INTERNATIONALITÄT IM FOKUS. Wir haben das
Geschäftsjahr 2013 mit der Sonderpublikation
FOKUS Visionen eröffnet, in der die heimische
Wirtschaft im Mittelpunkt stand. Im Zuge der
vorliegenden Publikation FOKUS Europe 2013
richtet sich der Blickwinkel gemäß dem Titel vor-
nehmlich auf internationale Themen und Markt-
berichte. Die Ausgabe wird neben der bewährten
Verteilungsstruktur zusätzlich auf der interna-
tionalen Gewerbemesse MIPIM distribuiert, wo
FOKUS Media wie schon in den letzten Jahren als
Aussteller und Medienpartner mit insgesamt
drei aktuellen Ausgaben vertreten ist und vor Ort
für Sie die wichtigsten Trends recherchieren wird.
MÄRKTE IM FOKUS. Der MIPIM kommt ein inte-
ressanter Stellenwert zu. In einem wirtschaft-
lichen Umfeld, das immer noch unter dem Ein-
druck und den Folgen labiler Finanzmärkte und
Steuerpakete steht, rückt die Immobilie weiter in
den Vordergrund, jedoch werden bei Investment-
entscheidungen auch verstärkt das Umfeld und
sogar das Land, in dem sich diese befindet, in
Augenschein genommen. Dies könnte auch Per-
spektiven für schnell wachsende Volkswirtschaf-
ten bieten wie etwa der Türkei, dem heurigen
„Ehrengastland“ auf der MIPIM. In diesem Zu-
sammenhang werfen wir weiters einen generel-
len Blick auf die europäischen Immobilienmärkte
und die Rolle, die Österreich als Investitions-
standort in diesem Marktumfeld spielen kann.
INTERNATIONALITY IN FOKUS. We commenced
the year 2013 by bringing out FOKUS Visions,
a special publication focusing on the Austrian
economy and the economic outlook. As the
title suggests, the present publication FOKUS
Europe examines mainly international topics
and market reports. Besides being sent to our
existing readership, the current issue will also
be distributed at this year’s international
MIPIM trade fair. As an exhibitor and media
partner, this year FOKUS Media will once
again be represented by a total of three cur-
rent issues, and will be researching the most
important trends for you on site.
MARKETS IN FOKUS. Special importance is at-
tached to this year’s MIPIM. In an economic
climate still characterised by the influence and
the consequences of unstable financial mar-
kets and taxation packages, property is co-
ming into the limelight more and more. How-
ever, investment decisions are increas ingly
taking into account not only the surrounding
circumstances, but also the country in which
they are encountered. This offers opportuni-
ties for and in fast-growing economies like
Turkey, which is Country of Honour at this
year’s MIPIM. Furthermore the present publi-
cation provides a general overview on
European property markets and analyses the
role of Austria as a location for investment.

SPIEGEL DER EURO-KRISE. Hinsichtlich Immobilien-Investment-
markt Europa 2013 schätzt der aktuelle Trendbarometer von
Ernst & Young die meisten Länder als attraktiv bis sehr attraktiv
ein. Allerdings wird auch konstatiert, dass die Länder mit Fremd-
währungen gegenüber den Euro-Ländern tendenziell attraktiver
für Immobilieninvestments sind. Es sei offensichtlich, dass dies
eine Folge der anhaltenden Euro- beziehungsweise Staatsschul-
denkrise ist, heißt es. Aus dem gleichen Grund herrsche in den
südlichen und peripheren europäischen Märkten mehr Zurück-
haltung bei Immobilieninvestoren als im Zentrum oder Norden
Europas. Das voraussichtliche Transaktionsgeschehen spiegelt
diese Situation wider: In fast allen Ländern sehen die Marktteil-
nehmer die Euro-Krise – und als deren Folge die Angst vor Infla-
tion – als Haupttreiber für Immobilientransaktionen, erneut mit
Ausnahme der Länder mit Fremdwährungen und des europä-
ischen Südens, wo sich die gegenwärtige „Flucht in Immobilien“
etwas weniger deutlich auswirkt.
Durchgängig als die aktivsten Immobilienverkäufergruppen gel-
ten Wohnungsgesellschaften, Banken und Opportunity-/PE-
Fonds. Die Käufergruppen bilden in den meisten Ländern private
Investoren und Family Offices sowie Opportunity-/PE-Fonds.
WOHNIMMOBILIEN. Obgleich die einzelnen Einschätzungen je
nach Land variieren, wird insgesamt eine spürbare Nachfrage
nach allen Immobilienarten erwartet: Für Einzelhandelsimmobi-
lien wird es Ernst & Young zufolge in den meisten Ländern
mindes tens eine moderate, teilweise auch starke Nachfrage geben.
Wohnimmobilien werden in den meisten Ländern 2013 sogar sehr
stark nachgefragt sein. Gemäß den Preiserwartungen seien
Wohnimmobilien auf vielen Käuferlisten zu finden und in einigen
Ländern eine klare Kaufempfehlung, heißt es weiters in dem
Trendbarometer. Ausnahmen von der starken Nachfrage in den
meisten Ländern sind Italien, Spanien und Luxemburg. Preis-
anstiege bei Wohnimmobilien in 1a Lagen werden in Deutschland,

selling groups are deemed to
be residential property com-
panies, banks and opportuni-
ty/PE funds. The buyer groups
in most countries consist of
private investors and family
offices as well as opportunity/
PE funds.
RESIDENTIAL REAL ESTATE.
Although the individual as-
sessments vary by country, a
noticeable demand for all real
estate types is expected across
the board: with regard to retail
real estate, according to Ernst
& Young there will be at least
moderate and partially strong
demand in most countries. In
most countries, there will even
be very strong demand for re-
sidential real estate in 2013.
According to price expectati-
ons, the trend barometer also
states that residential real
estate will be found on many
buyers’ lists and in some
countries will be subject to a
clear buy recommendation.

