    1. GENERAL

    Purpose

    The purpose o this directive is to ensure that

    electricalinstallationsareoperatedandmaintainedinaccordancewith

    current regulations and internal requirements

    Defnitions and abbreviations

    Warning sign is a warning sign with black text on a yellow background

    that warns o the danger o getting too close to or touching live parts o

    the apparatus that can be dangerous

    Work permit (WP) is a written permit to carry out a dened task in a

    given place on an installation under given preconditions in a sae manner

    Responsible or operations imply overall proessional supervision oelectrical installations, and ensuring that electrical installations are

    planned, executed and operated in accordance with the regulations

    High voltage installations are electrical installations with a nominal

    voltage above 1000V alternate current or 1500V direct current

    Earthed means that the electrical installation is short-circuited andconnected to the installations main earth so that electrical energy is

    discharged quickly and saely in the event o short-circuiting

    Condemned equipment is equipment that has been removed rom

    operations permanently. The equipment has been electrically secured

    (disconnected and earthed) and all labels have been removed.

    Condemnedequipmentisnotbeingmaintainedasitisnolonger

    consideredelectricalequipment.Condemnedequipmentismarked

    Kondemnert(Condemned)

    Low voltage installations are electrical installations with a nominalvoltage up to and including 1000V alternate current or 1500V direct

    current

    Preserved equipment is equipment that is out o operation temporarily,but which is expected to be used at a later date. Preserved equipment

    is connected to the electrical distribution system. This equipment shall

    be maintained to ull saety requirements according to the regulations.

    Preserved equipment is marked Preservert

    Saety card is a personal card issued by the responsible person

    electrical installation, showing authorisation, access permit and

    limitations or the individual. The responsible person electrical

    installationskeeps an updated list o all saety cards Live equipment means that the equipment is electrically charged

    Roles

    Responsible person electrical systems has been appointed by BP

    Norge to ensure that electrical installations at all times comply with

    current regulations, including design/building o new installations and

    contracting o installations and vessels

    The deputy responsible person electrical installations is a BPemployee appointed by the responsible person electrical installation to

    carry out the responsible personstasks when he or she is absent

    An authorised person electrical is a BP employee appointed by

    the responsible person electrical installation to ensure that electrical

    installations and equipment are carried out in accordance with current

    regulations within one installation

    A deputy authorised person electrical is a BP employee appointed

    by the responsible person electrical installation to carry out theauthorised persons tasks when he or she is absent

    2. RESPONSIBILITIES

    3. AUTHORITY AND COMPETENCE

    Requirements or reviewing this document

    All personnel involved in the operation o and/or work on electrical power

    production, distribution and battery system

    and

    all personnel contracted or repairs and maintenance o electrical

    installations

    mustsignastatementtotheeffectthattheprovisionsinthisdirective

    have been received, read and understood beore they can start the work

    Authority

    Aresponsiblepersonelectricalinstallationsmustbeappointedinaccordance with the regulations. The responsible person electrical

    installations has overall responsibility and authority or operation,

    installation and maintenance o electrical installations on all acilities and

    contracted acilities/vessels on the Norwegian continental shel

    operated by BP Norge

    Theresponsiblepersonelectricalsystemmaydelegateauthority

    in accordance with the regulations, by using saety cards. The person

    responsible keeps a list o delegated authority

    Theresponsiblepersonforelectricalinstallationswillifnothingelse

    is stated be sakkyndig dritsleder or all BP Norge owned high voltage

    installations and dritsansvarlig or all low voltage installations related

    to the BP Norge petroleums activities.

    Foroperationofthe300kVelectricalplantatListatheAlcoa

    dritsleder is appointed as sakyndig dritsleder or the BP Norge

    owned part inclusive the secondary transormer breaker supplying

    the ABB Power rom shore building. The 300kV part shall be operated

    Personnelwithdelegatedauthoritymustcarrytheirsafetycardwhen

    an approved installer in connection with modications

    Automation technician

    Anautomationtechnicianisauthorisedtocarryout,onhisown,

    maintenance and simpler repairs in the low voltage installations/circuits

    installations that orm part o automated and similar installations.

