The FSRU
• An FSRU is an LNG carrier with the onboard capability to regasify LNG into natural gas
• An FSRU is an alternative to a land-based LNG terminal − Faster to market − More flexible − In most cases, more cost-efficient
REGAS KIT
AGUIRRE OFFSHORE GASPORT
Copyright Excelerate Energy L.P. 20
The Fixed Infrastructure
• The docking facility is approximately four miles offshore, “sea island” type jetty
• Designed and built by Excelerate (EPC contract with PREPA)
• Will be owned by PREPA • Operated and maintained by
Excelerate through a subsidiary
AGUIRRE OFFSHORE GASPORT
Copyright Excelerate Energy L.P. 21
Complete Floating Terminal
• The FSRU is permanently moored to the docking facility
• Regasified LNG is sent onshore through a subsea pipeline
AGUIRRE OFFSHORE GASPORT
Copyright Excelerate Energy L.P. 22
LNG Delivery
• LNG carriers moor alongside the FSRU to deliver cargos
• Each vessel has a its own berth − Compatible with all LNG carriers − LNG transferred across the dock
via conventional ‘hard arms’, as in a conventional LNG terminal
AGUIRRE OFFSHORE GASPORT
Copyright Excelerate Energy L.P. 23
Gas Delivery
• Gas is discharged via high-pressure gas offloading arm(s)
• High-pressure natural gas is sent to shore via subsea pipeline

FSRU Advantages
• A floating regasification solution is more cost effective per MMbtu than a traditional land-based solution
FLOATING REGASIFICATION
• Requires less land use
• Reduced design time • Quick identification of
long-lead items • Rapid identification of project risks • Accurate cost estimates
COST EFFECTIVE MINIMAL FOOTPRINT
EXCELERATE’S FSRU EXPERIENCE
• A floating solution can be implemented in 1-3 years vs. land-based in 4-6 years
TIME EFFICIENT