in Deutschland und der Schweiz ist das Investoreninteresse für
Wohnen groß.
BÜROIMMOBILIEN & RETAIL. Büroimmobilien werden 2013 insge-
samt weniger nachgefragt als im Vorjahr beziehungsweise sollen
nur punktuell auf großes Interesse stoßen und – anders als bei
den anderen Nutzungsarten – nicht in der Mehrzahl der unter-
suchten Länder. Nur Investoren in Schweden, der Türkei und
Frankreich zeigen laut Ernst & Young ein starkes Interesse an
Büroimmobilien. Dennoch werden in fast allen Ländern Europas
gleichbleibende oder steigende Preise für Büroimmobilien erwar-
tet. Einen gegenläufigen Trend sieht man für 1a Büroimmobilien
in Spanien, Italien, Schweden und der Schweiz, wo die Preise
stagnieren oder sogar fallen sollen. Wachstumspotenzial für
Büroimmobilien bestehe sogar in peripheren Lagen, vor allem in
den östlich gelegenen Staaten. Insgesamt dürften sich die Immo-
bilienpreise in den Segmenten, auf denen die Investorennach-
frage liegt, positiv entwickeln oder zumindest stabil bleiben. Wie-
der stärker in den Fokus rücken Einzelhandels immobilien. In
diesem Segment erwartet Ernst & Young eine Preissteigerung
oder -stabilität. Den stärksten Preisanstieg für 1a Lagen soll es in
Österreich, Luxemburg und der Türkei geben. Auch im Einzelhan-
del bestehe Wachstumspotenzial für periphere Lagen, vor allem
für die östlichen Staaten Europas sowie Frankreich.
MIETEN UND RENDITEN. Die Aktivitäten auf dem europäischen
Nutzermarkt und die Mietbewegungen sind einem CBRE-Bericht
zufolge aufgrund der Erwartung, dass die wirtschaftliche Erho-
lung 2013 ins Stocken gerät, eingeschränkt. Das obere Segment
des Einzelhandelsimmobilienmarktes habe zumindest im vierten
Quartal 2012 eine stärkere Mietdynamik gezeigt, da Retailer bei
der Standortwahl für den Ausbau ihres Filialnetzes nach wie vor
sehr anspruchsvoll seien, heißt es in dem CBRE-Bericht. Das
Interesse der Investoren konzentriere sich immer noch überwie-
gend auf das obere Marktsegment und das letzte Quartal des letz-
ten Jahres belege, dass dies auf einigen der größeren und attrak-
tiveren Märkten wie Deutschland und Frankreich zu weiter
steigenden Mieten und Preise führe.
NORD-SÜD-GEFÄLLE. Die Lage auf den Investmentmärkten ana-
lysierend, sagt Georg Fichtinger, Head of Capital Markets, CBRE
Österreich: „Auf dem europäischen Investmentmarkt für Gewer-
beimmobilien hat sich 2012 eine weitere Polarisierung mit einem
immer deutlicheren Nord-Süd-Gefälle gezeigt. Der Umsatz im
letzten Quartal des Jahres 2012 lag in einigen Märkten auf re-
kordverdächtigem Niveau – beispielsweise in Deutschland und
Norwegen – Länder, die bei Investoren, die einen sicheren Hafen
suchen, weiterhin sehr beliebt sind." Kernländer würden auch
2013 bei Investoren hoch im Kurs stehen, Österreich werde dabei
nicht zuletzt „wegen seiner stabilen Wirtschaftslage und dem be-
sonders günstigen Finanzierungsumfeld noch mehr in den Fokus
rücken und für internationale Investoren an Bedeutung gewin-
nen“, so Fichtinger. >

OFFICE & RETAIL REAL ESTA-
TE. Office real estate is subject
to lower demand in 2013 than
in the previous year or in some
cases will only meet greater in-
terest selectively and – in con-
trast to other real estate types
– not in the majority of the ex-
amined countries. According
to Ernst & Young, investors
will only show a strong inte-
rest in office real estate in Swe-
den, Turkey and France. Ho-
wever, constant or increasing
prices for office real estate are
expected in almost all Euro-
pean countries.
A countervailing trend can
be seen for 1a office real estate
in Spain, Italy, Sweden and
Switzerland, where prices are
expected to stagnate or even
drop. Growth potential for
office real estate even exists
in peripheral locations, prima-
rily in the eastern countries.
On the whole, real estate
prices should develop positive-
ly or at least remain stable
in segments with investor
demand.
Retail real estate will be sub-
ject to stronger focus. Ernst
& Young expects increased
or stable prices in this seg-
ment. The strongest price in-
crease for 1a locations is
expected in Austria, Luxem-
bourg and Turkey. There is
also growth potential in the
retail trade for peripheral loca-
tions, primarily for the eastern
European countries as well
as France.
RENT AND YIELD. According to
a CBRE report, the activities
on the European user market
and the movement in rent le-
vels are limited due to the ex-
pectation that the economic
recovery will stall in 2013. The
upper segment of the retail re-
al estate market have shown a
strong rent dynamic at least in
the 4th quarter of 2012, since
retailers continue to be de-
manding in the selection of si-
tes for the expansion of their
branch network, according to
the CBRE report. The interest
of investors continues to con-
centrate primarily on the up-
per market segment; the last
quarter of the last year shows
that this leads to continually
increasing rents and prices in
the larger and more attractive
markets like Germany and
France.
NORTH-SOUTH DIVIDE. Georg
Fichtinger, Head of Capital
Markets, CBRE Austria, analy-
ses the position on the invest-
ment markets: ‘‘With respect
to commercial properties, an
additional polarisation with
an increasingly clear north-
south divide is seen on the Eu-
ropean investment market in
2012. The turnover in the last
quarter of 2012 may be setting
new records in some markets,
for example in Germany and
Norway – countries that conti-
nue to be very popular for in-
vestors looking for a safe har-
bour.’’ Core countries will
continue to be popular among
investors in 2013. Austria will
be the subject of greater focus
not least due to its ‘‘stable
economy and the particularly
favourable financing envi-
ronment and will become in-
creasingly significant for in-
ternational investors,’’ says
Fichtinger. >

