The 79th Annual Meeting of the North Dakota Water and Pollution Control Conference (NDWPCC) was heldinFargoattheHolidayInnonOctober24,25,and26,2007.TheAnnualMeeting/Conventionwasheld jointly with the North Dakota Water Environment Association (NDWEA), the North Dakota Chapter of the American Public Works Association (NDCAPWA), and the North Dakota Section of the American Water Works Association (NDAWWA).
The NDAWWA Education and Research Committee heldapre-conferencemeetingat7:30p.m.onTuesday,October23,2007,intheMezzanineISuite.
The NDAWWA held a board meeting Wednesday morningat7:30a.m.,October24,intheFrontierRoomofDakotaHall,toplanitsThursdaynoonluncheon,hearcommitteereports,andconductotherbusiness. NDAWWA committee meetings were held at 10:30 a.m. following the Wednesday Joint Board Meeting. In addition, the officers of the NDAPWA and NDWEA met at 8:00 a.m. in the Embassy A and EmbassyBRoomsoftheGreatHall,respectively.Bothassociationsplannedtheirbusinessluncheons,listenedtocommitteereports,andconductedothernecessarybusiness.Theirrespectivebusinessmeetings were held Wednesday, October 24, and Friday,October26.
NorthDakotaDepartmentofHealth(NDDH)waterand wastewater operator certification exams were scheduledbetween7:30a.m.and11:30a.m.onWednesday, with 16 operators taking 20 examinations.
Registration opened at 8:30 a.m. on Wednesday, October24,withDawnBrownandDarleneGermainwelcomingandregisteringallattendees.Atotalof371attendedtheConference,with346pre-registered.
The Joint Board of Directors of the NDWPCC, NDWEA, NDCAPWA, and NDAWWA met at 9:30 a.m. The meeting, chaired by NDWPCC President MarkBlonigen,wascalledtoorderat9:33a.m.inthePrairieRoomoftheDakotaHall.Thefollowingwereinattendance:ChuckAbel,SueAnderson,MarkBlonigen,BrianBlotsky,GaryBracht,DanielleBratvold,MikeBrisben,DavidBruschwein,EricDodds,JoeFerguson,BillGefroh,RickGillund,SteveHimmelspach,DaveJohnson,MirandaKleven,JackLong, Seth Lynne, Joe Mantua, Grant Marquardt, KarlaOlson,TimPaustian,RodReetz,TerryRust,JulieRygg,DeanSletten,HazelSletten,LarryThelen,Richard Wanner, Greg Wavra, and Tom Welle.
PresidentBlonigenentertainedamotiontodispensewithreadingoftheminutesfromtheMay23,2007JointBoardMeetingattheSevenSeasinMandan,andapprovethecopymailedtoeachboardmemberpriortothe79thConference,orthecopypublishedintheOfficial Bulletin,January2007-June2007,Volume92,Numbers7-12.MirandaKlevensomoved.JackLongseconded,andthemotioncarried.
Mike Brisben presented the NDWPCC Treasurer’s Report for fiscal year 2007 (FY07), listing a net income of $32,194.31 and a net worth less NDWEA moniesof$74,659.29.BillGefrohmovedtoapprovethe report as presented. Tom Welle seconded, and the motioncarried.
PresidentBlonigencalledforanyoldbusiness.Mr.Brisben reported that a joint NDWPCC/NDWEA checkingaccounthadbeenopenedatBNCNationalBankwithatotalof$8,139.12beingtransferredtothejointaccount.
Continuingwitholdbusiness,Mr.BrisbenreportedthatamemoandproposedamendmentstotheNDWPCC Constitution and Bylaws was mailed to allmembersSeptember21,2007.TheproposedamendmentsaretobevotedonattheFriday,October26 NDWPCC business luncheon.
EricDoddsnextreportedontheStudentandYoungProfessional’s Reception to be held Wednesday night between 7:00 p.m. and 9:00 p.m. at Buffalo Wild Wings. Mr. Dodds reported that $1,150 had been raisedandnotedthataposterlistingthesponsor

