JANUARY 2009 – Excelerate presents the floating LNG import terminal concept to PREPA

NOVEMBER 2010 – PREPA conducts a public Expression of Interest / Pre-Qualification process

FEBRUARY 2011 – PREPA selects Excelerate as most qualified to design, construct and operate the project

DECEMBER 2011 – Excelerate makes request to the FERC to initiate the pre-filing process for the Aguirre Offshore GasPort Facility

Permitting Process • Lead Federal Agency is FERC • Certification under the Natural Gas Act • Project subject to a full NEPA Review • Requires an Environmental Impact Statement (EIS) • Estimated Review Process Timeline –

18 months to 2 years from date of filing • FERC requires a NEPA pre-filing consultation with its Staff

at least 6 months prior to formal filing • FERC will require the contracting of a third-party EIS

contractor to assist them, at the applicant’s cost

• An FSRU is an LNG carrier with the onboard capability to regasify LNG into natural gas

• An FSRU is an alternative to a land-based LNG terminal − Faster to market − More flexible − In most cases, more cost-efficient

• LNG carriers moor alongside the FSRU to deliver cargos

• Each vessel has a its own berth − Compatible with all LNG carriers − LNG transferred across the dock

via conventional ‘hard arms’, as in a conventional LNG terminal
