CITIZEN CONTACT CENTRECitizen Contact Center (CCC) is a project which aims
to actively increase an ordinary citizen’s access to
government structures.

providing access to 12 different government
helplines, CCC provides citizens an always-available
direct phone and SMS link to the government. This
grants great relief and ease to citizens; especially
those who are low literate. Additionally, CCC provides
an SMS/MMS query service, a complaint line and a
broadcasting service. Over 4,500 citizens interact
with CCC on a daily basis.

CITIZEN FEEDBACK MODELCitizen Feedback Model (CFM) is a service which
proactively solicits citizens’ feedback about theirinteraction with the government. When a citizen
accesses a government facility for a service, her cell
phone number is logged into a database and she
then receives an automated call in the voice of the
Chief Minister of Punjab, asking for her feedback,
followed by an SMS to which she can respond. These
feedback SMSs are then analyzed by a team of data
analysts and used to benchmark services across the
province. The ndings are sent to the DCOs of every
district.

AUTOMATED FARE COLLECTION FORMASS TRANSIT SYSTEMSThis modern mass-transit facility is powered by
an industry-standard Automated Fare Collection
and Bus Scheduling System which enables
commuters to reach their destinations on time.
These systems have been implemented by PITB for
the Punjab Metrobus Authority (PMA). Passengers
use RFID-based single-ride tokens, or multi-
journey smart-cards to access the Metrobus
corridor via high-capacity turnstiles installed at
each station. This ticketing method enables the
PMA service team to analyze and adjust service-
level parameters based on real-time passenger
volumes, ensuring that an optimal number of buses
remain in service at all times. PMA officials monitorservice-levels from a modern control center that
provides real-time video feed, bus location and
speed maps. Additional statistics such as passenger
counts and travel history help PMA efficiently
plan and manage the growth of the service.
MOBILE TOKEN TAX COLLECTIONMTTC is an Android based smart phone application
developed to aid the Excise and Taxation Team
during their on-site visits. This app replaces time
consuming manually operated systems and allows
for taxes to be collected in a simple and efficient
manner which can be easily monitored. Taxation
data is accumulated and stored in an easy-to-
access, always-available portal, allowing for the
identication of tax defaulters.
TRAFFIC TICKETINGSYSTEM
Citizens of Lahore have faced great difficulty and
hassle in making payments for traffic violationnes and reclaiming the documents seized as
collateral for these nes. To address this situation,
PITB and City Traffic Police Lahore have developed
an on-the-spot ticketing system. Using an Android
based app and a portable printer, this system allows
traffic police to generate an e-ticket on location and
collect ne payments immediately.
DRIVING LICENSE ISSUANCEMANAGEMENT SYSTEM
Using a centralized network created with cutting
edge technology and equipment, this system
allows citizens to get their driving licenses issued
or renewed from any Driving Licensing Authority
across the province. While providing an optimized
processing service to the public, the system alsogives up-to-date statistics to the authorities.

Each day an average of 175,000 passengers use the
Metrobus service in Lahore.
FACILITATIONCENTREThe Facilitation Center is designed to be a
comprehensive one-stop service center for citizens.
Instead of citizens having to contact multiple
departments for services like driving license
issuance and domicile procurement, the FacilitationCenter provides a single interface through which all
services can be accessed. Two Facilitation Centers
are scheduled to be inaugurated in Rawalpindi and
Lahore in August; they will provide 14 government
services under one roof and also keeping track of
citizens’ visits so as to ensure accountability and
efficiency.

HealthWatch is a smartphone application provided
to district health supervisory officers who are
appointed to visit health facilities in their districts.Supervisory officers report data for indicators like
out-of-stock medicines and staff absenteeism
through the app. For authentication purposes,
officers are required to also submit a photo of
themselves on location. The data thus collected
appears in real-time on Google Maps and is available
for health officials to carry out data analytics, take
corrective actions and draft policies. This app was
launched in Punjab in February 2014 and so far
more than 7,000 indicators have been recorded
through it.
DISEASE SURVEILLANCE SYSTEMDSS is a centralized system developed to monitor,
control and ultimately help eradicate contagious
and epidemic-prone diseases. DSS collects disease
surveillance data on the 26 communicable diseases
identied by WHO from various venues, including
teaching hospitals, DHQs and BHUs etc. The
compiled data is used for early disease detection,
the deployment of appropriate and timely preventive
measures, and for the overall better management of
health related issues throughout Punjab.
DRUG INSPECTION MONITOR ANDEVALUATION (DIME)DIME is a smartphone application developed to
facilitate Drug Inspectors. It is used to tag the
locations of medical stores and record drug
contraventions, on the basis of which remedial
actions are taken. Additionally, this app allows the
health department to schedule and track inspectors’
visits. A corresponding web dashboard consolidates
a database of this information and enables access
to it in multiple formats. Currently, the system is in
use in Lahore and is scheduled for province-wide
DENGUE ACTIVITY TRACKING SYSTEM

