Foreword
The Bureau of Justice Statistics has supported and long encouraged the criminal justice community to replicate, coordinate and share information management systems, policy and data. To facilitate such sharing, BJS and SEARCH Group have, since 1980, collaborated on producing three editions of the Directory of Automated Criminal Justice Information Systems, a project initiated by the Law Enforcement Assistance Administration in 1972. The Directories provide information about particular information systems and the level of automation among justice agencies. They are designed with the specific intent of facilitating the exchange of infonnation and the transfer or adaptation of exemplary systems.
Our latest, and fourth such collaboration, the 1990 edition of the Directory of Automated Criminal Justice Information Systems, is comprised of five separate volumes, one for each of the principal criminal justice disciplines: Corrections, Courts, Law Enforcement, Probation and Parole, and Prosecution. Taken together, the Directories are a valuable resource for criminal justice agencies in the process of selecting an automated information management system that will meet their individual needs. It is the hope of the Bureau of Justice Statistics that this series of Directories will promote computerized information processing and also will help state and local agencies to generate accurate and timely criminal justice statistics.

Introduction
In 1976 SEARCH Group created the National Oearinghouse for CriminalJ ustice Information Systems to promote and facilitate the transfer of automated. public domain information management systems. The role of the Clearinghouse has grown to include the collection and dissemination of information about proprietary information systems as well. In support of this function, the Clearinghouse maintains the Automated Index of Criminal Justice Information Systems - a database containing information on automated systems and the hundreds of agencies using those systems. Since 1980 the Clearinghouse, with support from the Bureau of Justice Statistics, has published three editions of the Directory of Automated Criminal Justice Information Systems based on information generated from the Index's database. The Directory has served as a valuable resource for criminal justice practitioners who needed guidance in selecting an appropriate automated records system and it has also helped to minimize duplicate system development efforts.
Methodology The SEARCH Automated Index of Criminal Justice Information Systems, the database for the printed Directory, was completely redesigned in 1989 and this Prosecution Directory reflects that revision. ,The redesign of the Automated Index altered the structure of the database and required modifications to the survey instrument used to collect the data. (See Appendix 3, Sample Survey: Prosecution and Appendix 4, Sample Survey: Software Developer for samples of the survey instrument) Surveys were mailed to all agencies and software developers listed in the 1986 Directory of Automated Criminal Justice Information Systems. In addition, SEARCH requested state planning agencies, statistical analysis centers, state Attorneys General, and the directors of state and national criminal justice associations to identify automated criminal justice agencies andjustice information systems that would be appropriate to include in the 1990 series of Directories. SEARCH then mailed surveys to the agencies and the system developers/

vendors. If a vendor identified agencies where the vendor's product was installed. a survey was also mailed to those agencies.
Organization and Use The Directory has traditionally been published at three-year intervalsas a single,large volume. In this 1990 edition. five separate volumes were published -oneDirectory for each of the principal criminal justice disciplines: Corrections (Volume 1); Courts (Volume ll); Law Enforcement (Volume llI); Probation and Parole (Volume IV); and Prosecution (Volume V). Separate, discipline-specific volumes significantly reduced the publication size, making it easier for users to quickly locate the information they need. Together, the Directories contain profiles on 130 automated systems and over 700 criminal justice agencies.
Each Directory is divided into four parts: Part I, Agency Description Records; Part n, System Description Records; Part ru, Indices; and Part IV. Appendices. The Agency Description Records are based on information provided by individual agencies that responded to SEARCH's national survey of criminal justice agencies. and the System Description Records reflect survey responses from the system developers and vendors.
A primary difference between past editions of the Directory and the 1990 edition is the manner in which information is preSented. Previously, an automated system that was operating in several different agencies was independently described in the Directory by each installation, causing a great deal of duplication and some' inaccuracies in the publication. Now. in the 1990 edition, the system information is listed only once, and agencies using that particular system are cross-referenced.
Part I: Agency Description Records Agency Description Records for prosecution are divided into four sections. The frrst section at the top of the page provides the name, address and telephone number of the agency, the name and title of a contact person, and indicates the type of agency, the population size of the jurisdiction served, the number of full-time and part-

time prosecutors, and the number of criminal and civil cases filed in 1988.
The second section, "Computer Equipment," contains information on the agency's computer hardware. The record describes the agency's access to a computer (whetherit has exclusive use, shares with another agency or division, or relies on a central data processingbureau for computer services); the number of Full-time Equivalent data processing employees; and the hardware configurations used (type, manufacturer and model, operating system, quantity and the type of Local Area Network).
The third section, "Automated Functions," lists the agency's general functions that are automated, such as accounting, electronic mail, spreadsheets and word processing. This section also lists any automated functions that are specific to prosecution, such as assignment-attorneys, subpoena processing and victim/wibless control. (See Appendix I, Automated Functions: Discipline-Specific I for a complete listing of the choice of automated functions for each discipline.)
The fmal section of the Agency Description Record is "Criminal Justice Software Applications," which lists the name and acronym of any criminal justice qr prosecution-specific software application currently used by the agency. If the software package has a corresponding System Description Record entry containing system information supplied by the developer/vendor, then the page on which that record appears is also listed. This cross-reference enables the reader to learn about the functions, features and operational requirements of the system.
Part II: System Description Records Prosecution System Description Records are divided into five sec- . tions. The first section lists the product name and acronym (if there is one), as well as the developer's name, address, telephone number and the name and title of a contact person. source code is available. It also identifies the progrdffiming language the system is written in, and lists the vendor support services offered and any special product features.
Section two, "Computer Equipment," lists the hardware configurations upon which the system runs, indicating the type (mainframe, minicomputer or microcomputer), manufacturer and model, operating system, and if it runs on a Local Area Network.
Section three, "Automated Functions," lists any automated functions of the system that are specific to prosecution, such as calendaring/scheduling, case management and victim/witness control. (See Appendix 1, Automated Functions: Discipline-Specific, for a complete listing of the choice of automated functionsfor each discipline.)
The fourth section is the "Narrative" in which the vendor provides a general description of the system, and often includes the price af the product.
The fifth, and fmal' section of the System Description Record, "System Users," lists up to three agencies that have obtained the named product. If the specified agency has a corresponding Agency Description Record entry containing operational information supplied by a prosecutor's office, then the page on which that record appears is also listed. This cross-reference enables the reader to learn about the agency in which the system is operating.
Part III: Indices The Prosecution Directory has two major types of Indices which enable readers to search the Directory quickly and easily for information on agencies and systems: Agency Indices and System Indices.
Index A, Agency Indices, includes five Indices of the agencies described in Part I: Agency Description Records:

