Conclusion:
- Most houses of surveyed families were not applied storm resistant
techniques and not safe in natural disaster (some of them were reinforcedby old methods with experience of people)
- 85,6% surveyed households expressed interest in a credit-for-housingprogram which help poor people have chance to repair and reconstruct theirhouses, ensuring a safe shelter.

II. CREDIT-FOR-HOUSING PROGRAM
1. Main objectives
- Increasing resilience through establishing a revolving fund for
housing reinforcement and construction with storm resistanttechniques;
- Building capacity of the Da Nang Womens Union on climatechange;
2. Specific objectives- 320 households over 3 years and 430 households over 6 yearsaccess loans;
- 20 very poor households receive support from the Da NangFatherland and the loan program to ensure constructing a stormresistant houses;
- Building capacity of Womens Union on CBDRM training, ClimateChange resilience and financial management;

in the project areas impacted by storm and flood;- Savings, legal tenure;- Recommended by local authority and peers;- Semi-permanent house requiring reinforcement orreconstruction;- Commitment to storm resistant housing design;- Other types of commercial credit are inaccessible;- Participation in savings group and training,regulations of savings group;

5. Savings groups
- A group has 10-15 members from residentialcommunity, mostly women.
- Purpose: Help members access loan source; helptogether during repayment process; establish a savingsaccount ; collect monthly principal and interest and sendto credit officials of the Project Management Board.
Group members guarantee the individual loans.

6. Strengths of Savings Group model:
* For members:
- Capital and interest are divided into smallparts and refund gradually duringborrowing period;
- Reduce difficulties for members if they
have to refund a big amount at the end ofloan cycle because of risks;
- Monthly repayment requires members to
be dynamic to earn money to refundmonthly;
- Help members have plan and savinghabits.

- Create a stable life in housing for the poor communityin disasters;
- Enhance the awareness for the community and thecapacity of contractors in storm resistant housingtechniques; Develop Guidelines of storm resistanthousing techniques;
- Strengthen skills of financial and savings management,and disaster prevention for WU officials at all levels andthe community;
- Create a group of trainers in climate change andcommunity-based disaster risk management.
- Approach another sources to duplicate and expand themodel.

- Keeping stable and increasing project scaleafter 3 years;
- WU operates many credit programs but nothousing credit program for the poor people;they do not have knowledge of climate