METROPOLEN. München und Berlin sind nach Ansicht internatio-
naler Branchenexperten derzeit die attraktivsten Immobilien-
märkte Europas. Damit führen erstmals zwei deutsche Städte das
Standort-Ranking der 27 europäischen Metropolen an, das von
der Wirtschaftsprüfungs- und Beratungsgesellschaft PwC und
dem Urban Land Institute (ULI) erhoben wurde. Wien rangiert im
Mittelfeld auf Platz 13. Wertzuwächse trauen die Experten von
PwC nur vier europäischen Metropolen zu: Außer in München und
Berlin sieht man nur in London und Istanbul „gute“ Perspektiven
für den Bestand, neue Investments und die Immobilienentwick-
lung. Ausgesprochen kritisch beurteilt werden die Aussichten für
Athen und Lissabon sowie die spanischen Metropolen.
„Auf der anderen Seite mehren sich die Anzeichen dafür, dass die
Immobilienmärkte in Südeuropa das Schlimmste hinter sich ha-
ben“, so Claudia C. Gotz von ULI Germany. „Immerhin vier von
fünf Befragten sehen auf dem aktuellen Preisniveau auch Chancen
für Investitionen. Allerdings brauchen Immobilienkäufer in den
Krisenstaaten wohl einen langen Atem“, so Gotz.
LONDON MELDET SICH ZURÜCK. Neben der prominenten Platzie-
rung deutscher Städte in den europäischen Top 10 fällt das Come-
back Londons auf. Nachdem die Themsemetropole 2012 auf Rang
zehn abgestiegen war, hat sie sich in der aktuellen PwC & ULI -Stu-
die wieder auf die dritte Position vorgearbeitet. Dabei profitiert
die Stadt nicht nur von ihrem Status als einer der wertstabilsten
Immobilienmärkte weltweit, sondern auch vom wachsenden
Raumbedarf der Technologie- und Kreativbranche.
Ähnlich wie London weist man in der Studie München den Ruf
eines „sicheren Hafens“ in turbulenten Zeiten zu. Eine ausgewoge-
ne Wirtschaftsstruktur und niedrige Leerstandsquoten garantie-
ren mindestens stabile Immobilienpreise. Zudem profitiert der
Hotelmarkt vom boomenden Tourismus.
Auch in Berlin raten die befragten Experten zu Investitionen im
Hotel- und Tourismussektor. Bevorzugt werden allerdings vor al-
lem Wohnimmobilien: Für keine andere europäische Metropole
haben mehr Befragte eine Kaufempfehlung für Wohnungen aus-
gesprochen als für Berlin.
WIEN PUNKTET MIT GESCHÄFTSIMMOBILIEN. „Am Wiener Immo-
bilienmarkt zeichnen sich Geschäftsimmobilien als Sieger ab.
Trendgebend sind dabei vor allem die neuen Einkaufscenter in den
Bahnhöfen und die Luxus-Shoppingmeile in der Wiener City.
Kennzeichnend für den Büromarkt ist das Angebot an neuen Ob-
jekten, welches die Bürogebäude in B-Lagen zunehmend unter
Druck setzt. Der Wiener Wohnungsmarkt zeichnet sich nach den
teilweise deutlichen Preissteigerungen in den letzten Jahren vor
allem durch niedrige Renditen aus und stehen so in der Attraktivi-
tätsskala für Investoren – insbesondere deutschen Wohnimmobi-
lien – hinten nach“, so Wolfgang Vejdovsky, Leiter Real Estate bei
PwC Österreich.
Kreditfinanzierung schwieriger. Bei den bankenseitigen Immobi-
lienfinanzierungen rechnet Ernst & Young aufgrund von Basel III.
mit einer Einschränkung. Verstärkt würden Versicherungen als
Finanzierer auftreten, auch bedingt durch Solvency II. In Ländern

