UPDATE 1 ACBSP UPDATE October 2002 14 th Annual Conference in Houston Celebrates Excellence Our 14 th national conference in Houston, Energizing Education Excellence, provided clear and convincing evidence that it is appropriate and necessary to come together annually to celebrate our colleagues’ accomplishments and to recognize the excellence with which our Association carries out its mission. It is also incontrovertible that during our celebrations, and through conference-based opportunities for networking and sharing, we become renewed and inspired by the countless demonstrations of commitment that so many volunteers across this country continuously put into the work of ACBSP. At each year’s conference, we celebrate, we learn, and we carry out the important work of the Association. This year, in Houston, over 350 individuals from hundreds of institutions throughout the U.S. and abroad spent several days engaged in professional activities. Consider how nearly every one of the dedicated educators who arrived at the Houston Conference, came to actively participate in one form or another. Members met to conduct the work of the 2 Commissions, to discuss the activities of the Standing and Special Committees, to renew the work of the 8 Regions and to present papers on their professional work. Newer members attended accreditation workshops while their experienced colleagues shared information on educational innovation and outcome assessment benchmarking. This year, attendance at the conference was remarkably strong – quite an accomplishment against the un-welcomed backdrop of international travel concerns and tightened budgets. While we begin the 2002-2003 academic year energized, enriched and enlightened by our work andour celebrations in Houston, let’s mark our calendars for next year’s 15th Annual Conference in FortLauderdale. The dates are June 27-30, 2003 and the venue will be the fabulous Marriott Harbor BeachResort and Spa, directly on the ocean in Fort Lauderdale. The theme of next year’s conference will be“Dynamic Times => Innovative Solutions”, a tremendous opportunity for us to learn from one anotherthrough presentations that promise to provide details on the innovative solutions our colleagues havedeveloped in recent years to adapt to the fast paced changes affecting all of us in higher education. Look forthe call for presentations contained at the end of this newsletter – and plan to join us in Fort Lauderdale foranother conference celebrating excellence in business education.

17 Institutions Receive ACBSP AccreditationOn June 24th, 2002, at ACBSP’s 14th Annual Conference in Houston, Texas, 17 of the Association’s

member institutions were awarded accreditation of the business school or program.For institutions that achieve accreditation of their business schools and programs, this attainment

certifies that the teaching and learning processes within that institution are of high quality, and meet therigorous educational standards established by ACBSP. The ratification of accreditation by ACBSP covers aten-year period at which time an institution must reaffirm its quality by preparing a self-study and havinganother site visit. During the accreditation period business programs are required to maintain the highquality standards of ACBSP. ACBSP National Teaching Awards: A Celebration and Recognition ofTeaching Excellence

In ACBSP’s Mission Statement, a key tenet central to our philosophy of program excellence can befound embedded in the following statements:

At the Houston Conference, bronze medallions and cash awards were presented to each of theseTeaching Excellence Award winners by the Chair of the Associate Degree Award Committee, LarryZachrich, from Northwest State Community College (OH), and for the Baccalaureate/Graduate DegreeAward Committee, Paul Sears, from Ashland University (OH).

George Oliver Inducted intoThe ACBSP Educators Hall of Fame

Our Association has had the privilege and the blessing to count among its founders and contributors anumber of outstanding educators who have worked selflessly throughout their careers to further the goals andthe values shared by our Association and its members. These educators have been responsible, through theirwork and their dedication, for the high quality image and reputation enjoyed not only by their institution andits business programs, but also for the respect now paid to Business Schools and Programs in Americanhigher education, and to the pre-eminent role of ACBSP in promoting that goal.

Annually, at its National Conference, the Board of Directors of ACBSP identifies and recognizessuch individuals by induction into the ACBSP Educators Hall of Fame. This year, your Board wasespecially pleased to name George H. Oliver as its 2002 Hall of Fame inductee.

George Oliver is presently a professor of Business and Chair of the Management Department atHarding University’s College of Business Administration, in Arkansas. Prior to bringing his skills andabilities to the academic arena, George had a distinguished career with both the Federal Government andprivate enterprise. His responsibilities include serving the U.S. Office of Personnel Management in the areaof training and development and he also had similar responsibilities with General Motors in Detroit,Michigan.

