    LECTURE 1 7

    Planning theories are not new

In house engineering at some very large corporations had internal standards, processes and methodologies for approaching their facility projects for decades.

Some early thinking of planning existed even in the 50s see the thinking method recommended here:

Many of in house standards are outdated use them with care.

Always ask yourself why are we doing this, is there a better way to solve this problem?

    History and background

    LECTURE 1 8

Why Learning about Planning ?MOST IMPORTANT BENEFIT OF PLANNING IS: It anticipates the final results of a project while spending only 20% (+-) of the engineering budget. What can be done if the anticipated cost estimate of a project is over the approved capital spending and not acceptable? Stop the project still good for customer because only 20%

capital was spent on engineering bad for design firm to stop Re-design the same concept but reduce areas = cost but still

meeting the customers mission. (sometimes done free of charge by the design organization to stay on project longer)

Move towards a totally different concept planning approach. Look for more funding approval unlikely scenario, because the

leadership team can lose credibility and his/her job is at risk.

A PLANNING MANUAL CAN HAVE FROM 20 TO 200 PAGES,TEXT, CHARTS AND GRAPHICS example:

MOM The architect / planner is responsible for writing, circulating, getting approvals and archiving MOMs

    LECTURE 1 15

    PlanningPrograming - data collection :

    DATACOLLECTIONPROCESS:

MOM Is an important vehicle to ask questions and record answers and move the project forward.

MOM - once approved by all stakeholders, MOM becomes project record.

    LECTURE 1 17

    PlanningPrograming - data collection :

    DATACOLLECTIONPROCESS:

    MOM Interviews and

brainstorming are done at designers initiative.

Customer needs to agreed and participate will solve most problems at a low cost.

    MOM Interviewers part of

the design organization needs to be well informed about Customers business and what is the market and global industry trend.

These require many years of specialization in specific building types.

Building specialization for architects and engineers is here to stay.

    LECTURE 1 19

    PlanningPrograming - data collection :

    DATACOLLECTIONPROCESS:

    MOM Interviewers should

work like facilitators, and have leadership skills.

That will help Customer to assign resources and set dates.

Record these commitments in MOMsaction items columns.

Otherwise, the data collection will drag and exhaust all funds with little or no results.

    MOM Interviewers should show

flexibility in approaching projects as not two assignments are the same.

Transferring knowledge from one field to another, from one building type to another bldg. type is essential for a successful planner.

This job was doing planning for an organ donor processing facility by professionals working mostly in planning bio-chemical labs. Through knowledge transfer, the planning phase was a successful one, and moved the project forward.

    PlanningPrograming - data collection :

LCD similar with 6 Sigma Lean process is produces by Customers company with large capital investment programs, and it represents means and methods to reduce capital $ during large projects, normally over $10 mil in capital.

    LECTURE 1 23

PlanningPrograming - data collection : SEVERAL CORP GUIDELINES ARE LISTED TO BE FOLLOWED FOR COST AND QUALITY CONTROL

    LECTURE 1 24

    PlanningPrograming - data collection :

Architects and engineers with long career in facility planning and design, plus attorneys and finance specialists, are writing this document, and gets feedback from Business Units and Central Engineering.

Once approved, it becomes the road map to execute capital projects.

    CORPORATE CLIENT GUIDELINES BENCHMARKS:

    LECTURE 1 25

    PlanningPrograming - data collection :

The review process is very strict is asking for 90% financial confidence level if design team does not meet the corporate goals, the project leader is replaced, lowers his / her performance evaluation, and can lead to a position change and up to dismissal.

    LECTURE 1 26

    PlanningPrograming - data collection :

Mandatory standards to be followed - there are many to be followed:

This standard should be followed when designing emergency shelters for employees.

It is demanded by the customers insurance carrier.

    PlanningPrograming - data collection :

    VENDORS DATA:

TELEPRESENCE ROOMS SHOP DRAWINGS AND SPECS WILL BE FOLLOWED DURING FRONT END DESIGN

IF NOT ROOM AND EQUIPMENT SUPPORT WILL NOT FIT LATER IN THE DESIGN DEVELOPMENT.

    LECTURE 1 28

    PlanningPrograming - data collection :

VENDORS DATA:TELEPRESENCE ROOMTHESE ARE KEY VENDORS APPROVED BY CUSTOMER FOR QUALITY AND COST.THEIR PARTICIPATION IN THE PLANNING JOB IS ABSOLUTELY NECESSARY TO ALLOW THE PROPER SIZE AND UTILITIES REQUIREMENTS. SIMILAR ROOMS ARE: UPS ROOMS, MEDICAL ROOMS, FOOD SERVICE SERVER ROOMS SECURITY ROOMS

    LECTURE 1 29

    PlanningPrograming data collection:

    HEAD COUNT with projections

as established by customers PM as required by the business units increased sales, production and customers base.

Planner needs to convert the HC into space allocation both for offices and for lockers, toilets, conf. rooms, training, cafeteria, parking, etc.

Must define sex split for the entire population on site.

HEAD COUNT (HC) needs to cover offices and work stations (WS) for the entire organization and for every person (FT, PT, Contr) that has a role in the business we are designing for.

    LECTURE 1 31

    PlanningPrograming data collection:

    HEAD COUNT

when HR data is not available, architect planner should take the initiative and start the process by collecting data and submit for approval.

Customers are very busy with day-to-day activities, have no time to support projects

    LECTURE 1 35

PlanningPrograming data collection: Corporate colors are set by corporate engineering to establish a unique and consistent look, so the corporate image to the public, to its employees and customers, will be similar regardless of its location around the globe. There are cases where corporate standards are site dependent.

    LECTURE 1 38

PlanningPrograming data collection: Equipment list are needed from Customers users groups: Indicate each testing equipment, new or reused, its size, and if floor or bench mounted.

    LECTURE 1 39

PlanningPrograming data collection: CORPORATE STANDARD DETAILS:Construction Details are not part of a planning job, however a good planner must have the final product in mind think of this as needing to solve all problems to complete the project from A-Z.

THEY ARE AVAILABLE FROM LARGE CUSTOMERS WITH IN HOUSE ENGINEERING CAPABILITIES.

THESE ARE MADE AVAILABLE TO A&E FIRMS FOR USE, AFTER ENG CONTRACT IS SIGNED.

STANDARD DETAILS ARE VERIFIED BY CUSTOMERS IN MANY YEARS AND MANY FACILITIES AROUND THE GLOBE,

THEY ARE REVIEWED AND ACCEPTED BY CUSTOMERS SUPPLIERS WHO ARE GIVING WARRANTIES AND SERVICE AGREEMENTS.

A&E NEEDS TO VERY THEM ALL BEFORE ENDORSING AND USING ON PROJECTS.

MANY STANDARDS ARE OLD, BECAUSE CUSTOMERS ENGINEERING GROUPS DO NOT STAY IN TOUCH WITH CONSTRUCTION PROGRESS AND TECHNOLOGIES ADVANCEMENTS.

A&E NEEDS TO INFORM CUSTOMERS OF NEW AND VERIFIED SYSTEMS AVAILABLE THAT COST LESS AND PERFORM BETTER.

    LECTURE 1 40