    The authorisation does not apply to work on the electrical distribution

    system. The distribution system includes also battery systems as ar

    as circuit saety. I in doubt on borderline cases, consult the authorisedperson electrical

    Generel competence requirements

    Allpersonnelthataretocarryouttasksrelatedtooperation,

    maintenance, repairs and modications o electrical installations and

    equipment must be amiliar with the installation where the work will be

    done and be competent according to

    o Regulatons relating to proessional qualications or electrical

    technicians

    o OLF - 059 Recommended guidelines or the competence and

    training o electrical personnel

    BPpersonnelinvolvedinoperationofelectricalinstallationsmust

    bequaliedinaccordancewithCompetencedescriptionforoffshore

    personnel

    Contractedpersonnelmusthaveundergonetraininginaccordancewith

    Training plan or contractor employees

    Non-competent personnel

    Personswithoutthenecessarycompetencemustunderno

    circumstances

    o carry out repairs o electrical equipment

    o correct aults on electrical equipment

    o perorm any connections in the electrical distribution system,

    reset electrical relays or operate switches which is part o the

    electrical distribution system, except when special acceptance isgiven

    The denition competent is not valid or automation personal working on

    automation plants- competency requirement or this should be claeried

    by relevant disipline responible -instrument, meetering, kommunicationetc. The denition competent person does not cover repair o 3 party

    equipment taken care o by the equipment owner.

    First aid

    Alloperationandmaintenancepersonnelwhomaybeexposedto

    receiving an electrical injury must have undergone the necessary

    training to give rst aid in such situations

    Firstaidtrainingforelectricalinstallationaccidentsmustberefreshedevery year in accordance with Regulations relating to saety in work on

    4. OPERATION AND MODIFICATIONS

    General requirements

    Alloperationofandworkonelectricalinstallationsmustbecarriedout

    in accordance with Regulations relating to saety in work on electrical

    installations (FSE)

    In all new hiring o electrical personnel, the electrical responsible personor electrical competent person given delegated authority rom

    responsible person, shall be involved in the hiring process. The reason is

    based on the responsibility o the electrical responsible person.

    Approval o work

    Allworkonelectricalinstallationsrequiresanapproved work permit

    level 2except or

    o work on live equipment (AUS work) where an approved work permitlevel 1 is required

    o reconnection ater a blackout, where an approved operations

    procedure is required

    o connection o high and low voltage power and isolating switches in

    relation to an accident where no work permit is required

    o operation o remote-controlled stations or control o high and low

    voltage motors, where no work permit is required

    o work not requiring a work permit according to the HSE directive or

    work permits

    Opening o enclosures in a classifed area

    Openingofenclosurestoliveequipmentinclassiedareasrequire

    o an approved work permit level 1

    except or

    o opening o enclosures that cannot cause the ignition o any gas

    mixturepresent.Ref.IEC60079-17

    Work on explosion-proo equipment

    Maintenanceofexplosion-proofandintrinsicallysafeequipmentmust

    only be carried out by a qualied person with the necessary knowledge

    and inormation about the equipment and its protection

    Reporting o aults and incidents

    Allelectricalfaultsandincidentsmustbereportedtothe authorised

    person electrical on the acility The authorised person electricalmust immediately inorm the

    responsible person electricalinstallationsor his deputy o serious

    accidents and undesirable incidents in the electrical installation,

    including incidents where a person receives an electric shock

    Modifcation / new installation

    Forbuildingnewinstallations,andformodicationstoexistingelectrical

    Responsiblepersonfordesignofplantsdescibedaboveshallalsosend

    Notication or approval prior to purchace o equipment starts when the

    design o is extension or redesign o electrical plant under operation.

    Locationofnewequipmentinelectricalswitchgearroomsshallbe

    approved by responsible electrical engineer.

    TheinstallationsauthorisedPersonElectroshallbeinvolvedinthe

    approval process and issue written acceptance prior to use o new /modied electrical installations

    Approvalforcommencementofoperationsfornewelectrical

    installations in major projects shall be issued by Person responsible or

    electrical system. Basis or subject approval is a compliance document

    issued and signed by competent engineering / installation personnel.

    The installation shall conorm to BPs requirements related to electrical

    design and installations

    Accident precautions

    Inallareaswithelectricalequipment,instructionsapprovedbythe

    Directorate or Fire and Electrical Saety must be posted on the walls,

    giving instructions or what to do regarding accidents caused by

    electricity

    Switchboard rooms and switch systems

    Allelectricalswitchboardroomsroomsmustbelockedwheneverno

    work is taking place. Exemptionsfromtheruleregardinglockingoflowvoltageroomscan

    be made on old installations where there is a combined switchboard

    and a LER room i there is an instructed (not authorised) person

    onboard the platorm/ installation concerned.

    SwitchboardroomscontainingonlyLVinstallationsorHVinstallations

    which are secured separately (enced in and equipped with a separate

    locked gate) are dened as low voltage switchboard rooms. I the room

    only contains a transormer with an IP degree o IP44 or more, theroom can also be dened as a LV room.

    Roomswithelectricalinstallationspoweredby3phase400Vsystems

    with series-connected protection up to and including 63A or single-

    phase 230 supply are not regarded as electrical switchboard rooms and

    do not need to be locked.