Vienna is ranked in the middle,
in 13th place. The PwC experts
only expect an increase in
value in four European metro-
polises: except for Munich and
Berlin, only London and Istan-
bul had a ‘‘good’’ outlook for
the existing real estate portfo-
lio, new investments and real
estate development. Athens
and Lisbon as well as the Spa-
nish metropolises received a
particularly critical assess-
ment with regard to their
outlook.
‘‘On the other hand, there are
increasing indications that the
real estate markets in South
Europe have put the worst be-
hind them,’’ says Claudia C.
Gotz of ULI Germany. ‘‘After
all, four out of five interview-
ees also see the current price
level as an investment oppor-
tunity. However, real estate
buyers in the crisis-afflicted
states will require a lot of pati-
ence,’’ says Gotz.
LONDON CALLING. Aside from
the prominent placement of
German cities in the European
Top 10, the comeback of Lon-
don is notable. After the me-
tropolis on the Thames had
dropped to tenth place in
2012, in the current PwC& ULI
study it has roared back to
third place. The city benefits
not only from its status as one
of the real estate markets
worldwide with the most
stable value, but also from the
increasing demand for space
by the technology and creative
sectors.
The study attributes the repu-
tation of a ‘‘safe harbour’’ in
turbulent times to Munich, si-
milar to London. A balanced
economic structure and low
vacancy rates guarantee at
least stable real estate prices.
The hotel market also profits
from booming tourism.
In Berlin, the experts also
recommend investments in
the hotel and tourism sector.
However, residential real estate
is primarily preferred: there is
no other European metropolis
for which interviewees have
given more buy recommen-
dations for apartments than
for Berlin.
VIENNA SCORES WITH COM-
MERCIAL REAL ESTATE. ‘‘On
the Viennese real estate mar-
ket, commercial real estate is
seen as a clear winner. The
trend is led primarily by the
new shopping centres in the
train station and the luxury
shopping mile in Vienna’s
inner city. What is significant
for the office market is the
new objects being offered,
which increasingly puts office
premises in B-locations under
pressure. The Viennese resi-
dential market after the parti-
ally significant price increases
in recent years have been mar-
ked primarily by low yields and
are quite unattractive for inve-
stors – in particular in compa-
rison to German residential
real estate,’’ says Wolfgang
Vejdovsky, Head of Real Estate

stärksten scheinen, erwarte man, dass Versicherungen (Pensions-
fonds) die Rolle der Darlehensgeber einnehmen. Eine Rückkehr zu
spekulativen Projektentwicklungen soll nur in wenigen Ländern
(Frankreich, Russland, Luxemburg und Polen) stattfinden. In
Deutschland, Italien und Schweden sei eine hohe Vorvermietungs-
quote zur Finanzierung von Projektentwicklungen jedenfalls zwin-
gend. Auch in der PwC & ULI-Studie wird festgehalten, dass die
Finanzierung von Immobilieninvestments über Bankkredite unge-
achtet weiterhin niedriger Leitzinsen schwieriger geworden sei. Bei
Neuinvestitionen haben sich die Konditionen nach Ansicht von 38
Prozent der Befragten verschlechtert, während nur 17 Prozent eine
Verbesserung gegenüber 2012 feststellen können. Ein Grund für
die Eintrübung dürfte der Rückzug etlicher Banken aus der gewerb-
lichen Immobilienfinanzierung sein. Die Bedeutung eigenkapitalfi-
nanzierter Investitionen nimmt demgegenüber zu. Drei von vier
Befragten gehen davon aus, dass sich börsennotierte Immobilien-
gesellschaften und Real-Estate-Investment-Trusts stärker als 2012
engagieren werden. Jeweils rund 60 Prozent erwarten, dass Immo-
bilienfonds beziehungsweise Private-Equity-Investoren im laufen-
den Jahr wieder eine größere Rolle auf dem Markt spielen.
OPTIMISTISCHE STIMMUNG. Die Stimmung ist, wie in der Studie
„Emerging Trends in Real Estate Europe 2013“ von PwC nach
Befragung von 500 Immobilienexperten festgestellt wird, für
2013 erstmals seit Jahren wieder optimistisch. So geben 80 Pro-
zent der Befragten an, dass sich durch die Krise der Euro-Zone
neue Möglichkeiten für ihr Geschäft ergeben habe. „Dieser Opti-
mismus bedeutet jedoch nicht, dass sich alle Probleme – insbeson-
dere das weiterhin bestehende Refinanzierungsproblem der In-
vestments aus den Boom-Jahren bis 2007 – schnell lösen werden“,
kommentiert Vejdovsky von PwC Österreich.
ERTRAG & SICHERHEIT PRIORITÄR. Die Immobilienbranche
hat offenbar nach fünf Jahren der Restrukturierung allmählich
einen Weg gefunden, mit der neuen, sich rasch verändern-
den Normalität umzugehen. Investoren setzen gegenwärtig
weniger auf Investmentstrategien für ganze Regionen oder
Sektoren. Stattdessen wählen sie sehr sorgfältig die Ziele für
ihre Investments, die Erträge und Sicherheit versprechen. Dabei
ist der Run auf Core-Objekte nach wie vor hoch, diese sind teil-
weise überlaufen.
„GREENING“ ATTRAKTIV. Weiterhin attraktive Geschäftschancen
ergeben sich durch das „Greening“. „Für ökologisch nachhaltige
Immobilien, die sich beispielsweise durch einen besonders niedri-
gen Energieverbrauch oder auch besonders umweltfreundliche
Baustoffe auszeichnen, lassen sich am Markt deutliche Preisauf-

