01. INTRODUCTIONWELCOME TO EMOThisbookletcontainsgeneralinformationaboutEMOandspecificsonhowtocompleteyourworksafelyandefficiently.WorkingatEMOmeans:integratedconcernforsafety,environmentandquality.Withregardtotheregulationsinthisbookletwerelyonaclosecooperationduringyourstayatourterminal.

INTRODUCING EMOEMOisaleadingstevedoringcompanyinitssector,specializinginthetransship-mentanddistributionofthedrybulkgoodscoalandironore.

ThecompanyhasbeenlocatedontheMaasvlaktesince1973.Hereitsterminalan-nuallydischargesupto42miotonnesofcoalandironorefromvesselsandloadsthemintopusherconvoys,barges,trains,trucksandsea-goingvessels.

Longorshorttermstorageisalsooneofthepossibilities.Forthisthecompanyhasspecialistmachinery,linkedtogetherwithasystemofconveyors.

Aswellasstorageandtransshipment,EMOisalsoabletoaddvaluetoproductsbyblending,screening,crushingandwashingthebulkgoods.

02. ISPS CODEIncompliancewiththeISPSCodethefollowingproceduresmustbefollowed:• Beforevisitors,likesuppliersandrepairmen,areallowedtoenterthe

terminaltovisitavessel,theship’sofficermusthaveprovidedoursecurityguard(attheentranceoftheterminal)withadetailedliststatingnameofthevisitor,date,timeofarrival,kindandquantityofthegoods,etc.

• Theship’sofficermustprovidethePortFacilitySecurityOfficer(PFSO)withacrewlist.Whenthecrewchangesanewlistmustbegiven.

• AnyotheragreementsmustbemadebetweentheShip’sSecurityOfficer(SSO)andthePFSO.

• TheterminalorthevesselcandecidetouseaDeclarationOfSecurity(DOS).

03. COMMUNICATIONEMOhasappointedaspecialforeman,whoisinchargeofalldischargingandloadingoperationsattheMississippihaven,AmazonehavenandBeerkanaal.HeistheTerminalRepresentativeinaccordancewiththerequirementsoftheInternationalMaritimeOrganization’sBLUCodeandwillberesponsibleforthecommunicationaboutthedischarge/loadingplanandforcompletingthesafetychecklisttogetherwiththeship’sofficers.

Thisforemancanbereachedviatheboatswain,whoisalwayspresentduringloadinganddischarging.

Duringloadinganddischargingoperations,theboatswainisresponsibleforthecontactbetweentheship’sofficersandthemachineoperator/controlroom;heobeystheinstructionsoftheship’sofficers.

• Thenatureofworkattheterminalmeansthatcontaminationofclothing,footwearandgoodsbeingcarriedcannotbecompletelyavoided.

• Ifyouneedataxi,youcaneithercallyouragentorasktheboatswain.• EnteringtheEMOterminalisentirelyatyourownrisk,includingvehiclesandgoods.

EMOorEMOemployeesacceptnoliabilityforanydamagewhatsoever.• Byenteringtheterminal,anypersonacknowledgesexclusionofanyform

ofliabilityonthepartofEMO.• OntheentireEMOpremisessmokingisprohibited• Photographyandfilmingforpublication,isstrictlyforbiddenwithoutpriorpermis-

sionoftheCommunicationsDepartmentofEMO.

05. DAMAGEThemomenteachholdisempty,itwillbereportedtotheship’sofficersforinspec-tion.EMO’stechnicalforeman(damagecontrolforeman)isauthorizedtosettleanydamage.

Anydamagewhichiscausedbythestevedores,hastobereportedtotheboatswainondutyimmediatelyoratleast1hourbeforetheendofeachshifti.e.06.00/14.00/22.00hours.

Theboatswainwillinformthetechnicalforeman(damagecontrolforeman)whowillsignthedamagereport.IfEMOisatfault,repairswillbemadeimmediatelyoratlaterstagebymutualagreement.

Ifadamagecouldimpairthestructuralcapabilityorwatertightintegrityofthehull,orthevesselsessentialengineeringsystems,therelevantclassificationsocietyandtheadministrationoftheflagstateandtheterminalrepresentativemustbeinformedbythemaster.

TheterminalrepresentativeisresponsibleforinformingthePortStateControl(PSC).

03. COMMUNICATION

OFFICIAL HOLIDAYSEMOworks24hoursperday,7daysaweekwiththeexceptionofthefollowingofficialHolidays:• NewYearsDay(1stJanuary)• EasterSundayandEasterMonday• KingsBirthday(27thAprilor26thAprilif27thApriloccurstobeaSunday)• LiberationDay(5thMay,every5years,2010/2015etc)• WhitsundayandWhitmonday• AscensionDay• 1stand2ndChristmasDay(25thand26thDecember)

Worksendsfrom15.30hoursofthedayprecedinganofficialHolidaythroughto07.30hoursofthedayfollowinganofficialHoliday.

