Europa Nostra represents a rapidly growing citizens’ movement for

the safeguarding of Europe’s cultural and natural heritage. Our

pan-European network is composed of 250 member organisations

(heritage associations and foundations with a combined member-

ship of more than 5 million people), 150 associated organisations

(governmental bodies, local authorities and corporations) and also

1300 individual members who directly support our mission. In 2013,

Europa Nostra celebrates its 50th Anniversary.

Together,

■ we form an important lobby for cultural heritage in Europe;

■ we celebrate excellence through the European Heritage Awards

organised by Europa Nostra in partnership with the European

Union; and

■ we campaign to save Europe’s endangered historic monuments,

sites and cultural landscapes.

sauvegarde du patrimoine culturel et naturel de l’Europe, Notre vaste

réseau européen regroupe 250 organisations membres (associations et

fondations pour la préservation du patrimoine avec un nombre total de

plus de 5 millions d’adhérents), 150 organisations associées (organismes

gouvernementaux, villes et collectivités locales, et entreprises), et

également 1300 membres individuels qui apportent leur soutien direct

à notre mission. En 2013, Europa Nostra fête son 50e Anniversaire.

support our work. Last year, I was pleased to host two successful gatherings of this Circle, in Valencia in spring and in Vienna inautumn, followed by a recent meeting in April 2013 in London.

We are very grateful to our Portuguese members, led by the CentroNacional de Cultura and its President Guilherme d’Oliveira Martins, forthe unforgettable programme of our annual Congress in Lisbon in June2012. They have confirmed that Portugal is ready and willing to play inthe future an even stronger role in our pan-European movement.

I also wish to pay tribute to our Greek colleagues and friends, led by Elliniki Etairia and its President, Iannis Michail and also by our Vice-President Costa Carras, who have worked tirelessly for two yearsto prepare our 50th anniversary Congress in Athens. Europa Nostra’sdecision to come to Greece - to celebrate its Golden Jubilee - is a verysymbolic one. Europe is indebted to Greece when it concerns ourshared cultural heritage. Europe is indeed inconceivable withoutGreece. We are also convinced that by regaining confidence in thepower of its culture and its cultural heritage, Greece will be able to finda way out of its current crisis. Cultural Heritage is a true gold mine forGreece, just as it is for Portugal and for all other countries of Europe.But this gold mine needs to be exploited with utmost care and respect,if it is to last for many more decades and centuries.

I wish to thank the leadership of our organisation - its Board and itsCouncil - and our capable and hard working International Secretariatbased in The Hague and Brussels for all they did and achieved in theyear under review. I also thank all our members and supporters fortheir loyalty and dedication and hope to see again many of them inJune 2013 in Athens for the Golden Jubilee of Europa Nostra.

MessageLast year in Lisbon, I was again impressed by the remarkable achieve-

ments of our award laureates, the prestige of our ceremony, and bysuch a strong commitment to Europa Nostra coming from so manymembers, volunteers, benefactors and sponsors. All this reinforced myconviction that our organisation has a fundamental mission in Europetoday. It also confirmed that we have a formidable potential for furthergrowth. We can and should be the leading voice in the European chorusof many different actors committed to safeguarding our heritage: not only heritage professionals and volunteers but also politicians,businesses, communities and civil society.

We can also be proud of our fruitful partnership with the EuropeanUnion. I very much hope that in the years to come we shall cooperateeven closer to promote the cultural values of our Europe and simul-taneously to save Europe’s endangered treasures. We also look forwardto contributing to the “New Narrative for Europe” process recentlylaunched by President Barroso in cooperation with Vice-PresidentReding and Commissioner Vassiliou. Europe cannot be reduced merelyto the Euro, or to the internal market and trade. Europe may be firstand foremost a peace project, as recalled by last year’s Nobel PeacePrize which was attributed to the European Union, but it is also a cultur-al project. It is our culture and our cultural heritage which bringEurope’s citizens together and serve as a fertile soil for new creativity,innovation and achievements.

I am particularly proud to be the President of Europa Nostra in thisimportant year – our 50th Anniversary Year. Jubilees are there for celebration of what has been achieved. And we shall do this in grandstyle in June under the Acropolis in Athens, and again in December inBrussels. It will also provide an excellent occasion to pay tribute to allthose who over so many years have generously contributed to the constant growth of our organisation. But Jubilees are also there togive a new boost to our actions, for example through the recent launchof “The 7 Most Endangered Programme”. Losing precious elements ofour heritage is like losing parts of our memory, like losing photos fromour family album… I am therefore strongly convinced that EuropaNostra can become a true catalyst for Europe-wide mobilisation in favourof our endangered heritage. This will be our legacy for the future!

We have many challenges ahead of us. We therefore need to investeven more efforts to enlarge our financial resources in order to matchthe increased level of our ambition. I count on the mobilisation of allour members to help us meet this important goal. In this context, I took the initiative to set up the “Europa Nostra President’s Circle”.This Circle seeks to encourage prominent and generous benefactors to

L’année dernière à Lisbonne, j’ai été de nouveau impressionné par lesréalisations remarquables de nos lauréats, le prestige de notre cérémoniede remise des prix et le profond engagement en faveur d’Europa Nostrade la part de tant de membres, de bénévoles et de mécènes. Tout celan’a fait que renforcer ma conviction que notre organisation accomplis-sait une mission fondamentale aujourd’hui en Europe. J’ai eu égalementla confirmation que nous disposions d’un potentiel de croissanceconsidérable. Nous pouvons et nous devrions devenir la voix principaledans le chœur européen de nombreux acteurs engagés dans la sauvegardede notre patrimoine : non seulement les professionnels du patrimoineet les bénévoles, mais aussi les femmes et les hommes politiques, lesentreprises, les collectivités locales et l’ensemble de la société civile.

Nous pouvons également être fiers de notre partenariat fructueux avecl’Union européenne. J’espère vivement que dans les années à venir, nouspourrons coopérer ensemble encore plus étroitement afin de promouvoirles valeurs culturels de notre Europe, tout en sauvant ses trésors menacés.Nous nous réjouissons également de contribuer au projet « New Narrativefor Europe » (Nouveau discours pour l’Europe), récemment lancé par lePrésident Barroso en collaboration avec la Vice-présidente Reding et laCommissaire européenne Vassiliou. L’Europe ne peut se limiter simplementà l’Euro, ni au marché intérieur et au commerce. L’Europe est d’abordet avant tout un projet de paix, comme l’a confirmé l’attribution àl’Union européenne du Prix Nobel de la Paix en 2012, mais aussi unprojet culturel. Ce sont notre culture et notre patrimoine culturel quirassemblent les citoyens européens et sert de terreau fertile pour lacréativité, l’innovation et les nouvelles réalisations.