    Keystotheswitchboardroomareonlyhandedouttopersonswhohave

    an access permit according to their saety card

    Onlypersonnelwithanaccesspermittohighvoltageroomshaveaccess to high voltage rooms on their own

    Onlypersonnelwithanaccesspermittolowvoltageroomshave

    access to low voltage rooms on their own

    Switchboardrooms,transformerroomsetc.mustnotbeusedas

    secondary storerooms. The foor and the space above/behind the

    switchboard must be clean and ree o requisites and other obstructions

    Allentrancestoswitches,fusesandotherequipmentnotinusemust

    be blocked or closed o. All covers, cover bolts and nuts must be put intheir correct position and tightly secured

    5. SECURING HIGH VOLTAGE SYSTEMS

    General operation

    Alloperationofhighvoltageinstallationsmustbecarriedoutin

    accordance with the Regulations relating to saety in work on electrical

    installations (FSE)

    Onlytheauthorised person electricalhas the authority to carry outconnections in a high voltage installation on the relevant acility

    Connectionofhighvoltagepowerandisolatingswitchesrequires

    detailed instructions and a permit rom the authorised person electrical

    expect in an emergency (arc re/injuries )

    Normaloperation(start/stop)ofremote-controlledelectricalhighvoltage

    users (pumps, compressors, etc.) may be carried out by Instructed,

    non-authorisedpersonnel.Checkbeforestartthatthenecessary

    generator capacity is available

    Precautions, work on high voltage systems

    Allworkonhighvoltageinstallationsmustbecarriedoutinaccordance

    with the Regulations relating to saety in work on electrical installations

    (FSE)

    Forworkonahighvoltagesystem,the authorised person must appoint

    a person to be in charge o connection and a person to be in charge o

    saety. The appointment may take place by word or mouth. The

    authorised person may appoint himsel as the person in charge o

    connection or the person in charge o saety

    Personnelappointedtobeinchargeofconnectionorsafetymustbe

    approved by the Operations manager or high voltage installations (the

    responsible person electrical installation)

    Forworkonhighvoltageinstallations,thepersoninchargeof

    connection must ollow the Instructions or person in charge o

    connection

    Forworkonhighvoltageinstallations,thePersoninchargeofsafetymust ollowing Instructions or person in charge o saety

    Iftheworkrequiresmorethanonehighvoltageswitchtobeisolated,a

    connection order must be used

    Whenatelephoneorradioisusedforoperationoforworkonahigh

    voltage installation, all messages must be conrmed by repeating the

    message. The messages should be logged i this is possible

    Planning the work Allworkonhighvoltagesystemsmustbeplannedinaccordancewith

    the Regulations relating to saety in work on electrical installations

    (FSE). I installation is preparred or remote operation this shall

    preerrable be used.

    Consequence-reducingmeasuressuchasthosebelowmustbe

    considered:

    o inspection o and availability o rst aid equipment

    o having an isolated rescue hook ready at the work placeo identiying all switches that must be taken out in the event o an

    accident

    o inspection o and availability o a hand-held re extinguisher

    Everyoneinvolvedintheworkmustbeinformedoftheimplemented

    measures beore the work begins

    Work on cables and conductors

    The person in charge o saetyshall ensure that the cable is not live,

    and that it has been insulated, short-circuited, earthed and identied

    beore the work is started that will lead to cutting into the high voltagecable

    Ifthereisanyuncertaintyinidentifyingthecorrectcable,witheither

    high or low voltage, the cable must be shot and pigged with an

    approved apparatus

    6. SECURING LOW VOLTAGE SYSTEMS

    General operation

    Alloperationoflowvoltageinstallationsmustbecarriedoutin

    accordance with the Regulations relating to saety in work on electrical

    installations (FSE)

    Theauthorisedpersonelectricalhasswitching authority or connectionsin the low voltage systems on the installation

    Connectionoflowvoltagepowerandisolatingswitchesrequires

    detailed instructions and a permit rom the authorised person electrical

    expect in an emergency

    Normaloperation(start/stop)ofremote-controlledusers(pumps,

    compressors, etc.) may be carried out by non-authorised personnel.

    Isolation Beforeanyworkisdoneonalowvoltageinstallation,itmustbe

    isolated electrically in accordance with Electrial Isolation in HSE

    directive no. 5 Energy Isolation

    Work on live low voltage equipment

    Allworkonliveequipmentrequiresanapprovedwork permit level 1

    Ifitprovesnecessarytocarryoutworkonlivelowvoltageinstallations

    or equipment, the work must be perormed by a qualifed person

    The person doing the work must protect himsel against direct contact

    with earth through the use o:

    o protective equipment in accordance with Section 14 o the

    Regulations relating to saety in work on electrical installations (FSE)

    o AUS tools

    Forworkon

    o live installations above 250V

    or

    o live installations below 250V and series-connected protection above63A

    there must be at least two persons with qualications within electrical

    saety (FSE) and the necessary amiliarity with the installation

    In case the circuit is secured with series-connected protection o no more

    than 30mA current trip or earth aults.

