HMDA also reserves the right to hold or withdraw or cancel the bidding process at any stage under intimation to the Bidding Entities who submit the Bid Document and also uploaded on the HMDA Site.

HMDA reserves the right to issue a corrigendum in the E-Procurement website to modify or amend or add to any or all of the provisions of this Bid Document or annul the present process. It is the responsibility of the bidder to look out for these changes and modification in the tender issued in the E-Procurement platform.

Neither HMDA nor their employees, E-Procurement service provider or Project Consultants will have any liability in case of non-receipt of any correspondence from them to the Bidding Entities due to the postal delays.

The Applicable law for the purpose is the laws in India. Civil Courts of Hyderabad will have jurisdiction concerning and arising out of this Bid Document.

The Hyderabad Metropolitan Development Authority (HMDA) in its continuous effort to ensure

planned development in accordance with the Master Plan and Zonal Development Plans has taken

up various development projects in and around the city of Hyderabad. In order to meet the demand

for housing and house sites, HMDA has developed number of residential complexes and also taken

up Sites and Services Programme providing necessary infrastructure facilities at the sites like

roads, water supply, drainage, street lighting etc. These complexes are self-contained and have

emerged as model mini-towns serving the needs of people working in nearby industries and

institutions. The plots offered by HMDA have been in good demand as these are free from litigation

and the allottees are able to obtain loans from various financial institutions without much difficulty.

It has been a policy of HMDA to provide as many residential plots to the needy as possible. HMDA

now offers prime residential plots including Group Housing Blocks, Commercial, Commercial cum

Residential and the sites reserved for amenities to take up commercial activities for allotment on the

basis of Auction through e-tendering/sealed tenders in the above said complexes.

LOCATION OF THE PLOTS PROPOSED FOR AUCTIONS NANDAGIRI HILLS LAYOUT:

HMDA has developed a layout by the name of Nandagiri Hills at Shaikpet, the site is located in the

midst of posh Jubilee Hills area and is about 1km., away from Jubilee Hills Check Post and about 5

to 6 Kms., from Punjagutta X Roads. It is an elevated place with good panoramic view of the city

including Durgam Cheruvu, Hi-tech City and near to the K.B.R.Park where HMDA has developed 5

Kms., length of walkers pathway with good garden around the Chiran Palace, Apollo Hospital,

Bharatiya Vidya Bhavan at Jubilee Hills. All the developed plots have been disposed and now only

(1) one bulk project in Phase – II is proposed to be disposed. The bidder has to participate in the

auction through e-tendering only after physical verification of the project on the ground as it is

proposed to be disposed “as is where is condition”.

ASIFNAGAR LAYOUT (OLD):

This complex is located on the North Western side of Dattatreya Colony abutting proposed 80 ft.

wide road leading from Mehdipatnam to Karwan and linking Inner Ring Road. This layout is

surrounded by residential developments and the HMDA has provided infrastructural facilities. Now

the HMDA offers to sale (1) one residential plot leftover.

ASIFNAGAR LAYOUT (NEW) :

The site is located abutting the road leading from Mehdhipatnam Junction to Gudimalkapur [Near

Amba Theatre]. The HMDA has developed a layout in about 3 acres land with 8 plots suitable for

Group Housing. Now the HMDA is proposes to dispose (1) one left over plot for the Group

Housing.

MUSHK MAHAL RESIDENTIAL COMPLEX: HMDA has developed Mushk Mahal Residential Complex very close to Attapur-Rajendranagar and

connected to the Inner Ring Road. It is only 4 KMs away from the High Court and 8 KMs from

Mehdipatnam Centre. The houses constructed and developed plots were disposed and only (01)

one leftover plot is available for disposal.

MIYAPUR RESIDENTIAL COMPLEX: The site itself is located in serene and tranquil natural surroundings against the backdrop of small

hillocks and very close to Hyderabad-Bombay National Highway on the road leading to Bollarum

Industrial Estate opposite to A.P.S.R.T.C. Bus Body Unit and Miyapur Bus Depot wherein it was

developed the complex with adequate infrastructure facilities in an extent of 239.00 acres in the

programme of first phase. So far more than 1800 residential plots including group housing were

disposed and now the HMDA offers to dispose (21) plots / blocks viz., (14) residential, (5) group

housing, (1) commercial-cum-residential and (1) amenities for commercial.

