EExxeeccuuttiivvee SSuummmmaar r yy Petroleum Development Oman (PDO) are in the process of upgrading their facilitiesacross their Northern Directorate. As a part of their Hazard ManagementProgramme, they have requested Vectra Middle East (VME) to carry out BuildingRisk Assessments (BRA) on various facilities.
The approach to the Stage I & II BRA will be standard methodology in compliance
with API 752 and API 753 to assess the risk by using specific Shell programsincluding CAM2 methodology for explosions.
This report summarises the methodologies adopted to evaluate the consequencesassociated with hazards arising from the Fahud Facilities. Outputs from theconsequence models are presented in the Appendices.
Flammable dispersion
Examination of the results demonstrates that flammable vapour clouds potentially
impact every single building under 1.5F wind category. This is expected for buildingsthat are within a facility handling large volumes of flammable gas.
The distances reported for indoor concentrations of 0.25 LFL are based upon anoutdoor concentration of 0.4 LFL, which is in turn based upon a building exchangerate of 2 air changes per hour and a 30-minute exposure time. This does not allow forprotective measures in place to prevent the ingress of flammable atmospheres intobuildings, such as an HVAC system.

Overall Conclusion
All buildings have the potential to be impacted outside to a flammable vapour cloudconcentration of 0.5 LFL. On the basis of 2 air changes per hour then all buildingscan also be impacted inside.
No building is potentially impacted by a toxic release to the stated criteria of 30 ppm,100 ppm and 300 ppm.
Two buildings in Nahada1, one building in Nahada2, one building in MLPS and onebuilding in Natih are impacted by 10 ppm.
It is recommended that all the buildings studied in this Stage II BRA be reviewed fortheir ability to protect the occupants from flammable gas ingress. Protection of thebuilding occupants from flammable gas ingress will also protect them from toxic gasingress.
Additionally the buildings design should be reviewed to confirm their ability towithstand the impact from thermal radiation to the level of 37.5 kW/m2 for the
durations likely given the activation times required for the Emergency ShutdownSystem.
The congested area model assessment concluded that none of the identifiedbuildings at Fahud are impacted from the overpressure
If the buildings are to be used for temporary refuge in a serious emergency situation,the Emergency Response Plans should be reviewed for adequacy of dealing withflammable releases within the buildings.

1.0 Introduction
Petroleum Development Oman (PDO) have requested Vectra Middle East (Vectra) tocarry out a Building Risk Assessment (BRA) Stages I and II on the Fahud Facilities inthe Northern Directorate. This BRA will include the following facilities:
o Fahud B
o Fahud C
o Fahud D
o Fahud E
o Fahud F
o Fahud MLPS & NOCS
o Nahada I & Nahada II
o Natih
BRAs are normally carried out in three stages and this, being the Stage II BRAfocuses on the consequence assessment including Congested Area Modelling(CAM2).
The hazards associated with each zone within the Fahud facilities are dependent onthe hazardous inventories within that zone. These inventories, hence the hazards tobe modelled, are defined and supplemented by a detailed inventory calculation.

2.0 Scope Of Work
2.1 Facilities Location
The Fahud B, Fahud C, Fahud D, Fahud E, Fahud F, Fahud MLPS - NOCS, Nahada1, Nahada 2 and Natih stations are part of the North Oman (Fahud) operating area.

The Solar compressors discharge gas into the HP Grid at a pressure ofapproximately 4800 kPa. Gas lift and gas injection at B Station are supplied from theHP Gas Grid.
The Demag blowers compress the remaining gas to a pressure of 276 kPa. This gasis routed via the LP Grid to F Station.
2.3 Fahud C Gathering Station
2.3.1 Facility Location
The station is located 1.7 km west of the Fahud MLPS.
2.3.2 Facility History
Oil and gas production from the Fahud-C area started in 1969. The present facilityconfiguration of manifolds, separators and gas compressors was established in 1982.
2.3.3 Facility Function
The Fahud-C Gathering station gathers the oil, gas and water produced from wells inthe Fahud-C area. The oil water emulsion is evacuated to Fahud MLPS. Gas iscompressed and fed either into the H.P grid or partly exported as L.P gas to Fahud-FGas Compression Station through blowers.

