1.0 EXECUTIVE SUMMARY
M/s Sri Siddhi Vinayak Paper Mills Pvt. Ltd. is proposing modernization of existing paper mill by
introducing bleaching process and expansion of paper production capacity from 20 TPD to 40 TPD
from waste paper. The paper mill is located at Village- Sukhani Tehsil-Rajganj District- Jalpaiguri
State- West Bengal.
This pre-feasibility report includes a brief introduction of the company, need and justification of
the project, manufacturing process description, required and available resources, proposed
Environment Management Systems, existing land-use and proposed infrastructure, project
schedule and cost estimate, as per MoEF & CC guidelines.
The industry has engaged Vardan Environet as their Environment Consultants to conduct the EIA
studies for obtaining EC for the proposed project. Vardan Environet is a NABET accredited (QCI
approved) Environmental Consultant.

1.1 Project History
Sri Siddhi Vinayak Paper Mills Pvt. Ltd. is a registered company under the company’s act and
established in 2008. The Company having following people on its Board of Directors:

The company had installed a writing printing paper mill without Bleaching technology having a
production capacity of approx 20 Ton/day and first Consent to Establish was granted to the unit by West
Bengal Pollution Control board vide Memo No. N446/WBP/SRO/NOC/Jal/S-287-2008 dated 11-11-2008.
Commercial production of the plant started on 19-03-2012. On 08/10/2012 West Bengal Pollution
Control board issued closure notice vide memo no WBP/SRO/JAL/S-374-2012 resulting in total stoppage
of production and closure of plant and Suspension of closure order notice by West Bengal Pollution
Control board was issued on 12/04/2013.
Now in 2016, the company had installed required air pollution control equipments and ETP equipments
and the ‘Consent To Operate‘ has been issued by West Bengal Pollution Control vide Memo No.
C131/WPB/SRO/JAL/S-374-2012 dated 05.10.2016.
Consider the demand of Paper the company has proposed to increase the production Capacity from 20
TPD to 40 TPD of writing printing paper with Bleaching Technology.
2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(ii) Need for the project and its importance to the country and or region
As India is a developing country, paper demand is increasing day by day and recycled based paper
manufacturing production will also conserve the environment by saving trees. This paper is also bio-

degradable; perhaps it may be one of the best substitutes of plastic bags in the future. Therefore, it
may be helpful to save the environment and conserve natural resources by use of waste paper instead
of wood.
(iii) Demand- Supply Gap & Imports vs. Indigenous production
After globalization of Indian market, demand for quality packaging paper is increasing but quality paper manufacturing is not growing as per the demand. Hence, the company shall fill up this gap by proposing a new paper industry. The annual global paper and paperboard production was approximately 382.0 million tonnes in 2006. It increased to 402.0 million tonnes in 2010 and is expected to increase to 490.0 million tonnes by 2020. India is the 15th largest paper producer in the world. It provides employment to nearly 1.5 million people and contributes Rs. 25.0 billion to the government's exchequer. In last 55 years, the number of paper mills has increased from just 17 mills in 1951 to more than 666 units engaged in the manufacture of paper and paperboard.
(iv) Employment Generation (Direct and Indirect) due to the project
Direct and indirect employment will be generated due to the project. During construction phase,
employment opportunity to approximately 80 persons is estimated. The total manpower requirement
for the proposed expansion project will be 35 persons (inclusive of on roll employees and on contract
employees).

3.0 PROJECT DESCRIPTION

ii) Site alternates:
Since this is an existing paper mill where no additional land acquisition or spread is proposed,
hence no site alternates under taken. The existing land and other infrastructure are sufficient
for the proposed expansion & modernization.
iii) Resource Requirement:
To carry out production activities various resources like raw materials, power, fuel, water,
manpower etc. will be utilized. The proposed expansion & modernization will not require any
additional land area or infrastructure; however other resources like additional machineries,
power, water, raw materials, chemicals and utilities will be required as detailed in this project
feasibility report.
iv) Size or magnitude of operation

capacity from 20 TPD to 40 TPD with Bleaching process Village- Sukhani Tehsil-Rajganj District-
Jalpaiguri State- West Bengal
As per EIA Notification dated 14.09.2006 and as amended from time to time, the project falls in
Category ‘A’, as Pulp & Paper Manufacturing industry.
The process includes basic raw material requirement, sizing of equipment, utilities & services,
infrastructure facilities & sources of waste generation, their quantity, treatment & safe disposal
of the waste.