Je suis particulièrement fier d’être le Président d’Europa Nostra encette année charnière qu’est notre 50e anniversaire. Les jubilés sonttoujours l’occasion de célébrer ce qui a été accompli. Et nous le feronsavec solennité en juin aux pieds de l’Acropole à Athènes, puis endécembre à Bruxelles. Cet événement nous permettra également derendre hommage à tous ceux qui, pendant tant d’années, ont géné-reusement contribué à la croissance constante de notre organisation.Les jubilés sont aussi l’occasion de donner un nouvel élan à nosactions, notamment à travers le récent lancement du programme des« 7 Sites les plus menacés ». Perdre de précieux éléments de notrepatrimoine, c’est comme perdre des parties de notre mémoire, commeperdre des photos de notre album de famille... Je suis donc fermementconvaincu qu’Europa Nostra peut devenir un véritable catalyseur pourla mobilisation, à l’échelle européenne, en faveur de notre patrimoineen danger. Ce sera notre legs pour les générations futures !

De nombreux défis nous attendent. Nous devons donc investir davantage d’efforts pour accroître nos ressources financières afinqu’elles soient à la hauteur de nos ambitions. Je compte sur la mobilisationde tous nos membres pour nous aider à atteindre cet objectif primordial.Dans ce contexte, j’ai pris l’initiative de mettre en place le « Cercle du Président ». Ce Cercle vise à encourager de généreux mécènes àsoutenir notre travail. L’année dernière, j’ai eu le plaisir d’organiserdeux rencontres de ce Cercle, à Valence au printemps et à Vienne enautomne, suivis d’une récente rencontre à Londres en avril 2013.

Nous remercions vivement nos membres portugais, et notamment leCentro Nacional de Cultura et son Président, Guilherme d’Oliveira Martins,pour le programme exceptionnel de notre Congrès annuel à Lisbonneen juin 2012. Ils ont confirmé que le Portugal était prêt à jouer à l’avenirun rôle encore plus important dans notre mouvement paneuropéen.

Je tiens également à rendre hommage à nos collègues et amis grecs, etnotamment à Elliniki Etairia et son Président, Iannis Michail, ainsi qu’ànotre Vice-président Costa Carras, qui ont travaillé sans relâche pendantdeux ans sur la préparation de notre Congrès du 50e anniversaire àAthènes. La décision d’Europa Nostra de venir en Grèce - pour célébrerson Jubilé d’Or - est très symbolique. L’Europe est redevable à la Grèce ence qui concerne notre patrimoine culturel commun. L’Europe est en effetinconcevable sans la Grèce. Nous sommes également convaincus qu’enreprenant confiance dans le pouvoir de sa culture et de son patrimoineculturel, la Grèce trouvera plus facilement la sortie de sa crise actuelle.

Le patrimoine culturel est une véritable mine d’or pour la Grèce, toutcomme il l’est pour le Portugal et pour tous les autres pays d’Europe.Toutefois, cette mine d’or doit être exploitée avec soin et respect, sinous souhaitons la préserver et en bénéficier durant de nombreusesdécennies et de nombreux siècles à venir.

Je tiens enfin à remercier la direction de notre organisation - sonComité exécutif et son Conseil - ainsi que notre Secrétariat internatio-nal compétent et motivé, qui est basé à La Haye et à Bruxelles, pourtout ce qu’ils ont entrepris et accompli durant l’année 2012. Je remercieégalement tous nos membres, sympathisants et partenaires pour leurloyauté et leur dévouement. J’espère revoir beaucoup d’entre eux enjuin 2013 à Athènes pour le fêter le Cinquantenaire d’Europa Nostra.

Notre patrimoine est notre véritable mine d’or

Introduction2012 was a year of steady growth for Europa Nostra when we prepared

new actions to mark our 50th anniversary in 2013.

A stronger presence within European and InternationalInstitutions

First of all, we have further consolidated our relationship with theEuropean Institutions. Together with our colleagues from the“European Heritage Alliance 3.3.”, we produced a document thatadvocates the need for developing a true EU strategy for heritage. Thispaper gave an impetus for preparing a European cooperation project“Cultural Heritage Counts for Europe”. During the next three years,this project - which recently received an EC grant - will seek to mobilizeour members and our resources with the aim to assemble data whichconfirm and illustrate the multiple values of cultural heritage forEurope’s economy and society.

In 2012, the highest representatives of European Institutions demon-strated keen interest in Europa Nostra’s activities: CommissionerVassiliou co-hosted, together with Plácido Domingo, the magnificentAward Ceremony in Lisbon, while President Barroso wished to supportour action with a vibrant message broadcasted by video. At the AwardCeremony for the Solvay Library in Brussels, the President of theEuropean Council, Herman van Rompuy, delivered an inspiring speechstressing the deep meaning cultural heritage has for the process ofEuropean integration. We have developed an open and constructivedialogue with Hans-Gert Pöttering, MEP, former President of theEuropean Parliament, who is today Chairman of the Board of theHouse of European History. We also started a very fruitful cooperationwith the European Investment Bank which led to the launch of ournew programme “The 7 Most Endangered”. All this confirms that theEU Institutions have a high esteem for our work and that they attachgreat importance to the mission of our organisation. The invitationwhich we received to attend the Nobel Peace Prize Ceremony in Oslo,and also the wish of President Barroso to involve us in the preparationof the “New Narrative for Europe”, are additional proofs of EuropaNostra’s recognition by the EU.

We have maintained our good relations with the Council of Europe,especially during the European Heritage Days Forum organised inNicosia during the Cyprus Presidency of the EU. We also have excellentrelations with UNESCO: we took part in the annual meeting of theWorld Heritage Committee in Saint-Petersburg, which was preceded byan NGO Forum. Let us also recall that Francesco Bandarin, DeputyDirector General for Culture at UNESCO, contributed to our Forum inLisbon and more recently to the public debate organised at the UNESCORegional Office in Venice in March 2013, when we launched, together

with Italia Nostra, the idea of a “New Deal” for Europe based on a ren-aissance of our heritage. The recent appointment of Plácido Domingoas UNESCO Goodwill Ambassador, will certainly also contribute to thefurther strengthening of our relations with UNESCO.

A greater visibility for our actionThe European Heritage Awards Ceremony held at the Jerónimos

Monastery in Lisbon, and enriched by moving sounds of Fado, was amemorable evening, organised brilliantly by Centro Nacional de Culturaand its President, Guilherme d’Oliveira Martins. This solemn event washonoured by the active participation of the President of the PortugueseRepublic, Aníbal Cavaco Silva, and by TRH the Prince and Princess ofAsturias. For the first time in our history, the ceremony was recordedby a TV channel (RTP) and broadcasted in summer. The award-givingceremony for the EU Prize for Cultural Heritage/Europa Nostra Awardshas indeed become one of the main annual events on the Europeancultural calendar. The prestige of this event will be re-confirmed duringan exceptional programme to be held on 16 June in the Odeion ofHerodes Atticus at the foot of the Acropolis, in the presence of thePresident of the Hellenic Republic, Dr. Karolos Papoulias.

In 2012, seven thousand people voted for their favourite awardedproject, and as a result the Mayor of the Walled City of Pamplona wasproud to receive in Lisbon our “Public Choice Award”, an initiative thatwas launched in 2011 in Amsterdam. Through this initiative, we seek toraise the awareness among a large public for the winners of our awardsand to get their support for the cause of Europe’s cultural heritage.