2.5.3 Facility Function
Well fluids enter Fahud E Station via individual flowlines into on-plot manifolds. Thewell fluids are then distributed between four 2-phase Production Separators. Two 3-phase Test Separators and one multiphase flow metering unit are provided for testingof individual wells. The liquid discharging from the bulk and test separators andMPFM is fed into three atmospheric surge tanks. The liquid leaving these tanks ispumped by centrifugal pumps to Fahud MLPS. The gas discharging from theproduction/test separators is preferentially fed to two gas turbine driven Solarcompressors, the remaining excess gas being directed to two electrically drivenDemag blowers. The Solar compressors discharge gas into the HP Grid at apressure of approximately 4200 kPa. Gas lift and gas injection at E Station aresupplied from the HP Gas Grid. The Demag blowers compress the remaining gas toa pressure of 276 kPa. This gas is routed to F station.
2.6 Fahud F Gathering Station
2.6.1 Facility Location
The Fahud F Compression Station is part of the North Oman operating area and isapproximately 250 km WSW of Mina Al Fahal.
2.6.2 Facility History
Oil and gas production from the Fahud field started in 1967. The Fahud FCompression Station was completed in 1982/83 with three compressors. The station

2.7.3 Facility Function
Fahud NOCS (CSP) plant receives dehydrated “live” crude from Yibal and Lekhwairthrough MLPS/NOCS manifold system. The wet crude from Natih and Fahud isdehydrated in the six dehydration tanks at MLPS before pumping into the NOCSinlet.
The whole of the North Oman crude is stabilized at the CSP using Liquid RingVacuum Compressor (LRVC) to control the sub-atmospheric true vapour pressure of
the crude oil stream flowing out of Fahud to MAF. This is necessary to provideprotection to the floating roof storage tanks at MAF. The MAF tanks receive stabilizedcrude from the both Qarn Alam VFP and Fahud CSP through Nahada pumpingstation. Another objective of the overall facility is to enhance the hydrocarbonrecovery thereby reducing flaring at the interior location. Vapour pressure control ofthe incoming live crude is achieved via a single stage vacuum flash operation, whichremoves the lighter hydrocarbons from the crude stream. The flashed gas iscompressed and cooled to produce a liquid feed stream for the stabiliser column
which removes methane and ethane components. The removal of methane andethane allows retention of increased volumes of more stable propane, butane andpentane components in the liquid phase thereby increasing the overall hydrocarbonrecovery whilst maintaining the sub-atmospheric vapour pressure for safe storage,thus it meets both objectives.
The off gas from the overall process plant is primarily fed to the Fahud Power Plantas fuel, in order to ensure its operational integrity.
Prior to the current project B.I. No. 94.032F (Fahud Fuel Gas System) was approved

receiving temperature. The lighter gases from the stabiliser top are routed either toFahud Power Plant as fuel or to an air assisted elevated flare system.
2.8 Fahud Nahada 1 & Nahada 2 Booster Stations
2.8.1 Facility Location
The Nahada-1 and Nahada-2 Booster Stations are located at the confluence of the
Fahud and Qarn Alam streams of the main oil line at 80 Km North East of FahudMLPS. The Qarn Alam stream contains all the oil produced from South and CentralOman whilst the Fahud stream has the output from Northern fields.
For the purpose of identification, the old booster station is referred to as Nahada-1and the new one as Nahada-2 booster station.
Nahada-1 and Nahada-2 booster stations are located 100 m apart (fence to fence)and are designed to operate independently.
2.8.2 Facility History
The Nahada-1 Booster station was commissioned in 1981 with three gas turbinedriven booster pumps P-5501, P-5502 & P-5503 for primarily boosting Qarn Alamstream. In 1988 the facility was expanded by the addition of a fourth pump P-5504.The fifth pump P-5505 was added in 1992. A new mode of operation with Nahada-1Booster station boosting only the Fahud crude was adopted in January 1993. Thisrequired the station to operate continuously. To make the booster station morereliable a sixth pump was installed in 1994. The Nahada-2 Booster station was

The Natih Gathering station gathers the oil, gas and water produced from wells in theNatih area. The liquid oil with water is evacuated to Fahud MLPS and water to rigs.Gas is compressed and fed either to the gas lift header or to gas injection wellsthrough booster compressors.
2.10 Buildings
Damage categorization for buildings and vulnerability of occupants to explosionoverpressure is explained as below:
2.10.1 Vulnerability of occupants
To assess the vulnerability of occupants within a given building from explosionoverpressure, the following information is required.
o Type of building
o Overpressure relationship for each type of building
o Damage-vulnerability relationship
2.10.2 Building Types
Buildings within the facilities have a wide range of design and construction features,however, the most important is building structure. The following types of majorstructure can be found:

o Steel frame with metal siding, B2: The frame in this type of buildingprovides support to the roof, which is independent of walls. Information isavailable in the literature on explosion performance from war records.These records indicate that sheeting is ripped off and internal walls aredamaged at overpressures> 1.5 PSI; the building frame stands butcladding and walls are damaged at > 2.5 PSI, and complete buildingcollapse occurs at >5 PSI
o Brick, un-reinforced masonry, B3: This type of building is similar todomestic /small commercial buildings. The walls collapse about 1.0 PSIand total building collapse occurs about 1.5 PSI
o Steel or concrete frame, with masonry fill or cladding, B4: This type ofbuilding regularly suffers damage in storm conditions: however, this typeof building provides robust performance under explosion loading. Walldamage may occur at 1.0 PSI. The roof slab may collapse at 2.0 PSI andtotal building collapse at 2.5 PSI
o Blast resistant, reinforced concrete, B5: The building is generallydesigned for 2.0 PSI, so very minor damage will occur. The roof and wallswill deflect under loading and internal wall damage at about 4.0 PSI .Thebuilding has major damage and possible collapse at 6.0 PSI
2.10.4 Overpressure damage and Vulnerability relationship
Assumptions on the relationship between damage and vulnerability of occupants(probability of fatality) were derived from several sources. The following general data

3.0 Stage I Assessment
3.1 Basis
API 752 [1] provides a methodology for identifying buildings on a process plant thatare potentially at risk from hydrocarbon releases. The hazard associated withindividual releases may manifest itself as a vapour cloud explosion, fire hazard or
generation of a flammable or toxic cloud.
The standard requires that a building risk assessment be undertaken in three distinctstages involving, identification of buildings at risk, potential consequences resultingfrom credible releases and finally, a risk assessment.
3.2 Screening Criterion
3.2.1 Occupancy Screening
A stage-two building evaluation is required if a building is considered occupied. Abuilding is considered occupied, for the purposes of occupancy screening, if thebuilding occupancy load is 300 or more man-hours per week or if, during peakoccupancy, 5 people or more are routinely expected in the building for at least onehour.

4.0 Stage II Assessment Methodology
The Stage II Building Risk Assessment has been carried out in accordance with API752 standards.
The Major Accident Hazard events identified during the HAZID are taken forward intoBRA for evaluation of the severity of harm or damage being caused, together with thevalue judgments made concerning the significance of the results.
4.1 Hazard Identification Process
A desktop Hazard Identification (HAZID) study has been performed to identify anypotential major hazards, which may arise at the Fahud Facilities. The study wasbased upon a review of site data including plot plans, process flow diagrams andheat & mass balance data for the facilities, in conjunction with a site visit.
The HAZID output will be used as a part of the Stage II BRA for the Fahud Facilities.The HAZID process identified hazard sources. The HAZID summary is shown in Appendix B of this report.
4.2 Major Assumptions

been obtained from the Process Flow Schemes, Process Engineering Flow Schemesand accompanying mass balances provided by and is documented in the inventorycalculations.
4.5.1 Release Sizes and Durations
The effect of inventory isolation has been considered in assessing the impact ofhazards. The isolation consists of shutdown of pumps and closure of isolation valves.
To model this, the consequence assessments are required to consider scenarios forcases where isolation has occurred. This will have a time factor associated with itdue to detection time (by fire or gas detectors, instruments or by operators), action(manual remote operation by the control room) and the shutdown of pumps andclosure of valves.
For the Stage II BRA, only large releases and ruptures are considered (full borerupture for pipes up to 6” diameter and 6” diameter holes for pipes larger than 6“diameter), ESD is assumed to have occurred 2 minutes after a potential release.
In general a release from a liquid system will be at its worst case early in a release.The effects distances tend to reach their equilibrium condition relatively quickly, afterwhich time the pressure has quickly subsided, and then equilibrium distances reduceas the source of material for release reduces.
To model a liquid release the volume available for release was calculated by themaximum flow release (peak pressure) for 2 minutes. The purpose of this is tosimulate the fact that the impact reduces with time. It also represents a release at its

release. Inclusion of water in the model leads to problems with the software, andinaccurate results, or no results are produced.

