Hands Pakistan Activities in Balochistan Updates as of 24-9-2014

Relief and Recovery Project for Earthquake Affected Areas of Balochistan (November

2013 – November 2014)

A powerful earthquake struck Balochistan on 24th September 2013, the quake’s epicenter was in the Awaran

District, but other districts of Balochistan – Kech (Turbat) and Panjgur were also affected. According to reports,

the tremors registered were of 7.8 on the Richter scale. After the initial incident, another earthquake of 7.2

magnitude hit the same area of Balochistan on September 28, 2013.

After the conduction of “rapid assessment” of the affected, a plan was developed to reach 10,000 households

and 56,000 individuals through the project in earthquake-affected districts of Balochistan. The project reached

to communities of 08 worst affected union councils including Awaran, Gajar, Nokjo, Teertej, Parwar, Gishkore,

Chitkan (Panjgur), Dandar (Kech).

Sectors Interventions

Community Support Groups (CSGs)

400 Community Support Groups (CSGs) were formed. Each group comprised of nearly 25 beneficiaries.

Shelter and NFIs

HANDS distributed 10,000 emergency shelter roofing kits (bamboos, plastic sheet and ropes), 20,000 blankets, 10,000 ceramic filters & 10,000 solar lights to the affected as per their need assessment.

Health In the health sector the contribution of HANDS included 07 mobile medical mobile teams sent from Karachi to provide health services to 27,000 sick and injured people. Emergency Health Care services package included maternal & Child Care, physiotherapy of injured patients, rehabilitation of disabled through developing a cadre of Community Health Worker. We also distributed 50 wheel Chairs to the disables. HANDS also in process 02 Hilux ambulances to the District Health Administration and solar energy source to maintain the cold chain of vaccines for 05 health facilities including District Head Quarter (DHQ) Hospital Awaran.

Education In the education sector, considering the urgent needs of District, 25 Child Friendly Spaces (CSF) were established. Learning material and sports material was provided which played a vital role to increase the interest of children. The change environment probably attributed to the increase in enrolment up to 1,469 children. One teacher from each school was trained and equipped with psycho social well-being skills. Water, Sanitation and Hygiene (WASH) services were provided at 25 targeted locations of Govt. schools along with provision of furniture and learning material.

Livelihood HANDS in recent year has developed and excelled in providing low cost shelters in disaster affected areas. Through its Infrastructure Development Energy WASH and Shelter (IDEAS) program arranged to deliver the knowledge and skills at local level for construction of disaster resilient shelters through conduction of orientation session to community groups. The project provided the opportunity of “Cash grant” through bank transaction of PKR 49500 per family to 4500 families to build shelters. Cash grant of PKR 223 million is in transfer process. HANDS also intervened on the livelihood aspect and “Cash Grants” for 1200 livelihood schemes to benefit 10,000 community members is in process as livelihood enhancement support. Out of 1200 schemes 32% are water related, 28% – Cleaning & Hygiene, 1.4% – Community Physical Infrastructure (CPI), 11% Handicraft and 10% Shelter. HANDS also enhanced the livelihood of Community groups through supplying 800 tool kits each of which comprised of 6 tools to be used in agriculture and non-agriculture labour. The intervention is still in the process and 63 million cash grant will be disbursed till the end of project period.

Al-Khidmat Foundation (AKF) Response to 2014 Flood Affected People Date District Response

29-9-2014 Hafizabad AKF Punjab with the kind contribution of Samsung organized food package distribution in the flood affected families of Hafizabad. Vice President Al-Khidmat Foundation Pakistan with General Secretary Al-Khidmat Foundation Punjab distributed 400 Food Packages among the affectees.

28-9-2014 Mandi Bahauddin

Al-Khidmat Foundation Islamabad sent a truck load of relief supplies to the flood victims of Phalia, District Mhandi Bahauddin. The aid contains dry ration packages, 300 School bags with stationery, clothes, and medicine.

27-9-2014 Muzaffargarh Al-Khidmat Foundation arranged free medical camps at different flooded area of Muzaffargarh under the administration of Al-Khidmat Foundation, Muzaffargarh. 400 patients were checked in the medical camp. Moreover prescribed medicines by the doctors were also given to patients, free of cost. Note that Al-Khidmat Foundation has also been provided clean drinking water and food to the affectees of the area. A special ration distribution ceremony was also arranged, through which food was distributed among the flood affectees.

27-9-2014 Chiniot Al-Khidmat Foundation has dispatched a truckload of food packages to the flood affected areas of Chiniot. The aid has been sent with the collaboration of National Tent House.

Multi-sector Initial Rapid Assessment by PDMA/ NDMA / HCT on Punjab

Floods from 17th Sep to 20th Sep, 2014

Key Findings Sector Findings

Community Restoration

Restoration of access for communities is essential, such as with boats where water remains and road repairs where damages limit or impede physical access.

Education Education facilities were impacted, but to varying degrees. Large numbers of children were reported to be out of school after the flood.

Food Security Massive impact to agriculture, in particular to the standing crops and fodder for livestock.