As we are celebrating the 50th anniversary of Europa Nostra, we areglad that the large network of our European movement continues toexpand. This network is composed of a stable and loyal group of members,country representations, winners of our awards and also of an ever-growing number of external partners and contacts. Throughout the

Saint-Pétersbourg qui fut précédé par un Forum des ONGs du patrimoine. Soulignons aussi que Francesco Bandarin, Directeurgénéral adjoint de la culture de l’UNESCO, a contribué aux travaux denotre Congrès de Lisbonne en juin dernier et plus récemment au débatorganisé au Bureau de l’UNESCO à Venise en mars 2013 quand nousavons lancé, ensemble avec Italia Nostra, l’idée d’un « New Deal » pourl’Europe qui serait basé sur la renaissance de notre patrimoine. Enfinla récente nomination de Plácido Domingo comme ambassadeur debonne volonté de l’UNESCO contribuera au renforcement continu denos relations avec l’UNESCO.

Une visibilité accrue de notre action La cérémonie européenne de remise des Prix au Monastère des

Hiéronymites à Lisbonne, enrichie par la musique émouvante de Fado,fut une soirée inoubliable, organisée avec brio par le Centro nacionalde Cultura présidé par Guilherme d’Oliveira Martins. Cet événement aété rendu encore plus solennel par la participation active du Présidentde la République portugaise, Aníbal Cavaco Silva et par LAR le Princeet la Princesse d’Asturies. Pour la première fois dans l’histoire d’EuropaNostra, notre cérémonie a été enregistrée par la télévision (RTP) etretransmis pendant l’été. La cérémonie de remise des Prix de l’UE du patrimoine culturel/Prix Europa Nostra est ainsi définitivementdevenue un des principaux rendez-vous sur l’agenda culturel euro-péen. Cette renommée sera confirmée lors de la soirée exceptionnelledu 16 juin prochain qui aura lieu au théâtre de Herodes Atticus au piedde l’Acropole, en présence du Président de la République hellénique, leDr. Karolos Papoulias.

En 2012, sept mille personnes ont voté pour le « lauréat de leur cœur ».Ainsi, le Maire de la Ville fortifiée de Pampelune a été fier de recevoir àLisbonne le Prix du public, une initiative que nous avons introduite l’annéeprécédente lors de la cérémonie d’Amsterdam. Par le biais de cette initiative,nous cherchons à sensibiliser un plus large public aux lauréats de nosprix et à les mobiliser pour la cause du patrimoine culturel de l’Europe.

Au moment où nous célébrons le Cinquantenaire d’Europa Nostra,force est de constater que le vaste réseau de notre mouvement euro-péen ne fait que s’accroître. Il est composé d’une base stable et fidèlede nos membres, de nos délégations nationales et des lauréats de nosPrix, mais aussi d’un nombre croissant de partenaires et contactsexternes. Tout au long de l’année nous cherchons à animer et à élargirce réseau : par les différents moyens de communication, allant despublications traditionnelles dont le Magazine « Heritage in Motion »qui en 2012 a sorti un superbe numéro sur le Portugal, jusqu’auxdivers réseaux sociaux où nous sommes de plus en plus présents.

Pour la renaissance du patrimoine culturel en Europe

2012 a été une année de forte progression pour Europa Nostra, aucours de laquelle nous avons pu préparer des avancées nouvelles pourmarquer le Cinquantenaire que nous célébrons en 2013.

Une présence accrue au sein des Institutions européennes etinternationales

Tout d’abord, nous avons fortement consolidé nos relations avec lesInstitutions européennes. Ensemble avec nos collègues de l’ « Alliancepour le patrimoine culturel 3.3. », nous avons produit un documentqui plaide en faveur du développement par l’UE d’une véritable stratégieen faveur du patrimoine. Ce document a servi d’impulsion pour la préparation d’un projet européen intitulé « Le patrimoine culturelcompte pour l’Europe ». Ce projet, qui vient de recevoir un soutienfinancier européen, mobilisera nos membres et nos ressources dans lestrois prochaines années aux fins de rassembler des données quiconfirment et illustrent les valeurs multiples du patrimoine culturelpour l’économie et la société en Europe.

En 2012, les plus hauts représentants des Institutions européennes onttenu à s’associer aux activités d’Europa Nostra. Ainsi, la CommissaireVassiliou a co-présidé avec Plácido Domingo la superbe cérémonie deremise des Prix à Lisbonne tandis que le Président Barroso a tenu àsoutenir notre action par un vibrant message transmis en vidéo. Lorsde la remise du Prix à la Bibliothèque Solvay à Bruxelles, le Présidentdu Conseil européen, Herman van Rompuy, a prononcé un discoursinspirant sur la signification du patrimoine pour la construction euro-péenne. Nous avons noué un dialogue ouvert et constructif avec Hans-Gert Pöttering, ancien Président du Parlement européen, qui est aussile Président du Conseil d’administration de la future Maison de l’histoire européenne. Nous avons également entamé une coopérationfructueuse avec la Banque européenne d’investissement qui a abouti aulancement de notre nouveau programme « Les 7 sites les plus menacés ».Tout cela confirme l’estime que les Institutions européennes ont pourle travail mené par Europa Nostra et l’importance qu’elles attachent àla mission de notre organisation. Une initiative nouvelle : « Les 7 sites les plus menacés » En juin dernier, le Forum public organisé au siège de la Fondation

Gulbenkian à Lisbonne a rassemblé une panoplie d’acteurs internationaux,nationaux et locaux engagés pour la sauvegarde du patrimoine enpéril. Fidèle à une de ses principales raisons d’être, Europa Nostra a ensuite décidé de lancer - pour son 50e anniversaire - un nouveauprogramme intitulé « Les 7 sites les plus menacés ». Ce programme estlargement inspiré par l’action exemplaire menée par nos confrèresaméricains, le US National Trust for Historic Preservation. Nous sommessurtout fiers d’avoir réussi à assurer pour ce programme le soutien dela Banque européenne d’investissements. Ainsi, la première liste des« 7 sites les plus menacés » sera rendue publique lors de notre Congrèsà Athènes en juin prochain. Ce programme a d’ores et déjà suscité ungrand intérêt au près de nos membres et des médias.

Mettre des moyens à la hauteur de nos ambitionsNous tenons à remercier notre Trésorier sortant, Roelf Rogaar, qui a

veillé sur les finances d’Europa Nostra depuis 2007, et qui passera larelève à sa compatriote néerlandaise Truze Lodder en juin 2013. Aucours de ces six dernières années, Europa Nostra a fait un grand pas enavant sur le plan de la professionnalisation de nos activités de fund-raising. Nous avons ainsi pu nouer des partenariats nouveaux avec desorganismes tant publics que privés, nous avons créé le Cercle du Président pour attirer le soutien de généreux mécènes privés etnous avons pu prouver que nous sommes capables de mobiliser d’importants soutiens financiers pour nos Congrès annuels, mêmedans les pays en difficulté tels que le Portugal ou la Grèce. Nous restons confiants que ces investissements vont apporter des fruits en2013 et au-delà, comme cela est déjà visible par des partenariats multi-annuels que nous venons de nouer avec la Fondation Gulbenkianbasée à Lisbonne, la Banque européenne d’investissement basée àLuxembourg et la Banque Pictet & Cie basée a Genève.