George has been involved in ACBSP from its inception and has served the Association as:1. President of the Board of Directors2. Chair of the Board of Commissioners

3. A Baccalaureate/Graduate Degree Commissioner, and 4. Chair of the By-Laws Committee

He is a certified evaluator for accreditation visits in both options A & B and has experience at makingsite visits to a number of schools for the Association.

Prior to his present responsibilities at Harding University, George also served in capacities as:Ø Dean of the College of Business AdministrationØ Associate Dean of the College of Business AdministrationØ Chair of the Human Resource Management Department, andØ Chair of the Center for Professional Ethics

George also excels in the classroom and has been recognized with the University’s DistinguishedTeacher Award. He is a much sought-after consultant in the area of Human Resource Management andEthics with a list of over two dozen companies that regularly call on his services. He is listed in “Who’s Who Among America’s Teachers” and “Who’s Who in the South andSouthwest”.

George Oliver holds degrees from Florida College, Harding University and Central MichiganUniversity.

He is married to the former Joy Vinson, has 3 children and 9 grandchildren.

At the ACBSP Annual Conference in Houston, Texas, I was very humbled by the honor of beingselected for ACBSP's "Education Leader's Hall of Fame." Receiving this distinguished recognition is really beyond words and description for me personally.This is a special honor for my institution as it is a reflection of the support and encouragement to me forparticipation in the growth and development of ACBSP, especially since Harding University is a chartermember. This Association has consistently provided the challenge of improving student learning in businesseducation. Being part of that initiative has been personally rewarding as well as being "worth the effort" inmany challenging growth situations. The ACBSP staff has been the "glue" to keep our focus and vision ontrack all these years. I wish to thank my friends and colleagues for bestowing such a high honor on me.

Houston ConferenceReceives Financial Support from 4 Sponsors

The June 2002 Conference in Houston set a number of new benchmarks for success that futureconferences will now try to exceed. One of these was in the area of conference sponsorships.

Four significant financial contributions were received by ACBSP in support of last June’sConference, in recognition of the value-added components offered by ACBSP, through its annualconference, to participants, presenters and contributors.

At the Conference’s General Session, Board President Donna Duffey was presented with a check for$10,000 from the Students in Free Enterprise. Tom Payne, SIFE Senior Vice President for UniversityRelations, made the presentation to President Duffey, acknowledging the contributions of ACBSP tobusiness education programs throughout the country and commenting on the number of ACBSP institutionswith SIFE programs. As one of the featured presentations at the Houston Conference, an award winningSIFE team from Drury University (MO) repeated their case presentation.

The Houston Conference also received financial support in the form of sponsorships from McGraw-Hill/Irwin and from two of our member institutions: Harding University in Searcy, Arkansas, and NorthwestMissouri State University in Maryville, Missouri. These sponsorships represented significant contributionsthis year and helped the Association to balance conference costs against conference fees, which had not beenincreased for 2002.

ACBSP National CommitteesAre Re-energized

The Association’s national standing committees have undergone restructuring and re-staffing, andbegin the 2002-2003 re-energized and re-focused.

Two years ago, the ACBSP Board of Directors proposed a number of by-law amendments in order tobreathe new life into the Associations standing committees. Each of the committees were restructured inorder to expand membership and provide for regional representatives from each of the Association’s 8regions. The length for committee appointments were also expanded to staggered 3 year terms in order toprovide for enhanced continuity for ongoing committee projects.

At the Houston Conference, Regional Presidents were asked to forward nominations for committeeassignments to the Board. The response was remarkable. As of this Update, each of the committees hasbeen fully staffed with Regional representatives, and no individual has been appointed to more than onecommittee. This will facilitate committee meetings at future national conferences.

The full membership rosters of ACBSP’s 14 national committees will be published in the front of theAssociation’s Membership Directory, which is being printed at the time of this Update. Committee Rostershave also been provided to each of the Regional Presidents and to each of the Committee Chairs.

The Board’s gratitude is extended to each of the Association’s institutional representatives who havevolunteered or accepted appointment to these committees. Through its Board Liaisons to each of thecommittees, the Board will work in partnership with committee Chairs to move forward the important workof the Association.

