What is a Floating LNG Terminal?

• A floating LNG terminal has the onboard capability of transporting, storing and converting LNG back into natural gas, a process known as “regasification.”

• The cost of constructing and operating our floating terminals is approximately one-half to two-thirds the cost of building and operating a similarly sized land-based facility.

• Every project, complex or simple, is important to the customer, regardless of our defined role – Critical to bring that perspective and experience to the customer – As important as it is to know how all the pieces fit together, it is equally

important to be able to put them together to the benefit of the customer – A project is deemed a success when the whole project works, not just

parts of it • It’s not necessary to do everything on every deal (logistics, operations, EPC,

etc.) but it is important the customer knows we could if they needed us • Excelerate’s focus is straightforward:

Project Evolution

• Excelerate Introduction to PREPA – August 2008 - First meetings with PREPA – January 2009 – Excelerate presents its concept for utilizing its technology to

address PREPA’s plans for natural gas conversions – November 2010 – PREPA conducts a public Expression of Interest/Pre-Qualification

process. – December 2010 – Excelerate participates in PREPA’s EOI/PQ process and proposes

the Aguirre Offshore GasPort concept – February 2011 – PREPA selects Excelerate as most qualified to design, construct

Aguirre Offshore GasPort Project Overview

• Key project information – Location is approximately four miles offshore the southern coast of Puerto Rico,

near the towns of Central Aguirre, Salinas and Guayama – Project will utilize one of Excelerate Energy’s 150,900 m3 Energy Bridge FSRUs in

an across-the-dock arrangement with an offshore sea island – Facility will operate year-round, delivering natural gas to PREPA’s Aguirre Power

Plant as its primary fuel source

• AOGP is a sound project, designed to bring substantial economic and environmental benefits to Puerto Rico – Provides growth for Puerto Rico, with regasification throughput rates of up to 500

million cubic feet per day – Reduces the use of heavy fuel oil and diesel at the Aguirre Power Plant, resulting

in cleaner emissions – Construction of the Aguirre Offshore GasPort will be Excelerate Energy’s seventh

floating LNG import facility – expected in-service date of mid-2014

Why the Aguirre Power Plant?

• The goal is to provide natural gas to the Central Aguirre Power Plant – This is a step forward in the island’s strategy to convert power generation

from oil to cleaner-burning natural gas.

• Most cost savings with Aguirre Power Plant – Aguirre Plant is the largest power plant on the island with a total of production

capacity of approximately 1,500 MW. – Because of it’s size, Aguirre has the highest fuel costs of all of

PREPA’s facilities.

• Environmental benefits – Large reduction in air emissions at this large facility – Reduction in fuel barges transiting the Jobos Bay Reserve

• Permits and Approvals – FERC Certificate – US EPA – Clean Water, Clean Air Act Permits – US Army Corps – Section 404 Water Quality and Section 10 (Rivers and

Harbors Act) – US Coast Guard – Water Suitability Study; Aids to Navigation; Spill

Response Plan – US Fish and Wildlife Service – Section 7 of Endangered Species Act – National Marine Fisheries – Section 7 of Endangered Species Act and the

Magnuson-Stevens Fishery Management and Conservation Act (Essential Fish Habitat- EFH)

– Any other Commonwealth or local Permits/Authorizations

Permitting Process

• Lead Federal Agency is FERC – Certification under the Natural Gas Act – Project subject to a full NEPA Review – Require an Environmental Impact Statement – FERC requires the contracting of a third-party EIS contractor to assist

them, at the applicant’s cost – FERC requires a NEPA pre-filing consultation with its Staff at least 6-

months prior to formal filing. – Estimated Review Process Timeline – 18 mos. to 2 years from date of pre-

filing

Permitting Process

• Public Scoping Meetings – Excelerate has conducted three public information meetings in the

project area since making its pre-filing with FERC – FERC has conducted two public scoping meetings in the area – Comments from the public will be considered in the EIS

• Baseline Studies – Geophysical surveys (magnetometer, Side-Scan-Sonar, sub-bottom

profiler, bathymetry) – Sediment sampling and surveys (geotechnical, sediment chemistry) – Benthic sampling and surveys