04. ENTERING THE TERMINALWhenavessel’screwenterstheEMOterminal,thefollowinginstructionsmustbefollowed:• Intheoperationareasyoumustwearasafetyhelmet,safetyshoesand

reflectiveclothingatalltimes.• Followthefreerouteonly(greenlineonmap).Accessoutsidethisrouteis

prohibited.• Itisstrictlyforbiddentoenteranymachines,equipmentandworkshops.• Whileattheterminalyoumustexerciseutmostcaution.• Donotwalkunderapassinggrabunloader.• Beattentivetosoundsignalswhenequipmentisstartingormoving.• Machinesandconveyorbeltscanunexpectedlystartmoving.• Wheelloaders,dumpersandotherEMOrollingstockhaverightofwayoverother

traffic.• Itisstrictlyforbiddentopassunderneathconveyorbelts.Youmustusethespecial,

“safetypassage”beneaththeconveyorbelts.• Whenleavingandreturningtothevesselusetheshortestsaferoute.

If ship unloader(s) is/are in operation, when entering the vessels deck, one is obliged to use the safety route as shown below.

06. GENERAL SAFETY AND ENVIRONMENTAL RULESEveryfirstMondayofeachmonthanalarmsignalistestedattheterminal.IncaseofemergencyyouwillbeinformedbyEMO.

SAFETYForprotectionofEMOpersonnelonboardavessel,itisthevessel’sresponsibilitytocomplywiththefollowingregulations:

Safe access to the vessel• Sturdygangwaywithhandrailoraladderwithastrongsafetynet

underneathandalifebuoyonboardattheaccesspoint.• Adequatelighting,minimum8lux.• Oneshouldnotbeunderneathnorwithintherangeofamovinggrab

unloaderorloadingmachine.• Heightdifferencebetweenquayandgangwayduringloadingand

dischargingandtidalmovementmustnotexceed25cm.

Accessibility ofdecks• Decksmusthaveadequatelighting,minimum8lux.• Decks/platformsleadingtoholdsmustbeeasilyaccessibleandfreeof

obstacles.• Wherenecessarythedecksmusthavesoundrailings.

Access to holds (only for discharge)• Afixedholdladderforeandaftofthehold,safeandwellmaintained:

-Stepsminimum15mmwide.-Platformsmusthaverailings.

• Accesstotheholdviaanenclosedshaft,freeofnoxiousgassesandwithadequateventilation.

• Accesstoshaftsmusthaveadequatelighting,minimum8lux.

06. GENERAL SAFETY AND ENVIRONMENTAL RULES

HOLDSTheholdsmustbesuitableandsafeforstevedoringoperations:• Beforedischarging,potentiallyhazardousobjectsorobjectsformingan

obstacletodischargingshouldberemovedorindicated.Forexamplesuchobjectsandobstaclesmayinclude:-Adjacentfueltanks.-Positionandtypeofholdladders,positionofprojectingpipes.-Steeplyrecedingslopingsides.

• Lightinginholdsmustbeminimum20lux.• Floorofholdshouldbecompletelylevel.

Pleasenotethattrimmingofholdsisdonemanually,withthehelpofwheelloaders/trackedvehiclesusingavibratingplateorothercleaningequipmentwhennecessary.

HATCHESEMOwillremovespillagefromthehatchcovers.Therefore,hatchesmustbesur-roundedonfoursidesbyasafe,sturdyrailwithstanchions.Moreover,thehatcheshavetobesecured.Ifnot,EMOwillnotremovethespillage.

LOADING/DISCHARGING PLANBeforeloading/discharging,anagreedloading/dischargingplanmustbehandedtotheTerminalRepresentative.ChangesintheplanshouldbeincompliancewiththeBLUCode.

OBO/OOCBeforedischarging/loading,avalidgas-freecertificatemustbehandedovertotheTerminalRepresentativeorcontrolroom.

OBO/OOC WITH INDEMNITYBeforedischarging,avalidcertificateofindemnitymustbehandedovertotheTerminalRepresentativeorcontrolroom.

SLOPSDischargingofanysloponboardofthevesselneedsspecialpermissionofEMOandalsorequiresavalidcertificatebyHCC.

REPAIRSItisstrictlyforbiddenforanyrepairwork,requiring‘hotwork’onboard,includingtheengineroom,tobecarriedoutalongsideourinstallations.RepairworktobecarriedoutneedsspecialpermissionoftheTerminalRepresentative.