News from Your Board PresidentDr. Edward Meyer

I am pleased to welcome the following new members onto our Board, each beginning two year terms:Ø Professor Binetta Dolan from Georgian Court College (NJ), who will serve as Board Secretary, andØ Dr. Rebecca Havens from Point Loma Nazarene University (CA), who will fill the Board’s At-Large position

and will represent Graduate/Baccalaureate Degree institutions. Also new on your Board of Directors this year are the Chairs of the ACBSP Commissions:Ø James Randall Nutter, from Geneva College (PA), Chair of the Baccalaureate / Graduate Degree Commission, andØ Deanna Timmons, from Ivy Tech State College (IN), Chair of the Associate Degree Commission.

I am also pleased to report on a new management structure for our Association. At the Houston conference,your Board held a number of special meetings to consider and approve a leadership structure that will take ourAssociation into the next decade. Among other considerations was the reality that your 2-year and 4-yearCommissions have been moving forward toward an enhanced cooperative and supportive partnership. Reflecting thisevolution, the Board approved a new organizational structure that will include an Executive Director and a Director ofAccreditation. The Director of Accreditation will have coordinating and leadership responsibility over the work ofboth Commissions. The Accreditation Director will be assisted by Associate Directors, at least one for eachCommission, who as paid consultants will carry out a number of assigned duties directly supporting the work of theCommissions and the Commission Chairs.

The Board is very pleased that Dr. Gary DeBauche has accepted the appointment as Director of Accreditation,effective July 1, 2002.

Dr. DeBauche, working closely with the Commission Chairs, has used the summer months to securecommitments from Dr. Ron DeYoung, former Chair of the Baccalaureate/Graduate Degree Commission, and JimVomhof, who has previously provided support for the Associate Degree Commission, to serve with him as AssociateDirectors of Accreditation.

On another matter, the Board is once again this fall asking each of the Regions to nominate individuals toserve on next year’s Board of Directors, and on the Baccalaureate/Graduate Degree and Associate DegreeCommissions. Regional officers, in particular, are encouraged to solicit nominations within each Region, and toforward such nominations to ACBSP. The deadline for nominations is December 31st. You will find a nominationform later in this Update. Three positions on your Board of Directors will be open for election at our 2003 annual conference: President-Elect (which in 2003 must be an individual representing a Baccalaureate/Graduate Degree institution), Treasurer, andone Director-At-Large representing an Associate Degree institution. Each of these positions on the Board of Directorsare for 2-year terms. Please check ACBSP bylaws (available on our website) for Board position qualifications.

Nominations are also requested for individuals to serve on the Baccalaureate/Graduate Degree Commissionand on the Associate Degree Commission. Each year, 3 seats on each Commission are up for election or re-election.Terms of office for Commissioners are 3 years. Under ACBSP bylaws, only individuals from an accredited businessschools or programs may serve as Commissioners.

Participation from the Regional level is extremely important during this nomination process. As in the past,the 3 Nominating Committees will be looking for qualified nominees from all of our Regions in order to form slatesthat include at least one individual from each Region.

Finally, I would like to invite all of our member institutions to consider submitting articles for inclusion infuture Updates – articles reporting on major accomplishments at your home institutions that could be shared with yourACBSP colleagues. The Update can be a valuable tool for enhancing our ability to network, communicate, andeducate.

Baccalaureate/Graduate Degree NewsDr. J. Randall Nutter

There are a number of things under way that I want to share with you. I also want to encourage you to please feelfree to call any of the members of the Board of Commissioners if there is any way in which we can help you. Ourgoal is to assist you in any and all ways as we strive to continually improve our business programs.

I am pleased that the two Boards of Commissioners are actively and intentionally working together, seeking toimprove both communication and cooperation between the two accrediting boards. We are working to assure thatwe have time at our meetings to come together to share ideas, concerns, and future plans. It is my personalopinion that there has never been a more positive relationship between the boards, and it has been gratifying tohave the boards working in concert.

