It IS Informed that the Competent Authority has approved the booking of
Air/Rail tickets for official journeys within India & abroad through two Agencies
namely, M/s Sonata Travels India Pvt. Ltd. & M/s G.D. Goenka Tourism Pvt. Ltd. for
a period of two years commencing from 19.09.11.
The copy of agreement / terms & conditions executed between ESIC &
representatives of above Agencies are enclosed herewith for information & taking
necessary action at your end.

AGREEMENT
This Agreement (hereinafter called "the Agreement") is made
between Employees' State Insurance Corporation, Panchdeep Bhawan, CIG
rvlarg, New Delhi - 110 002, India (hereinafter referred to as ESIC
represented by J,D, (Genl.) or Authorised Representative, which
expression shall, unless excluded by or repugnant to the context be
deemed to Include his successors in office, representative and assignee)
and G.D. Goenka Tourism Corporation Ltd. N-86, Connaught Place,
New Delhi 110 001 (hereinafter referred to as "Travel Agent"
represented by Operation-Head which expression shall, unless excluded by
or repugnant to the context, be deemed to include their / his / her
successors in interest) for appointment as official Travel Agent for ESIC for

I. Period of Contract:-
This contract shall be valid for a period of two years (i.e.
J9.09.2011 to 18.09.2013).
n.Obligation of Travel Agent :-
A. International! Domestic Travel
1. Shall suggest itineraries by shortest and economical routes
and shall also depute representative to our office, as and when
required along with necessary information to facilitate drawing
up itinerary.
2. Shall ensure that the bookings are made only on the basis of
Booking passed on by the authorised person.
3. Shall charge Rs.50j- per ticket as Service Charges for
Domestic Airlines and entire lATA Commission (as per
Annexure-A) and as applicable from time to time in future on
basic air fare will be passed on to ESIe. Service Tax as per
Govt. of India policy (Excise, Custom duty department rules)
shall be charged.
4. Shall charge Rs.300j- per ticket as Services Charges for
International Airlines and entire lATA Commission (as per
Annexure-A) and as applicable from time to time in future on
basic air fare will be passed on to ESIe. Service Tax as per
Govt. of India policy (Excise, Custom duty department rules)
shall be charged.
5. Shall provide passport services such as New Passports,
renewal, extension, Extra pages and immigration clearance in
accordance with the guidelines of passport office.
6. Shall inform the officer(s) traveling about the time difference
of various countries, health requirements, weather, etc.
7. Shall provide assistance in completion of Tele Check-in/ City
check-in formalities for traveling passengers.
8. Shall arrange lay over wherever the parameters of the airlines
Permit & provide S.T.P.e. voucher before the departure of the
executive ex-India.
9. Shall arrange health insurance for the official visiting abroad,
wherever indicated, without any extra service charges.

10.Shall provide airport departure/pickup transfer at a nominal
cost (depending on distance).
l1.Shall arrange delivery of tickets in our office and/or at the
residence of the official wherever schedule of journey so
required without any service charges.
12.Shall ensure that the time schedule of the carriers booked and
indicated on ticket/computer printout is the actual schedule.
13.Shall inform/provide status of the bookings at the earliest and
not later than 6 hours with computer printout or the carrier(s)
for which ticketing has been done.
14.Shall keep information of the various incentive schemes
offered by the airlines for the sector suggested to be booked
or otherwise, which ESIC could make use.
lS.Shall provide assistance in negotiating special corporate deals
with airlines, whose benefits will be independent of the
discount and services being offered.
16.Shall provide the full details (i.e. basic airfare, discount &
taxes, etc.) of the amount of the tickets booked for
domestic/international along with the tickets.
17.The payment of bill will be made strictly as per authentic
airline tickets showing actual charges and not on self-
generated tickets by the Agency. The bill must be supported
by the Airline tickets showing actual charges otherwise no bill
will be entertained for payment.
lS.Required tickets shall be booked for the lowest economy fare
(cancellable tickets ), unless special request is made for
booking in higher class. In order to book the tickets in lowest
fare, the Agency must book the tickets quickly, as soon as the
request is made.
19.The agency shall arrange delivery of tickets as desired by
ESIC.
20. Shall charge rates of tickets as per approved lowest fare of
Airlines at that time & date of booking.
21.Shall book the tickets immediately, after receiving the request
from ESIC in event of increase in rates of tickets due to

