International Registration Plan (IRP) is a registration reciprocity agreement between:– 48 contiguous United States– District of Columbia– 10 provinces in Canada

Member Jurisdiction Responsibilities

Three general categories of responsibility:

• Administrative

• Audit

• Enforcement

1. Provide base license plate

2. Single registration cab card

3. Inter- and intra-state operations

4. Maintain uniformity

5. Calculate and collect all IRP fees for base-jurisdiction carriers

6. Disburse fees within 30-days

7. Notify the IRP Repository of changes

8. Assist other member jurisdictions

Audit

1. Provide audit findings to the registrant and member jurisdictions

2. Adhere to the Audit Procedures Manual

3. Audit 3% of annually renewed fleets

Enforcement

1. Grace period for new member jurisdictions

2. Notify law enforcement of policies and changes

3. Allow inter- or intra- state operation for properly registered vehicles

The Plate shall be identified by having the word “Apportioned”, “APP,” or “PRP” and the name of the Base Jurisdiction

• May be issued by electronic means if verifiable by law enforcement