There has been a restructuring of the staff that directly affects and benefits the Baccalaureate/GraduateCommission. Reporting to Gary DeBauche, Director of Accreditation for ACBSP, are two Associate Directors,one for each commission. I am pleased to report that Ron DeYoung has accepted the new part-time position forour group. As you will recall, Ron has been in service to ACBSP in many ways, most recently serving as aCommissioner, Commission Chair, and member of the Board of Directors. Ron brings with him a tremendousknowledge of our organization, and our processes, as well as enthusiasm and commitment to our mission. In hisnew role Ron will coordinate accreditation reviews, candidacy, and will be available to provide direction toanyone needing help.

At our June 25 meeting we welcomed Neal Blades and Ron Galloway to the Board, and at the same meeting I ampleased to report that Dalton Bigbee was elected as the Chair-Elect for the commission. He will begin serving inthat capacity at the end of the conference next June.

Matters being considered by the Board this year include reviewing the non-prescriptive procedures to seek tosimplify and clarify them (Dick Symons); a consideration of whether a single accreditation approach, based uponthresh-hold standards, can be developed (Dick Symons); a reconsideration of the annual report procedures andcontent (Hanora O’Sullivan); a review of the two commissions separate accreditation standards so as to identifywhere we can tie the two sets of criteria together (Nick Lockard); and a review of the issue of whether to allowthe use of both accreditation approaches for institutions with diverse programs (Dalton Bigbee). Your inputregarding these matters is welcomed and the commissioner coordinating these items is identified in parentheses.

We are now working under the new accreditation process wherein schools seeking accreditation must proceedthrough candidacy. This process is intended to yield better understanding and progress in meeting our criteria,and we are pleased to have 18 schools now in candidacy.

Last, I want to thank the members of the board of commissioners for their hard work and commitment to ACBSP.Until one has the opportunity to serve on the board, it is difficult to describe the amount of time and effortvolunteered by these individuals who I am so humbled to work with. And I want to thank our staff atheadquarters for the long hours and tremendous dedication to this organization. Without their efforts andorganizational context, we could not operate successfully. We are truly blessed with the staff and leadershipserving ACBSP. It is a joy to work with them.

Associate Degree NewsDr. Deanna Timmons

Baldrige Training:Prior to the Annual Conference in Houston, several individuals arrived on June 20 to learn as much aspossible about the integration of ACBSP Associate Degree Standards with Baldrige criteria. The facilitatorwas Dr. Loi Carlson, Dean of the Business Occupations Department at Albuquerque Technical VocationalInstitute. She volunteered both herself and Albuquerque’s business faculty to serve as the experimentalinstitution for the Associate Degree Commission to pilot the integration of our current standards with theBaldrige criteria in Albuquerque’s reaffirmation process. Dr. Carlson spoke about the purpose and reviewof the Standards, as well as the 19 Baldrige criteria. She explained the format of a self-study, as it wouldappear when integrated with Baldrige criteria, and how to begin the self-study process. Further, shecommented on the Baldrige items, and what they mean and how they are answered.

In-depth discussion focused on students, stakeholders, market focus, data collection, student-learning results,and strengths and opportunities for improvement. Additional consideration was given to evaluation andfeedback reports, processes, site team visits, institutional responses, focus groups, leadership teams, andpulling a study together.

Those of us in attendance did not come away as experts on the entire process; however, we did come awaywith a greater commitment to the integrated standards, as well as an enhanced awareness of the task that liesahead.

Dr. Gary DeBauche, ACBSP’s Accreditation Director, is pleased to announce the appointments of two newAssociate Directors for our Association: Dr. Ron DeYoung and Mr. Jim Vomhof.

After reviewing the opportunities and challenges regarding both quality and growth for each of ourCommissions, the Board of Directors, along with Dr. Gary DeBauche, developed the new Associate Directorpositions for our Association. This position reports to the Director of Accreditation. At the current time, Dr.DeBauche has appointed one Associate Director for each of the Commissions. Additionally, he hasprovided goals and direction for each Associate Director, thus tailoring each position to the unique needs ofeach Commission. As we continue to learn and grow as an Association, it is our intent to further expand theAssociate Director position.

