    Administrative History Ban Ki-moon was the eighth Secretary-General of the United Nations. His priorities have been to mobilize world leaders around a set of new global challenges, from climate change and economic upheaval to pandemics and increasing pressures involving food, energy and water. He has sought to be a bridge-builder, to give voice to the world's poorest and most vulnerable people, and to strengthen the Organization itself. "I grew up in war", the Secretary-General has said, "and saw the United Nations help my country to recover and rebuild. That experience was a big part of what led me to pursue a career in public service. As Secretary-General, I am determined to see this Organization deliver tangible, meaningful results that advance peace, development and human rights." Mr. Ban held office from on 1 January 2007 to 31 December 2016. On 21 June 2011, he was unanimously re-elected by the General Assembly for a second mandate. One of the Secretary-General's first major initiatives was the 2007 Climate Change Summit, followed by extensive diplomatic efforts that have helped put the issue at the forefront of the global agenda. Subsequent efforts to focus on the world's main anti-poverty targets, the Millennium Development Goals, have generated more than $60 billion in pledges, with a special emphasis on Africa and the new Global Strategy on Women's and Children's Health. At the height of the food, energy and economic crises in 2008, the Secretary-General successfully appealed to the G20 for a $1 trillion financingpackage for developing countries and took other steps to guide the international response and protect the vulnerable and poor. The Secretary-General pressed successfully for the creation of UN Women, a major new agency that consolidates the UN's work in this area. His advocacy for women's rights and gender equality has also included the "Unite to End Violence against Women" campaign, the "Stop Rape Now" initiative, the creation of a "Network of Men Leaders" and the establishment of a new Special Representative on Sexual Violence in Conflict. Within the UN itself, the Secretary-General has increased the number of women in senior management positions by more than 40 per cent, reaching the highest level in the Organization's history. Ban Ki-moon has sought to strengthen UN peace efforts, including through the New Horizons peacekeeping initiative, the Global Field Support Strategy and the Civilian Capacity Review, a package of steps to improve the impact of the 120,000 United Nations "blue helmets" operating in the world's conflict zones. A mediation support unit, along with new capacity to carry out the Secretary-General's good offices, have been set up to help prevent, manage and resolve tensions, conflicts and crises. Accountability for violations of human rights has received high-level attention through inquiries related to Gaza, Guinea, Pakistan and Sri Lanka, legal processes in Lebanon and Cambodia, and advocacy for the "responsibility to protect," the new United Nations norm aimed at preventing and halting genocide and other grave crimes. He has also sought to strengthen humanitarian response in the aftermath of mega-disasters in Myanmar (2008), Haiti (2010), and Pakistan (2010), and mobilized UN support for the democratic transitions in North Africa and the Middle East. Mr. Ban has sought to rejuvenate the disarmament agenda through a five-point plan, efforts to break the deadlock at the Conference on Disarmament and renewed attention to nuclear safety and security in the aftermath of the tragedy at the Fukushima Daiichi Nuclear Power Plant in Japan (2011). The Secretary-General has introduced new measures aimed at making the United Nations more transparent, effective and efficient. These include heightened financial disclosure requirements, compacts with senior managers, harmonization of business practices and conditions of service, the adoption of International Public Sector Accounting Standards, and continued investments in information technology and staff development. The Secretary-General was born in the Republic of Korea on 13 June 1944. He received a bachelor's degree in international relations from Seoul National University in 1970. In 1985, he earned a master's degree in public administration from the Kennedy School of Government at Harvard University. At the time of his election as Secretary-General, Mr. Ban was his country's Minister of Foreign Affairs and Trade. His 37 years of service with the Ministry included postings in New Delhi, Washington D.C. and Vienna, and responsibility for a variety of portfolios, including Foreign Policy Adviser to the President, Chief National Security Adviser to the President, Deputy Minister for Policy Planning and Director-General of American Affairs.

    Mr. Ban's ties to the United Nations date back to 1975, when he worked for the Foreign Ministry's United Nations Division. That work expanded over the years, with assignments that included service as Chairman of the Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization and Chef de Cabinet during the Republic of Korea's 2001-2002 presidency of the UN General Assembly. Mr. Ban has also been actively involved in issues relating to inter-Korean relations.

    Ban Ki-moon and his wife, Madam Yoo (Ban) Soon-taek, whom he met in high school in 1962, have one son, two daughters and three grandchildren.

    Administrative History

    The Office of the Deputy Secretary-General (ODSG) was created in 1997 to assist the Secretary-General in managing the operations of the Secretariat; acting for the Secretary-General at United Nations Headquarters in the absence of the Secretary-General and in other cases as decided by the Secretary-General; supporting the Secretary-General to ensure inter-sectoral and inter-institutional coherence of activities and programmes and to elevate the profile and leadership of the United Nations in the economic and social spheres, including further efforts to strengthen the United Nations as a leading centre for development policy and development assistance; representing the Secretary-General at conferences, official functions and ceremonial and other occasions as directed by the Secretary-General; and undertaking such assignments as determined by the Secretary-General.

    Asha-Rose Migiro served as Deputy Secretary-General from 2007-2012. As part of her work, she chaired the Millennium Development Goals (MDG) Africa Working Group. Her papers consist of two series: S-1893: Activities and S-1894: Trips.