4.0 MANUFACTURING PROCESS:
4.1 Existing Process without Bleaching-
Paper Making-
Grade of paper Manufactured: writing and printing paper from 50-70 gsm
Raw Material: Good quality raw material like white cutting Note book, Record and some
imported good white waste paper. The various stages of operation are described as below:
(a) Pulper: The waste paper is soaked with water and steam along with some chemicals like
caustic, Sodium Silicate, etc and then slushing is done to make pulp.
(b) High density cleaner- pins, Grits, etc which comes with raw material are separated and
removed here with gravity separation method.
(C) Turbo Separator- Coarse and non-soluble / inseparable impurities like plastic, polythene,
etc. are separated here
(d) Centri-cleaners- Suspended fine particles like sand, grits, stickies and ink particles are
separated.
(e) DI Cell- Ink removed from the waste paper remains present in pulp in colloidal suspended
form which is removed here by air purging and thus foam froth removal.
(f) Pressure Scree - At these stage fine impurities like fiber bundles etc. which has equal density
as the fiber has, are removed to make good pulp at this stage pulp is cleaned.
(g) Potcher - The cleaned pulp is free from suspend impurities but the reacted and left over
chemicals etc. are washed here with the help of machine back water.
(h) Tri Disc Refiner (TDR) - By this equipment we apply mechanical action on fiber to improve
the boding between fiber to fiber.
(i) Mixing Chest- To obtain certain specific properties in paper some additives are to be added.
This pulp is known as stock now.

4.2 Production process of Proposed Bleaching Section-
The above mentioned existing process with Bleaching technology will be used for the
proposed expansion project.
Bleaching
This is done in two stages. Firstly the pulp is treated with NaOH in the presence of O2. The NaOH
removes hydrogen ions from the lignin and then the O2 breaks down the polymer. Then, the
pulp is treated with ClO2 then a mixture of NaOH, O2 and peroxide and finally with ClO2 again to
remove the remaining lignin.

Bleaching involves removing virtually all of the lignin that still remains after cooking, as the
lignin contains the chromophoric groups which make the pulp dark. Strictly speaking, bleaching
and cooking are both delignification processes, and modern developments have tended to blur
the difference between the two processes. However, traditionally the name 'bleaching' is
reserved for delignification that is taking place downstream of the cooking process. In practice,
there are two separate "bleaching" process steps: oxygen delignification and final bleaching.
1. Oxygen delignification
In oxygen delignification, washed pulp is treated with a highly alkaline solution of sodium
hydroxide. The high pH ionizes phenolic groups in the lignin, which are then attacked by
molecular oxygen. The aromatic part of the lignin is partly destroyed and it is then
depolymerised to lower molecular weight compounds. These are more soluble in water and can
be removed from the fibres. It is important that the pulp has been at least partly washed
beforehand because the black liquor solids in unwashed pulp consume oxygen. After the oxygen
delignification stage, the pulp has to be washed very well, as otherwise the organics carry over
to the final bleaching process, consuming chemicals there and also decreasing the
environmental benefits.
Oxygen delignification can significantly decrease the water pollution from the final (normally
chlorine or chlorine dioxide based) bleaching. In addition, it is an effluent free process. All
dissolved lignin and other organics (as well as the inorganic chemicals) are recovered in the
black liquor and returned to the chemical recovery system, rather than being discharged as
effluent as they are in chlorine-based bleaching. Finally, oxygen is a fairly cheap bleaching
chemical, although the capital costs are high for an efficient system. On the IV-Forestry-C-Pulp
and Paper-6 negative side, the process has the potential to degrade the pulp strength if it is not
controlled properly.
2. Final bleaching The final bleaching is always carried out in several stages to improve the efficiency of the
chemicals used, and to decrease the strength loss of the pulp. There are quite a number of
bleaching chemicals used commercially, and many more have been tried in the laboratory.
The chemicals used are:

Peroxide
Ozone Of these chemicals, the first three contain chlorine atoms, whilst the last three use nonchlorine
oxidizing compounds. Elemental chlorine (Cl2) was for many years the work horse of the
bleaching process. It is efficient in bleaching the pulp and (if properly used) does not degrade
the pulp strength. However, it produces a large amount of chlorinated organic compounds in
the effluent, and strenuous efforts have therefore been made to decrease its usage. For the
same reason, the use of sodium hypochlorite (which also tended to affect the pulp strength) is
now virtually eliminated. The final bleaching agent will be hydrogen peroxide and sodium
hypochlorite.

(b) Power Requirement and Source Existing power requirement is 1200 KW and additional 400 KW is required for proposed
expansion project. Total power requirement after proposed expansion project will be 1600 KW,
which will be sourced from State Electricity Board & D.G Set (for emergency).
5.0 SITE ANALYSIS
(i) Connectivity The site is well connected to NH-31 D is within 5.0 Km in N Direction.MDR-1 is within 3.0Km in
NE Direction. Airport: Bagdogra International Airport, Bagdogra 30.00 Km, NW from the plant
site. The site is well connected with communication facilities like telephone, fax, and wireless
and as such, no constraints are envisaged in this aspect as the Tehsil and District headquarters
are near to the site.
(ii) Land form Land use and Land ownership This is an existing project and expansion will be within the existing area. The current land use of
the site is industrial and no additional land is required. No R & R envisaged. The land ownership
is the name of M/s Sri Siddhi Vinayak Paper Mill Ltd.

