§ Intheroleoftheeducationalleader

TheseformsarereferredtoasS464andS467forms(thenumbersrefertosectionsinPart33oftheEducationAct1989).
Section464positionsincludetheprincipal,theDRSandallthoseothertaggedpositionsthatrequirethesuccessfulapplicanttohavethewillingnessandabilitytotakepartinreligiousinstructionappropriatetothespecialcharacteroftheschool.
Section467makesprovisionforspecialpositionswhosetagwordingdiffersfromthetagwordingforSection464positions.InCatholicschoolsSection467isappliedtothepositionofdeputyprincipalonly.Thetagwording,whichisstandardisedinallCatholicschoolIntegrationAgreements,differsforprimaryschoolsandsecondaryschools.
WhatisanS464(tagged)position?
AnS464(tagged)positionisoneforwhich“awillingnessandabilitytotakepartinreligiousinstructionappropriateto[the]schoolshallbeaconditionofappointment.”ThiswasformerlyknownasanS65position.
TheProprietoroftheschoolhasaresponsibilitytoensurethattheschool’sSpecialCatholicCharacterismaintained,andS464positionsareanintegralelementinthis.
TheCatholicChurchdescribesthesepositionsasaministrywithintheChurch.AministryisanofficeintheChurchtowhichapersoniscalledbytheChurchcommunitytoservethatcommunity–inthiscase,theministryofreligiousinstruction.ThereforesuchapersonneedstobebaptisedandbepartoftheCatholicfaithcommunity.
“Religiousinstruction”israthermorethanReligiousEducationteaching.ItimpliestheabilitytosupporttheCatholicreligiouslifeoftheschoolbymanyspecificactions,andbyprovidingapersonalexampleofwhatitmeanstobeaCatholic.ItdoesnotnecessarilymeanteachingReligiousEducation,althoughinaprimaryschoolitwouldnormallydoso.
Bylaw,theBoardofTrusteesofaprimaryschoolislegallyboundtoappointonlyfromalistofapplicantswhoareacceptabletotheProprietoroftheschool.Forsecondaryschoolpositions,acceptabilityisestablishedbytheappointmentscommitteeoftheschool.Onceacceptabilityhasbeenestablished,theBoardofTrusteesconsiderstheinformationonthisform,togetherwiththeapplication,inordertoassessanapplicant’ssuitabilityfortheposition.
Whatisacceptabilityforthepositionbeingappliedfor?
Assessingacceptability
WhenassessingtheacceptabilityofateacherwhoisbeingconsideredforanS464appointmentwithresponsibilityforreligiousinstructioninaCatholicschool,thefollowingqualitiesaresought.
Responsetoacall
TeacherswitharesponsibilityforreligiousinstructionrespondtoacalltoshareintheworkoftheChurch.Theyshouldbewillingtogivetheirtimeandtalent,notonlytostudents,buttotheirowncontinuedgrowthandunderstandingintheirfaith.
WitnesstotheGospel
SuchteachersneedtobecommittedtoJesusChristandtohaveanaptitudeandabilitytocommunicatetheGospelmessage.Theyarepeopleofprayerandreflection,whowitnesstoalifeoffaith.
CommitmenttotheChurch
TheyrepresenttheChurchandsotheyneedtobeincommunionwiththeChurchandtheBishopoftheirdiocese.TheytestandvalidatetheirfaithunderstandingandinsightsinthelightofthegospelmessageaspresentedbytheteachingauthorityoftheChurch.
Involvementinthecommunity
TheyarecalledtofostertheconceptofChristiancommunitythatpeoplecanexperienceinpractice.AChristiancommunityisnurturedespeciallythroughsharingintheEucharist.TeachersholdingtaggedpositionsnormallyexperienceunitywiththeCatholicChurchthroughfrequentparticipationinthecelebrationoftheEucharistwithintheCatholiccommunity.TheyalsoseektocooperatewithotherparishleadersinmakingtheparishitselfafocalpointofcommunityintheChurch.
Servantofthecommunity
TheyarecommittedtoservingtheChristiancommunity,particularlyintheirparishandinthecommunityatlarge.Suchservicemeansnotonlyrespondingtopeople’sneedswhenaskedtodoso,butalsotakingtheinitiativeinseekingtoidentifytheneedsofindividualsandgroupsinthecommunity,andthenencouragingstudentstodothesame.