The PwC& ULI study also
notes that the financing of real
estate investments via bank
credits has become more diffi-
cult, despite continued low key
interest rates. For new invest-
ments, conditions have wor-
sened according to 38 percent
of the interviewees, while only
17 percent have noted an im-
provement in comparison to
2012. One cause for the worse-
ning situation would be the
withdrawal of a number of
banks from commercial real
estate financing. On the other
hand, the significance of equi-
ty-financed investments is
increasing. Three out of four
interviewees anticipate that
property companies listed on
the stock exchange and real
estate investment trusts will
be engaged more strongly than
in 2012. Around 60 percent
expect that real estate or pri-
vate equity investors will play
a larger role on the market
again this year.
OPTOMISTIC MOOD. The mood
for 2013 has been optimistic
for the first time in years, as
determined in the ‘‘Emerging
Trends in Real Estate Europe
2013’’ study conducted by PwC.
500 real estate experts were
surveyed for the study, and
80 percent of the interviewees
indicated that the crisis in the
Euro zone has resulted in
new opportunities for their
business. ‘‘However, this opti-
mism doesn’t mean that all
problems – in particular the
continuing re-financing pro-
blem of investments from the
boom years leading up to 2007
– can be solved quickly,’’ Vejdo-
vsky of PwC Austria com-
ments.

Germany. Auch Ernst & Young kommt zum Ergebnis, dass in fast
allen europäischen Märkten Nachhaltigkeit eine wichtige Rolle
spielt. So werde sich der Fokus in Ländern mit vielen Immobilien-
investment-Vehikeln wie Luxemburg, Deutschland und den Nie-
derlanden verstärkt auf Green-Building-Standards für Marke-
tingzwecke richten, heißt es.
INVESTMENTMÄRKTE CEE. In Osteuropa konstatiert das Immo-
bilien-Beratungsunternehmen CBRE „eine dramatische Verände-
rung, das Investmentvolumen sei stark eingebrochen, sagt
CBRE-Österreich-Geschäftsführer Andreas Ridder auf der Platt-
form immonet.at. Nach einem Investment-Volumen von 11,6
Milliarden Euro im Jahr 2011 seien per Ende 2012 nur rund
7,6 Milliarden Euro in der gesamten Region in Immobilien
investiert worden. Der Anteil der CEE-Investments am gesamt-
europäischen Investmentmarkt von 120,4 Milliarden Euro liege
mit 6,3 Prozent allerdings noch immer nahe am langjährigen
Durchschnitt, so Ridder.
Zwischen den einzelnen CEE-Ländern muss man aber auch stark
differenzieren. Sehr gefragt sind Russland, Polen und Tschechien,
„und für diese Länder sind auch noch Finanzierungen durch Ban-
ken realistisch“, so Ridder. Wobei Tschechien schwächer, Russland
und Polen stärker werden könnte. In Russland wurden demnach
2012 rund 3,7 Milliarden Euro investiert, gefolgt von Polen (2,6
Mrd. Euro) und Tschechien (620 Mio. Euro). Und dieser Trend
sollte sich laut Ridder auch 2013 fortsetzen. In den SEE-Ländern
dagegen gebe es kaum Bewegung und Interesse. In der Ukraine, in
Bulgarien, Ungarn, Slowakei und in den baltischen Staaten sei ein
zurückhaltendes Interesse der Investoren festzustellen.
Während laut CBRE in Moskau, Warschau und Bratislava noch
Büros nachgefragt und vermietet werden, ist die Nachfrage in den
meisten anderen Städten der Region um 20 bis 35 Prozent zu-
rückgegangen. Ridder: „Die Leerstandsraten sind in Städten wie
Bukarest, Sofia oder Kiew ohnehin schon traditionell hoch, diese
konnten auch im Jahr 2012 wegen der geringen Nachfrage nicht
gesenkt werden.“ Und er rechnet aufgrund des schwierigen wirt-
schaftlichen Umfelds mit einer ähnlichen Entwicklung auch für
2013. Einzig in Belgrad seien die Büromieten um rund 3,5 Pro-
zent gestiegen, während sie in allen anderen Städten stabil geblie-
ben oder leicht gefallen seien.

restructuring, the real estate

with the new, rapidly chang-
ing normality. Investors are
currently focusing less on
investment strategies for en-
tire regions or sectors. Instead,
they are very carefully select-
ing targets for their invest-
ments that promise revenue
yields and security. The run on
core objects continues, and
these objects have been parti-
ally over-run.
‘‘GREENING’’ ATTRACTIVE.
‘‘Greening’’ continues to result
in attractive business opportu-
nities. ‘‘Significant price in-
creases can be obtained on the
market for ecologically sustai-
nable real estate objects that
are marked by especially low
energy consumption or parti-
cularly environmentally friend-
ly construction materials,’’ says
Claudia C. Gotz, Managing
Director of ULI Germany. Ernst
& Young has also arrived at the
conclusion that sustainability
plays an important role in al-
most all European markets. In
countries with many real estate
investment vehicles, such as
Luxembourg, Germany and the
Netherlands, the focus is placed
increasingly on Green Building
standards for marketing pur-
poses, it is said.
CEE INVESTMENT MARKETS.
In Eastern Europe, the real
estate consulting company
CBRE states that there is ‘‘a
dramatic change, the invest-
ment volume has collapsed,’’
according to CBRE Austria Ma-
naging Director Andreas Rid-

entire region. However, the
share of CEE investments in
the entire European invest-