PresidentBlonigennextaskedforcommentsonthechangesmadetotheOfficial Bulletin.TerryRustindicatedhefelttheOfficial Bulletinlookedveryprofessionalwithallinattendanceagreeing.Mr.BrisbenofferedthankstoKatieLuther,Official Bulletineditor,forherhardwork.PresidentBlonigencalledforanyotheroldbusiness.
Hearingnone,PresidentBlonigencalledfornewbusiness.PresidentBlonigenaskedforvolunteersforthenominatingcommittee.BillGefroh,TerryRust,andMirandaKlevenwereappointed.Next,volunteerswere requested for the auditing committee; Jack Long andDaveJohnsonaccepted.
Continuingwithnewbusiness,Mr.BrisbenaskedattendeestoreviewtheproposalforaratechangeforOfficial Bulletinadvertisingincludedinthehandouts.LarryThelennotedthatthechangeswerebeingproposedtooffsetpublicationcosts.Mr.ThelenstatedthatMs.Lutherestimateda$700and$1,600lossfortheConferenceissueandSpringissue,respectively.Mr.Rustaskedwhenthelasttimerateswereincreased.Mr.Brisbenrespondedthattherehasnotbeenachangeformanyyears.Mr.ThelenstatedthattherateforafullpagecoloradinNorthDakotaWater is $700. Mr. Gefroh asked Tom Welle for his thoughts as an advertiser. Mr. Welle indicated that UlteigEngineerswouldhavenoproblemwithapriceincrease.BrettJochimfromAdvancedEngineeringandEnvironmentalServices,Inc.(AE2S)concurred.
FurtherdiscussioncontinuedwithMr.Thelennotingthatthegoalwastobreakevenbyeitherraisingratesorbyrecruitingmoreadvertising.PresidentBlonigentabled further discussion and requested that Mr. BrisbenprovidemoredatathatcouldbereviewedattheJanuary2008JointBoardMeeting.
Mr. Gefroh next reported on the NDWEA-sponsored topicsurveyandaskedallinattendancetoencourageconferencememberstocompleteasurvey.Mr.Gefrohindicatedthatthosecompletingthesurvey
would be eligible for a NDWEA door prize to be drawnattheFriday,October26businessmeeting.
Mr.Brisbennextremindedboardmemberstostartconsideringtopicsandpresentersforthe2008springtrainingsessionsandfallconference.Mr.BrisbennotedthatguestspeakerswererecruitedfromNDRural Water, Midwest Assistance Program, and the CityofBismarckforthe2007springsessions.Anyotherinterestedgroupswouldbewelcomed.Mr.Rustindicated that the West Fargo/Moore Engineering LiftStationProjectmaybeofinterestforthe2008Conference.
Continuingwithnewbusiness,PresidentBlonigenrequested a report on host proposals for 2012. Mr. BrisbenreportedthatproposalshadbeenreceivedfromMinot,Dickinson,andGrandForks.PresidentBlonigennextwelcomedrepresentativesoftheGreater Grand Forks Convention and Visitors’ Bureau(GGFCVB)andAlerusCenter.JulieRygg,GGFCVBExecutiveDirector,introducedherselfandtheotherGrandForksrepresentatives(DanielleBratvold, Alerus Center; and Grant Marquardt, GGF CVB).Ms.Ryggthankedthejointboardsfortheopportunitytopresenttothegroupandprovidedthoseinattendancewithaproposalpackage.Ms.Rygg’s presentation included a video and power pointpresentation.HazelSlettenencouragedthejointboardstoconsidertheGrandForksproposalandsitedseveralnewinfrastructureactivitiesthatareinlinewithConferenceobjectives.PresidentBlonigenthankedtheGrandForksrepresentativesandrecommendedtheGrandForksproposalbeputontheJanuary2008agenda.
PresidentBlonigencalledforanyothernewbusiness.Hearing none, President Blonigen requested a motion toadjourn.JackLongsomoved.TerryRustsecondedandthemotioncarried.Themeetingadjournedat10:25a.m.