    o saety goggles may be used instead o a ace shield

    o the assistant does not need electrical qualications, but shall beinstructed and have rst aid competency

    Planning the work

    Allworkoflowvoltageinstallationsmustbeplannedinaccordancewith

    the Regulations relating to saety in work on electrical installations (FSE)

    Inaddition,consequence-reducingmeasuressuchasthosebelowmust

    be considered

    o inspection and availability o rst aid equipment

    o having an isolated rescue hook ready at the work placeo identiying all switches that must be taken out in the event on

    accident

    o inspection and availability o a hand-held re extinguisher

    Everyoneinvolvedintheworkmustbeinformedoftheimplemented

    measures beore the work begins

    Resetting the overload protection

    Resettingtheoverloadprotectionforoutgoingcircuits,with

    voltage up to and including 690V must be done by a

    competent person. I the circuit(s) is/are part o an

    automation system, the resetting can be done by an

    automation technician

    Resettingtheoverloadprotectionshouldonlybedoneonce.

    I the overload protection alls out repeatedly, the competent

    person electrical shall search or /repair the ault beore

    resetting is repeated. But, i equipment has Auto start, anisolation test shall be done beore the protection relay is

    reset i not special designed to stop /delay the auto start

    until reset relay work

    Allresettingoftheoverloadprotectionmustbereportedto

    the authorised person, who must log the incident

    7. ENERGIZING ELECTRICAL CIRCUITS

    General rules or energising a system

    Electricalcircuitsorequipmentmustnotbemadelivebeforethe

    person who is appointed to carry out the connection is convinced it can

    be done saely.

    The person who requests the connection shall ensure that the ollowing

    precautions have been taken beore the system is de-isolated and made

    live:

    1. All work on the circuit has been completed, and the isolation

    conrmationcerticate(ICC)hasbeensignedbyaqualiedperson

    2. A notication o electrical installation or a voltage connection certicate

    has been issued or the circuit in question3. Other non-electrical equipment such as pumps, compressors, ans

    etc, connected with the electrical circuit that may be aected by the

    connection to live voltage, have been conrmed by relevant discipline to

    be ready or start-up.

    4. Temporary barriers, warning signs, etc. are put up around or on the

    equipment to be connected

    5. Saety gear and tools are easily accessible

    6. Special consideration has been paid to the area classication (danger o

    explosion)

    7. Fire protection and detection is ready or use

    8. Qualied personnel are available to carry out connections, check

    potential resets and remove saety earthing

    For high voltage, the person in charge o connection and the

    person in charge o saety must both be present

    Making the system live ater modifcations

    Beforethecurrentisreconnectedfollowingmodicationstoelectricalcircuits or equipment, a representative o the electrical installer and the

    electrical Authorised person or his delegation, must sign or completion/

    acceptance on notication o electrical installation. Beore signing

    the authorised person shall ensure that the ollowing documentation is

    available:

    CONNECTION TO POWER REGISTER

    INSTRUCTIONS FOR LEAKAGE TESTING

    Before work begins

    Check- that the pressure gauge and other test equipment has been calibrated and will

    withstand the pressure that is to be tested- that the connected equipment will withstand the pressure that is to be tested- that any possible energy reservoirs such as accumulators, pulsation dampers,

    etc. have been isolated

    When using water as a test medium

    - that the foundation and supports for the equipment to be tested will withstand thecombined weight of the equipment and water used during the test

    Performance of pressure testing

    When using water, the equipment shall be filled to 100% first - ensure that the gas is ventedat the highest point.

    1. Increase the pressure to approx. 10% of the test pressure maximum 10 bar.2. Check for possible leaks (flanges, plugs, etc.).3. Increase the pressure gradually to 50% of the test pressure.4. Check for possible leaks (flanges, plugs, etc.).5. Increase the pressure gradually to the test pressure.6. Maintain the pressure for an adequate period of time in order to perform a thorough check

    for leaks

    - Avoid shock loads- Avoid passing in front of possible leakage points- Monitor any possible temperature variations that can influence the pressure

    After pressure testing

    1. Reduce the pressure gradually to atmospheric pressure

    2. In the event of drainage :

    - refill nitrogen at the highest point avoid creating a vacuum

    - check that the drainage system is not overloaded

    3. Check that all parts of the tested system have been depressurised/drained

    The connection supervisor shall:

    an authorised person when more than one switch is to be operated.

    Ensurethatthepersonnelperformingtheconnectionsarecompetent.

    The connection supervisor is not required to perorm the connection

    grounding at thedisconnection sites are perormed. There must be at

    least 2 persons to perorm the voltage control and shorting/grounding.