Les succès de l’année 2012 n’auraient pas été possibles sans l’enga-gement bénévole de nos membres, les compétences et le dévouementde notre Secrétariat basée à La Haye et à Bruxelles, et le soutien de nospartenaires financiers. year, we seek to serve and to enlarge our network through differentcommunication tools, ranging from traditional publications such as ourMagazine “Heritage in Motion” (which, in 2012, produced an impressivespecial on Portugal), to various social media where our presence continues to grow.

A new initiative: “The 7 Most Endangered”Last June, the public Forum organised at the headquarters of the

Gulbenkian Foundation in Lisbon, brought together a series of inter-national, national and local actors committed to saving heritage indanger. Fully in line with its “raison d’être”, Europa Nostra subsequentlydecided to launch – for its 50th anniversary – a new programme entitled“The 7 Most Endangered”. This programme is inspired by a similar activityled by our American colleagues at the US National Trust for HistoricPreservation. We are especially proud that we managed to secure thesupport for this programme by the European Investment Bank. Thefirst list of “7 Most Endangered Sites in Europe” will be made publicduring our Congress in Athens in June 2013. We are glad to report thatthis programme has already attracted much interest among our membersand the media across Europe.

Matching our resources with the high level of our ambitionsWe wish to thank warmly our outgoing Treasurer, Roelf Rogaar, who

took care of our finances since 2007, and who in June 2013 will handover his task to his Dutch compatriot, Truze Lodder. During these sixyears, Europa Nostra made significant progress in professionalizing itsfund-raising activities. We forged new partnerships with various pub-lic and private bodies; we created the President’s Circle especially forour most generous private donors and we demonstrated that we werecapable of mobilizing significant financial support for our annualCongresses, even in countries facing difficulties such as Portugal orGreece. We remain confident that those investments will continue tobear fruit in 2013 and beyond, as demonstrated by new multiannualpartnerships that we have started recently with the GulbenkianFoundation based in Lisbon, the European Investment Bank based inLuxembourg and the Banque Pictet & Cie based in Geneva.

Our achievements in 2012 would not have been possible withoutthe volunteer engagement of our members, the competence and com-mitment of our Secretariat based in The Hague and Brussels, and thesupport of our financial partners. We wish to express our sincere grat-itude to all of them. And finally, we wish to say a big thank you to ourPresident, Maestro Plácido Domingo, for his deep commitment to ourcause and for his energy and inspiration that are boundless.

A key pillar of Europa Nostra’s action is lobbying at the Europeanlevel with the aim to secure adequate support for cultural heritageconcerns in various areas of European-policy making and funding.

SPOTLIGHT ON THE PROJECT “CULTURAL HERITAGE COUNTS FOR EUROPE” In 2012, the “European Heritage Alliance 3.3” produced and transmitted to Androulla Vassiliou, European Commissioner forEducation, Culture, Multilingualism and Youth, its first joint docu-ment advocating the need to develop an EU Cultural HeritageStrategy. To achieve this, it is necessary to identify available evidence on the multiple benefits of cultural heritage at Europeanlevel, as a contribution to the EU’s growth strategy “Europe 2020”and also as a contribution to the quality of life for Europe’s citizens.

Inspired by the above document, Europa Nostra took the initiative to respond to a call for proposals of the EC Programme Culture by developing an European cooperation project proposal entitled“Cultural Heritage Counts for Europe: Towards a European Index forValuing Cultural Heritage” in partnership with five other partners,namely ENCATC-European Network of Cultural AdministrationTraining Centers based in Brussels, Heritage Europe-EuropeanAssociation of Historic Towns and Regions based in Norwich, the

International Cultural Centre from Cracow, the Raymond LemaireInternational Centre for Conservation from Leuven and The HeritageAlliance based in London.

The aim of this project is to gather, analyse and widely disseminatethe existing data on the beneficial impact of cultural heritage onsociety and economy in Europe. The project also aims to present policy recommendations for tapping fully into the huge economicand social potential of heritage. In February 2013, this project wasselected to receive an EC grant. The implementation of the projectwill start in July 2013 for a period of two years.

OTHER HIGHLIGHTS: FUTURE EU PROGRAMMES 2014-2020Europa Nostra actively contributed to the preparations of the futureEU programmes for the period 2014-2020, by highlighting the multiple benefits which cultural heritage has for Europe’s economy,society and environment, and more specifically for the implementationof Europe 2020 – the EU’s growth strategy for the coming decade.Europa Nostra adopted and widely disseminated two position papers,one on “Creative Europe”, the future EU programme dedicated to the cultural and creative sectors, and the other on “Horizon 2020”,the future EU programme for research and innovation.

Europa Nostra a bien accueilli la proposition d’ « Europe créative »,mais a jugé opportun d’y inclure des références plus explicites aupatrimoine culturel. Europa Nostra a aussi encouragé l’introductiondes références à la recherche relative au patrimoine culturel et naturelparmi les objectifs et instruments du futur programme Horizon 2020. Europa Nostra a également continué à soutenir la campagne « we aremore », menée sous l’impulsion de « Culture Action Europe » et de laFondation européenne de la culture. Ainsi, nous avons insisté auprèsdes Chefs d’Etats et de Gouvernements de l’UE pour qu’ils accordent lesoutien nécessaire à la culture, y compris au patrimoine, dans le prochainbudget de l’UE. Bien que les décisions finales sur les programmesmentionnés ci-dessus n’aient pas encore été prises, les intérêts dupatrimoine culturel semblent être sur la bonne voie pour être dûmentpris en compte par ces futurs programmes.

Maison de l’histoire européenneEn 2012, Europa Nostra a exprimé son soutien à l’idée et l’objectif de lafuture Maison de l’histoire européenne qui vise à promouvoir laconnaissance et la compréhension de l’histoire et la culture communesde l’Europe. Cependant, Europa Nostra a également partagé les pré-occupations d’Europa Nostra Belgique et des organisations patrimonialesbasées à Bruxelles, au sujet des adaptations architecturales du bâtiment Eastman - situé dans la zone protégée du Parc Léopold etconçu par le célèbre architecte suisse Michel Polak - qui a été choisipour héberger la Maison de l’histoire européenne.

Europa Nostra a fini par reconnaıtre qu’à ce stade de la mise enœuvre du projet de la Maison de l’histoire européenne, certainesdécisions déjà prises ne pouvaient plus être modifiées. While welcoming the “Creative Europe” proposal, Europa Nostra calledfor a more explicit reference in the programme to cultural heritage.Europa Nostra also urged to include due reference to research relatedto cultural and natural heritage in “Horizon 2020”. Europa Nostra continued to support the “we are more” campaign ledby Culture Action Europe and the European Cultural Foundation. Wethus urged the EU Heads of State and Governments to ensure duesupport for culture and heritage in the next EU budget. Though final decisions on the above-mentioned future EU programmeshave not yet been taken, cultural heritage concerns seem to be onthe right track to be duly incorporated in these programmes.