RAMACHANDRAPURAM RING TOWN (CHANDANAGAR) Ramachandrapuram Ringtown is another important place, where HMDA has developed a self-

contained township in an area of about 400 acres at Chandanagar (v) near BHEL. So far, 1000

houses constructed and 700 plots developed. This has become one of the busiest centers catering

to the needs of the people working in BHEL, ICRISAT, Hyderabad University and various industries

and institutions located near by besides 41 units of twin shops with provision for construction of flat

on the first floor. This is a very potential place to become one of the main commercial centers in

view of fast development of neighboring areas, where HMDA alone developed about 600 acres in

Nalagandla and Tellapur. The houses, plots, twin shops were disposed long back and now the

HMDA offers to dispose plots reserved for various purposes. The leftover plots for disposal are (9)

nine in various categories.

NALAGANDLA RESIDENTIAL COMPLEX: The complex is located on the north western sector of Hyderabad Metropolitan Development Area

and very close to BHEL town ship and Lingampally Railway Station developed in an area of 338.29

acres as self contained town ship with all civic amenities. Adjoining it another residential town ship

developed as Tellapur Residential Complex in an extent of 250.00 acres. These two layouts are

twin towns at a single largest place beside the HMDA has taken up a prestigious project in an

extent of 400.00 acres in the name and style “Tellapur Techno City” under the agreement with M/s.

TISHMAN SPEYER CONSORTIUM. Now the HMDA offers to dispose (40) plots for residential

purpose and (3) plots for Group Housing and (1) plot for Hospital purpose.

TELLAPUR RESIDENTIAL COMPLEX: It is one of the Twin towns of Nallagandla & Tellapur adjoining to Nalagandla Residential Complex.

Out of 250 acres the HMDA has developed an extent of 50 acres under 1st phase with

infrastructural facilities. In between these twin towns, the HMDA has also taken up a prestigious

“Tellapur Techno City” under the agreement with M/s. TISHMAN SPEYER CONSORTIUM. Now

the HMDA offers to dispose (2) plots in the first phase.

GOPANPALLY RESIDENTIAL COMPLEX : This site is located adjacent to journalist colony near by very close to ISB, WIPRO

and other software and also near by financial institutions. HMDA proposes to auction a total

extent of 3 acres and offered (17) seventeen residential plots through e-bidding.

1. INSTRUCTIONS TO BIDDING ENTITIES All Bidding Entities should note the following:

a) Bids that are incomplete in any respect or those that are not consistent with the requirements as

specified in this Bid Document or those that do not contain the Covering Letter or Letters of Acceptance as per the specified formats may be considered non-responsive and may be liable for rejection.

b) Strict adherence to formats, wherever specified, is required. Non-adherence to formats may be

a ground for declaring the Bid non-responsive.

c) All communications and information should be provided in writing and in the English language

only.

d) All communications and information provided should be legible, and wherever the information is

given in figures, the same should also be mentioned in words.

e) No change in, or supplementary information to a Bid shall be accepted once submitted.

However, HMDA reserves the right to seek additional information from the Bidding Entities, if found necessary, during the course of evaluation of the Bid. Non-submission, incomplete submission or delayed submission of such additional information or clarifications sought by HMDA, may be a ground for rejecting the Bid.

f) The Bids shall be evaluated as per the criteria specified in this Bid Document. However, within

the broad framework of the evaluation parameters as stated in the Bid Document, HMDA reserves the right to make modifications to the stated evaluation criteria, which would be uniformly applied to all the Bidding Entities.

g) HMDA reserves the right to reject any or all of the Bids without assigning any reasons

whatsoever at any stage of the bid process.

h) Mere submission of information does not entitle the Bidder to meet an eligibility criterion. HMDA

reserves the right to vet and verify any or all information submitted by the Bidder.

i) If any claim made or information provided by the Bidder in the Bid or any information provided

by the Bidder in response to any subsequent query by HMDA, is found to be incorrect or is a material misrepresentation of facts, then the Bid will be liable for rejection. Mere clerical errors or bonafide mistakes may be treated as an exception at the sole discretion of HMDA and if HMDA is adequately satisfied.

j) The Bidder shall be responsible for all the costs associated with the preparation of the Bid.