Health Standing water poses massive threat to public health, in particular for water borne, vector borne, and hygiene preventable illnesses.

Nutrition Pre-existing vulnerabilities, especially among children under five, breastfed babies, and pregnant and lactating women are potentially exacerbated as a result of this crisis.

Protection Some communities reported difficulty accessing assistance and appropriate assistance, and criminal acts were reported by over half of the women.

Shelter and NFIs

Some homes have been impacted, but the levels of damage vary. The type of housing structure supports a quick recovery, but support with shelter repairs kits is necessary.

WASH Access to sufficient quantities of safe drinking water is critical, in particular where water sources may have become contaminated. Previous poor hygiene and sanitation practices poses a risk for the population’s well-being, such as the practice of open defecation, and the lack of use of soap for hand hygiene.

Physical access to areas due to standing water.

Standing water is becoming stagnant, posing a significant health risk to people and animals.

The standing water presents and increased risk during the current dengue season.

The absence of baseline data to triangulate the MIRA findings.

Key recommendations

The Government of Pakistan continues to fulfill their role as the primary responsibility to provide protection and assistance to the affected population as citizens of Pakistan. The following actions are recommended:

As many of the communities are moving quickly into recovery, it is necessary to understand the impact in some key sectors, such as health, education, agriculture and others, for rehabilitation and recovery.

A detailed technical assessment of the impact to the agriculture sector to assess loss, prevents market destabilization, and promotes production for subsequent agricultural seasons.

Public Health issues must be addressed, including pre-existing poor hygiene and sanitations practices, such as open defecation, which increase health risks during a flood.

All measures must be taken to ensure mitigation and prevention measures to continue to preserve life and prevent loss of assets, in the form of resilience building and DRR.

Muslim Aid Multi Sectoral Findings of Floods 2014 Emergency in District

Health and Nutrition

Mass awareness to deal with outbreak of diarrhea and other associated diseases relating to digestive disturbances with a focus on children who are likely the principal victims. Other common diseases like malaria, fever, cold and cough should be evenly dealt with.

Apart from the common diseases, eye infection, scabies must be given paramount attention because these diseases are in particular associated with displaced families.

Mothers and child health services are insufficient and a loud call to provide these services on easy access is being felt. So it is strongly recommended to establish a mechanism or a stand still facility where to provide Mother and child health services exclusively. This includes natal, ante natal, post natal and other related services.

Nutritional food for pregnant women and lactating mothers along with babies and neonates is hereby strongly suggested so that mal-nutritional issues might be addressed effectively. Support for over-burdened health facilities is hereby recommended to adequately serve the tremendous influx of patients. This support can be provided in terms of provision of medicinal, diagnostics instruments /facilities or the provision of skilled staff to expedite theprovision of services based on the need of health facility in coordination with Medical superintendent and district government.

NFIs Distribution with UNHCR in District Bannu

NFIs distribution phase # 86 NFIs distributed in Government Vocational Center and Sport Complex Bannu. In total 38,294 NFIs distributed in both the phases.

Data Up-gradation (DU) A detailed information of the enlisted Displaced Population is collected through Data Up-gradation (DU) and standard registration form is issued on spot. The activity is undertaken along with WFP food distribution at 5 points in district Bannu. The data is collected through MIS in presence of FDMA and other stakeholders. 448 TDPs Data Up-Gradated in total 42,410 families have been issued updated registration forms supporting FDMA.

AKF Response to NWA TDPs as of 27-9-2014

Al-Khidmat Foundation (AKF) has started a regular medical relief program for the TDPs of North Waziristan. The

program will ensure the arrangements of medical camps at the following locations:

Bannu

FR Bannu

Lakki Marwat

FR Lakki

DI Khan

Kohat.

The medical camps are staffed with qualified doctors and paramedical staff. A mobile health clinic and

ambulances are also involved in the camps. The patients are checked and provided free of cost medicine. Note

that a large number of IDPs are benefiting from the camps.

UNDP Response to NWA TDPs as of 19-9-2014

Call Centre in Peshawar reaches out to the displaced persons in FATA Due to insecurity and the recent on-going military operation, most of the Temporary Dislocated People’s (TDPs)

from North Waziristan Agency (NWA) have taken refuge in host communities in the bordering districts of Khyber

Pakhtunkhwa province including Bannu, Lakki Marwat, Dera Ismail Khan, Hangu and Karak. Under these

circumstances, the TDPs face immense difficulties with limited or no access to basic amenities while being

exposed to extreme weather conditions. The worst affected and most vulnerable groups are the women and

children who represent more than 70 percent of TDPs.

To facilitate the relief process in the region, UNDP has helped set up a call centre facility in Peshawar. This center

helps with addressing the queries of TDPs regarding the registration process and access to public services.

The six operators at the call center collect data for each call and maintain a log book. The call center shares this

data with the Peshawar Provincial Disaster Management Authority and helps keep track of the situation of the

displaced persons.