The House of European History In 2012, Europa Nostra expressed its support for the idea and the aimof the future House of European History which will promote the knowledge and understanding of Europe’s shared history and culture.However, Europa Nostra also endorsed the concerns expressed byEuropa Nostra Belgium and the Brussels based heritage organisationswith regard to the architectural adaptations to the Eastman building - situated in the protected zone of the Park Léopold anddesigned by the renowned Swiss architect Michel Polak - which hasbeen chosen as the location of the House of European History. Having realised that decisions already taken could not be changedanymore, at this stage of the implementation of the House of EuropeanHistory project, Europa Nostra -with the full cooperation of Hans-Gert Pottering, MEP, Chairman of the Board of the House of EuropeanHistory -, initiated a constructive dialogue between the EuropeanParliament and all partners concerned. In April 2013, this resulted in aninnovative and formal agreement between the European Parliament,the Brussels City and Region authorities and the national and localheritage organisations concerned, to launch a regular and open dialogueon pending and future initiatives in the Park Léopold and its sur-roundings, with regard to various aspects related to mobility of people,traffic regulation, water management and heritage preservation.

On 1 June 2012 in the World Heritage Site of Jerónimos Monasteryin Lisbon, the European Union and Europa Nostra celebrated the28 Award winning achievements of the EU Prize for Cultural Heritage/Europa Nostra Awards 2012, chosen from among 226 submittedentries received from 31 European countries. During the ceremony,the 6 Grand Prix Laureates were announced, each receiving thehighest accolade and a monetary reward of Z 10,000. The winner ofthe Public Choice Award 2012 was the Conservation and PromotionPlan for the Fortifications of Pamplona in Spain (see photo onpages 4/5).

The Awards were presented by Androulla Vassiliou, EuropeanCommissioner for Education, Culture, Multilingualism and Youth, andPlácido Domingo, President of Europa Nostra. Aníbal Cavaco Silva,President of Portugal, and TRH the Prince and Princess of Asturiasattended the ceremony as our guests of honour.

Spotlight on Greece: Four Award WinnersFour winners came from Greece, something which has never beforeoccurred in the history of the Awards. Three projects were awardedin category 1 (conservation), namely the Grand Prix winning project“The Averoff Building”, “The Windmills of the Monastery of St Johnthe Theologian” and ”The Ancient Citadel at Aghios Andreas”. Incategory 3 (dedicated service), the Piraeus Bank Group CulturalFoundation received an award. ■ The Averoff Building at the National Technical University in Athens is

an outstanding example of restoration and renovation. The AveroffBuilding has been designed as an educational edifice and after

H.M. The Queen of Spain, in her capacity as Patron of Hispania Nostra, hosted on 4/10/2012

at Palacio del Pardo in Madrid the National Awards Ceremony for the Spanish winners in

conservation is used for the same purpose as before. It is one of themost important and elegant buildings of the Athenian Neo-classicalperiod and a beautiful example of how cultural heritage representsnot merely a remnant from the past but a promise for the future.

■ Among several different windmill projects from across Europe, theEuropa Nostra Awards Jury agreed that the three windmills of theMonastery of St John the Theologian on the island of Patmos wereunique in the detail and completeness of their restoration. Builtbetween 1588 and 1863, they were abandoned and neglected fromthe 1950s when flour production ceased. Today, fully restored andspinning against the sky, the windmills offer delight to islandersand visitors alike.

■ The Ancient Citadel at Aghios Andreas on the island of Sifnos is yetanother example of how a formerly neglected archeological site canbe transformed into a fully accessible and educative place designedin harmony with the citadel’s history and the island’s natural environment.

■ The Piraeus Bank Group Cultural Foundation has received an awardfor its dedicated service in giving derelict heritage buildings a secondlife by transforming them into regional museums of the industrialheritage. The foundation was praised for its contribution to the historyof the local population, sustainability and regional development.

The diversity of these four Greek winning projects illustrates therelevance of cultural heritage for rural and urban communities acrossEurope. Together with the other 24 winners from 14 different countries,they remind us of our common history and culture which continuesto bring pleasure and work to millions of Europeans.

Lors de la cérémonie, les6 lauréats d’un Grand Prix ont été rendus publics, chacun ayant reçula plus haute distinction et une récompense monétaire de 10.000 Z.Le gagnant du Prix du Public 2012 fut le Plan de conservation et depromotion pour les fortifications de Pampelune en Espagne (voirphoto pages 4/5).

Les Prix ont été remis par Androulla Vassiliou, Commissaire européenne chargée de l’Éducation, de la Culture, du Multilinguismeet de la Jeunesse et Plácido Domingo, Président d’Europa Nostra. AníbalCavaco Silva, Président de la République portugaise, et LAR le Prince et la Princesse des Asturies ont assisté à la cérémonie en tantqu’invités d’honneur.

Coup de projecteur sur la Grèce : Quatre lauréats Quatre lauréats étaient originaires de Grèce, ce qui ne s’était jamaisproduit auparavant dans l’histoire des Prix. Trois projets ont étérécompensés dans la catégorie 1 (conservation), à savoir le Grand Prixpour « Le Bâtiment Averoff », et les Prix pour « Les Moulins du Monastèrede Saint-Jean le Théologien » et « La Citadelle Antique d’AghiosAndreas ». Dans la catégorie 3 (contribution exemplaire), la Fondationculturelle de la Banque de Pirée a reçu un Prix.■ Le bâtiment Averoff qui fait partie du complexe de l’Université

technique nationale d’Athènes a fait l’objet d’une restauration etrénovation remarquables et exemplaires. Le bâtiment Averoff a été

différents, ils témoignent denotre histoire et notre culturecommunes qui continuent d’êtresource d’enchantement maisaussi d’emplois à des millionsd’Européens.

During theclosing session, representatives from the European Parliament, theParliamentary Assembly of the Council of Europe, Europa Nostra, theCentro Nacional de Cultura and the Gulbenkian Foundation discussedthe kind of action which we need to undertake at European level. Asa follow-up to the forum, in January 2013 Europa Nostra launchedthe “7 Most Endangered Programme” in partnership with theEuropean Investment Bank, inaugurating its 50th anniversary year.

ROMANIA : Rosia MontanaAt the Lisbon Forum, Europa Nostra members expressed, once again,their deep concern regarding the Rosia Montana open ore miningproject and the major threats it represents to the unique culturalheritage, as well as to the natural landscape and the environment ofthe entire area of Rosia Montana. Following the congress, EuropaNostra sent a letter to the new Prime Minister of Romania, Mr VictorPonta, conveying to him our members’ concerns. Europa Nostrastrongly encourages the new Romanian Government to undertake athorough re-examination of the RMGC project and its impact on thecultural and natural environment and heritage of Rosia Montana.

Saving endangered historic monuments and sites lies at the heartof Europa Nostra’s mission. We campaign side by side with ourmember organisations and strategic partners to oppose threats tospecific monuments, sites and landscapes throughout Europe.

