LATEST PROJECT UPDATES

GRID AGREEMENT FOR THE HOLLANDSE KUST ZUID

Vattenfall and TenneT signed the offshore grid agreement for the first non-subsidized windfarm in the Netherlands, Hollandse Kust Zuid I&II (HKZ). The agreement includes the connection and transmission of electricity between the 700MW windfarm and the HKZ Alpha platform. The HKZ wind farm zone includes two offshore platforms, one for HKZ I&II and one for HKZ III&IV, each platform will connect to an onshore substation by two 220kV AC sub-sea cables with a total capacity of 1.4GW. The two con-nections are due to be ready for operations in 2021 and 2022. The first Dutch offshore grid agreement was signed between Tennet and the Blauwwind consortium (Shell, Van Oord, Eneco and Diamond Generating Europe Lim-ited) for the Borssele 3 and 4 offshore windfarm in 2017. The offshore grid agreement for the Hollandse Kust Noord wind farm is expected to follow in 2023.

PLANS FOR NORTHCONNECT APPROVED

Aberdeenshire Council approved a major planning appli-cation for the 650km 1.4GW 525kV HVDC UK-Norway NorthConnect interconnector. The application was sup-ported by EIA which covers the ecology, water quality, noise and traffic topics. The cables will be able to trans-fer power in both direction and the project will create up to 600 jobs with almost 50% of the jobs extending beyond 18 months. The two bipolar subsea cables will connect the Fourfields converter station in the UK to the Simadelen station in Norway. The planning and marine licence applications were submitted on 4th September 2018. The marine licence application is still under con-sideration by Marine Scotland and is expected to be granted in February 2019. The 1.3 billion GBP project anticipates reaching financial close by late Q1 2019. The construction of the UK converter will commence at the end of 2019 and the interconnector will go online in 2023/24.

NEW POLISH-LITHUANIAN LINK:“HARMONY LINK”

Polish TSO PSE and Lithuanian TSO Litgrid signed an agreement for a new Lithuanian– Polish HVDC subma-rine interconnector, Harmony Link. The new subsea power interconnector will support an already existing underground link named LitPol. The new link marks “the first step to a political agreement between the Baltic States’ electricity networks”. The HVDC cable is the part of the project of Baltic States integration to the conti-nental European grid by 2025. The objective of the Baltic Energy Market Interconnection Plan (BEMIP) is to achieve open and integrated regional electricity and gas market between EU and Baltic countries. The members are the EU commission, Denmark, Germany, Estonia, Latvia, Lithuania, Poland, Finland, Sweden and Norway as the observer. Litgrid confirmed that it is “too early” for sharing the technical details of the project. However, the project expects to reach financial close in 2020.

EUROASIA INTERCONNECTOR PRE-SELECTS CONTRACTORS

The 1,520km three phase EuroAsia interconnector project has completed the pre-selection process for four contracts worth 3.5 billion EUR. The successful companies will supply and install the HVDC submarine and onshore cables for the first 1GW phase of the multi-terminal VSC-HVDC scheme. When completed the three phases of the interconnect-or project will have a combined capacity of 2GW. The selected cable manufacturers have each been invited to the Corporate Headquarters in Cyprus to get the ball rolling.

OIL LEAKAGE AT ÖRESUND

On 7th January, the LPOF insulated Öresund cables, com-missioned in 1973, started to leak oil. Leakage points have been located 1km off the coast of Ellekilde Hage, near Hornbæk. The leaks were identified using a high- pressure technique but the work took longer than expected (3 days) due to bad weather conditions. The operators installed steel pyramids to collect the leaking oil and new cabling will be installed. It is unknown when the link will be operational again and the cause of the damage has yet to be disclosed. A consortium of NKT and Boskalis are due to replace the old cables with four new 400kV XLPE AC cables in 2020. The Oresund 400kV Replacement Cable project is scheduled to be completed in Q3 2020.