Dengue Activity Tracking System (DATS) aims
to ensure compliance to, and the monitoring
of, anti-dengue measures throughout Punjab
using a smartphone application for the real time
reporting of activities performed by eld s taff. This
information is then transmitted- with pictorial
evidence- to a Dengue Activity Tracking portal on
Google Maps. The data helps district governmentsand departments to engage in effective cross-
departmental coordination efforts to ensure
that anti-dengue measures are being rigorously
implemented.
DATS helped the Punjab Government to control the
massive Dengue outbreak of 2011 and safeguard
the province against a recurrence of the epidemic.
CRIME MAPPINGCrime mapping is carried out under the Crime
Investigation Reporting System using a purpose-
built Android application. It has an Urdu interface
which allows Police personnel to record the location,time and nature of the crimes being reported in
Lahore. This data is then mapped in both spatial
and temporal dimensions to identify crime pockets
and chart trends and patterns which are analysed to
develop effective strategies to counter crime. This
system covers all 83 police stations of Lahore and
has helped map 48,320 crimes so far.

LIVESTOCK & AGRICULTURE EXTENSIONACTIVITIESPITB has implemented a solution that enables the Punjab Livestock
and Agriculture departments to monitor and track the activities of eld
officers in real time through the use of GPS-enabled smartphones.
These departments have also collated a central database with
information on more than 1.2 Million registered farmers across
the province. This enables them to conduct targeted awareness
campaigns that help prevent diseases and enhance yields. Additionally,
it allows them to make person-to-person calls and send mass-scale
SMSs during disease outbreaks, pest-alerts, and other calamities.

PUNJAB ONLINE PROCUREMENT SYSTEM (POPS)The goal of this project is to improve procurement efficiency within the
Punjab Government. POPS provides Key Performance Indicators for
efficiency evaluation, online-procurement (i.e. vendors and procurement
officials interacting through the system), improved monitoring and
reporting, and a back-end dashboard for top-management. This system
is part of the Evidence Based Procurement Reforms Project beingundertaken by the Planning and Development Department and Punjab
Procurement Regulatory Authority in collaboration with researchers from
the International Growth Center. Currently POPS is being used in 660
cost centers by 3,343 users who have created over 31,300 requests and
generated more than 7,782 bills.

ONLINE COLLEGE ADMISSIONSSYSTEM (OCAS)OCAS is a web-portal, that enables students to apply
online for admissions to public colleges - avoiding
multiple visits, long queues, and cumbersome
documentation.

Applicants log-in with their matriculation roll
number, select the college(s) and programs to apply
for, and print an auto-generated fee slip. The fee
(Rs 25 per application) can be paid at any branch of
Bank of Punjab across the Country.
Integration with BISE results enables colleges to
generate merit lists automatically via OCAS, and the
Higher Education Department is able to monitor the
entire admissions cycle online, in real-time.

MONITORING PUBLIC SCHOOLENROLMENT AND FACILITIESEducation Department officials visit each of the
57,000 schools across Punjab every month and
report key stats including student enrolment,
teacher presence, and the availability of utilities.
Visiting officers would usually ll out extensive
paper-based survey forms which would be digitized
via a lengthy process. However, working with PITB,
the School Education Department has equipped theMEAs with SIM-enabled tablet-PCs that allow these
officers to digitally submit forms during their on-site
visits. Adopted already by over 200 MEAs across
8 districts, the benets of the new monitoring
mechanism have been enormous and include real-
time reporting with pictorial evidence, geo-tagging
of sites visited and automatic alerts based on
below-target performance. A centralized back-end
dashboard provides access to the consolidated
data.
ELECTRONIC STUDENT ASSESSMENTSThe traditional approach of conducting mass
paper-based tests to assess student learning
tends to be costly and complicated and hence
can only be carried out infrequently. In order to
regularly gauge student learning levels at mass-
scale with cost efficiency, PITB has developed an
android-based student assessment application
for School Monitoring Officials. Using tablet-PCs,
MEAs conduct on-site, curriculum-based tests
for students at different grade levels. Results
(along with date, time, location, and officer ID)
are transmitted instantaneously to the back-
office server through mobile phone network, thus
enabling timely assessments and trend analyses.
STUDENT ATTENDANCEPITB is working with the Punjab Education
Foundation (PEF) to rollout an attendance
application that enables school administrators to
mark student attendance by taking a picture of each
PEF-sponsored child every morning using low-cost
smartphones.