HMDA shall not be responsible in any way for such costs, regardless of the conduct or outcome of this process.

k) No condition shall be attached to the Bids and such conditional bids will be rejected by HMDA

and shall not be considered for further evaluation.

2. VALIDITY OF TERMS OF THE BID Each Bid shall indicate that it is a firm and irrevocable offer, and shall remain valid and open for a period of not less than three months from the last date for submission of the Bid. Non-adherence to this requirement may be a ground for declaring the Bid as non-responsive. However, HMDA may solicit the Bidder’s consent for extension of the period of validity up to 6 months and the Bidder agrees to reasonably consider such a request. The request and response shall be in writing. A Bidder accepting HMDA request for extension of validity shall not be permitted to modify the Bid in any other respect.

3. EARNEST MONEY DEPOSIT TO BE PAID BY THE BIDDING ENTITIES

a) Bidding Entities are required to submit EMD before opening of the Price bid, date and time as in the Notice Inviting Tender in the e-Bidding Platform. EMD will be adjusted in 25% of the sale consideration of the Successful Bidder. EMD will be forfeited by HMDA in the event the Successful Bidder is in default of payment of the Total Sale Consideration

b) HMDA also reserves the right to forfeit the EMD under the following circumstances:

a) Bidder’s non-adherence to the Tender Process at any time before or on opening of the Commercial Offer. b) Failure of the Bidder to submit unconditional acceptance to the terms and conditions to be specified in the Letter of Award (LOA) to be issued to the Successful Bidder by HMDA.

c) Any act, omission, commission by any of the Bidding Entities which in the opinion of HMDA is detrimental to the interest of HMDA

c) EMD of the Unsuccessful Bidding Entities shall be returned by HMDA on next day of opening of

the price bids. d) EMD of the Successful Bidder will be adjusted in the 25% of sale consideration towards Initial

Deposit equivalent to ¼th of the sale price.

TERMS AND CONDITIONS FOR ALLOTMENT OF LEFTOVER PLOTS / BLOCKS BY WAY OF SALE THROUGH

E-TENDERING 1. ALLOTMENT

Allotment of plots / blocks will be made to those eligible persons / Institutions / Societies / Company whose highest lump sum price of plot over and above the Upset / Reserve price is confirmed by the Metropolitan Commissioner, HMDA

2. ELIGIBILITY

a) Only Persons / Institutions / Society / Company who are legally entitled are eligible to apply.

b) Application and Tender Form / Commercial Form may be in sole or joint names not

exceeding five names. All correspondence will be made in the name of the first applicant / bidding entity herein after called “bidder”

c) In the category of Institution / Society / Company, documentary proof including latest,

Annual Report in support of the nature of institution / Society / Company shall accompany the application and Tender Form / Commercial Form.

d) Two recent passport size photographs of all applicants / bidding entity shall accompany

the application, one being affixed to the application at the space provided and duly attested by such applicant / authorized person and the other to be enclosed with the application duly signed on the reverse of the photo.

e) Every application must be accompanied with the proof of EMD.

f) Bid submissions not accompanied by any of the above mentioned documentary

evidence to the satisfaction of HMDA shall be summarily rejected. g) Check List for documents to be submitted to TIA: The bidders should scan and

upload the following documents in support of bids along with Tender Form / Commercial Form. The bidders shall sign on all the statements, documents etc;

3. SALE OF LAND THROUGH E-TENDERING The bidder shall submit his response through bid submission to the tender on r-Bidding

platform at www.hmda.gov.in by following the procedure given below and submit their bids

online. No offline bids shall be entertained by the Tender Inviting Authority. The bidders shall submit their eligibility documents, Financial/Price bid etc., in the standard formats prescribed in the Tender documents, displayed in e-Bidding web site. The bidders shall submit the xerox copies of all the relevant certificates, documents etc., in support of their bids in the EMU Section, HMDA Office, TARANAKA. The bidder shall sign on the statements, documents, certificates, uploaded by him, owning responsibility for their correctness/ authenticity.

