Mock Assessments Penarth Management specialises in
implementing and maintaining
management systems to recognised
Standards and to achieve legal
compliance with legislation. As well
as this, we can also carry out a
‘mock assessment’ to a Standard a
company may be implementing
themselves. We have recently
provided this service to companies
in the print industry and the carbon
trading sector.
The mock assessment normally
involves a consultant spending a
day at the company’s premises and
auditing to the required Standard(s)
and sampling evidence of
compliance to the Standard(s)
through documentary reviews and
discussions with employees.
The outcome would be the provision
of a written report on the day to the
company. The report will detail the
evidence gathered against each
clause of the Standard(s). Where
required, recommendations to
achieve compliance will be made
against the specific Clauses.
Carrying out a mock assessment
gives the company a good indicator
of how far away they are from
achieving compliance to the
Standard(s) and if they are ready to
go for certification. The report itself
can also be used to demonstrate
that the implemented management
system has been independently
audited by competent professionals.

School Environmental Award In her spare time Karen has been working with St Mary’s Catholic Primary School in Bicester, Oxfordshire to achieve the Bronze Award within the Eco-Schools programme. Eco-Schools is an international award programme that provides a framework for sustainability.
This project was undertaken with the pupils and teacher of the Nature Club who were involved in carrying out an environmental review and
creating an action plan. The Eco-Schools Programme is focused around nine key environmental topics which are litter, energy, waste, water, school grounds, biodiversity, transport, healthy living and global perspectives.
The school achieved the Bronze Award in January 2009 and are now working towards achieving the Silver award! For more information on the Eco Schools programme visit http://www.eco-schools.org.uk/

A new Approved Code of Practice has been published by the HSE offering guidance to companies dealing with confined spaces. This is in response to an increased number of fatalities in offshore facilities. However, it is important to recognise that confined spaces can occur in a variety of work environments (the pub cellar, for example) and although they are not always obvious, they are always dangerous.
At a care home in 2006, two repairmen collapsed in the basement while carrying out repairs due to fumes from the laundry room above. The basement had not been identified as a confined space and no warnings or restrictions were in place.
A confined space is “any space of an enclosed nature where there is a risk of death or serious injury from hazardous substances or dangerous conditions” (for example, lack of oxygen). Once a space has been identified, all reasonable efforts should be made avoid entry to it, for example, by carrying out work from the outside. If this is not possible, than suitable training must be given, equipment provided and emergency procedures put in place to ensure the safety of staff.
You can avoid fatalities and prosecution by ensuring that risk assessments are carried out and safe systems of work are put in place. Your consultant from Penarth Management can assist you further with this process.

Carbon Reduction Commitment The Carbon Reduction Commitment (CRC) is a mandatory emissions trading scheme starting in April 2010 targeting large public and private sector organisations, e.g. large manufacturing, large retail chains, universities and local government. An organisation must register under CRC if during the 2008 calendar year it:
Had at least one half hourly electric meter (HHM) settled on the half hourly market, and
Consumed at least 6,000MWh of electricity on all HHMs.
However if you are part of a group structure, responsibility for meeting obligations under CRC will fall on the entire group rather than individual business unit or regional operations.
Any emission covered by the EU Emissions Trading System or Climate Change Agreement will not have to be included in CRC.
The scheme will be operated and administered by the Environment Agency on behalf of the Government.
From September 2009 the Environment Agency will be sending out qualification packs to billing addresses with known HHMs.
The CRC scheme is broadly revenue neutral and will offer a number of incentives to reduce emissions. The purchase of allowances creates a cost for each tonne of CO2 emitted and the scheme recycles revenue raised from the sale of allowances back to participants, depending on how well they perform in reducing emissions. A annual league table will be compiled to show organisations performance.