    Before joining the United Nations, Ms. Migiro was the first woman in the United Republic of Tanzania to serve as Minister of Foreign Affairs and International Cooperation. She held that position from 2006-2007. In addition, she was Minister for Community Development, Gender and Children for five years, and also served as Chair of the Council of Ministers' meetings of the International Conference of the Great Lakes Region; Chair of the Southern African Development Community (SADC) Ministerial Committee of the Organ on Politics, Defense and Security

    Cooperation; and President of the United Nations Security Council during its open debate on peace, security and development in the Great Lakes Region. Ms. Migiro was a member of the Faculty of Law at the University of Dar-es-Salaam and headed the Department of Constitutional and Administrative Law from 1992 to 1994, and the Department of Civil and Criminal Law from 1994 to 1997. She also served as a member of Tanzania's Law Reform Commission in 1997 and was a member of the United Nations Committee on the Elimination of Discrimination against Women in 2000.

    Ms. Migiro concluded her tenure on 1 July 2012. Subsequently, she was appointed as the Secretary-General's Special Envoy for HIV/AIDS in Africa.

    Jan Eliasson was appointed Deputy Secretary-General on 2 March 2012 and assumed office on 1 July 2012 until 31 December 2016. He concurrently served as Chair of the Rule of Law Coordination and Resource Group (RoLCRG). His papers consist of two series: S-1945: Activities and S-1944: Trips.

    Prior to assuming the position of Deputy Secretary-General, Mr. Eliasson served as President of the 60th Session of the General Assembly in 2005 and as Special Envoy of the Secretary-General for Darfur from 2007-2008. A veteran in the fields of diplomacy and foreign relations, he served as State Secretary for Foreign Affairs from 1994 to 2000, a key position in formulating and implementing Swedish foreign policy. From 1988 to 1992, he was Sweden's Ambassador to the United Nations. During this period, he also served as the Personal Representative of the Secretary-General on Iran/Iraq and was Chairman of the General Assembly's working group on emergency relief in 1991, Vice President of the Economic and Social Council (ECOSOC) from 1991-1992, and Chairman of the United Nations Trust Fund for South Africa from 1988-1992. Mr. Eliasson was appointed the first Under-Secretary-General for Humanitarian Affairs in 1992, and was involved in operations in Somalia, Sudan, Mozambique and the Balkans, as well as initiatives concerning landmines, conflict prevention and humanitarian action.

    He also served as the Chair of Water Aid/Sweden and was a member of the Secretary-General's Advocacy Group of the Millennium Development Goals (MDGs).

    S-1893 Deputy Secretary-General Asha-Rose Migiro's Activities 2004-2012

    Scope and Content

    Series 1893 contains records detailing the daily activities of the Deputy Secretary-General and primarily consists of correspondence, invitations, congratulatory letters and chronological files.

    Asha-Rose Migiro assumed the Office of the Deputy Secretary-General (ODSG) on 5 February 2007 and concluded her tenure on 1 July 2012. Her chronological files consist of 49 boxes. These records provide a detailed record of Ms. Migiro's work and activities, spanning 2007-2012. The files contain information about the crisis in Syria (2011); the conflict in Sudan; the Egyptian Revolution (2011); the earthquakes in Chile and Haiti (2011); women's rights, particularly violence against women; the HIV/AIDS crisis; Iran's nuclear programme; the Israeli-Palestinian peace process; education initiatives; and climate change. There are also records pertaining to meetings of the Policy Committee, Management Committee, Security Council and the Steering Committee.

    In addition, there are background notes on topics of importance; programme materials for summits and conferences; briefing notes for meetings with commissioners, ministers and government officials; personnel records; planning and strategy documents for current and future UN initiatives, including the Secretary-General's Global Initiative on Education and Umoja ; and copies of notes to the Secretary-General about Ms. Migiro's meetings and travels.

    The chronological files also contain travel itineraries; copies of Ms. Migiro's speeches; talking points on various topics; and Q & A reference documents. There are occasional reference copies of correspondence between Secretary-General Ban Ki-moon and various government officials, as well as drafts of letters for the Secretary-General's approval and signature.

    S-1893 also contains three boxes of congratulatory letters sent to Dr. Asha-Rose Migiro following her appointment as DeputySecretary-General in February 2007 from world leaders, diplomats and ministers. Ms. Migiro's corresponding thank-you letters areincluded.

    In addition, there are six boxes of invitations, dating from 2007-2008, to attend conferences, summits and events, some focused on women's rights, Africa, poverty, climate change and education initiatives. Other invitations are contained in the chronological files. Additional information about the various conferences may be found in Series 1894 (Trips).

    S-1893 also contains three boxes of records pertaining to the High-Level Event (HLE) on Millennium Development Goals (MDG) heldat United Nations Headquarters in New York on 25 September 2008. These records include invitations to Member States, non-governmental Organizations (NGOs), and individuals in the private sector. Other records include programmes for the event andpartnership events; briefings of planning meetings; and invitations for the related High-Level Meeting on Africa's Development Needs,held on 22 September 2008.

    Scope and Content

    Series 1894 consists of records documenting the official travel of the Deputy Secretary-General. The records primarily consist of briefing and trip books containing itineraries, programme information, background about the country to be visited, profiles of officials, talking points, and speeches.

    Asha-Rose Migiro served as Deputy Secretary-General from 5 February 2007 to 1 July 2012. Ms. Migiro travelled to every continent and nearly every region of the world to attend conferences and summits relating to present-day world issues such as HIV/AIDS, women's empowerment, climate change, child poverty, education initiatives and economic development.

    There are files for conferencesand meetings that she attended regularly, including the African Union Summit, World Knowledge Forum, Economic Commission for Europe, Secretary-General's retreat, United Nations Chief Executives Board Sessions, Economic and Social Council, Millennium Development Goals, and Regional Coordination Meetings.

    S-1894 also contains one box documenting the official travel of Deputy Secretary-General Jan Eliasson, who assumed his position on1 July 2012. These records primarily consist of briefing books.
