The “Training Calendar 2012-13” of RIPAE&S is placed before you.
It attempts to capture all the processes of Training Institute in a step by step manner. The calendar contains all materials and information that will serve as a practicable guide and reference to all level of Officers and Staff of DES and other stake holder agencies on capacity building programmes. Training and Capacity Building are needed to bridge the gap between existing and required skills, knowledge and attitudes of statistical personnel. Training is a continuous process. It is a template that will add new dimensions in future training programmes and refine ways of indexing the course contents with new developments.
The calendar contains complete information not only about the training programmes but also its infrastructure facilities. In the year 2011-12 the institute conducted about 28 training programmes. We solicit suggestions to all concerned in the endeavour to make training more relevant for the capacity building of officers and staff involved in planning, monitoring and execution of various developmental programmes in the state.

The forty years old Institute has come a long way to establish itself from a
struggling in house Training Centre of DES to a progressive Regional Status in the
administrative statistical system of Eastern Region. Established in 1972 as Statistical
Training Institute (STI), the Institute was transformed to Regional Institute of
Planning, Applied Economics and Statistics (RIPAE&S) in 1996. Once confined to
imparting training to intra Departmental Statistical Personnel only at initial years of
formation, the Institute continues to widen the scope and coverage of training &
capacity building with diversified areas such as District Planning, IT development,
Vital Statistics, Macro aggregates, Poverty and other Social Sector issues etc. The
Institute gratefully acknowledges the privileged sponsorship of some International,
National and State Level Agencies like Ministry of Personnel and Training,
Government of India , UNDP, UNFPA, IIPS,CSO, PHDMA etc. in conducting
different training programmes in recent years. The Institute follows fragmented,
formalised and focussed approaches while imparting trainings. Situated in the Central
place of administrative building of Bhubaneswar City. RIPAE&S is a small but
compact Campus with administrative office, conference hall, IT centre, hostels having
aesthetic environment . RIPAE&S marches ahead with a commitment of building
strong edifice of capabilities of human resources on knowledge, skill and attitudes.

Directorate of Economics and Statistics is the apex body of administrative
Statistical System in Odisha State. The goal of acquisition, storage and
dissemination of quality and reliable information basically depends on the
competence of functionaries working in Statistical System of the State. Training is
inextricably linked with the functioning of the System.
OBJECTIVESOBJECTIVESOBJECTIVESOBJECTIVES
The ongoing as well as future training programme in RIPAE&S are intended
to enhance the competence in skill, knowledge and attitude of statistical
functionaries of the Directorate of Economics and Statistics in particular & State
Statistical System in general.
The Training Calendar 2012-13 is a concise yet comprehensive compilation
of a body of training & capacity building initiatives under DES. The training has two
fold objectives.
i. To equip the DES officers and Staff to deliver quality services to the
departments operational areas.
ii. To ensure training & sensitization building for other target groups such as
statistical & planning personnel of other stake holder departments /
agencies.

FORMS : Keeping these objectives in view, the Institute offers training
programme in a range of forms and methods as follows :
a. Class Room Training : Designed and organized in collaboration with
different national and state level institutions like Central Ministries, State
Government Departments and Directorates of Economics and Statistics, etc.
b. On the Job Training : Designed and organized in collaboration with DES for
Basic and Higher Statistical Training to statistical personnel of DES and
other Departments.
c. Exposure Visit : Designed and organized as a part of class room & on the job
training programme.
d. Other programmes
i. Conduct Departmental Examinations of Group B officers & Staff .
ii. Work as a facilitator of Workshops, Meetings, Debate Forums,
Symposium etc of DES and Planning and Co-ordination Department.
iii. Make Training of Trainers (TOT) for DES.

Conference Hall is the space and environment where acquisition and
dissemination of information, knowledge, skill and attitude take place
effectively. The Institute has two well equipped conference halls with seating
capacity of 60 and 40 respectively having state of art audio-visual support and
teaching aids including PA system, computers/LCD etc.

Research and Design activities enhance the capabilities of Training
Centre, Library promotes R&D with knowledge bank. The Institute has a
modern library with around 3000 books and journals of various discipline.
Special care has been taken to procure research magazines and journals in
the field of Economics, Statistics, Planning and Poverty developments etc.
with global to local perspectives.

Information Technology (IT) is a productive investment to
infrastructure development. RIPAE&S priorities IT development with 2
Computer Labs each having 12 computers and web facilities. It enriches
capacity building.

Boarding facility is an essential input to training. The Institute provides
adequate boarding facilities with 2 well furnished hostels having single bed,
double bed rooms and dormitories to accommodate about 60 trainees and
trainers.

Field study and Industrious visit are elemental to each training
programme. They enlarge the scope of HRD with better skills and attitude.
The Institute provides a well equipped 32 seated Bus and one Indica Car to
ensure adequate mobility support to field programmes for trainees during
training sessions.

(ii) Summary measures using MS Excel: Determination of mean, median, mode,
range, standard deviation, variance, standard error, coefficient of variation,
confidence interval, growth rates (simple, compound) etc.
(iii) Presentation of data in charts using MS Excel: Histogram, polygon,
cumulative percentage polygon, ogive, bar chart, line chart, pie chart, scatter
diagram, radar chart, band graph etc.
(iv) Features of Eveiws, Import Data, Examining Data, Estimating regression
model, Functional form of Regression model, Growth Model, Regression
Diagnostic, Time Series Analysis and Forecasting.