4. SUBMISSION OF HARD COPIES & EMD:

After submission of bid online, the bidders are requested to submit the originals of DD towards EMD, Process fee to the Tender Inviting Authority before opening of the price bid and other uploaded documents along with application at the time of concluding agreement. The bidder shall invariably furnish the original DD to the tender inviting authority before opening price bid either personally or through courier or by post and the receipt of the same within the stipulated time shall be the responsibility of bidder. The department shall not take any responsibility for any delay or non-receipt. If any of the documents furnished by the bidder is found to be false/fabricated/bogus, the bidder is liable for black listing, forfeiture of the EMD, cancellation of Tender and criminal prosecution. The bidder is requested to get a confirmed acknowledgment from the Tender Inviting Authority as a proof of Hard copies submission to avoid any discrepancy. The bidder has to attach the required documents after uploading the same as required by Tender Inviting Authority in its tender conditions.

5. TENDER DOCUMENT:

The bidder is requested to download the tender document and read all the terms and conditions mentioned in the tender Document and seek clarification if in doubt from the Tender Inviting Authority. Any offline bid submission clause in the tender document shall not be considered. The bidder has to keep track of any changes by viewing the addendum / Corrigendum’s issued by the Tender Inviting Authority on time-to- time basis in the e-Procurement platform. The Department calling for tenders shall not be responsible for any claims/problems arising out of this.

6. BID SUBMISSION ACKNOWLEDGEMENT:

The user should complete all the processes and steps required for bid submission. The successful bid submission can be ascertained once acknowledgment is given by the system through bid submission number after completing all the process and steps. GOAP and C1 India are not responsible for incomplete bid submission by users. Users may also note that the incomplete bids will not be saved by the system and are not available for the Tender Inviting Authority for processing.

7. The quoting of tendered rate shall be over and above the Upset / Reserve price.

8. The accepted rate as quoted by the highest bidder shall be subject to confirmation by the

Metropolitan Commissioner, HMDA.

9. INITIAL DEPOSIT, CONFIRMATION AND PROVISIONAL ALLOTMENT LETTER

a) ID equivalent to first installment of the sale price and is ¼th of the sale price and includes

EMD to be remitted within (7) working days from the date of opening of the tenders. b) ID carries no interest in case of refund.

c) In case of cancellation of allotment for non-payment of balance sale price as stipulated

or for any other reason, the entire ID stands forfeited.

d) In case of non-confirmation of the bid/tendered amount by the concerned authority, (HMDA) for any unforeseen reasons, the ID will be refunded along with the intimation by way of cheque without any interest.

e) Any part payments made towards ID and failed to pay the balance sale price within the prescribed time, both EMD and whatever amount of ID paid is liable for forfeiture.

f) Intimation of Confirmation-cum-Provisional Allotment or otherwise as the case may be,

will be sent by Registered Post within Fifteen days from the last day of auction. In case of non-receipt of such intimation within Fifteen days, it shall be the responsibility of the applicant to personally obtain a duplicate copy of the notice from the office of HMDA. Non-receipt of notice by the applicant shall not be a ground for non-payment of the sale price or for delayed payment.

g) Balance 75% of the Sale Consideration within 30 days from the date of price bid

opening.

h) The Successful Bidder shall have the option to pay the balance sale price:

i) Without interest - within 30 days from the date of LOA ii) With interest @ 15% p.a. - In another 60 days after one month from

the date of LOA iii) With interest @ 18% p.a. - In another 60 days after three months

from the date of LOA

i) No interest exemption shall be considered in any case, even if any application is made

for such exemption and no reply will be given and the applicant / allottee is liable to pay the interest as per the terms & conditions without waiting for any reply / rejection letter.

10. MODE OF PAYMENTS

a) All payments shall be remitted in the Indian Overseas Bank, Himayathnagar Branch, 1st Floor, Old MLA Quarters Road, Himayathnagar, Hyderabad-500 029 or its Extension Counter at HMDA commercial complex, Taranaka, Hyd- 7 through Demand Draft / Banker’s Cheque / Pay Order duly drawn in favour of Metropolitan Commissioner, HMDA on any Nationalized / Scheduled Bank.

b) No direct payment either in cash or by DD or Banker’s Cheque in HMDA Office will be accepted.

c) All outstation DD’s shall be remitted at the Indian Overseas Bank, Himayathnagar Branch, 1st Floor, Old MLA Quarters Road, Himayathnagar, Hyderabad-500 029. HMDA will not be responsible for postal delay.

