The Northern Port of Paldiski – Paldiski Sadamate AS – is a 100% privately owned commercial seaport on the Baltic Sea. The land territory and the harbor area are in possession of Paldiski Sadamate AS. The Northern Port of Paldiski is the Estonian port closest to Europe.

Since 1 January 2011 the Northern Port of Paldiski has received a free economic zone status, which provided several ben-efits to cargo owners with regard to transportation of goods and vehicles. Port customers have an option of storing goods on the territory of free economic zone or in Customs Terminal. In order to simplify the procedure of moving cargoes to the Russian Federation Palsteve OÜ – the subsidiary stevedore company and a customs broker – have received the status of AEO (an Authorized Economic Operator of the European Union).

The port and the subsidiary stevedore company Palsteve OÜ operating in the port comply with international standards for port operators which is confirmed by quality certificates ISO 9001, ISO 14001, OHSAS 18001, ISPS. Certification process for ISO 45001 is at the implementation phase.

GENERAL INFORMATION

The Northern Port of Paldiski is lo-cated at the entrance to the Gulf of Finland where the natural depth of the harbor is 12.5-20 meters, which allows working without navigation problems and to accept vessels with large draft, for instance Pana-max-class vessels. This also allows for simultaneous berthing of several vessels. Warm currents in the natural bay of the Northern Port of Paldiski provide for ice-free waters.

of carriage from Estonia to Europe. ■ Railways and motorways con-

nect the port of Paldiski with other Baltic States, Belarus, Central Rus-sia, Urals and Western Siberia, Ka-zakhstan and other countries.

Geographic Locationof the Port

The Northern Port of Paldiski has modern technical equip-ment that allows to handle ca. 3.5 million tons of goods per year. The port is equipped with:

■ Seaport cranes Kondor, Albatros, Sokol, Orjol and Adler with weight-carrying capacity of 20-80 tons. ■ Forklift trucks (Linde, Hyindai and others) for various

types of goods. ■ Linde container loaders.

■ Kalmar and Terberg tug masters. ■ Weighting bridges for railcars (up to 120 tons) and

vehicles (up to 60 tons).

There are two prepackaging lines and blender for packing cargoes into big bags and smaller-sized bags (25-40 kg), placing goods on Euro-palettes and wrapping them in pol-yethylene film.

Equipment

The Northern Port of Paldiski owns sufficient land for its planned operations. The port also has a potential for further devel-opment of its business. Land plots of the port are situated between the railroad and the sea in the direct proximity of the city of Paldiski. The harbor area of the port is 99 ha (the port’s zone of responsibility). The land area of the port is 70 ha. Property of the Northern Port of Paldiski includes:

14 enclosed warehouse facilities for storage of different types of goods (with the total area of 25,000 m2). There are spe-cialized warehouse facilities include rooms for pre-sale preparation of new cars (PDI center) that provides for installation of additional equipment, performing MOT, car wash, etc.

Car terminals with the total area of 25 ha on the territory adjusted to the port are equipped according to the requirements of the world’s leading car manufacturers. The terminals are able to store up to 15,000 cars and to provide for loading of 250 car transporter trucks each day. The Free Zone territory of the port with the total area of 16 ha allows for storage of over 6,000 cars.

All warehouses and berths are connected with railways with the total length of 3,460 meters as well as vehicle roads. The port’s own locomotive for maneuring railcars at port territory. There are mobile manifolds that allow loading platform-cars with heavy and large machines (specialized railcars in the Northern Port of Paldiski).

The berths are constructed to accept general and containerized goods as well as Ro-Ro goods. The berth complex consists of 5 berths with the total length of 1309 meters. The maximum depth at the berths is 11.8 meters; the maximum length of a berth is 310 meters – this allows working with ocean-going vessels. The harbor area of the port is protected from the Baltic Sea with the breakwater jetty (375 meters of length).

Expansion of the berthing area (a 850 expanse) is underway. Here a specialized terminal for cargo ferries and container vessels is to be built. The total development project area is 19 ha.

REGULAR FERRY/RO-RO LINES

FINNLINES

The Northern Port of Paldiski services two regular linesdaily: to Sweden: Paldiski-Kapellskär-Paldiski.

There is a direct weekly connection to Paldiski from Spain and Belgium, and via Antwerp also from Great Britain and the entire Grimaldi-ACL network. The route of Finnlines is passing as follows: Bilbao (Spain) - Zeebrugge (Belgium) - Antwerp (Belgium) - the Northern port of Paldiski (Estonia) - St. Petersburg (Russia).

The vessels are designed to load ro-ro, lo-lo and project cargoes as well as cars and vans on dedicated car decks.

HUB DISTRIBUTION CENTERPaldiski Northern Port offers a railway route from Kazakhstan and Azerbaijan to Paldiski, using the port of Paldiski as a reloading point for transit into/from Finland, Sweden, Norway, Denmark, Europe and further freights following from/in Kazakhstan and from Azerbaijan.