(iii) Topography
The entire topography is crisscrossed with rivulets, rivers and hills. Jalpaiguri - this narrow
stretch of land lying between the Sikkim - Darjeeling Himalayas and Gangetic West Bengal has
more than often evoked a sense of both eerie and romanticism in many a heart since the early
British Rule. Veined by mighty rivers like the Teesta, Torsa, Jaldhaka, Raidak, Dyna, Neora,
Sankosh etc. this piece of land has been aptly named as the land of 'Tea, Timber and Tourism'. A
major stretch of area is bordered in the north by Bhutan and hence the name -
Dooars/Duars which mean - Door of Bhutan.

Proposed project is an expansion project. A 20 TPD Paper manufacturing unit already exists.
(vi) Climatic data from secondary sources
Siliguri is a city which spans across the Darjeeling and Jalpaiguri districts in
the Indian state of West Bengal. The climate is warm and temperate in Siliguri. In winter, there is
much less rainfall than in summer. The temperature here averages 24.0 °C. About 3274 mm of
precipitation falls annually.

(vii) Social Infrastructure available
There are primary schools, dispensaries, small hospitals, places of worship in nearby area of the
project site.
6.0 PLANNING BRIEF:
i) Planning Brief:
This is an existing paper mill. The land is owned by Sri Siddhi Vinayak Paper Mills Pvt. Ltd. Land
use has been converted accordingly.
ii) Population Projection:
As discussed previously, 35 people are likely to be employed after commissioning of the
expansion project.
iii) Land Use Planning
Total Plant area is 4.91 Acre Proposed Expansion Project will be set up in the Premises. No
additional land will be required. About 33 % of the total project area is being covered under
green belt & plantation in order to reduce dust & noise pollution levels & to increase aesthetic
beauty of the area. Land us breakup is given in Table 6.
(iv) Assessment of infrastructure demand (Physical & Social)
Sri Siddhi Vinayak Paper Mills Limited has assessed the demand of infrastructure (Physical &
Social) in nearby area of the plant site and development activities are being undertaken under
corporate social responsibilities program for rural development initiatives for the up liftment of
the nearby communities from time to time.
(v) Amenities/Facilities
Sri Siddhi Vinayak Paper Mills Limited has constructed dispensary, canteen etc for the
permanent and contract employees.
Sri Siddhi Vinayak Paper Mills Limited will develop the Amenities/Facilities in nearby area of the
plant site as per requirement of local people of the nearby area under corporate social
responsibilities programme.

PROPOSED INFRASTRUCTURE
(i) Industrial Area (Processing Area)
No additional infrastructure will be required for the proposed expansion project as the proposed
project will be set up in the existing plant premises. However after expansion total area under
manufacturing facility will be 0.73 acres.
(ii) Residential area (Non Processing area)
Residential colony is not proposed for this project. The local labor will be preferred to provide
employment opportunities.
(iii) Green Belt
Greenbelt is developed in 33% of the total area of the proposed project. The total area under
green belt and plantation at final stage will be 0.655 ha.
(iv) Social Infrastructure
Proposed project will result in growth of the surrounding areas by increased direct and indirect
employment opportunities in the region including ancillary development and supporting
infrastructure.
(v) Connectivity
The site is well connected with communication facilities like telephone, fax, and wireless as, the
Tehsil and District headquarters are near to the site.
(vi) Drinking Water
10 KLD water will be required for drinking purpose and other use in township after proposed
expansion project which will be sourced from Ground Water.
(vii) Power requirement and source
Existing power requirement is 1200 KW and additional 400 KW is required for proposed
expansion project. Total power requirement after proposed expansion project will be 1600 KW,
which will be sourced from State Electricity Board & D.G Set (for emergency).
7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN
(i) Policy to be adopted (Central/State) in respect of the project affected persons including
home oustees, land and landless labourers (a brief outline to be given).
Proposed Expansion will be done within the existing plant premises. No additional land is
required for proposed expansion project. Therefore there will not be displacement of people
and hence Rehabilitation & Resettlement is not applicable.

8.0 PROJECT SCHEDULE AND COST ESTIMATES
(i) Likely date of start of construction and likely date of completion (times schedule for the
project to be given).
The project will start only after obtaining Environmental Clearance and other statutory
permissions. Project will be completed in one year’s period after getting all the regulatory
approvals.

9.0 ANALYSIS OF PROPOSAL (final recommendations)
(i) Financial and social benefits with special emphasis on the benefit to the local people
including tribal population, if any, in the area.
Proposed project will result in growth of the surrounding areas by increasing direct and indirect
employment opportunities in the region including ancillary development and supporting
infrastructure. Special emphasis on Financial and Social benefits will be given to the local people
in the area.
Development of social amenities will be in the form of medical facilities, education to
underprivileged and creation of self help groups.
Business opportunities for local community will be available like transport of Paper to market,
maintenance & house-keeping contract work.