4.5.3 Process Block Definition
Each inventory was divided into suitably sized process blocks. Each process blockwas defined by the following:

on the objects contained within the congested area. This congestion isspecified as a number of rows (grids) of obstacles of specified blockage inany one dimension. Appropriate number of grids for each congested areabased on the plot plan and information provided
o Blockage Ratio – The blockage ratio is the blockage on a 2D aspect (floorarea). The higher the ratio the more obstacles that are present on thefloor plan such as walls and equipment. The blockage ratio makesallowance for the drag influence. The higher the blockage ratio the higher
the drag influences. Typically smooth edged obstacles have less of a drageffect than sharp ones. Blockage ratios for each congested area areselected based on the plot plan and experience of performing similarstudies
o Obstacle Complexity – Obstacles have an effect on a gas explosion in twoprincipal ways. Firstly, as gas flows past an obstacle it generatesturbulence. Turbulence increases the burning rate of the gas. The secondis that the obstacles distort the flames, which distorts and potentiallyincrease the area affected by the explosion. There are 4 levels, these are:
1. Idealised arrangements of equipment, symmetrical and similarin diameter or very few obstacles, which may or may not be inan idealised arrangement.
2. More complex than level 1. Obstacles of varying size by anorder of magnitude.

4.5.5 Calculation of distance between buildings and hazard sources
The distance between the process blocks and the buildings and distance betweenthe congested areas and the buildings are calculated. These can then be comparedto the calculated consequence distances to establish if there is an impact or not. Thedistance from each hazard source is calculated to the edge of each building. Thecalculated distances are presented in Appendix G.
4.6 Shell FRED
Selected inventories have been modelled using FRED V5.0 software to assess theimpact for various LFL (0.25 LFL & 0.5 LFL), and thermal radiation (12.5 kW/m2 and37.5 kW/m2) from the process blocks and over pressurisation (70 mbar, 100 mbarand 275 mbar) from congested areas. Each result of LFL and Thermal radiation fromPBs and over pressurisation from CA is calculated to see the impact on the Buildingsidentified.
4.7 Explosion CAM2 Hazard Modelling
Listed in the table below are the congested areas for Fahud facilities with theircorresponding over pressure distances for the criteria stated in Section 4.4. Theseare input into the consequence assessment model.

not input into the model. The representative mixtures are presented in Appendix D. All C7+ components are input into the model as heptane. The outcome of theanalysis is that all potential liquid releases will have a jet fire and concomitant poolfire. The jet fire is deemed the most far reaching, and hence has the greatest impactin the context of this assessment.
Thermal radiation Summary
The distances to thermal radiation contours of interest are reported in the followingtable. The effects distances are reported for 1.5F though wind speed and stabilitycategory has little impact on jet flames.

Examination of the results demonstrates that flammable vapour clouds potentiallyimpact every single building under 1.5F wind category. This is expected for buildingsthat are within a facility handling large volumes of flammable gas.
The distances reported for indoor concentrations of 0.25 LFL are based upon anoutdoor concentration of 0.4 LFL, which is in turn based upon a building exchangerate of 2 air changes per hour and a 30-minute exposure time. This does not allow for
protective measures in place to prevent the ingress of flammable atmospheres intobuildings, such as an HVAC system.
A flammable cloud outside a building will not impact the occupants upon ignition if thebuilding is designed to protect against the ingress of flammable gas and the buildingcan withstand the flash fire.
4.9.2 Toxic dispersion
Even though Fahud facilities contain no H2S, 0.01 percent of H2S is assumed forsome streams to demonstrate the dispersion distance in case of toxic release.
No building is potentially impacted by a toxic release to the stated criteria of 30 ppm,100 ppm and 300 ppm.
Two buildings in Nahada1, one building in Nahada2, one building in MLPS and onebuilding in Natih are potentially impacted by 10 ppm.

5.0 Conclusion
Overall Conclusion
All buildings have the potential to be impacted outside to a flammable vapour cloudconcentration of 0.5 LFL. On the basis of 2 air changes per hour then all buildingscan also be impacted inside.
Toxic dispersion could not impact any of the identified buildings.
It is recommended that all the buildings studied in this Stage II BRA be reviewed fortheir ability to protect the occupants from flammable gas ingress. Protection of thebuilding occupants from flammable gas ingress will also protect them from toxic gasingress, event though toxicity is concluded not to be an issue here.
Additionally the buildings design should be reviewed to confirm their ability towithstand the impact from thermal radiation to the level of 37.5 kW/m2 for thedurations likely given the activation times required for the Emergency Shutdown
System.The congested area model assessment concluded that none of the identifiedbuildings at Fahud are impacted from the overpressure.
If the buildings are to be used for temporary refuge in a serious emergency situation,the Emergency Response Plans should be reviewed for adequacy of dealing withflammable releases within the buildings.
