Pendahuluan
Kemaskini Banci Penduduk dan Perumahan (KBPP) 2016 telah dikendalikan dari bulan Mei hingga September 2016. Objektif utama KBPP 2016 adalah untuk mengemaskini bilangan dan maklumat penduduk yang telah diperolehi semasa Banci Penduduk dan Perumahan (BPP) 2011; di samping mengemaskini bilangan dan senarai perumahan di seluruh negara bagi kegunaan banci dan kajian akan datang. Ini merupakan kali pertama kemaskini sebegini pernah dijalankan di dalam tempoh antara banci.
Laporan Awal Kemaskini Banci Penduduk dan Perumahan (KBPP) 2016 ini memaparkan data awal mengenai bilangan dan ciri-ciri utama demografi penduduk Negara Brunei Darussalam pada tahun 2016. Anggaran penduduk pertengahan tahun yang telah dikeluarkan sebelum ini bagi tahun 2012 hingga 2015 adalah juga dengan ini disemak semula.
Data awal KBPP 2016 adalah tertakluk kepada semakan lanjut dan data muktamad akan dikeluarkan melalui penerbitan berasingan.
Saiz dan Pertumbuhan Penduduk
Semasa Kemaskini Banci Penduduk dan Perumahan 2016, kiraan awal jumlah penduduk Negara Brunei Darussalam adalah seramai 422,678 orang berbanding dengan 393,372 orang semasa Banci Penduduk dan Perumahan 2011. Ini menunjukkan pertumbuhan pada kadar purata tahunan sebanyak 1.4 peratus dalam tempoh 2011-2016, berbanding dengan pertumbuhan 1.7 peratus semasa tempoh 2001-2011.
Terdapat 105 orang lelaki bagi setiap 100 orang perempuan berbanding dengan nisbah jantina sebanyak 107 pada tahun 2011. Oleh itu, penduduk lelaki merupakan 51.3 peratus (216,832 orang) daripada jumlah penduduk.

Taraf Penduduk
Daripada jumlah keseluruhan penduduk, Rakyat Brunei merupakan bahagian terbesar sebanyak 76.8 peratus (324,472 orang), manakala agihan Penduduk Tetap dan Penduduk Sementara adalah masing-masing sebanyak 8.0 peratus (33,816 orang) dan 15.2 peratus (64,390 orang). Rakyat Brunei dan Penduduk Tetap mencatatkan kadar pertumbuhan tahunan sebanyak 3.1 peratus dalam tempoh 2011-2016. Sebaliknya, bilangan Penduduk Sementara telah menurun secara purata sebanyak 5.8 peratus setahun dari tahun 2011 hingga 2016.
Taburan Geografi
Daerah Brunei Muara mempunyai penduduk yang paling ramai sebanyak 69.3 peratus (292,705 orang) daripada jumlah penduduk. Ini diikuti oleh Daerah Belait (16.6 peratus atau 69,992 orang), Daerah Tutong (11.7 peratus atau 49,438 orang) dan Daerah Temburong (2.5 peratus atau 10,543 orang). Negara Brunei Darussalam mempunyai kepadatan penduduk yang rendah dengan 73 orang bagi setiap kilometer persegi.
Taburan Umur
Dari aspek taburan umur pada tahun 2016, kira-kira satu perempat daripada jumlah penduduk (22.3 peratus atau 94,239 orang) adalah berumur di bawah 15 tahun, lebih dari dua pertiga (71.8 peratus atau 303,618 orang) terdiri dari penduduk dalam kumpulan umur bekerja 15-64 tahun, dan 5.9 peratus (24,821 orang) adalah penduduk yang berumur 65 tahun dan ke atas. Umur penengah (median) pada tahun 2016 adalah 29.7 tahun berbanding 27.6 tahun pada tahun 2011.
Bangsa
Bangsa Melayu dengan 65.7 peratus (277,700 orang) dari jumlah penduduk merupakan komuniti terbesar di negara ini pada tahun 2016. Bangsa Cina dan lain-lain bangsa masing-masing terdiri dari 10.3 peratus (43,554 orang) dan 24.0 peratus (101,424 orang) dari jumlah penduduk.

Introduction
The Population and Housing Census Update (KBPP) 2016 was conducted from May to
September 2016. The main objective of KBPP 2016 was to update the number and
information regarding the population obtained from the Population and Housing
Census (BPP) 2011; as well as to update the number and listing of housing units
throughout the country to be used for future censuses and surveys. This was the first
time that such update was conducted during an inter-censal period.
This Preliminary Report of the Population and Housing Census Update (KBPP) 2016
presents the preliminary data on the number and key demographic characteristics of
Brunei Darussalam’s population in 2016. The mid-year population estimates released
earlier for the years 2012 to 2015 have also now been revised.
The KBPP 2016 preliminary data is subject to further revisions and the final data will
be released in a separate publication.
Population Size and Growth
In the 2016 Population and Housing Census Update, the preliminary count of the total
population of Brunei Darussalam was 422,678 persons compared to 393,372 in the
2011 Population and Housing Census. This represented an average annual growth rate
of 1.4 per cent during the period 2011-2016, compared to 1.7 per cent during the 2001-
2011 period.
There were 105 males for every 100 females compared to a sex ratio of 107 in 2011.
Consequently, the male population accounted for 51.3 per cent (216,832 persons) of
the total population.