11. CANCELLATION/SURRENDER/WITH DRAWAL AND REFUNDS

a) All the payments by the applicant shall be made within the stipulated time. For non-payment of the sale price within the stipulated time, the allotment will be cancelled without any intimation of whatsoever nature.

b) For the purpose of prompt accounting and in the interest of the applicant, he/she may

intimate the payment particulars as and when made as per time schedule.

c) The allotment is also liable for cancellation for violation of any other terms and conditions as contained herein or as may be communicated from time to time.

d) In case of cancellation, for whatsoever reason, the ID in full will be forfeited.

e) Withdrawal from allotment or surrender of allotment by the applicant amounts to

cancellation for the purpose of refund of the amount paid by the applicant.

f) In all cases of refunds, the applicant shall surrender the original challans of payment and submit advance stamped receipt to the Chief Accounts Officer, HMDA and seek refund either in person or by post giving specific address and such refund will be made through an A/c Payee cheque. HMDA will not be responsible for loss or misplacement of the cheque sent by post or for its misutilization

12. POSSESSION AND CONVEYANCE

a) The plot / block size is subject to variation. In case the actual area is less, the excess payment made by the allottee, if any, will be adjusted against future installments or refunded within one month and no interest on such excess payment is payable by HMDA. In case the actual area is more, the cost of excess area will be calculated at the tendered rate upto a period of one year from the date of auction through tenders and thereafter interest on tendered rate will be levied @ 12% p.a. till the date of full payment of the cost.

b) Pre-Final letter will be issued after receipt of full sale price within stipulated time.

c) Possession of the plot / block will be handed over on payment of the full sale price or

any other dues as per the terms and conditions.

d) The allottee / authorized representative shall take over the Physical Possession on or before the date as may be prescribed in the Pre-Final Allotment Letter, failing which penalty @ Rs.2,000/- (Rs.50,000/- for Nandagiri Hills) shall be levied per month till the date of taking over physical possession.

e) Final allotment letter will be issued after taking over physical possession & any other

dues including cost of excess area if any.

f) Conveyance of the plot through a registered Sale Deed will be made on the names of applicants only at the cost and expenses of the applicant after payment of the full sale price and any other dues and after taken over the possession of plot / block. Registration should be completed within the stipulated time as prescribed in the Final

Allotment Letter failing which a penalty of Rs.2,000/- (Rs.50,000/- for Nandagiri Hills) per month shall be levied till the date of submission of document for registration. In respect of NRI allottees the original allottees shall furnish the GPA, authorizing agent / representative for execution of sale deed duly notarized in their countries and sign (Special Power of Attorney) prescribed by the registration authorities and directly forward to HMDA.

g) If two different individuals jointly purchase a single plot / block, registration will be made separately for two individuals after receipt of full sale price of the plot / block subject to condition that both individual shall apply for building permission jointly when no planning sub-division permission is permissible as per HMDA regulations. The bidders shall decide among themselves the location of their share of the plot / block and HMDA has No Objection to Revenue Sub-Division and shall not take any responsibility in this regard. However, Sub-Divisions or further permissions after Sub-Division will be considered only when it is permissible as per HMDA rules and regulations.

13. REVOCATION OF CANCELLATION OF THE ALLOTMENT:

If the applicant/s submit reasons for delay in payment / delay in taking over the possession to the satisfaction of the Metropolitan Commissioner, the METROPOLITAN COMMISSIONER may revoke the cancellation of allotment imposing a penalty which shall not be less than 1% of the sale price, such revocation is purely at the sole discretion of the Metropolitan Commissioner, HMDA, and only it is in cases where at least 80% payment is already made at the time of cancellation. Under no circumstances, the revocation will be considered after six months from the date of cancellation order.

a) No exchange of plots / blocks will be considered under any circumstances whatsoever

reason.

14. GENERAL

a. The layout of the site & the plan are displayed in the office of the HMDA at EMU section,

TARANAKA and also at the respective sites. b. The total Number of plots / blocks, sizes and area / extents as given in the brochure are

approximate and subject to variation.

c. The allotment shall be subject to cancellation for violation of any of the terms and conditions or stipulations or instructions.

d. The allotment is also subject to such rules and regulations of the A.P. Urban Areas

(Development) Act, 1975 or directions of the Government and such other terms and conditions as may be communicated by HMDA from time to time.

e. Water, drainage mains etc., shall belong to HMDA or such other body as may be entrusted

with the laying and maintenance. HMDA reserves the right of entry into the site or premises by its nominees, representatives to inspect, cancel, alter or repair any water or drainage mains passing through such site.

