TOWN OF PROSPECT, MAINE
This 2018 Town Report is dedicated to Bill Sneed.
Bill and his wife, Sharon, moved to Prospect in 1985. Bill was
appointed to the Planning Board in 1987 and served on the board
until 2001. In 2001 Bill was elected to the Select Board and
served until 2018. Bill was a founding member of the Prospect
Historical Society and served on the Waldo County Budget
Committee.
While serving the town Bill also attended graduate school (as a
non-traditional student) to study remote sensing glaciers.
Thank you Bill Sneed for your 31 years of service to Prospect.

Regular Selectmen’s meetings are held the first and third Tuesday of each month at 7:00 pm.
Planning Board meetings are held the second Thursday of each month at 7:00 pm.
Registrar of Voters will be available for corrections and revisions to the List of Voters during regular office hours.
Curbside Collection Schedule
Pinkerton and Son’s Disposal will be collecting refuse starting at 7:00am on Thursdays.
Thanksgiving and other major holidays will be a Friday pickup.
Zero sort recycling is the THIRD Wednesday of each month.
Cleanup
Saturday June 1st, 2019 & October 5th, 2019 promptly at 7:00 am.
Please contact the Town Office for a list of approved items
Universal Waste(Includes TV’s, etc. - See the Town Office for a list of acceptable items)
Permit no longer necessary to take items to the site.
Items can be dropped off on the last Saturday of every month from 9am to 12pm sharp.

Letter From the Prospect Fire Chief
Greetings Residents & Tax Payers,
Last year (2017) calls were 69 and 2018 calls were 37. This was a great reduction. Many thanks to everyone in Town for helping with this reduction.
The Fire Department thanks Cliff Alley and Bayard Warren for their many years o f service and dedication. We will miss you guys! Thanks! We, as a department, are very grateful to our new members. Six in the last few months.
Our Fire Prevention Program at Halloween was a success! We gave away approximately 35 smoke detectors and 15 pounds of candy to area children and some adults. Our department looks forward to serving and protecting our neighbors and friends. We will do our best!

To the Citizens of Prospect:
Total calls for 2018 arc as follows, Stockton Springs transports were 126, and Prospect transports were 36, non-transports for Stockton were 35 and Prospect was 6, mutual aid calls to surrounding towns were 11. This brings the total calls to 214 calls for the year. This total is down 43 calls from 2017. In EMS this can change without notice. There is no way to anticipate how many calls we will receive in a year.
As o f this writing, winter is still here. There is plenty of snow and ice still around. To keep everyone as safe as possible please sand your driveways and walk ways, so the ambulance can get to you in your time of need.
The ambulance crew will be participating in a free Blood pressure and Glucose screening at the Stockton Springs Library. There arc several dates for this screening, March 1511’, April 5lh, and April 19th. The time, for all 3 screenings are 11 am to 12pm. Hope to see you there.
As usual budgets arc tightening and expenses are rising. Wc are trying to stay within our budget, and so far wc have been able to do so. This year the hospital will now be charging us for medications, instead of replacing the meds used. Also American Heart has changed their guidelines for CPR training. This means we have to get new CPR mannequins that have a digital read out. I do not agree with this, as the old ones worked just fine. Unfortunately, wc have to abide by the new rule and of course the new mannequins are expensive.
Again this year 1 would like to thank the Prospect Fire Department for helping us when called. Of course we are always happy to help them as well. Rest assured Stockton Ambulance will always be there for you in your time of need.

the Town o Prospect qualified to vote in Town affairs to meet at the Prospect Town office on M arch 2 9 2 0 1 9 a t 10:00 AM then and there to vote on Articles 1 and 2, and to notify and warn the voters to meet at the Prospect Fire Station in said Town on M arch 30lh, 2019 a t 9:00 AM. Then rnd here to act on Article 3 through all of said Articles being set out below to wit:

Article 2. To elect by secret ballot one (l) Selectman for a three (3) year term, & (1) Road Commissioner for a one (1) year term. Polls will be opened to vote on Article 2 on M arch 29th, 2019 from 10:00 AM at which time the ad journed meeting will be reopened a t the Prospect Fire Station, then and there to act on the rem aining Articles on the W arran t.
Article 3. To see what action the voters o f the Town will take in regards to the excise tax revenue and the disposition o f the same. Selectmen and Budget Committee recom m end th a t up to $90,000 of the excise tax be applied to the Town Officers and employees payroll and related expenses and th a t any rem aining funds not appropriated a t this meeting are re tu rned to surplus.
Article 4. To see what sum o f money the Town will vote to raise and/or appropriate for the salaries o f the Selectmen, Assessors, a: d O erseers o f the poor. Selectmen and Budget Committee recommend appropriating $4,000 for each Selectman totaling $12,000
Article 5. To see what sum of mo ey the Town will vote to raise and/or appro ri te f t e 12 oonth salary and other related expenses for the Tax Colle or, Treasurer, and Town C erk. Selectmen and Budget Committee recommend approporating $26,780.

Article 12. To see what sum of money the Town will vote to raise and/or appropriate for Fire Fighter stipends. Selectmen and Budget Committee recommend appropriating $5,500.
Article 13. To see what sum of money the Town will vote to raise and/or appropriate to update the Town’s tax maps and assessment. Selectmen and Budget Committee recommend appropriating $8,200 and that this be appropriated from 2019 Excise Tax revenue.
Article 14. Shall the Town fix a rate o f interest to be charged on unpaid taxes after November 1st, 2019? Selectmen and Budget Committee recommend 8% .
Article 15. Shall the Town vote to set the interest rate on abated taxes at the minimum rate o f 1% for the fiscal year o f 2019?
Article 16. Shall the Town authorize the Selectmen to spend an amount not to exceed 4/5 o f the budgeted amount in each budget category o f the 2019 Annual budget during the period from January 1, 2020 to the 2020 Annual Town Meeting?
Article 17. To see what sum of money, if any, the Town will vote to authorize the Selectmen to borrow or appropriate from un-appropriated surplus as they deem advisable to meet unanticipated expenses and/or emergencies that occur during the fiscal year 2019. Selectmen and Budget Committee recommend $5,000.
Article 18. Shall the Town vote to authorize the Selectmen to accept and expend on behalf o f the Town, Federal, and State funds which may be received in the form of Grants or for any other purpose during the ensuing year and act on anything relative thereto?

Report from the Assessor
HELLO FRIENDS AND NEIGHBORS,
It is that time of year again, town meeting time seems like it has gone by way to fast but yes, we are here again. Taxes something, we always must deal with even though the town tries to keep your mil rate low it seems to keep rising and rising. There is a lot of factors that go into figuring out a mil rate, one thing I would like to mention is the exemptions. We have had a lot of people ask how the exemptions affects a mil rate and why does getting a higher exemption change the mil rate. I am going to use the home stead exemption for an example. The home stead exemption was $10,000 and the state would reimburse the town for half the value which means the other half would get absorbed into the mil rate and would make this mil rate ‘ increase. So now that the exemption is $20,000 more of that exemption must be absorbed into the mil rate calculation. When an exemption is given it lowers the towns' valuation and we have less valuation to proportion the budget of the town with, so this will reflect in the mil rate.
The budget takes a toll on the mil rate calculation also things that we vote on at town meeting which is the Municipal budget, school and county all things that affect the increase or decrease of a town's mil rate. I wish I could tell you that taxes will go down, but past years trends do not implicate that and it not just taxes oil, fuel price of lumber all these things go up so don't the contracts for labor to do the work in your town. This intern will make your town budget rise and then make the mil ra t i rise it just roles downhill to the tax payer. As a tax payer and your assessor's agent this concerns me, and I have had many meetings with other assessor's that wish we could wave a magic wand and make taxes go down. In the end all we can do is take the town's valuation and the budget and proportion the money to pay the bills through the town by the mil rate.
There are a few things out there to help the tax burden for tax payers Homestead exemption, veteran's exemption, tree growth classification, open space classification and farm land classification.