The large-scale displacement of populations throughout the Federally Administered Tribal Areas (FATA) has led

to hundreds of thousands of people being displaced to camps and spontaneous settlements and neighbouring

communities exacerbating the ongoing challenges of the communities in FATA and Khyber Pakhtunkhwa (KP)

province. The recent influx of the TDPs from NWA, has surpassed initial estimates.

UNDP is supporting the FATA Disaster Management Authority (FDMA) and Provincial Disaster Management

Authority (PDMA) of KP to effectively manage the TDP response by providing technical assistance and equipment

to both Provincial and District authorities in the hosting areas, particularly for information management and

monitoring. Direct support will also be given to District Disaster Management Unit in Bannu (currently hosting

737,285 IDPs) and to the District Commissioners Office in Lakki Marwat (currently hosting 22,884 TDPs).

Polio Updates from 22nd to 29th Sep, 2014 Date Update Source

29-9-2014 A three-day polio campaign starts from Monday (today) across the province like the rest of the country. A spokesman for the Punjab Health Department said the total number of target children in the province was over 17.5m while the number of union councils (UCs) where campaign was being held was 3,511. He said 39,900 teams would carry out door-to-door vaccination and they would be supervised by over 7,000 area in charges. Special emphasis would be laid on vaccinating the population on the move at permanent transit points of the province, he said in a handout. As many as 166 police cases had surfaced, so far, this year as compared to 41 in 2013, however, the number of infected districts had reduced from 21 in 2013 to 15 in 2014, the spokesman said. Quoting one of the causes of the polio spread, he said most of the population displaced by the operation in North Waziristan had moved to the settled areas across the country instead of refugee camps.

27-9-2014 The Peshawar district administration started an anti-polio drive in the provincial metropolis on Saturday 27th Sep. The polio cell in Khyber Pakhtunkhwa said the drive would continue from 8am to 5pm where some 4,200 teams of health workers and volunteers would administer anti-polio drops to children. The government has set a target to vaccinate 754,000 children below five years of age in the 97 union councils of Peshawar district to save them from the fatal disease. Supervisors would monitor the workers to ensure vaccination of the children On 26th Sep, the district administration had placed a ban on motorcycle riding to avoid any untoward incident during the anti-polio drive. Peshawar deputy commissioner Syed Zaheerul Islam had imposed the ban under Section 144 and warned that those found violating the law would have to face action under Section 188 of Pakistan Penal Code. The menace of polio virus persists in Pakistan with militant groups seeing vaccination campaigns as a cover for espionage. Pakistan carries a huge burden of more than 171 polio cases, most of which have been recorded from the Federally Administered Tribal Areas (Fata) and KP. Officials fear the pace with which polio cases are on the rise, the current year could surpass the decade’s highest (198 cases) recorded in 2011.

22-9-2014 One-day anti-polio vaccination campaign completed in 96 Union Council of Peshawar on Sunday 28th Sep, with tight security as the authorities claimed that they vaccinated 0.7 million children in district Peshawar against the polio disease. An official of the Prime Minister Polio Monitoring Cell informed the media, that the vaccination campaign was started early in the morning on Sunday in 96 Union Council of Peshawar as the target of the children were 7, 54,383 while 0.7 million children were vaccinated in the campaign against the polio disease. He further said that 825 area in-charge while 4250 teams including teachers, volunteers, Health workers and Lady Health Workers were also participated in the campaign, adding that in Larama Union Council the polio vaccination campaign was completed one day before Sunday. He lamented that most of the Tribal areas people were migrated to Peshawar Particularly the North Waziristan People, adding that those children who migrated to Peshawar were also vaccinated, adding that 500 police contingent were provided security to the polio vaccinators. The World Health Organization (WHO) shows dissatisfaction over the performance of polio cases in Pakistan as this year the Polio cases reach to 166 in Pakistan and there is also fear that more restriction would implement by the WHO on Pakistan. The WHO meeting will be held in JINEVA on 30th September this month and the health official from Pakistan will also participate in this meeting the official of the WHO will ask from Pakistan official about the rising cases of polio in Pakistan. This year 28 cases of polio were reported from Khyber Pakhtunkhwa while 119 polio cases were reported from Federal Administered Tribal Areas , 14 cases were reported from Sindh, 03 were from Baluchistan while 02 cases were reported from Punjab.

Dengue Updates as of 28-9-2014 4 more dengue patients admitted to Hospital in District Swat

Four more persons, including three children, suffering from dengue fever have been admitted to Saidu Sharif

Hospital, during last 24 hours, said a health department spokesman on 27th Sep, 2014.

The spokesman told APP that total 200 dengue patients were admitted to SWAT hospitals, of which 185 had

been discharged after recovery. He said the health authorities were facing difficulty to cope with the disease

due to shortage of funds.

He said the provincial government had not yet released funds to contain the disease in Swat district. He said the

Saidu Sharif Hospital, main hospital of the district, lacked capacity and facilities to properly treat dengue

patients. The spokesman, however, expressed his satisfaction that no death had been occurred due to dengue

fever in Swat hospitals so far this year.