f. The allottee shall have to pay the charges as may be communicated/levied for maintenance

of common amenities, if any, until the layout is handed over to the concerned local body for maintenance, whether the allottee takes over the physical possession or not, from the date fixed for such payment.

g. All rates, taxes, charges, fees, assessment and other levies, etc., of whatsoever nature shall be paid by the allottee to the concerned authority/body including HMDA from the date of allotment (auction).

h. It shall be the responsibility of the applicant to obtain necessary permission for construction

of the building from the appropriate local authority as required under the law and HMDA may consider issue of NOC for obtaining loan.

i. HMDA reserves the right to defer, cancel, alter, amend or modify the

Notification/Advertisement calling for the applications for allotment.

j. Permission for mortgaging the plots / blocks will be entertained, in favour of bank, financial institutions and other Govt. agencies provided the Bank/Financial Institutions or Government Agency issues demand draft in favour of Metropolitan Commissioner, HMDA, for the total dues payable by the allottee to HMDA as on the date.

k. The nomination given in the application is valid till the plot is registered in favour of the

applicant / allottee.

l. All the correspondence will be made to the address given in the application form. It shall be the responsibility of the applicant to get any change in the address duly obtaining acknowledgement from HMDA.

m. HMDA will extend infrastructure like roads, water distribution [Net work within the layout]

system, drainage, external electricity net work wherever required as the proposed plots / blocks are leftover in the existing layouts developed long back, however the plots / blocks put for auction are on “as is where condition is.” The applicants shall inspect the site and satisfy themselves of the condition and location of the plot / block before participating in the auction. HMDA will not carry any development work in any individual plot / block such as removal of boulders, land leveling etc., The allottees shall have no right to claim for extension of time for payment of balance sale price beyond the schedule by taking advantage of the period of one year for extending the infrastructure in these old layouts, and also for exemption of interest for the delay in payment, if any.

n. It shall be the responsibility of the allottee to have service connection secured from the

respective organizations like A.P. Transco; H.M.W.S. & S.B. for electricity, water supply & drainage and at his/her/their own cost.

o. In all matters of doubts or disputes or in respect of any matter not provided for in these

terms and conditions, the decision of the Metropolitan Commissioner, HMDA shall be final and binding.

15. SPECIAL CONDITIONS FOR NANDAGIRI HILLS.

1. The land use for the proposed block / project is earmarked as multipurpose use zone i.e.,

all uses like residential, commercial, IT would be permissible except industries.

2. Planning Permission shall have to be obtained from HMDA.

3. The proposed constructions shall strictly adhere to the common building rules issued by

Government vide G.O.Ms.No.86 MA dated 03-03-2006 and amended from time to time.

4. Sub-division of the block is permissible with a minimum plot / block size of two acres

subject to fulfillment of other conditions.

5. Environment clearance if necessary as per Government of India norms shall be obtained

by the project developer.

6. For all Multi-storied Buildings prior NOC from Airport Authority of India and NOC

from Director General Fire Services Department is mandatory before applying for

building permission.

7. All permissions will be considered by the respective authorities only as per the rules /

regulations, norms as applicable and any changes made from time to time by the

Government. No relaxations will be considered or entertained.

8. In all matters of doubts or disputes or in respect of any matter not provided for in these

terms and conditions, the decision of the Metropolitan Commissioner, HMDA shall be

final and binding.

9. The block put for auction is on “as is where is condition”. The applicants shall inspect

the block and satisfy themselves of the condition and location of the block before

participating in the auction. HMDA will not carry any development work within the

block.

10. The successful bidders of the block after registration can apply for the building

permission to the GHMC for building permission.

11. Site inspection will be arranged from the office of HMDA for those who have purchased

the application form / Brochure.

12. Mode of payment:

(a) The I.D. i.e. 25% of the sale price shall be payable within 15 days from the

opening day of the e-bidding.

(b) The 50% of the sale price is payable within 30 days without interest. For any

delay of this payment will attract 15% interest.

(c) The remaining and final payment of 25% of the sale price is payable within 30

days without interest after last day of the (b) above. For any delay of this

payment will attract 15% interest.

(d) In case of failure to pay the above amount, the highest bidder is having an

option of payment with 15% p.a. interest for another 60 days.
