Background information on the Community Grants Program, the application and review process, and the recommendations of the Committee is attached. A worksession is scheduled for later in the meeting to discuss the recommendations of the Committee. Formal action on the Committee’s funding recommendations is tentatively scheduled for Monday, July 13.

GRANTS REVIEW COMMITTEE – SUMMARY REPORT  

 In July 2014, the City Council formalized its grants process, establishing guidelines and funding parameters for three new community grants programs: Cultural and S.T.E.M. (Science, Technology, Engineering and Mathematics) Grants, Program and Operational Support Grants, and Capital Project Grants.  Proposals for funding for each of these programs were to be solicited from the community at large with funding recommendations to be made by a Council appointed Grants Review Committee.  A total of $165,000 was budgeted for the program in FY16.  Grants Review Committee    A new Grants Review Committee was established by Resolution 2014‐7 on May 12, 2014 for the purpose of reviewing all City grants and for providing funding recommendations to the Council.  The Committee was structured to allow for the appointment of up to nine Takoma Park residents with demonstrated expertise in community development, grants management, public arts, or related areas of interest.  Currently serving on the Committee are the following members: Akena Allen (Ward 5), Elizabeth Boyd (Ward 6), Franca Brilliant (Ward 1), Gary Cardillo (Ward 2), Pamela Coffey (Ward 1), Doris Duarte (Ward 6), Lesley Perry (Ward 2), and Jennifer Wofford (Ward 3).  Ms. Duarte recused herself from the review of FY15 applications for funding due to a conflict of interest with one of the applicants. Ms. Vineda Myers (Ward 4) resigned from the Committee in March to avoid a potential conflict of interest with her employer. Each of the current members has served since the establishment of the original committee. This is the second round of community grants that Committee members have reviewed.  Community Grants Program   The City of Takoma Park's Community Grants Program provides funding for a range of activities including:  Cultural and STEM Grants: Projects, programs and events that contribute to the livability of Takoma Park, engage diverse populations, and strengthen the community’s commitment to the arts, humanities and sciences.    Program and Operational Support Grants: Programming designed to have a long term impact, providing residents and organizations with the support and resources needed to address current or future challenges and develop sustainable skills needed to realize their full social, economic, and physical potential.   Capital Project Grants: One time capital projects designed to advance Takoma Park’s desire to create a vibrant and sustainable community that is economically efficient, environmentally sound, and socially equitable.   A full description of the program is attached.

Application Process  In February 2015, the Committee modified its original application process to include, prior to the submission of a full grants application, a Letter of Intent from all interested applicants.  The Committee also elected to use the application materials developed by the Washington Regional Area Grantmakers. The following is a summary of the process that was developed for the FY16 grants cycle (July 1, 2015 – June 30, 2016).  A Letter of Intent was required of all applicants seeking funding. If a proposal was found to be in general compliance with the established requirements of the program, the applicant was contacted and invited to submit a full application for funding consideration.    An informational meeting was held on March 4 for prospective applicants.  Attendees were provided an overview of the program requirements and information on the application process.  A total of thirty‐eight (38) letters of intent requesting a total of $568,000 in grant funds were submitted by the March 20 deadline. Submissions were reviewed by the Committee on March 25 with twenty‐seven (27) of the proposals determined to be in compliance with program guidelines.  The applicants were invited to submit a full grant application.   Application forms were distributed to selected applicants and two informational meetings were held (April 13 and April 14).  A total of twenty‐one (21) applications requesting a total of $317,900 in grant funds were received by the May 1 deadline.   Review and Funding Recommendations  To facilitate the review process, applications were distributed among members of the Committee with two or three members assigned to complete an initial review of funding requests in each specific program area (Capital Projects, Cultural and STEM applications, and Program and Operational Support requests).  Rubrics were developed for each program area and provided to the reviewers.   Clarifying questions were prepared by the Committee following this initial review for several of the applicants. A proposal to expand the review process to include an interview with each of the applicants was considered on several occasions but was not supported by a majority of the members. An online poll was established, providing members with the opportunity to identify their individual funding recommendations and provide the rationale for their recommendation.  The merits of each of the applications were considered over a period of three meetings (May 20, June 17 and June 30). Final funding recommendations were adopted by the Committee on June 30.  The funding recommendations developed by the Grants Review Committee for the FY16 Community Grants Program are detailed in the accompanying attachment.

1 Since this was one of the many proposals we did not discuss, I would recommend this grant over the projectgrant. They do good work, and they benefit the City in many ways. Let them spend the money as they have beendoing in past years -- well.

1 Important organization that contributes to the vibrancy of the City. Unlike their porposal during the previous cyclefor banners defining the Old Town area, this project did not stand out as one worthy of full funding, but would behelpful if they could attract more funding from its members. "Bang for the buck" if the City could put their name onit in some way though.

1 I was against recommending this proposal during the LOI stage of the grants cycle. I did not see how TPMScould afford the cost of a 15 passenger van, even a used one. I do love what this organization does and theirleader. The full proposal went into much more feasible detail on how they would be acquiring the van and howthey would pay for it. It's good use is assured. Best$7,500 we will spend here. Helping to create and nurture anentire new crop of do-gooders, while benefitting from their good deeds in the process. Again, best $7,500 we willspend this cycle.

4 My understanding is that $3,500 is the total requested for this project; I would fund it at that level as it is a goodproject that has benefitted the community as well as the students involved.