Water samples for the 16th annual water taste test, sponsored by NDAWWA, were accepted at the registrationtablethroughouttheday.
At 11:30 a.m., 176 people attended the Wednesday buffet luncheon and NDCAPWA business meeting intheRoyaleRoomoftheGreatHall.FargoMayorDennis Walaker welcomed all attendees on behalf of the City of Fargo, and Mark Blonigen, NDWPCC President, welcomed all on behalf of the officers of the NDWPCC, NDCAPWA, NDAWWA, and NDWEA. Chuck Abel, NDCAPWA President, presided over the business meeting. Larry Frevert, APWA President, KansasCity,Missouri,wastheguestspeaker.
At1:00p.m.,theannualgolftournamentwasheldatthe Edgewood Golf Course, with Tom Welle and Karla Olsonhandlingthelocalarrangements.
The Wednesday afternoon concurrent sessions opened at 1:15 p.m. with NDAWWA Director Jack Long, NDWEA Past-President Gary Bracht, and NDCAPWA Secretary-TreasurerRustinRoteliukmoderatingthethree sessions held in the Conference and Director’s RoomsofHarvestHall,BoardandExecutiveRoomsofHarvestHall,andtheDakotaHall,respectively.

hiswaterandwastewatercareerworkingfortheOskalossa Water Department in Oskalossa, Iowa.
Ken was approached in 1957 about joining the AWWA andbecameamemberoftheIowaSection.HeremainedamemberoftheIowaSectionuntil1960.In1959,KenwasselectedforthepositionofDirectorofUtilities in Fargo. When his membership came up for annualrenewal,itwastransferredtotheNorthCentralSection(theNorthCentralSectionwouldlaterdivideintowhatarenowtheMinnesotaandNorthDakotaSections)wherehelefthismark.KenwaselectedasaTrusteeandservedinthatpositionfrom1964through1966.HeservedasViceChairmanoftheSectionduring1967and1968,wastheChairmanoftheSection from 1968 to 1969, and served as the Section’s DirectorontheAssociationBoardofDirectorsfrom1975through1978.KenandhiswifeDorisliveinFargoandhavetwodaughters,MartyandJan,andthreegrandchildren.

The North Dakota Water Environment Association (NDWEA) held its annual business meeting on Friday October26,2007,attheHolidayInnofFargo,NorthDakota. President Richard Wanner called the meeting toorder;130peoplewerepresentatthe11:45a.m.businessluncheon.
Since the minutes for last year’s meeting had been publishedintheOfficial Bulletin, President Wanner askediftherewereanyobjectionstodispensingwiththereadingoftheminutes.Therewerenoobjections,and the minutes were not read. President Wanner askediftherewereanycorrectionstotheminutesaspublished.Nonewereoffered,andRodReetzmovedthattheminutesbeapprovedaspublished.KeithDemkesecondedthemotion.Therewasnofurtherdiscussionontheminutes,andthemotionpassed.
Bill Gefroh was called upon by President Wanner to present the Secretary-Treasurer’s Report. As of September30,2007,theassociationhasageneralfundbalanceof$8,139.12,adecreaseof$1,110.85from last year. The majority of the NDWEA budget expendituresareaimedatprovidingeducationalsupportandrelatedactivitiesinNorthDakota.
In 2007, NDWEA contributed monetary support to: (1)theNorthDakotaStateScienceFair,(2)astudentandhisteachertoparticipateintheStockholmJuniorWater Prize competition, (3) the Student Chapter atNorthDakotaStateUniversityinFargoforitsactivitiesfund,(4)theGatewaytoScienceCenterinBismarck, (5) the River Keepers in Fargo (6) the Water Environment Research Foundation and (7) the Water Environment Federation (WEF) Student and Young ProfessionalsCommittee.
Awards that were sponsored by the NDWEA in 2007 includedtwohighschoolawards(oneeachforthejuniorandseniordivisionsforoutstandingwaterquality projects at the North Dakota State Science andEngineeringFair),theBurkeAward,twoQuarterCentury Club Awards, and the NDWEA Past Director andPresidentServiceAward.
Registrationreimbursementwasprovidedforthe NDWEA director to attend the 2007 Water EnvironmentFederationTechnicalExhibitionandConference (WEFTEC) in San Diego, California.
CongratulationstotheNorthDakotaStateUniversity(NDSU)studentchapter.In2007,theNDSUstudentchapter team placed first in the WEFTEC student designcompetitionheldinSanDiegoCalifornia.In 2008, WEFTEC will be held October 18-22, in Chicago,Illinois.
NDWEA membership is at 129, compared to 95 at this timelastyear.SteveBurianmadeamotiontoapprovethe Secretary-Treasurer’s report. Pete Bilstad seconded it,andthemotionpassed.
President Wanner introduced the guest speaker, Mr. ChristopherSchmit,Ph.D.,P.E.fromBrookings,SouthDakota.Mr.Schmitisamemberofthe2006-2007 Board of Trustees for the WEF. He is currently AssociateProfessorfortheDepartmentofCivilandEnvironmentalEngineeringofSouthDakotaStateUniversityinBrookings,SouthDakota.
Mr. Schmit talked about WEFTEC 2007, which had a record19,200participantsand1000exhibitors,andtheavailable WEF programs that can be viewed at www.wef.org.Heindicatedthatourmemberassociationshould contact WEF if it needs recruitment help. Mr. SchmitcongratulatedtheNDSUstudentdesignteamfor taking first place in the design competition. He