intentional delay the agency will be liable for the difference
and the ESIC will pay only the rate which was at the time of
request.
B. Other charges:-
i. Travel Agency shall charge actual fee only on Passport & Visa
towards Service charges and it shall also assist in obtaining Visa, Foreign
Exchange as per RBI Rate Card.
ii. Service charges on rail booking/cancellation shall be as per
IRCTC charges only.
C. Train Booking:-
1. Shall provide services of booking (subject to availability of
accommodations)/cancellation of train tickets at approved service
charges.
2. Shall arrange prompt delivery of ticket(s) as desired by ESIC.
3. Shall submit photocopies of the train tickets booked/cancelled among
with the bill to verify the class of travel and early settlement. In
absence of photocopy of ticket with the bills, ESIC will within its right
to release only 90% payment against the bill submitted and balance
adjustment will be made only on verification for the travel
undertaken by the officials.
Termination:-
During the period of agreement, if it is found that the Agency is
charging by fraudulent manner or otherwise or not providing proper &
prompt services, the Security deposit of Rs.5.00 lakhs deposited with
the ESIC shall be forfeited in favour of ESIC and the agreement will be
terminated after giving 15 days notice. The Agency may also be black
listed.
General:-
1. Earnest Money/ Security Deposit of Rs.5,OO,OOO/- deposited by the
Agency shall lie with ESIC which will be refundable without interest after
the Contract is over.
2. Shall provide complimentary Time-table, Schedule for various
Airlines/Railways and copies of latest Incentive schemes offered by various
Airlines from time to time like Super Saver.

3. Shall inform about various schemes providing packages,
Concessional ticketing, promotional fare & allied benefits, announced by the
different airlines from time and pass.
,+ Any extra incentive/privilege like extra tickets, etc. (i.e. over and
above normal incentive/discount to Travel Agents) given by the different
airlines, will be passed on to the account of ESIC and not to the official for
whom the ticket was arranged by ESIC.
5. Shall submit statement of bills attaching therewith all bills for the
services and travel arrangement made from 1st day to 15th and 16 to last
day of the calendar month on or after 16th day of the same and 1st day of
the following month respectively.
6. Shall issue credit note(s) against the cancelled bookings within 7
working days from the date cancellation.
S, Shall assist in confirmation, reconfirmation, arranging alternate
bookings for foreign delegates of ESIC without any extra service charges.
g, Shall ensure that under no circumstances a ticket for air/railway
journey is issued without OK/confirmed status. Any default on this account
will be treated as a major default and would be viewed seriously.
11, Shall provide foreign exchange against any type of currency as per
RBI guidelines, without any service charges.
12, Shall arrange Travel Insurance without any service charges.
13. May assist to utilise the frequent flyer points earned, if any.
14, Shall provide all type of transportation including cars & coaches all
over India as may be require from time for which and only actual expenses
may be charged.
15, Incase of Customized Tour Arrangements, only actual expenses will
be reimbursed and noservice charges will be paid.
16. Shall accept bookings for Travel only from the authorised official, in
writing,
QI2UGATION OF ESIC
I. Shall make payments of the bills submitted through statement of
account within the credit limit period of 30 days. If 30th day happens to
be a holiday the payment will be made on next working day. The bills

submitted later than the schedule for the Agency, the payment schedule
will automatically get extended by the number of days the delay is caused
in submission of the bills by the travel agent.
ii. Shall keep the travel agent informed about the names and
designations of the officers authorised to pass on the booking to the travel
agent.
iii. Shall make efforts to provide information on the arrangements given
sufficient time, barring a few instances where the same is beyond the
control of ESIC and the travel is inescapable at short notice.

AGREEMENT

extension, Extra pages and immigration clearance in accordance

Passport & Rs.300/- on Visa towards Service charges

2. Service charges on rail booking/cancellation shall be
Rs.30/- per person / per sector.