One does have to differentiate
strongly between the individu-
al CEE countries. Russia, Po-
land and the Czech Republic are
in high demand, ‘‘and for these
countries financing through
banks continues to be reali-
stic’’, according to Ridder. Ha-
ving said that, the Czech Repu-
blic could become weaker and
Russia and Poland stronger. In
Russia, around 3.7 billion Euro
were invested accordingly in
2012, followed by Poland (2.6
billion Euro) and the Czech
Republic (620 million Euro).
And according to Ridder, this
trend should continue into
2013. In the SEE countries, on
the other hand, there is hardly
any movement and interest.
Reticence on the part of inve-
stors is noted in the Ukraine,
Bulgaria, Hungary, Slovakia
and the Baltic states.
While according to CBRE of-
fices are still in demand and
being let in Moscow, Warsaw
and Bratislava, the demand in
most other cities in the region
has dropped by 20 to 35 per-
cent. Ridder: ‘‘The vacancy
rates in cities like Bucharest,
Sofia or Kiev are already tradi-
tionally high. Once again it
was impossible to reduce this
in 2012 due to low demand.’’
Due to the difficult economic
environment, he is counting
on a similar development for
2013 as well. Only in Belgrade
have the office rent levels in-
creased by around 3.5 percent,
while they have remained
stable or dropped slightly in all
other cities.

Dadurch sollen heuer größere Deals und insgesamt mehr Trans-
aktionen als im Vorjahr erzielt werden. Auch die Preise in guten
Lagen dürften steigen, und zwar sowohl für Büro-, Wohn- und
Einzelhandelsimmobilien. Das erwarten jedenfalls die Marktteil-
nehmer – unter anderem Banken, geschlossene Fonds sowie bör-
sennotierte und auch staatliche Gesellschaften, die am öster-
reichischen Immobilienmarkt aktiv sind –, die von Ernst & Young
im Rahmen des zweiten österreichischen Trendbarometers Immo-
bilien-Investmentmarkt 2013 befragt wurden.
KEIN EINFACHES JAHR. Im vergangenen Jahr hatten die Studien-
teilnehmer Österreich ebenfalls bereits mehrheitlich Attraktivität
bescheinigt, allerdings mit einem niedrigeren Zuspruch. Der
Zuwachs an Vertrauen in unseren Markt heiße aber nicht, dass die
Zeiten weniger stürmisch geworden sind, relativiert Alexander
Wlasto, Partner bei Ernst & Young in Wien. „Wir haben kein ein-
faches Jahr vor uns, aber es scheint, dass dem österreichischen
Immobilienmarkt im internationalen Vergleich die nötige Robust-
heit zugetraut wird“, so Wlasto.
NEUE PLAYER BEI FINANZIERUNG. Wie schon 2012 werden laut
Wlasto die Verfügbarkeit und die Konditionen von Immobilien-
finanzierungen zu den wichtigsten Themen zählen. Die Banken
werden sich aufgrund der zunehmenden Regulierung (unter ande-
rem Basel III) weiterhin zurückhalten, erwarten 85 Prozent der
Studienteilnehmer. Dafür soll es neue Player bei der Finanzierung
geben: Laut Studie wird sich die Immobilienfinanzierung von den
Banken mehr und mehr auf Versicherungsgesellschaften verschie-

players in financing. According
to the study, there will be an
increasing shift from banks to
insurance companies in pro-
perty financing. While in the
previous year only 36 per cent
of the respondents looked on

