, Wiscasset is developing a plan to unify with Aina, Arrowsic, Bath, Georgetown, Phippsburg, West Bath, Westport Island, and Woolwich. Wiscasset is fortunate that Bath and School Union #47 have been working toward consolidation for several years, so they have had the luxury of time to consider how to improve services to students in the process of change. After consolidation, Wiscasset students will continue to have the option to attend Wiscasset schools, but may have other options within the region as well. Two of the most noticeable changes will be that there will be a regional school committee - no separate policy-making body for Wiscasset - and budget votes in Wiscasset will be combined with those in other towns to determine the passage or failure of school budgets for the region.

Many have described the changes brought about by this consolidation as the most sweeping changes in K-12 education in the last century. Although I don’t remember all the changes in the last 100 years, this will significantly change school administration and governance. Your school committee and administration are working hard to make the best of a change that will surely solve some problems and create some others.

Sheepscot Valley Conservation Association

The Sheepscot Valley Conservation Association is a membership- supported land trust and advocacy organization dedicated to conserving the natural and historic heritage of the Sheepscot River watershed. In 2006, a number of projects were initiated of interest to residents of Wiscasset and nearby towns.

SVCA, for example, is coordinating a project with neighboring land trusts - the Sheepscot Wellspring Land Alliance to the north and the Boothbay Region Land Trust to the south - to map the important natural resources of the entire Sheepscot watershed, from Freedom to Southport. The aim is to fill gaps in existing knowledge of the region and help set conservation priorities for the next decade. Most of the professional work will be done by biologist Janet McMahon of Waldoboro, who will survey the area by plane, by boat and on foot. She says her goal is to identify focus areas important not only for environmental reasons but also those of historical and even archaeological significance. The detailed maps and other information generated will be of use to the three land trusts but also to planning boards, landowners, community organizations and others as they work together toward conservation goals.

The Association in 2006 opened to public access the new Marsh River Preserve in Newcastle after completing a network of trails, complete with trail marker posts, blazes and bog bridges thanks to local Boy Scouts. This 70-acre preserve will provide a connection in the River-Link project, which aims to create a public trail system and wildlife corridor from Boothbay to Aina. SVCA also completed an interpretive trail and other enhancements at the Palermo Preserve to the north accessed on the Turner Ridge Road near the Palermo/Somerville town line. Other SVCA public preserves are the Whitefield Salmon Preserve at the confluence of the east and west branches of the Sheepscot accessed on the Howe Road, the Bass Falls Preserve in Aina, accessed a quarter mile south of the Aina Store on Rt. 218, and the Griggs Preserve on the Sheepscot in Newcastle. tract in Jefferson that enlarges a 60-acre donation made in 2005, and purchased a 60-acre section of woodland in Aina bordering Trout Brook, an important source of Atlantic salmon habitat, just before it joins the Sheepscot.

SVC A has helped a number of towns in the region to develop their comprehensive plans, particularly through the free mapping services provided by the SVCA Geographic Information System (GIS) Support Center. The maps have been used to illustrate current land use and to evaluate the strategies for protecting woodlands and wetlands in the future as well as providing for further growth.

Water quality monitoring in the Sheepscot watershed has been an SVCA priority for over 13 years, with volunteers regularly taking samples at 30 sites. In addition, SVCA has assisted in the development of a comprehensive online database including maps and dozens of current and historical photos documenting the condition of the river’s salmon habitat and efforts to restore the salmon population, for use by watershed groups, land owners, government agencies, teachers, students and anyone interested in the Sheepscot watershed. The database can be accessed at the KRIS Web site, www.krisweb.com, or in a free 2-CD set available from the Association’s office in Sheepscot Village.

SVCA was founded in 1969 to conserve the natural and historic heritage of the Sheepscot watershed through land protection, habitat restoration, support for compatible land use patterns, advocacy and education. Through conservation easements and trusts, SVCA now protects over 2,200 acres of land including over 13 miles of Sheepscot riverfront. to share some of the work that has made me proud to represent the people of Wiscasset and all of Maine in the United States Senate.

As Chairman of the Senate Homeland Security Committee, I am pleased to report that Congress made real progress in 2006 to protect our nation, including major legislation that I coauthored to improve the security of America’s seaports. I also led a bipartisan effort to pass chemical security legislation that, for the first time, requires security measures at more than 3,400 chemical facilities nationwide.