Spotlight on Europa Nostra Forum “Saving Europe’s Endangered Heritage”The Forum “Saving Europe’s Endangered Heritage” was organised byEuropa Nostra, in collaboration with the Centro Nacional de Cultura(Portugal) and the Calouste Gulbenkian Foundation, in the frameworkof the annual European Heritage Congress in Lisbon, on 1st June 2012.It brought together some 200 persons, representatives of numerousinstitutions and organisations from 30 European countries. Mr ArturSantos Silva, Chairman of the Calouste Gulbenkian Foundation,inaugurated the Forum by drawing attention to the importance ofincreasing responsibility of the private sector for mobilising thenecessary resources for heritage. International and national experiencesand models of advocacy action with regard to heritage were presentedby experienced panellists from various organisations and countries,including UNESCO, the World Monuments Fund, INTO, ICCROM, Italy,Sweden, France, Bosnia & Herzegovina, Kosovo/UNMIK, Albania, Greeceand Belgium. A separate panel focused on the special challenges for

CHYPRE : Famagouste et le Monastère d’Apostolos AndreasLe 17 octobre, Europa Nostra a visité la ville fortifiée de Famagousteet le monastère d’Apostolos Andreas situés dans la partie nord del’île, ensemble avec des membres du Comité technique commun pourle patrimoine culturel, composé de Chypriotes grecs et turcs. EuropaNostra a été encouragée par l’esprit constructif de coopération entremembres Chypriotes grecs et turcs de ce comité, sur les questionsprioritaires liées au patrimoine culturel en danger dans le nord de Chypre. CYPRUS : the Monastery of Apostolos AndreasOn 17 October, Europa Nostra visited together with members of theJoint Technical Committee for Cultural Heritage composed of Greekand Turkish Cypriot the city of Famagusta and the Monastery ofApostolos Andreas, located in the Northern part of Cyprus. EuropaNostra was encouraged by the constructive spirit of cooperation onpriority issues related to endangered cultural heritage located in theNorthern part of Cyprus between Greek Cypriot and Turkish Cypriotmembers of this Committee. Europa Nostra has therefore offered anyassistance and advice to the Joint Technical Committee in the pursuit of their important mission. Europa Nostra also expressed itshope that the restoration works on the pilgrimage site of ApostolosAndreas – on which all parties concerned already agreed - should bestarted without further delay.

ITALY : earthquake in the region of Emilia-Romagna in ItalyPlácido Domingo, President of Europa Nostra, wrote a letter to thehighest Italian authorities to express the organisation’s sympathyfor the loss of human lives and for the damage to cultural heritagecaused by the earthquakes in the Emilia Romagna region in May and June 2012. He solicited their effort to undertake appropriatemeasures to repair the serious destructions, in close cooperationwith local population and in consultation with national and inter-national organisations defending cultural heritage. “It is importantto keep in mind the significance, even economical, of the conserva-tion of cultural heritage that belongs to everybody and makes us andEurope so unique”, wrote the President of Europa Nostra.

Spotlight on Lisbon: European Heritage Congress, 29 May - 2 June 2012The 2012 Congress, which took place in Lisbon, was made possiblethanks to the formidable engagement and commitment of ourCountry Representation in Portugal, Centro Nacional de Cultura.Invaluable financial support was received from a wide range ofpublic and private bodies, thus enabling a varied and most interes-ting programme. The Congress and Awards Ceremony received verybroad media coverage – in the press, on TV and by on-line media -which exceeded all expectations and surpassed any previous AwardsCeremony.

The Congress was composed of a series of events: ■ Following the Council meeting held in the historic Fundação

Ricardo Espírito Santo Silva of Lisbon, a welcome reception washosted by the President of the Portuguese Republic, AníbalCavaco Silva, for all congress participants. The event took place atPalácio de Belém (the President’s official residence). During thereception, Denis de Kergolay, Executive President of Europa Nostra,handed over to the President the first copy of the “Portugal special” of Europa Nostra’s Heritage in Motion Magazine whichwas produced on the occasion of the congress .

■ The Heritage Excellence Fair (presentations by the Award laureates 2012) organised at the Museu do Oriente, served as aplatform for fruitful exchanges and attracted a large interestedpublic. The fair ended with a public lecture by the renownedDutch architect Wessel de Jonge on conservation and adaptive re-use of Modern Movement architectural heritage.

■ The Forum on “Saving Europe’s Endangered Heritage” was organised in cooperation with the Centro Nacional de Cultura and the Calouste Gulbenkian Foundation. On this occasion, experienced panellists from various organisations and countriespresented international and national experiences and models ofadvocacy action with regard to heritage (see also pages 19-22).

■ Some 1200 people, including Aníbal Cavaco Silva, President ofPortugal, and TRH the Prince and Princess of Asturias, celebratedthe winners of the 2012 EU Prize for Cultural Heritage / EuropaNostra Awards (see also pages 15-18) during the EuropeanHeritage Awards Ceremony, co-hosted by Europa Nostra’sPresident, Plácido Domingo, and the EU Commissioner, AndroullaVassiliou, at the Jerónimos Monastery in Lisbon. The ceremonyalso marked the 40th anniversary of the UNESCO World HeritageConvention. On this occasion, Katia Guerreiro, outstanding interpreter and ambassador of Portuguese traditional Fado music,rendered an evocative performance to celebrate the inclusion ofFado on the UNESCO List of Intangible Heritage of Humanity.

Selection of other network activities:■ The 48th Colloquium of Europa Nostra Scientific Council, organ-

ised in collaboration with Kadir Has University in Istanbul, tookplace in Cappadocia (Turkey) from 23 – 28 September;

■ Europa Nostra was also proud to be the main partner of ”The Bestin Heritage” event in Dubrovnik (Croatia) from 27 -29 September;

■ Mid-October, members of the Europa Nostra Board headed by theExecutive President, Denis de Kergorlay, visited Cyprus for aseries of meetings and heritage visits. On this occasion, EuropaNostra renewed contacts with its member organisations in Cyprus(in particular, the A.G. ■ Europa Nostra UK organised a special event including theDuncan-Sandys Lecture, given by Sir Donald Insall CBE, and entitled “Living Buildings”. The event took place in the SpencerHouse, a most magnificent 18th century private palace in theheart of historic London (UK) on 30 October;

■ The autumn meeting of the Council was organised by EuropaNostra Finland and took place in Helsinki (Finland) from 22-23November, followed by the liaison meeting with Europa NostraCountry Representations on 24 November.

■ Environ 1200 personnes, y compris Aníbal Cavaco Silva, Président dela République portugaise, et LAR le Prince et la Princesse des Asturies,ont célébré les lauréats 2012 du Prix de l’Union européenne pour lepatrimoine culturel / Prix Europa Nostra (voir aussi pages 15-18) lorsde la Cérémonie de remise des Prix, co-présidée par le Présidentd’Europa Nostra, Plácido Domingo, et la Commissaire européenne,Androulla Vassiliou, au Monastère des Hiéronymites à Lisbonne. Lacérémonie a également marqué le 40e anniversaire de la Conventiondu patrimoine mondial de l’UNESCO. A cette occasion, KatiaGuerreiro, ambassadrice de la musique traditionnelle portugaisedu Fado, nous a chanté pour célébrer l’inscription du Fado sur laliste du patrimoine immatériel de l’humanité de l’UNESCO.