Dr. Ron DeYoung, Associate DirectorBaccalaureate/Graduate Degree Commission

Since 1984, Ron has been the Dean of the Melvin and Valorie Booth College of Business and ProfessionalStudies at Northwest Missouri State University in Maryville, Missouri. He is responsible for five academicdepartments (Accounting/Economics/Finance, Agriculture, Computer Science/Information Systems,Marketing/Management, and Mass Communication); a Small Business Development Center; UniversityFarm; and several media outlets including radio, television, and newspaper. The College has 60 full-timefaculty and approximately 1856 undergraduate majors, 577 minors and 107 graduate students. All ofNorthwest Missouri State University’s business programs are accredited by ACBSP.

Ron was born and raised in Michigan, received a baccalaureate and master’s degree from Western MichiganUniversity, and a doctorate from Northern Illinois University. Prior to joining Northwest Missouri State,Ron spent 14 years at Western Michigan University as a professor, department chair, and assistant dean. Hehas authored over 40 professional articles and manuscripts published in business journals. His experience inbusiness has been in manufacturing, retailing, and service.

In the last decade, Ron has combined his business and academic experience by serving as a Missouri QualityAward Senior examiner in 1993, 1994, and 1995. In 1996 through 1998, he served on the Missouri QualityAward Board of Overseers. For the last six years, Ron has been on the Baccalaureate/Graduate DegreeBoard of Commissioners for ACBSP and is currently the immediate-past Chair of that Board.

Ron lives in Maryville, Missouri with his wife, Nancy. He has two daughters: Laura, who is a daycareteacher, and Rebecca Colwell, who is the Associate Director of Admissions for Avila College in KansasCity, Missouri. Ron is very active in community service activities: he is on the Board of First Bank CBC, amember of the Vision and Strategic Planning Committee of the First United Methodist Church, a Boardmember of Nodaway County Economic Development, Inc., and past-president of the Maryville Chamber ofCommerce and the Maryville Rotary Club.

Mr. Jim Vomhof, Associate DirectorAssociate Degree Commission

Jim was the Dean of the Business and Technology Division of Johnson County Community College inOverland Park, Kansas from 1970 to 1992. There he was responsible for developing and managing 25academic programs, a Small Business Development Center and the Johnson County Vocational SchoolCollegiate Programs. Upon his retirement in 1992, the Business and Technology Division had 94 full-timefaculty members and approximately 125 adjunct faculty members. All of Johnson County CommunityCollege’s business programs are accredited by ACBSP. All of the technology programs that could beaccredited were accredited by the proper accrediting agencies.

Jim was born in North Dakota but attended high school and college in Minnesota. He received hisbaccalaureate and master’s degrees from the University of Minnesota and did additional graduate work atWichita State University. Prior to joining Johnson County Community College, he spent four years as Dean(chief Administrative Officer) of Dawson County College in Glendive, Montana and six years as Director ofPurchasing and Assistant Professor of Management at St. Johns College in Winfield, Kansas.

During Jim’s tenure at JCCC, he was involved with several internationally based events. In 1975 heparticipate in a people-to-people visit to Communist Poland studying communist business systems; in 1980he spent eight weeks in Nigeria studying the effects of the war in Biafra/Nigeria on its oil production andexport. In 1996 as an adjunct professor at JCCC and a representative of ACBSP, Jim directed a six-weekFullbright study program to Poland and the Czech Republic comparing post-communist economies andsocial issues to the communist era in both countries.

Jim lives in Olathe, Kansas with his wife, Pat. They have four daughters and three sons. Three of hischildren are in the medical field and three in the field of education. The seventh is the wife of a careerMarine. Her degree in Office Management helps keep his military reports on schedule. Since Jim’sretirement from JCCC in 1992, he has stayed active as an adjunct management professor and in educationconsulting. His primary consulting activities have been with the American Council on Education. Jim visitsU.S. military schools evaluating management courses to determine the equivalent college credit value inAmerican colleges and universities. He has been active as Chairperson on numerous ACBSP accreditationvisits and has assisted in numerous other Association projects over the years. He is an Emeritus member ofACBSP and received our 1999 Star of the Year Award.

Student learning outcomes are becoming center-stage to all types of stakeholders, students, public, andpolicy makers, because they are increasingly viewing institutional or program quality to evidence of studentacademic success.