Residential Status
Out of the overall total population, Brunei Citizens accounted for the largest share of
76.8 per cent (324,472 persons), while the shares of the Permanent Residents and
Temporary Residents were 8.0 per cent (33,816 persons) and 15.2 per cent (64,390
persons) respectively. The Brunei Citizens and Permanent Residents recorded an annual
growth rate of 3.1 per cent during the period of 2011-2016. In contrast, the number of
Temporary Residents has declined by an average of 5.8 per cent annually from 2011 to
2016.
Geographic Distribution
The Brunei Muara district was the most populated district with 69.3 per cent (292,705
persons) of the total population. This was followed by the Belait District (16.6 per cent
or 69,992 persons), the Tutong District (11.7 per cent or 49,438 persons), and the
Temburong District (2.5 per cent or 10,543 persons). Brunei Darussalam remained
sparsely populated with 73 persons per square kilometre.
Age Distribution
From the age distribution aspect in 2016, about a quarter of the population (22.3 per
cent or 94,239 persons) were below 15 years of age, more than two-thirds (71.8 per
cent or 303,618 persons) were in the working age group of 15-64 years and 5.9 per
cent (24,821 persons) were aged 65 years and over. The median age in 2016 was 29.7
years compared to 27.6 years in 2011.
Race
The Malays with 65.7 per cent (277,700 persons) of the total population formed the
largest community in the country in 2016. The racial groups of Chinese and others
comprised 10.3 per cent (43,554 persons) and 24.0 per cent (101,424 persons) of the
population respectively.

Metodologi
Kemaskini Banci Penduduk dan Perumahan (KBPP) 2016 meliputi semua unit perumahan dan keluarga/isirumah di Negara Brunei Darussalam. Ia dilaksanakan secara de jure, di mana semua orang, samada rakyat Negara Brunei Darussalam, Penduduk tetap atau Penduduk sementara yang telah atau akan tinggal sebagai ahli biasa isi rumah bagi tempoh 6 bulan atau lebih dalam tahun 2016, dihitung mengikut tempat tinggal biasa mereka. Kerjaluar banci dikendalikan oleh pegawai-pegawai banci yang dilantik, samada melalui temuduga bersemuka atau Self-
Enumeration (Self-E).
Bagi menilai kualiti data yang telah diperolehi dari segi liputan yang menyeluruh serta ketepatan dan kandungan yang lengkap bagi setiap maklumat yang diperlukan, Kajian Susulan KBPP 2016 telah pun dijalankan semasa bulan April 2017. Satu lagi inisiatif ialah dengan melakukan semak-silang, dan diikuti proses menghubungkan dan juga menyatukan dengan data berkaitan dari sumber pentadbiran, seperti dari Kementerian Kesihatan dan Jabatan Imigresen dan Pendaftaran Kebangsaan, Kementerian Hal Ehwal Dalam Negeri.

Methodology
The Population and Housing Census
Update (KBPP) 2016 covered all housing
units and households in Brunei
Darussalam. It was conducted on a de
jure basis, whereby all persons, whether
Brunei Darussalam citizens, Permanent
residents or Temporary residents who
had stayed or intended to stay as usual
members of the household for a period of
6 months or more in 2016, were
enumerated according to their usual
place of residence. The census fieldwork
was undertaken by appointed census
officers either through face-to-face
interview or Self-Enumeration (Self-E).

In order to evaluate the quality of the
collected data, in terms of full coverage
as well as accuracy and completeness of
every information needed, the KBPP
Follow-Up Survey 2016 was conducted
during April 2017. Another initiative was
to perform cross-checking, followed by
the process of linking and consolidation
with the relevant data from
administrative sources, such as from the
Ministry of Health and the Department of
Immigration and National Registration,
Ministry of Home Affairs.

Taraf Penduduk: Taraf penduduk ialah taraf orang berkenaan yang berhubungkait dengan undang-undang imigresen negara ini. Kategori taraf penduduk ialah:
i) Rakyat Brunei, iaitu pemegang kad pengenalan kuning;
ii) Penduduk Tetap, iaitu pemegang kad pengenalan ungu; dan
iii) Penduduk Sementara, iaitu pemegang kad pengenalan hijau.
Umur Penengah (Median): Umur penengah (median) bagi penduduk ialah umur yang membahagikan penduduk kepada dua kumpulan bersamaan saiz, di mana separuh dari jumlah penduduk adalah lebih muda dari umur ini, dan yang separuh lagi lebih tua. Bangsa: Melayu merujuk kepada Melayu Brunei, terdiri daripada penduduk yang terkandung di dalam puak asli bangsa Melayu iaitu Brunei, Tutong, Belait, Kedayan, Dusun, Bisaya dan Murut. Cina merujuk kepada penduduk dalam kumpulan etnik Cina, sementara lain-lain bangsa meliputi penduduk yang tidak termasuk di dalam kumpulan bangsa Melayu dan Cina.
Residential Status:
Residential Status is the status of the
person in relation to the immigration
laws of the country.
The categories of residential status are:
i) Brunei Citizen, i.e. holder of
yellow identity card;
ii) Permanent Resident, i.e. holder
of purple identity card; and
iii) Temporary Resident, i.e. holder
of green identity card.
Median Age:
The median age of a population is that
age that divides a population into two
groups of the same size, such that half
the total population is younger than this
age, and the other half older.
Race:
Malays refer to Brunei Malays,
comprising of persons belonging to one
of the following ethnic groups of the
Malay race, namely Brunei, Tutong,
Belait, Kedayan, Dusun, Bisaya and
Murut.
Chinese refers to all persons who belong
to the Chinese ethnic group, while
others consists of the rest of the
population not included in the Malay
and Chinese racial groups.