Et bien d’autres activités de réseau, telles que : ■ Le 48ème Colloque du Conseil scientifique d’Europa Nostra, organisé

en collaboration avec l’Université Kadir Has à Istanbul, a eu lieu enCappadoce (Turquie) du 23 au 28 septembre ;

■ Europa Nostra fut de nouveau le principal partenaire de l’événement annuel« The Best in Heritage » à Dubrovnik (Croatie) du 27 au 29 septembre ;

■ A la mi-octobre, les membres du Comité exécutif d’Europa Nostra,avec le Président exécutif, Denis de Kergorlay, se sont rendus à Chyprepour une série de rencontres et visites. A cette occasion, Europa Nostraa renouvelé ses contacts avec ses organisations membres à Chypre(en particulier, la Fondation A.G. Leventis et la Société du PatrimoineArchitectural) et a organisé une visite d’une journée de la ville fortifiéede Famagouste ainsi que du Monastère d’Apostolos Andreas, tousdeux situés dans la partie nord de l’île (voir aussi page 22) ;

A growing number of Country Representations has been, or is in the process of beingestablished to represent and promote the interests of Europa Nostra in individualcountries. They seek to ensure the best possible two-way communicationbetween members in their country and Europa Nostra’s main decision-makingbodies and the International Secretariat in The Hague and in Brussels. Countryrepresentations provide valuable support to the various aspects of Europa Nostra’swork (Policy matters, Heritage in Danger, Heritage Awards) and they contribute toan increased visibility of Europa Nostra through effective membership drives, successful fundraising efforts, and by organising local Europa Nostra events (lectures, debates, local award ceremonies, visits).

Nous avons un réseau croissant de délégations nationales (existantes ou en cours deformation) qui ont la tâche de représenter et de promouvoir les intérêts d’Europa Nostradans leur propre pays. Elles s’emploient à assurer une communication efficace entreles membres d’Europa Nostra qui sont basés dans leur pays et les principaux organesdécisionnels d’Europa Nostra ainsi qu’avec notre Secrétariat international à La Haye età Bruxelles. Les délégations nationales apportent leur soutien précieux aux différentesactivités d’Europa Nostra (e.g. questions relatives aux politiques européennes, patrimoineen danger, Prix) et contribuent à l’accroissement de notre visibilité en recrutant denouveaux membres, en faisant des récoltes de fonds et en organisant divers événementsd’Europa Nostra dans leur pays (e.g. conférences, débats, cérémonies locales de remisedes Prix, visites).

may differ from year to year, also depending on the character and thelocations where they are organised. Meeting costs include on-chargedstaff salaries, travel cost, fundraising expenditure, meetings of Council,Board, etc. General Expenditure decreased from m 449,374 to m 435,026.This is due to lower staff cost (salaries). Expenses for equipment,housing and office, remained stable, while consultancy costs increasedslightly.

Looking forward, our expenditure for activities may rise, also sinceEuropa Nostra is celebrating her 50th anniversary in 2013 with someimportant new projects and programmes. Although during the pasttwo years vacancies were not filled, now an expansion of staff to take careof the increased workload seems called for. It is however encouragingto see that the new projects like “Cultural Heritage Counts for Europe”and the “7 Most Endangered” not only imply more work and cost, butalso appear attractive to new financial partners and donors, whilst atthe same time increasing our visibility substantially.

To close our annually recurring funding gap remains the most importantfinancial challenge. We need to achieve this goal in a more structural way,with the added objective of simultaneously replenishing our financialreserves. This is a prerequisite for Europa Nostra to become robust andto keep pace with the essential expansion of its range of activities.

Again, we express our sincere gratitude to our efficient and hardworking staff, volunteers, donors and financial partners, who allcontributed so much to our mission: the safeguarding of Europe’scultural and natural heritage.

Although 2012 was a remarkable year in terms of new activitiesand initiatives, and also a year of growing impact and visibility, itproved rather challenging in financial terms. Whilst Income fromMember-ship fees and donations increased, Income from Activitieslagged behind. Total Expenditure on Activities remained unchangedcompared with 2011; General Expenditure decreased somewhat. Theyear closed with a deficit of m 85,189 against a small deficit of m 951in 2011. This amount is charged to the reserves, which thus decreasedfrom m 394,343 to m 309,154 in 2012.

Fundraising initiatives were numerous, but not made easier by theprevailing economic situation. Like in previous years, substantial andfairly successful efforts were made, with much time spent by Staff,Volunteers, Board and Council Members, not only to identify potentialdonors and sponsors, but in particular to secure more structural incomethrough financial support given over a period of several years.The President’s Circle is expanding step by step and brought in donationstotalling m 60,000 in 2012. Also a number of new Life Members andBenefactors was welcomed, but not as many as in 2011. Some initiativesof 2012 will bear fruit in 2013, including having gained the EuropeanInvestment Bank Group and its Institute, the Calouste GulbenkianFoundation and Banque Pictet & Cie based in Geneva as new supportersfor 2013 and subsequent years.

Income from membership fees increased from m 130,382 in 2011 to m 138,545. As usual, we could welcome a number of new members,although each year we also have to record some cancellations. Donationsfor general purposes from individuals and institutions rose from m 243,824to m 265,223. Total General Income rose from m 443,819 to m 462,692in 2012 (including financial income). However, Income from Activitieswas down from the previous year and could not entirely cover theexpenditure level. The latter equalled – coincidentally – the amountspent in 2011 at m 631,546.

Europa Nostra is in constant need of sponsors/partners and donors,who are prepared to support our prestigious and highly valued AwardsScheme (our Flagship Programme), which is an annual high leveltask, executed in partnership with the European Union. Each year we needto co-fund up to an amount of m 133,000 to match the EC Grant of m 200,000 for this truly European awareness-raising programme. However,in 2012 we could again not fully secure the necessary external financialsupport, and thus incurred a deficit of m 35,553, which is recorded inthe negative reserves of the Awards Scheme in our Balance Sheet.

The 2012 Congress and AwardsCeremony in Lisbon proved ahuge success. Our Portugueserepresentation, Centro Nacionalde Cultura, impressively securedmajor local support, both finan-cial and in kind.

Bien que 2012 ait été une année fructueuse en terme de nouvelles activités et initiatives, ainsi qu’une année marquée par l’accroissementde notre influence et de notre visibilité, elle s’est avérée plutôt difficileen termes financiers. Alors que le revenu provenant des cotisations etdes dons a augmenté, le revenu provenant des activités a diminué. Letotal des dépenses liées aux activités n’a pas changé en comparaison à2011, les dépenses générales ayant même été quelque peu réduites.L’année s’est ainsi terminée avec un déficit de 85,189 m contre un légerdéficit de 951 m en 2011. Ce montant a été couvert par nos réserves quiont ainsi diminué, passant de 394.343 m à 309.154 m en 2012.