talked about “Water is Life” and that we should do ourparteducatingthepublicschoolstudentsandourcustomers(billpayers)aboutprotectingourwater.Mr.SchmitalsotalkedaboutpartneringwiththeAmerican Water Works Association to have a single voiceforwater.
Mr. Schmit encouraged NDWEA to get involved in the World Water Monitoring Day where utilities and schoolstestponds,lakes,andriversforparameterssuchaspH,temperature,dissolvedoxygenandturbidity. World Water Monitoring Day is an internationaloutreachprogramthatbuildspublicawarenessandinvolvementinprotectingwaterresourcesaroundtheworld.HeldannuallybetweenSeptember18andOctober18,theprogramengagescommunitiesinmonitoringtheconditionoflocalrivers,streams,estuariesandotherwaterbodies.Sinceitsinceptionin2002,morethan80,000peoplehaveparticipatedin50countries.Inclosing,Mr.SchmitsaidNorthDakotaputsonagreatconferencethatheenjoyedattending,andheinvitedustoattendtheSouthDakotaconference.
President Wanner called upon Tom Welle, who chaired the Nominating Committee, to give the NDWEA nominations.TheNominatingCommitteememberswere Tom Welle, Gary Bracht and Richard Wanner. Mr. Welle reported the committee recommended the following slate of officers for 2007:

TheminutesoftheOctober27,2006businessmeetingwerepublishedinthe2006ConferenceissueoftheOfficial Bulletin.Mr.Johnsonaskedforanycorrectionstotheminutes.Therewerenone.Ms.HazelSlettenmovedtoapprovetheminutes.SecondedbyMs.MirandaKleven.Motioncarried.
Mr. Johnson presented the Treasurer’s Report. The sectionhadincomeof$30,838.28andexpensesof$32,136.00,foranetlossof$1,297.72in2006.AsofDecember31,2006,thesectionhad$29,079.91incheckingandmoneymarketaccounts,andendowmentsandreserveof$80,653.83.Totalassetsforthesectionwas$109,733.74.Mr.DeonStockertmovedto accept the Treasurer’s Report, and Mr. Charlie Vein secondedthemotion.Motioncarried.
Mr.DuaneFrieszpresentedtheauditreportasconductedbyMr.FrieszandMr.DeanSletten.Thefinancial records were reviewed and no discrepancies were found. He thanked Mr. Greg Wavra and Mr. LarryThelenforallthetimeandeffortthattheyhaveputinassectiontreasurer.Mr.MelBullingermovedtoaccepttheAuditReportaspresented.Themotionwas seconded by Mr. Richard Wanner. Motion carried.
Mr.JohnsonintroducedeachoftheBoardofTrusteecandidates.NomineesfortrusteeareMr.JasonSorensonandMr.EricVolk.Theelectionwasheldbysecretballot.Mr.JohnsoninformedthemembersthatMr.EricVolkisthenewtrustee.
Ms. Miranda Kleven presented Certificates of Award for Water Treatment and Water Distribution Certification Advancement. This year’s awardees are TroyBommersbach,ClintCogdill,ChadMittleider,GaryNeuberger,DanielOvermoe,SherryKeys,andJasonSorenson.
Mr. Johnson presented a lifetime membership plaque toMr.RandyLesliewhohasbeenamemberofAWWA for 30 years.
There was no other unfinished business or new business.
Mr.Johnsonintroducedtheguestspeaker,Mr.JoeMantua.Mr.MantuaisfromGathersburg,Maryland,andcurrentlyservesastheProjectDeliveryGroupLeader for the Washington Suburban Sanitary Commission. His message was about five areas on which AWWA is concentrating. These are: focusing onmemberneeds,strengtheningsection/associationrelationships, a focus on technology, identifing and engagingstrategicalliances,andsuccessionplanning.Healsospokeabouttheimportanceofsustainability,theStateoftheIndustryReport,andtheimportanceofthe “Only Tap Water Delivers” campaign.
Mr.Johnsonthankedeverybodyfortheirsupportandhelpduringhistenureaschair.HeintroducedMr.BrettJochim,incomingsectionchair.Mr.JochimthankedMr.Johnsonfortheworkthatheaccomplishedduringhistimeassectionchairandpresented him with a plaque.
Mr.Jochimaskedforamotiontoadjournthemeeting.Ms.HazelSlettenmovedtoadjourn,andMr.RichardWanner seconded the motion. The motion carried, and themeetingwasadjournedat1:10p.m.

This year’s award for Best Tasting Drinking Water was presented to the Grand Forks Water Treatment Plant at the 79th Annual Water and Pollution Control ConferenceheldinFargo,October24-26,2007.The ND Section of AWWA received water samples fromthefollowingeightmunicipalities:ValleyCity,Bismarck, Williston, Grand Forks, Fargo, Mandan,

JudgingwascompletedbyJoelHeitkamp(KFGO),Dennis Walaker (mayor of Fargo), Cole Carley (president, FMCVB), Larry Frevert (APWA), and
Joe Mantua (AWWA). In blind taste tests,watersubmittedbytheCityofGrandForkswasnamedthebesttastingdrinkingwaterinNorthDakota.TheGrandForkswatertreatmentplantutilizescoagulation,sedimentation,filtration, T&O removal, fluoride, and chloraminestotreatsurfacewater.AbigthankyoutoallparticipantsfortheirdedicationandhardworkintreatingwaterforNorthDakotans,andcongratulationstotheGrandForksstaffforhavingthebesttastingdrinkingwaterin2007.

Committee ReportsWater Utility Council (WUC):Mr. Long presented the WUC report for Nate Weisenburger and Wade Hesch, who were unable to attend, from their attendance of the AWWA Fly-In on April17-18,2007.Itemsofdiscussionweresecurityissues,theTotalColiformRule,theContaminantCandidate List, effluent guidelines for WTPs, Chlorine/InherentlySaferTechnologies,infrastructurefunding, and the Water Transfer Rule.Mr.Longreviewedthe2007LegislativeSession,duringwhich1048billsandresolutionswereintroduced. Twenty-two of the bills and five resolutionsweretracked.Twelveofthe22billspassed,twooftheresolutionswereconsideredforinterim study, and one of the bills passed required an interimstudy.