rungen als neue Fremdkapitalgeber gesehen haben, sind es heuer
fast neun von zehn.
MEHR CROSS-BORDER-TRANSAKTIONEN. Als die wichtigsten
Käufer und Verkäufer sieht Ernst & Young Wohnungs- und Immo-
bilien-AGs auf der Anbieterseite sowie Opportunity-/Private-
Equity-Fonds und vermögende Private auf der Nachfrageseite.
Außerdem würden Käufer oder Verkäufer mit zunehmender Ten-
denz aus dem Ausland stammen.
So erwarten rund zwei Drittel der Befragten mehr Cross-Border-
Transaktionen. „Internationale Investoren werden ihren Anteil
am Transaktionsvolumen also voraussichtlich weiter vergrößern
und Veranlagungschancen am österreichischen Markt wahrneh-
men“, heißt es dazu.
GREEN BUILDINGS GESUCHT. Immer wichtiger auf der Liste der
Investitionskriterien sind dabei Green-Building-Standards. Der
Studie zufolge spielen sie in kaum einem anderen Land Europas
eine ähnlich große Rolle: 90 Prozent der Befragten konstatieren,
dass Green-Building-Standards künftig bei Immobilieninvest-
ments in Österreich wichtiger werden. „Mit dem im vergangenen
Jahr verschärften Energieausweisvorlagegesetz war zu erwarten,
dass Themen wie Nachhaltigkeit und Lebenszykluskosten noch
mehr ins Bewusstsein rücken“, meint Wlasto. Dennoch sei der
Sprung erstaunlich groß ausgefallen.
STEIGENDE PREISE. Die voraussichtlich hohe Nachfrage aus dem
In- und Ausland hat entsprechende Auswirkungen: Die deutliche
Mehrheit der Befragten – jeweils rund zwei Drittel – erwartet stei-
gende Preise für Büro- und Einzelhandelsimmobilien in 1a Lagen.
Besonders im Fokus stehen dabei Investitionen in Wien und Salz-
burg. „Neben Einzelhandelsimmobilien bleiben auch Wohnimmo-
bilien des Investors Liebling“, sagt Erich Sorli, Geschäftsführer bei
Ernst & Young in Wien. Für Wohnimmobilien an Top-Standorten
sehen sogar drei Viertel der Befragten steigende Preise, wobei Linz
bei Investoren genauso gefragt ist wie die Bundeshauptstadt.
Je rund die Hälfte der Befragten gibt diese beiden Städte als Favo-
riten an. Die an sich positive Entwicklung in allen Nutzungsarten
könnte Sorli zufolge allerdings dazu führen, dass die Preisvorstel-
lungen von Verkäufern und Käufern mitunter auseinandergehen.
Dies könne ein Hemmnis darstellen, das den Anstieg des Trans-
aktionsvolumens bremst.
Der Wiener Wohnungsmarkt zeichne sich allerdings nach den
teilweise deutlichen Preissteigerungen in den letzten Jahren vor
allem durch niedrige Renditen aus „und stehe so in der Attraktivi-
tätsskala für Investoren – insbesondere deutschen Wohnimmo-
bilien – deutlich nach“, sagt Wolfgang Vejdovsky, Leiter Real Estate
bei PwC Österreich.
WIEN KOSTENGÜNSTIGSTER BÜROSTANDORT. Ein gewichtiges
Argument für ausländische Investoren sind – neben optimalen
volkswirtschaftlichen Rahmenbedingungen – die Standortkosten.
Und auch in diesem Bereich kann Österreich punkten: Nach einer
Studie des internationalen Immobilienmaklers CB Richard Ellis,
insurance companies as being
a new source of outside capital,
this year it is almost nine out
of ten.
MORE CROSS-BORDER TRANS-
ACTIONS. Ernst & Young ex-
pects listed housing and pro-
perty companies on the supply
side and opportunity/private-
equity funds and wealthy pri-
vate individuals on the de-
mand side to be the most
important buyers and sellers.
Apart from that, the tendency
for buyers or sellers to come
from abroad would increase.
About two-thirds of the re-
spondents expect more cross-
border transactions. ‘‘Hence,
international investors are
likely to continue to increase
their share in the transaction
volume and capitalise on the
investment opportunities in
the Austrian market,’’ they
also say.
GREEN BUILDINGS IN DE-
MAND. Green building stan-
dards are becoming increasin-
gly important on the list of
investment criteria. According
to the study, there is hardly
any other country in Europe in
which they play is role equally
significant. 90 per cent of the
respondents conclude that
green building standards will
become more important for
property investments in Au-
stria in the future. ‘‘It was to be
expected that the awareness of
issues like sustainability and
life cycle costs would be raised
even more after the tightening
of the law on presenting an
energy performance certifi-
cate last year,’’ says Wlasto.
However, the jump has repor-
tedly been incredibly high.
RISING PRICES. The expected
high demand from home and
abroad has had a correspond-
ing impact. The significant
majority of respondents – ap-
proximately two thirds in each
case – expect prices for office
and retail property in prime
locations to rise. In this re-
spect, particular focus is placed
on Vienna and Salzburg.
‘‘Alongside retail property,
residential property also re-
mains a favourite of inve-
stors,’’ says Erich Sorli, CEO at
Ernst & Young in Vienna. As
much as three-quarters of the
respondents expect prices for
residential properties in prime
locations to rise; demand for
Linz is just as high among in-
vestors as the capital. In each
case, about half the respon-
dents indicate that these two
cities are favourites. However,
Sorli indicated that the gene-
rally positive trend in all usage
categories could cause the pri-
ce expectations of sellers and
buyers to diverge now and
then. Reportedly, this may
constitute a barrier that slows
down the increase in trans-
action volume.
However, after the sometimes
significant price increases of
recent years, the Vienna
housing market is reportedly
characterised by low returns
‘‘and is therefore said to be
lower – especially than Ger-
man residential property – on
the scale of attractiveness for
investors,’’ said Wolfgang Vej-
dovsky, head of Real Estate at
PwC Austria.
VIENNA, THE MOST COST-EF-
FICIENT OFFICE LOCATION. In
addition to ideal economic con-
ditions, the cost of a location
represents a substantial argu-
ment for foreign investors. And
Austria also scores well in this
area. According to a study by in-
ternational property broker CB
Richard Ellis, which evaluates
173 cities around the world,

der weltweit 173 Metropolen auswertet, zählt Wien im internatio-
nalen Vergleich zu den preiswertesten Standorten. Auf Basis
von Bruttomieten ist Wien demnach billiger als Budapest, Prag,
Amsterdam, Brüssel, Rom, Warschau, Frankfurt oder Zürich. Nur
Berlin sei etwas günstiger, heißt es. Ein Büro in Wien in guter
Geschäftslage komme auf 328 Euro Inklusivmiete pro Quadrat-
meter und Jahr. Damit habe sich Wien innerhalb der letzten Jahre
zu einem der stabilsten Bürostandorte Europas entwickelt.
NEUANSIEDELUNGEN. Laut Jahresbilanz 2012 des Betriebs-
ansiedlers ABA-Invest in Austria stellt Deutschland als traditionell
wichtigstes Investorenland für Österreich auch aktuell wieder die
meisten Neuansiedlungen – mit 63 Projekten (2011: 71). Nach
dem Rückgang im Vorjahr liegt der Stand der offenen deutschen
Investitionsprojekte aktuell mit 149 gegenüber 138 schon wieder
deutlich über dem Jahr zuvor. Indes konnte Italien mit 38 Prozent
Steigerung kräftig zulegen.
So hat die ABA 22 italienische Unternehmen bei der Niederlas-
sung in Österreich betreut, im Jahr zuvor waren es 16. Die Anfra-
gen norditalienischer Unternehmen im Hinblick auf eine Unter-
nehmensgründung in Österreich verdreifachten sich binnen
weniger Monate und Ende 2012 bearbeitete die ABA 103 italieni-
sche Projekte mit Ansiedlungsinteresse.
HOHES INTERESSE AUS BRIC-STAATEN. Das Interesse aus den
BRIC-Staaten, die auch als Exportpartner Österreichs immer
wichtiger werden, steigt laut ABA stark. Im Vorjahr habe sich die
Gesamtzahl der Betriebsansiedlungen aus Brasilien, Russland,
Indien und China fast verdoppelt – von 14 auf 26 Projekte. Ins-
besondere für russische Unternehmen gewinne Österreich als
Standort an Bedeutung:
„Die Ansiedelungszahl hat sich mit elf neuen Investitionen gegen-
über 2011 mit sechs Projekten fast verdoppelt“, heißt es. Dem-
nach kamen allein sechs Ansiedlungen 2012 aus Brasilien und
sieben aus China. Darunter war das mit 15.000 Beschäftigten und
15 Standorten zweitgrößte private Unternehmen der chinesi-
schen Erdöl/Petrochemie-Branche BAOTA, das in Wien seinen
ersten Europa-Standort eröffnete. Zwei weitere Ansiedlungen
kamen aus Indien.