Following the flawed response to Hurricane Katrina, the Homeland Security Committee conducted the most extensive investigation in its history, and I coauthored legislation that reorganizes and reunites the federal government’s preparedness and response capabilities to meet the challenges of all aspects of emergency management.

Congress last year passed many pieces of legislation I authored to improve health care, assist those in need, protect our environment, support our economy and our workers, and strengthen our nation’s defenses. The Older Americans Act includes my amendment to establish transportation services for America’s seniors. I led the successful fight to reject proposed cuts in Medicare home health and hospice payments, and to prevent prescription drug plans from removing a drug from their formulary during the plan year. I have secured increased funding for diabetes and Alzheimer’s research, and for support services for patients and their families.

In 2006,1 helped secure a record level of funding for the Low Income Home Energy Assistance Program (LIHEAP), and Congress renewed the tax deduction I authored for teachers who spend their own money on classroom supplies and my renewable energy tax credit. The landmark Postal Reform legislation I coauthored will ensure affordable rates and preserve universal service. Major Defense bills include by provisions to help secure the future of Bath Iron Works and the jobs of our skilled shipbuilders.

Dear Neighbors:It is an honor to serve as your state representative in Augusta. With the

first session of the 123rd Legislature now past and the second session on its way, I encourage you to contact me with your thoughts on important state issues. With your input, I can best represent our area.

This is an important time for the state of Maine. Through the accomplishments of the first session, we have laid the foundation for a prosperous future. With broad bipartisan support, we passed a balanced budget that creates sustainable long-term funding for public education. By consolidating school administrative districts, the state can meet the citizen-voted mandate to increase state funding for public education to 55 percent without sacrificing quality education and other essential services and programs.

Maine’s economy stands to benefit from the largest bipartisan investment package in state history of $295 million. If fully approved by voters, the bond package will inject more than $670 million into the state with federal and private matching funds. It will fix and upgrade roads and bridges, protect the environment and natural resource-based industries, bolster research and development, and enhance higher education.

Among other notable accomplishments, we safeguarded our seniors from financial exploitation, expanded workers’ rights, came down on predatory lending practices, and established a commission to create good policy for our children’s healthy development and care. We protected Maine’s environment by banning toxic chemicals, joining the Regional Greenhouse Gas Initiative, and conserving working waterfront and farms.

In the coming session, we will give serious consideration and debate to such issues as providing access to affordable health care, instituting meaningful tax reform and improving the quality of life for Maine families. We have several challenges and opportunities before us, and we can

accomplish much in the second session by setting priorities that are based on fundamental Maine values, common sense and sound investment.

Question 1. Shall the Town raise and appropriate the sum of $348,876 for the Public Safety - Police D epartm ent?

Explanation: The funding request in this question is approximately $50,000 less than the $398,952 requested on the June 13, 2006 ballot. I f this question passes, it is the intent o f the Board o f Selectmen to reduce the police force by one officer and perhaps not provide local 24- hour coverage each o f the 365 days in the year offered by the Wiscasset Police Department. It is also the intent o f the Selectmen to instruct staff to rotate any vacant shifts periodically and refer all calls placed during a vacant shift to the Lincoln County Sheriff’s Office.

I f this question fails, it is the intent o f the Selectmen to close the Police Department and return to the voters with a funding request to cover contractual obligations fo r layoffs o f departmental employees and all other costs associated with closing the Police Department.

Question 2. Shall the Town raise and appropriate the sum of $217,878 from taxation and appropriate the sum of $551,457 from departmental surplus and departmental revenues (derived from membership and program fees) for the total Enterprise Fund - Parks & Recreation D epartm ent operational budget of $769,335?

/' /Explanation: On June 13, 2006, Wiscasset voters rejected a budget request for the Enterprise Fund-Parks & Recreation Department that requested a property tax appropriation o f $246,439. The portion o f the Recreation budget from property taxation requested in Question 2 is $28,561 less than the request rejected by voters on the June 13, 2006 ballot. The proposed total operational budget fo r the department in Question 2 is $17,061 less than what was proposed to voters on June 13, 2006. The Board o f Selectmen intends to raise program and membership fees to make up the difference o f $11,500 with non-tax revenues.