May 23, 2007Education and Research Committee:RonHendricksenandKevinJohnsonjudgedthestatesciencefairforthesection.VanessaMauchofHankinsonandLauraJuelfsofMedinawerethewinners.Mr.StockertreportedthattheCityofMinot,whichwonthewatertastetestattheNorthDakotaWater and Pollution Control Conference (NDWPCC), agreedtosubmitwaterattheAnnualConventionandExposition(ACE)thisyearinTorontoforNorthDakota.Mr.LongagreedtorepresentNorthDakotaon Minot’s behalf. Mr. Bruschwein discussed asking Del DeBoer to once again present at the NDWPCC. It wasfeltthathispresentationwasveryinformativeandthatoperatorswereabletocomeawaywithabasicunderstandingofwateroperations.Itwasdiscussedthat Del’s expenses should be paid by the section. Discussionalsocenteredaroundhavinganotherpaneldiscussion.Apossibletopicisdistribution,specifically focusing on the Stage 2 D/DBP Rule. Eric Volk’s name was brought up, as well as operators from systemsthatwereonSchedule2&3forStage2,whomightbeinterestedinparticipatingonthepanel.ThereweretwoapplicantsfortheUniversityScholarship.JoeFergusonandDeanSlettenvolunteeredtohelpMirandaKlevenselectthewinner.
Membership:Mr.Slettenreportedthatmembershipisat245.DiscussioncenteredonsettingupaboothfortheEnergyConferenceinBismarcksometimeinJanuarytoattempttorecruitnewmembership.Thecostoftheboothwasestimatedtobe$1000.Recommendationsforattractingpeopletotheboothandrecruitingvolunteerstoruntheboothwerealsodiscussed.Mr.Slettenmovedtoholdasectionboothattheconference.ThemotionwassecondedbyMr.Paustian.Motioncarried.

He indicated that he picked 15 different participantsfromaroundthestatetoparticipate.Heindicatedthat11oftheparticipantsagreedtotraveltoDenveronJuly11toattendtheworkshoptostartaWARN committee. Training is paid by AWWA and theEnvironmentalProtectionAgency.
Mr. Friesz attended the Water Utility Management CourseattheUniversityofMinnesota.Hefeltthetrainingwasveryinformative,andhelearnedalotfromit.
Mr.SlettendiscussedhistriptotheRMSOinOmaha.TopicscoveredattheRMSOincludedtheWEF/AWWA merger, the Water for People (WFP) Memorandum ofUnderstanding,andtheagingworkforce.HewastheonlypersontorepresentNorthDakota.
Ideas for training at the NDWPCC (includingpaneldiscussions,Mr. DeBoer’s presentation, and a speakerfortheluncheon)aretobeforwardedtoMikeBrisben.
SummertraininginColoradoSpringsonAugust1-2,2008wasbroughtup.Theestimatedcostperpersonwasapproximately$900.Mr. Bruschwein, Mr. Wavra, and Mr.Blotskyvolunteeredtoattend.Therewasaconsensustoallowthemtoattend.
Mr. Thelen discussed the WFP MemorandumofUnderstandingwhichprovidesthatallthemoneygoes directly to WFP if we use the WFP logo. Mr. Ferguson made a motiontoadopttheMemorandumof

The ND Chapter of the American Public Works Association is soliciting nominations for the “2008 Project of the Year” Awards.
Eligible are any public works projects defined as the physicalstructuresandfacilitiesthataredeveloped,owned,andmaintainedbypublicagenciestoprovidewater,power,wastedisposal,transportation,andsimilarpublicservicesinaccordancewithestablishedpublicpolicy.
Criteriatobeusedintheselectionprocessincludedemonstrating good construction techniques, safety, communityrelations,protectingtheenvironment,unusualaccomplishments,andadditionalconditionsdeemedimportanttothepublicworksagency.
Awardrecipientsandtheirengineerswillreceivean APWA “Project of the Year” recognition plaque presented at the ND Chapter APWA noon luncheon of the ND Water and Pollution ControlConferencetobeheldinBismarckonOctober10,2008.Eachprojectiseligiblefornomination for the National APWA “Public Works - Project of the Year” competition.