ENVIRONMENT• Sootblowingalongsideofthequayisnotpermitted.• Onlycleanballastwatermaybepumpedintotheharbor.• Rinsingwaterfromdecks,holds,tanks,oranyotherwatercontaminated

withcargoresidues,maynotbepumpedintotheharbor.• Theship’sofficersmustlimitnoisenuisancetoaminimum.• Itisstrictlyforbiddentoleaveanywasteonthequays.• Limitsmokeemissionstoaminimum.• Itisstrictlyforbiddenforshipstousetheirradarwhenalongsidethequay.

07. DELIVERY OF GOODS• Anygoodsdeliveredforthevesselmustberemovedfromtheterminal

immediately.• Goodsleftbehindwillberemovedatthevesselsexpense.• Wastesuchasplastic,cardboard,pelletsorboxesstemmingfromgoods

destinedforyourshiparetobeclearedupbyyourcrewimmediately.• Nocarsarepermittedonthequay.• Viathequayitisonlypossibletodelivergoodswhichcanbetransported

manuallyusingthespecial,safetypassagesasindicated.• Bunkeringofoilanddrinkingwateranddeliveryof(heavy)goodscan

becarriedoutviathewatersideofthevessel,butitmaynotaffectdischarging/loading.

08. COMPLYING WITH AGREEMENTSAvessel,enteringthePortofRotterdam,mustcomplywiththeRotterdamPortRegulations.

Onarrivalattheterminal,thisinstructionbookletishandedovertoaship’sofficer,whowillberequestedtosignforreceipt.Additionally,signatureoftheship’sofficerisrequestedonastatementthattheinstructionsmentionedwillbefollowedandcarriedout.StevedoringoperationswillnotstartbeforethisstatementissignedandhandedovertotheTerminalRepresentative.

SAFEGUARDS, LADDERS, ETC. ARE NOT IN ORDER• Exemptionforrepairisgivenuntilthenextvoyage.Forthis,theship’s

officermustsignadeclarationofagreement.• Exemptionisgivenforaspecificperiod(inhours)givingtheship’sofficer

theopportunitytocorrectthedefectsmentioned.• Ifthedefectsareserious(un)loadingmaynotstart(orwillbesuspended)

untilsuchdefectshavebeenrepaired.• Ifmeansofaccesstotheholdarenotsoundandsafeandcannotbe

rectifiedwithinashortperiod,EMOmayrefusetotrimtheholdcompletely.• Anyextracosttobemadeinordertofinallyentertheholdsafelywillbe

entirelyfortheaccountofthevessel.

INADEQUATE LIGHTING• EMOcanhireadditionallightingdevicesfortheaccountofthevessel.• Decksmusthaveadequatelighting,minimum8lux.• Accesstoshaftsmusthaveadequatelighting,minimum8lux.• Lightinginholdsmustbeminimum20lux.

MEANS OF ACCESS TO VESSELInsomecases,itmaybeimpossibleforagangwaytobeplacedoutofrangeofthegrabunloaders.EMO’sTerminalRepresentativedecides,onacasebycasebasis,whetherthisisacceptable.

DISCHARGING VESSELS• Allvesselstobedischargedmustbe‘self-trimming’.EMOmayrefusetodis-

chargecargothatisoutofreachofthegraborremainsintheframes.• EMOisabletoinstallspecialequipmenttoremovecargoresidue.EMOhands

over‘shovelclean’holds.TheChiefOfficercansubmitcommentsingoodtimeconcerningthecleanhandoverofahold.Claimsfollowingcompletionofunloadingworkwillnotbeaccepted.

• Ifthesurfaceoftheholdisnotlevel,itwillnotbedischargedentirely.• Protudingbilgecovers,whicharemislaidduringdischarging,willnotbereturned.• Thestevedorewill,withpermissionoftheship,puta5feetcontainerondeck

whichcontainsstevedoresequipment.

GENERAL• Itisnotpermittedtoleavegascylinders,chemicalsorwastematerialonthe

quay.Anycostsincurredfortheremovalofthesecylinderswillbechargedtothevessel.

• AnyradiotransmissionfromthevesselneedsspecialpermissionofEMO.• Asof1July2004eachvessel>500GTmustcomplywiththeISPS-demands.

09. EMERGENCIESIfemergenciesoccurattheEMOterminalaffectingvesselsalongsidetheEMOquay,theship’sofficerswillbeinformedbyEMOimmediately.Thisalsoappliestocaseswheretheterminalhastobeclearedandthepeoplewillbeevacuated.

IfemergenciesoccuronboardofthevesselaffectingEMOstaff,equipment,quayorotherwise,EMOshouldbeinformedimmediately.Thisalsoappliesifanambulanceorotheremergencyassistancehasbeencalledfor.EMOstaffmaybeabletoassist.