■ Handling/transshipment in the Paldiski Northern Port (Estonia). ■ The possibility of joint development of either a special-

ized container or other terminals, as well as using of exist-

ing distributional warehouses within the Paldiski Northern Port. ■ Dispatch of goods, using possibilities of daily ferries:

to Finland – Paldiski / Hanko and/or to Sweden – Paldiski/ Kapellskär. ■ Loading of containers onto the ferry - direct dispatch. ■ Reloading of container into heavy trucks to be deliv-

HANDLING OF CARGOESGeneral GoodsThe Northern Port of Paldiski successfully handles and stores general goods and mineral fertilizers. The modern complex for handling of mineral fertilizers allows loading bulk cargoes regardless of weather conditions.

The Northern Port of Paldiski accepts and handles vessels with carrying capacity of 1,000 - 50,000 tons. There are closed warehouse facilities on the port territory for storage of bulk fertilizers (up to 20,000 tons of volume).

New vehiclesThe Northern Port of Paldiski specializes in transshipment and storage of new passenger cars. The port has a PDI center that provides for pre-sale preparation of new cars. The following services are offered: car wash, covering of car’s full body with protective film, fueling, battery charge and tire pressure control, breaking system control, MOT, installation of optional equipment, other services.

Oversized/Heavy CargoesThe Northern Port of Paldiski specializes in transshipment and storage of oversized and heavy cargoes (wind genera-tors, metalwork, modules, crane beams, etc.). Hi-tech port equipment allows processing such oversized and heavy cargoes without costly rent of loading equipment from oth-er ports, which decreases expenses for cargo owners. Be-sides servicing cargo traffic between Russia/Asia and the EU the Northern Port of Paldiski provides for transshipment of rolling machines (harvesters, construction and agricul-tural machines – both tracked and wheeled) and goods from Belarus to the Latin America, as well as NATO and UN cargoes.

The Free Zone with the total area of 16 ha is equipped with enhanced security system in compliance with the require-ments of Daimler AG applying to storage of Мercedes-Benz vehicles.

The entire port territory is enclosed with high fence with barbed wire corresponding to the European standards for bor-der protection. Terminals for storage of vehicles are equipped with additional security means and surrounded by ditches. Berths, storage areas and facilities are equipped with video surveillance systems and 24/7 alarm systems directly con-nected to the city’s police service. The port and the compound entry point is equipped with automatic license plate scanners for car transporter trucks.

The Northern Port of Paldiski is the owner of 2 covered hard-shelled trucks with semi-trailers Rolfo Auriga LF 4 and 3 each as well as 14 tented trucks with semi-trailers Rolfo LF 5,5 each, powered by special low saddle DAF trucks.

Faster Border Crossing

SIMPLIFIED PROCEDURE FOR CARRIAGE OF GOODS

All cargo transport following through Koidula/Kunichina Gora customs terminal from the Northern Port of Paldiski to the Russian Federation with customs clearance at the free warehouse Mikom are put in a separate queue at the holding bay on Koidula terminal.

This procedure only applies to trucks with T1 transit dec-laration formalized in the Northern Port of Paldiski that is to be closed at the holding bay by employees of OÜ Palsteve. Trucks pass through Koidula/Kunichina Gora customs terminal under a simplified procedure and then take the dedicated traffic lane to Customs and Logistics Terminal Mikom, where the goods are controlled and where the full customs clearance takes place.

This allows the Northern Port of Paldiski to offers its cus-tomers the only one a simplified crossing of border be-tween the European Union and the Russian Federation.

Mikom

The strategic goal of the Northern Port of Paldiski is pro-vide full range of services in delivery of cargoes.

Multimodal transportation of goods offered by the group of companies of the Northern Port of Paldiski allows cargo owners to significantly reduce time and expenses in con-nection with carriage and customs formalities.

Customs and Logistics Terminal LLC Mikom licensed for operating as a temporary warehouse for excise goods, in-cluding alcohol, is the general partner of the Northern Port of Paldiski. It is the first Customs and Logistics Terminal constructed in accordance with the governmental concept of customs formalization and control of goods in the loca-tions close to the state border with the Russian Federation.

■ Motorway terminal (Kunichina Gora) – straight-line dis-tance 700 m; using a city bypass road – 2,1 km. ■ Railway terminal (Pechery-Pskovskije) – distance of

450 m.

The temporary warehouse Mikom is located on a 8 ha land plot that belongs to Mikom Group. The temporary ware-house Mikom has an enclosed warehouse (volume of 1380 m3) that is designated for storage of goods, including a tem-perature control area. There is an administrative building with the area of over 500 m2 for customs officers, appli-cants and service personnel. Technical equipment of the temporary warehouse Mikom allow providing simultaneous services to up to 305 units of cargo transport. The ware-house is able to simultaneously accept 180 trucks and 1200 passenger cars.