Les démarches entreprises pour récolter des fonds ont été nombreuses,mais n’ont pas été aidées par la situation économique actuelle. Commeles années précédentes, des efforts fructueux ont été investis par lesmembres de notre Secrétariat, nos bénévoles, et par les membres de notreComité exécutif et de notre Conseil pour identifier les donateurs etsponsors potentiels et aussi pour assurer des revenus plus structurels àtravers le soutien financier accordé sur une période de plusieurs années.Le Cercle du Président, qui s’élargit progressivement, a apporté des donsreprésentant un total de 60.000 m en 2012. Plusieurs nouveaux membresà vie et bienfaiteurs ont également été recrutés, cependant ils n’ont pas étéaussi nombreux qu’en 2011. Certaines initiatives de l’année 2012 porterontleurs fruits en 2013 ; ainsi la Banque européenne d’investissement et sonInstitut, la Fondation Calouste Gulbenkian et la Banque Pictet & Cie baséeà Genève vont soutenir notre action en 2013 et les années suivantes.

Le revenu issu des contributions des membres a augmenté de 130.382m en 2011 à 138.545 m. Comme d’habitude, nous avons pu accueillir uncertain nombre de nouveaux membres, bien que chaque année nous devionségalement enregistrer quelques annulations. Le montant des dons àdes fins générales de la part d’individus et d’organisations est passé de243.824 m à 265.223 m. Le total des revenus généraux a augmenté de443.819 m à 462.692 m en 2012 (y compris les recettes financières).Toutefois, le revenu lié aux activités a diminué par rapport à l’année précédente et n’a pas pu couvrir entièrement le niveau des dépenses. Lemontant de nos dépenses a égalé - par hazard - le montant dépensé en2011 de l’ordre de 631.546 m.

Europa Nostra est continuellement à la recherche de sponsors, partenaireset donateurs, qui seraient prêts à soutenir notre programme phare - leConcours des Prix dont la renommé ne fait qu’accroitre - qui est exécutéen partenariat avec l’Union européenne. Chaque année, nous devonscofinancer ce programme jusqu’au montant de 133.000 m pour correspon-dre à la subvention communautaire de 200.000 m. Cependant, en 2012,nous n’avons à nouveau pas pu trouver l’ensemble du soutien financier

externe pour couvrir le montant total de cofinancement. Nous avons doncaffiché un déficit de 35,553 m. Par conséquent, le déficit de notre Fondspour le Concours des Prix a aussi augmenté, comme indiqué dans notre bilan.Le Congrès et la Cérémonie de Remise des Prix 2012 à Lisbonne ontconnu un grand succès. Notre délégation nationale au Portugal, leCentro Nacional de Cultura, a su rallier un impressionnant soutien local,à la fois financier, organisationnel et médiatique.

Le montant total des dépenses liées aux activités n’a pas fluctué, bienque les activités réalisées varient d’une année à l’autre, selon la natureet le lieu des activités entreprises. Les coûts des réunions comprennentles salaires, les frais de déplacement, les dépenses liées à la récolte defonds, les réunions du Conseil et du Comité Exécutif, etc. Les dépensesgénérales ont diminué, passant de 449.374 m à 435.026 m. Cela est dû àla réduction du coût des salaires. Les dépenses pour l’équipement et lalocation de bureaux sont restés stables, tandis que le coût des servicesde conseil externe a légèrement augmenté.

Pour l’avenir, nos dépenses liées aux activités pourraient augmenter,notamment du fait qu’Europa Nostra célèbre son 50e anniversaire en2013 avec d’importants projets et programmes nouveaux. Bien quedurant les deux dernières années des postes vacants n’aient pas étépourvus, le renforcement de notre Secrétariat semble s’imposer pourpouvoir gérer à l’avenir la charge de travail accrue. Il est toutefoisencourageant de constater que les nouveaux projets tels que « LePatrimoine culturel compte pour l’Europe » et les « 7 Sites les plusmenacés » n’impliquent pas seulement plus de travail et de dépenses.Ils peuvent aussi attirer de nouveaux donateurs et partenaires financiers,tout en contribuant à l’augmentation de notre visibilité.

Remédier à notre déficit de financement annuel récurrent demeurel’enjeu financier le plus important. Nous devons atteindre cet objectifd’une manière plus structurelle, tout en réapprovisionnant simultanémentnos réserves financières. Pour Europa Nostra, il s’agit là d’une conditionsine qua non pour prendre de l’ampleur et pour progresser au rythmedu développement de nos activités.

Encore une fois, nous exprimons notre sincère gratitude à notre Secrétariatefficace et assidu, nos bénévoles, nos donateurs et nos partenairesfinanciers, qui ont tous pleinement contribué à la réalisation de notremission : la sauvegarde du patrimoine culturel et naturel de l’Europe.

50th Anniversary Congress | Congrès du 50e anniversaire d’Europa Nostra

From June 2012 to June 2013, the International Secretariat workedhand in hand with Elliniki Etairia, our Member Organisation andCountry Representation in Greece, on the preparation of EuropaNostra’s 50th Anniversary Congress 2013 in Athens.

Thanks to our Vice-President Costa Carras, Co-founder and FirstPresident of Elliniki Etairia, and his highly dedicated team in Athensa most interesting Congress programme was prepared from 13 to 17June. This programme will culminate in the European HeritageAwards Ceremony to be held on 16 June 2013 at the Odeion ofHerodes Atticus, an imposing structure of the 2nd century AD, justunder the Acropolis of Athens. The ceremony will take place in thepresence of the President of the Hellenic Republic, Dr. KarolosPapoulias, the European Commissioner for Education, Culture,Multilingualism and Youth, Androulla Vassiliou, Europa Nostra’sPresident, Plácido Domingo and Europa Nostra’s former President,HRH the Prince Consort of Denmark.

De juin 2012 au juin 2013, le Secrétariat international d’EuropaNostra a travaillé en étroite collaboration avec Elliniki Etairia,notre principale organisation membre et délégation nationale enGrèce, à la préparation du Congrès 2013 du 50e anniversaired’Europa Nostra à Athènes.

Grâce à notre Vice-président Costa Carras, co-fondateur et premierPrésident d’Elliniki Etairia, ainsi qu’à son équipe très dévouée àAthènes, un programme du Congrès riche et inspirant a été élaborépour la période du 13 au 17 juin. L’événement phare du programmesera la Cérémonie européenne de remise des Prix du patrimoine culturel qui se tiendra le 16 juin 2013 à l’Odéon d’Hérode Atticus, unthéâtre imposant du 2e siècle, situé aux pieds de l’Acropole. LaCérémonie aura lieu en présence de le Président de la Républiquehellénique, le Dr. Karolos Papoulias, de la Commissaire européennechargée de l’Éducation, la Culture, le Multilinguisme et la Jeunesse,Androulla Vassiliou, du Président d’Europa Nostra, Plácido Domingo,et de l’ancien Président d’Europa Nostra, SAR le Prince consort deDanemark.
