1.0 INTRODUCTION MTE Consultants Inc. was retained by Beco Developments (London) Inc. to complete a Preliminary Environmental Noise Assessment for a proposed 41 unit apartment building to be constructed at 555 Teeple Terrace in the City of London. The current zoning of the site is Restricted Office [RO2(30)]. The property is bounded to the north by Wonderland Road Park, Wonderland Road South to the west, Teeple Terrace to the south, and residential properties fronting Old Wonderland Road to the east. For the exact location of the site, refer to Figure 1.1. The proposed development for the site includes the construction of a multi-storey (4 storeys), 41-unit apartment building development complete with parking and landscaped areas. 2.0 CRITERIA This report and analysis have been completed using the requirements of the Ministry of the Environment, Conservation and Parks (MECP) formerly MOE Publication NPC-300: Environmental Noise Guideline: Stationary and Transportation Sources – Approval and Planning (2013) and the Regional Municipality of Waterloo’s Implementation Guidelines for Noise Policies (July, 1999). 2.1 Noise Levels for Outdoor Recreation Areas The recommended outdoor daytime noise levels, taken from Table C-1 in the Publication NPC-300 are:

Outdoor sound levels (calculated at the plane of window) are used to determine if acoustical mitigation measures are required. Table 2.2 summarizes control measures, for indoor sound levels, based on a 10dBA reduction for a standard wall section applied to the outdoor sound levels under various conditions. 2.3 Calculation Parameters As previously noted, the allowable outdoor noise level for outdoor living areas is 55dBA with up to 60dBA being allowed with a noise warning clause. The allowable indoor daytime (07:00 - 23:00) and night-time (23:00 - 07:00) noise levels are 45dBA and 40dBA respectively, using the road traffic criteria. Indoor noise levels are assumed to be 10dBA less than outdoor noise levels, measured at the plane of window, for buildings with standard wall construction. Daytime and night-time noise calculations for indoor noise levels at locations which represent the worst-case impact from road noise have been included. Conceptual elevations have been provided for the proposed building. Daytime and night-time living areas are calculated at 1.5m, 4.5m, 7.5, and 10.5m above the finished first floor elevations for the first, second, third, and fourth floors, respectively. In the current proposed site plan, there is no common outdoor amenity area.

3.0 ANALYSIS PROCEDURES 3.1 Road Traffic Data The noise sources considered for this analysis include:

• Wonderland Road South

• Teeple Terrace The projected traffic volumes for Wonderland Road South and Teeple Terrace were supplied by the City of London. The traffic volumes are provided in Appendix A and are summarized below. The percentage distribution between medium trucks and heavy trucks were not provided within the traffic data. For the purpose of this report, the % of medium and heavy trucks were assumed to be equal for both Wonderland Road South and Teeple Terrace Wonderland Road South Ultimate AADT (2028) - 54,000 vpd Medium Truck Volume - 0.77% Heavy Truck Volume - 0.77% Posted Speed Limit - 60km/h Teeple Terrace Ultimate AADT (2028) - 5,000 vpd Medium Truck Volume - 1.62% Heavy Truck Volume - 1.62% Posted Speed Limit - 50km/h 3.2 Calculation Methods Road noise levels were calculated using the Stamson v5.03 computer program approved by the MECP. Daytime and night-time road noise levels were calculated based on 24 hour volume breakdown. The daytime volume (over 16 hours) is obtained by multiplying the AADT by the fraction of daily traffic expected during the daytime period (90%). The night-time volumes are obtained in a similar manner except using 10% for expected night-time traffic (over 8 hours). Noise calculations are attached in Appendix B. 3.3 Noise Level Calculations This noise report has been completed to determine noise levels for the proposed development of 447 Old Wonderland Road / 555 Teeple Terrace and to recommend noise mitigation measures, if required. As previously stated, daytime and night-time living areas are calculated at 1.5m, 4.5m, 7.5m, and 10.5m above the finished first floor elevations for the first, second, third, and fourth floors, respectively. For the purpose of this investigation, it is assumed that the balcony depths are less than 4.0 m and are not considered outdoor living areas. In the current proposed site plan, there is no common outdoor amenity area. Stamson output files are attached and can be seen in Appendix B. Points of Assessment (POAs) Points of assessment are typically placed in critical locations where the resulting noise levels are assumed to be high due to the close proximity to the noise source, or where the thresholds outlined in Table 2.2 are achieved. In this case, two POAs were selected at the corners of the proposed building fronting on Wonderland Road South. The summary noise levels at all POAs can be seen in Table 3.3.

4.0 RESULTS AND ANALYSIS As shown in Table 3.3, there are 4 points of assessment representing individual units over four (4) stories. As each point is on the outer corners of the proposed building, the units in between the points will require the same mitigation measures as the units at the POAs. 4.1 Building Components Noise calculations determined that all units fronting Wonderland Road South have indoor noise levels exceeding 55dBA during the daytime, which warrant the need of special building components. Architectural plans are not yet available for the units within this development, and as such STC calculations will need to be completed and finalized prior to issuance of building permits. Sample STC calculations have been provided and are available in Appendix C. Prior to ordering and installation of mitigation materials, architectural details of the walls, windows and doors must be verified by an Acoustical Professional to ensure that they meet the required STC ratings. 4.2 Noise Warning Clauses and Ventilation Requirements Noise calculations indicate that the free-field noise level at receiver locations exceed the maximum allowable indoor daytime noise level of 55dBA (corresponding to plane of window limits of 65dBA) on the first, second, third and fourth floor units fronting Wonderland Road South. As such, these dwelling units must have central air conditioning installed prior to occupancy, must be fitted with special building components where required, and a Type D noise warning clause must be registered on title. Similarly, noise calculations indicate that the free-field noise level at all units fronting Old Wonderland Road exceed the maximum allowable indoor daytime noise level of 45dBA (corresponding to plane of window limits of 55 dBA). As such, these lots must be fitted with a forced air heating system to permit the future installation of central air conditioning and a Type C noise warning clause must be registered on title. Refer to MTE drawing 44559-100-NA1.1 for more details regarding the location of the points of assessment.

5.0 CONCLUSIONS AND RECOMMENDATIONS Based on the foregoing analysis, the following conclusions can be made for this development:

1. Special building components are required within all units fronting Wonderland Road South. They should be designed such that the indoor sound level criteria is achieved (45dBA for daytime living spaces/40dBA for nighttime living spaces)

2. Central air conditioning must be installed within all units fronting Wonderland Road South. In

addition, a noise warning clause would be registered on title.

3. Prior to issuance of building permits, architectural details of the building components (windows, walls, etc.), for the units requiring special noise attenuating building components, must be verified by a qualified Acoustical Professional to ensure the required sound transmission loss rating will be acceptable to meet indoor sound levels.

4. Forced air heating with provisions for central air conditioning are to be installed in all units

facing Old Wonderland Road, such that the unattenuated noise does not adversely affect the occupants. In addition, a noise warning clause would be registered on title.

5. The following noise warning clauses shall be registered on title for the units where the

resulting noise level exceeds the recommended criteria. The clause shall be worded as follows:

Units facing Wonderland Road South on the 1st, 2nd, 3rd, and 4th floors of the proposed building: TYPE D: “This dwelling has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment.” Unit facing Old Wonderland Road on the 1st, 2nd, 3rd, and 4th floors of the proposed building: TYPE C: “This dwelling unit has been designed with the provision for adding central air conditioning at the occupant’s discretion. Installation of central air conditioning by the occupant in low and medium density developments will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment.”