The following synopsis is taken from the CHEA Occasional Paper entitled "Accreditation and StudentLearning Outcomes: A Point of Departure" by Peter Ewell.

An outcome is something that happens to students as a result of their collegiate experience. Further, anoutput should not be confused with an outcome. While an outcome is the result of one’s collegiateexperience, usually the result of participation in a course of study; an output is something that an institutiondoes, e.g., number of student credit hour produced, number of graduates, etc.

In addition, one must be careful to differentiate and understand the different types of outcomes. An outcomein higher education can be viewed as either a behavior or learning. A “student learning outcome” is one thatmeasures a specific competency attainment. Evidence of student learning must involve a direct assessmentof student levels of attainment. Examples of such evidence that might be used, which is not all-inclusivelist, are as follows:

1. Capstone Performances2. Third-Party Examinations, e.g. ETS3. Faculty-Designed Examinations4. Professional Performances (skills/abilities)5. Licensure Examinations.

A behavior outcome involves an indirect assessment of some form. These are delineated as follows:

We are proud of the website and have worked hard tomake it a viable tool for you as well as a good resource for accessing both national and regional information.

It seems the emotional new year for ACBSP starts after conference and we want to once again thank somany of you that made kind remarks about the quality of speakers and the value of the various workshopsand presentations you experienced in Houston. The restructuring of the Home office responsibilities Iannounced at the conference has been implemented and I am pleased to say is working, very effectively.We are blessed to have an individual such as Gary DeBauche on board who has both two and four-yearcommission experience. With Gary directing the bulk of the accrediting activities, it will allow our newExecutive Director to focus on the necessary needs of any non-profit organization such as membershipretention, financial viability and forming external alliances.

We are proud of the dedication and abilities of all the Kansas City staff. They make an excellent team andeach has a commitment to make ACBSP the best specialized accrediting association in the field of Business.I want to thank each of you for the support you give ACBSP. Appointment of ACBSP’s Director of Accreditation

Dr. Randy McLeod, Interim Executive Director for ACBSP, along with the 2002-2003 Board of Directors ispleased to announce the appointment effective July 2002 of Dr. Gary DeBauche as our Director ofAccreditation.

As ACBSP’s Director of Accreditation, Dr. DeBauche will lead both the Associate Degree Commission andthe Baccalaureate/Graduate Degree Commission as they continue to expand both the reach and the qualityof their commitment to teaching excellence. Reporting to Dr. DeBauche will be the Associate Director/s foreach commission. Dr. DeBauche will report to the Executive Director.

Dr. Randall McLeod

Gary has been the Director of the Associate Degree Commission since joining the staff of ACBSP in July1999. Previously, he served as the Manager of Assessment and Learning Standards and the Coordinator ofBusiness Programs at the Higher Colleges of Technology in the United Arab Emirates. During his tenure atthe Higher Colleges of Technology, he facilitated and directed the process for their eight colleges to receiveaccreditation under the Associate Degree Commission of ACBSP in 1998. In addition, he initiated andfacilitated the development of their baccalaureate programs in business.

Prior to his position at the Higher Colleges of Technology, Gary was the Dean of the College of Business atSouthwest Baptist University in Bolivar, Missouri where he initiated its accreditation process with ACBSP.

Dr. DeBauche holds a doctorate from the University of Arkansas, an MBA from the Baruch College of theCity University of New York, and a baccalaureate degree from the University of Wisconsin-Whitewater. Inaddition, he has earned the Chartered Financial Analyst (CFA) designation. His business experience has beenin the investment field where he has served as president and director of a money management firmspecializing in investment-risk management.

At our 14th Annual Conference in Houston, we presented our Association’s new “Benefits of Affiliation withACBSP” brochure. The response was very positive so we wanted to be sure all of you know about our newest“marketing tool”.

This development of this brochure was a joint effort of this committee and all three of our Boards. The specificinformation contained in the brochure was provided by several dozen faculty and administrators from ouraccredited institutions. The objective was to provide in one easy-to-read format the answers to “Why should Ibe interested in affiliation with ACBSP?” or, for you marketers, it answers “What’s in it for me?”