Limitations Although the compilers ofthisProsecutionDireclory have sought to create a useful and comprehensive resource document, readers need to be aware of and understand its limitations. It is not an exhaustive list of all automated criminal justice agencies or of all criminal justice information management systems. The publication is based on information voluntarily provided by criminal justice practitioners and system developers and vendors who responded to our survey. It was not possible to verify all submitted information and thus the data were accepted and used as reported.

If, for example, a sQrvey was incomplete or an answer was unclear, the Directory will show a blank for that particular response.
Whenever possible, systems listed under "Criminal Justice Software Applications" in an Agency Description Record will be cross-referenced with a System Description Record. Likewise, if a developer describes a system in a System Description Record and indicates that the system is operational in a particular agency, every attempt was made to create a corresponding Agency Description Record. As mentioned above, however, records were only created if the developer and the agency submitted a complete survey form.
This Prosecution Directory can provide an excellent overview of a prosecutor's office size and level of automation, as well as a representative sketch of a system's functions and features. Systems are frequently Updated, however, and just as frequently are replaced. Personnel turnover and organizational changes may also cause some of the information contained in the Directory to be out pf date. We suggest that readers interested in a particular system contact the developer or the agency that is using the system to verify the Directory's information and to learn fIrst-hand of the system's capabilities.
Readers are strongly encouraged to review the other four volumes in the Directory series when searching for an appropriate system or a comparable agency. For example, it is possible that a system that is used by a prosecutor's office, and thus is listed under "Criminal Justice Software Applications" in an Agency Description Record, is part of a larger system that was developed by a law enforcement agency. Because a law enforcement agency developed the system, tlle System Description Record may be in the Law Enforcement Directory 01 olume III), not theProsecutionDirectory 010lume V).

When reviewing the contents of the Directories, readers should also bear in mind that two different systems may have the exact same name. By checking the infonnation in the System Description Record, readers can determine if identically-named systems are, in fact, produced by the same developer.
Finally, it is important that any omissions or errors be corrected and new infonnation added to the Automated Index of Criminal Justice Information Systems. Readers are asked to use the Update/ Co"ectionN otification F onn (See Appendix 5) to keep SEARCH informed of agency and system changes. This form may also be used to request a survey for the purpose of adding new Agency Description Records or System Description Records. All submitted forms will be used to amend and expand future editions of the Directory and the Automated Index of Criminal Justice Information Systems.
Computerized Access to DIrectory Infonnatlon As noted earlier, the Automated Index of Criminal Justice Information Systems is the database for the printed Directories. The Automated Index is continuously updated and revised as SEARCH receives new information on systems and automated agencies. Practitioners may access the Automated lndex through the SEARCH-BBS, an electronic bulletin board that is available free of charge to the criminal justice community. Users may search the Automated Index for systems that meet specific functional, hardware, or software needs. They may also identify agencies which meet certain criteria and then review the criminal justice information systems in use by those agencies. Both of these approaches utilize a user-friendly, menu-driven system. To access the Automated Index through the SEARCH-BBS, users need a microcomputer, a modem and a communications package. 1989 Survey of Automated Criminal Justice Agencies
Many criminal justice practitioners are discovering the benefits of using computers in their agencies. But agencies are often not informed about the existence and capabilities of automated information systems designed specifically for criminal justice. TheNational Clearinghouse for Criminal Justice Information Systems - a multi-functional program of SEARCH Group, Inc. and the Bureau of Justice Statistics - was established to collect and disseminate this information to benefit state and local justice agencies.
The Clearinghouse documents public domain and proprietary automated information systems and promotes and facilitates the transfer of proven criminal justice systems. For more than 12 years, the Clearinghouse has operated the Automated Index of Criminal Justice Systems. TIlls Index contains information on over 1,500 operational justice systems and is an invaluable resource for criminal justice personnel who are turning to computers to solve their information management problems. In response to telephone requests from criminal justice agencies, SEARCH staff query the Automated Index database about systems that perform specific justice functions or which operate on particular hardware or operating systems.
SEARCH Group, Inc., is a nonprofit, publicinterest organization dedicated to applying information technology to benefit criminal justice. SEARCH was recently awarded a grant by the Bureau of Justice Statistics, U.S. Department of Justice, to redesign and enhance the Automated Index. Enhancements planned for the Automated Index will increase its usefulness in responding to inquiries from agencies and expand its capability for more detailed data.
This survey is part of the Index enhancement effort and is designed to collect information on the types of automated system(s) maintained by your agency.
