3. UNICEF, WFP and WHO pipeline updates

Both WFP and WHO focal points for supplies information were not present at the meeting, therefore the update was only presented by UNICEF.

Currently UNICEF have supplies for at least 6 months to cover expected caseload (all supplies, including RUTF, MNPs, etc.), there is some additional supplies expected that are in pipeline. UNICEF provides supplies in the GHO warehouses and GHO/DHO can deliver them directly to the HFs. However, NGOs should not assume that the supplies will be delivered to them without any request, therefore they are kindly requested on a monthly basis request supplies from the GHO/DHO, in collaboration with the HF staff.

The CMAM registries and reports were already printed and delivered to the HFs. If you have not received them, please follow up with the UNICEF office in your hub directly.

An issue was raised by UNICEF that some partners started using RUTF to treat children with MAM, which is not cost effective and can result in pipeline breaks. It was again reminded partners that the current practice in Yemen in areas where no MAM treatment exists, that only children with SAM are admitted to the OTPs, however they stay longer in the programme until they are fully recovered from MAM as there is no TSFP where to refer them.

Action points Focal point/agency TimelineWHO and WFP to provide written updates on the supplies to cluster partners WHO, WFP 7 February

NGOs to ensure that in order to get UNICEF-procured supplies, they submit monthly requests to DHOs/GHOs

partners Regularly

NGOs to contact UNICEF field offices if they have not received the CMAM registries and reports (hard copies)

partners 15 February

NCC to remind partners about SAM treatment protocols in areas where MAM is not available NCC 31 January

4. SUN and IFPRI nutrition project presentation

Head of SUN Yemen Secretariat presented to the partners a MAP project, which is aimed to collect information about all partners’ projects, including indicators, targets, beneficiaries, funding, progress, etc. in several areas, such as nutrition, food security, education, etc. Partners raised concerns that this is overlap with their current reporting systems, but might be a good solution for development projects. As the project concerns several clusters, partners agreed to refer this to OCHA for the follow up.

Action points Focal point/agency TimelineNCC to refer the MAP project from SUN secretariat to OCHA NCC 31 January

5. Updates from WGs (SAG, IYCF, CMAM, AWG)

Only SAG meeting was held last month. CMAM WG chairs promised to organize the CMAM meeting next week, IYCF WG meeting is scheduled for the 5th of February, AWG is planned for the 31st of January.

NCC is working on the hiring a consultant to develop an advocacy strategy for the cluster, due to possibility that he/she will not be able to come to the country, a remote support option is considered.

NCC is trying to ensure arrival of the SBC advisor. While we prepared everything for her arrival in 2017, due to escalated violence and minimization of the staff in Yemen, her visit was cancelled. SAG is now looking at alternative options and to reinitiate her visa application again.

SAG is discussing on how to select the new partners for the Nutrition Cluster and the discussion is still ongoing.

Partners that submitted nominations for the proposal writing training will be selected by the SAG at the next meeting.

SAG has reviewed and recommended to the CMAM WG to develop MTs and OTPs/TFCs scale up plan.

SAG is working with the NCC on the Integrated Famine Risk Reduction (IFRR package).

6. Updates from CC

New MoPHP decree on the SMART assessments. As presented at the last cluster meeting, MoPHP issued a decree on the SMART assessments, where it created the Technical and Supervisory Committees for everything related to SMARTs. There is a clear overlap between the AWG and the Technical Committee and NCC requested partners; feedback on if we should continue with the AWG. The first meeting of the Technical Committee happened last week, where the plan for the 9 surveys was discussed. Additionally a membership of the Technical Committee was discussed and two NGOs and Nutrition Cluster Coordinator were added to it.

The partners discussed the way forward with the AWG and agreed that due to additional tasks that the AWG is involved in, it was agreed to

- Keep the AWG to focus on the tasks as other assessments and nutrition analysis, as well as information management.

- A meeting between the AWG and Technical Committee should be organised to discuss the collaboration between the two.

Operationalisation of the IFRR and missions to Hudeidah and AdenFollowing the workshop between the 4 clusters on the 31st of October when a draft IFRR was developed, the clusters are now working on development of the operational guidance and supporting field with its implementation. Based on the experience and feedback from the field the Ops Guidance will be updated. NCC is now with other CCs in Hodeidah piloting the approach and she proposed the next cluster meeting to be largely dedicated to the discussions in the Cluster on the IFRR.