SETTLEMENT OF NEW COMPA-
NIES. The annual report for
2012 of investment promoter
ABA-Invest in Austria indica-
tes that Germany, long since
the most important investing
country for Austria, continues
to deliver the most companies
interested in setting up busi-
ness operations – 63 projects
(2011: 71). Following the de-
cline last year, the number of
open German investment pro-
jects now stands at 149, again
significantly higher than the
prior-year level of 138. At 38
per cent, Italy has been able to
gain considerable ground in
the meantime. For example,
ABA assisted 22 Italian compa-
nies in the establishment of
business operations in Austria;
last year it was 16. Inquiries by
companies from Northern Ita-
ly regarding forming in Austria
tripled within just a few
months and ABA was handling
103 corresponding Italian pro-
jects at the end of 2012.
STRONG INTEREST FROM
BRIC COUNTRIES. Interest
displayed by the BRIC coun-
tries, which are also becoming
increasingly important as an
export partner of Austria, is
rising sharply according to
ABA. The total number of
businesses from Brazil, Russia,
India and China settling in Au-
stria has reportedly almost
doubled – from 14 to 26 pro-
jects. By all accounts, Austria
is gaining importance as a lo-
cation for Russian companies,
in particular: ‘‘At eleven new
investments as compared to
six projects in 2011, the num-
ber has almost doubled,’’ they
say. As reported, six compa-
nies from Brazil and seven
from China settled in 2012
alone. Among them was
BAOTA (the second largest
private company in China’s oil
and petrochemical industry
with 15,000 employees and 15
sites), which opened its first
European site in Vienna. Two
other companies from India
also settled.
Preiswert. Wien zählt im internationalen Vergleich zu den preiswertesten Standorten.
Inexpensive. By international standards, Vienna is one of the most inexpensive locations.

NACHHALTIGKEIT AUF DREI SÄULEN. Unsere Wohngewohnheiten,
die Intensität unserer Verkehrsmittel- und Energiequellennutzung
sowie der Abfall, den wir produzieren – all das ergibt einen Lebens-
stil, der wegen des Klimawandels hinterfragt werden muss. Und all
das findet in hoch konzentrierter Form in den Städten statt. Des-
halb müssten – Zitat von Fraunhofer-Experte Dieter Spath – „welt-
weit die Städte in den kommenden Dekaden einen technologischen
und organisatorischen Innovationssprung meistern“. So hat etwa
der WWF für seine Initiative „One planet living“ folgende Kriterien
für den Idealfall nachhaltigen Städtebaus definiert: null CO2, um-
weltfreundliche öffentliche Verkehrsmittel, erneuerbare Energien,
regionale und möglichst energieeffiziente Baustoffe, regionale
Lebensmittel, nachhaltige Wasserversorgung, vollständige Abfall-
verwertung sowie die Einbeziehung der derzeitigen und zukünf-
tigen Bewohner. Wobei Nachhaltigkeit auf drei Säulen beruht:
Umweltschutz, Wirtschaftlichkeit und sozialer Fortschritt.
THREE COLUMNS OF SU-
STAINABILITY. Our living stan-

waste that we produce – all this
results in a lifestyle that we
must re-examine in the light of
climate change. And all this
takes place in cities in highly
concentrated form. That is why
– as Fraunhofer-expert Dieter
Spath has said – “in the coming
decades cities have to succeed
in creating a technological
and organisational innovation
leap”. For example, for its “One
planet living” initiative the
WWF has defined the following
criteria for the ideal scenario
of sustainable urban develop-
ment: zero CO2, environmen-
tally friendly public transpor-
tation, renewable energy,
regional and optimally energy-
efficient construction materi-
als, regional food products, a
sustainable water supply, com-
plete waste recycling as well as
the involvement of current and
future residents. Sustainability
rests on three columns: envi-

wo einst Fabriken standen und der Boden stark verunreinigt war, entsteht ein ökologisch
nachhaltiger Bezirk für 25.000 Einwohner.

soil was strongly polluted because of the factories that were once housed there now features
an ecologically sustainable district for 25,000 residents.

VORREITER SKANDINAVIEN. Erste Metropolen haben schon begon-
nen, die Weichen für nachhaltige Stadtentwicklung zu stellen. Die
skandinavischen Länder nehmen dabei eine Vorreiterrolle ein.
Zum Beispiel die schwedische Stadt Malmö. Dazu nutzte sie zwei
Gelegenheiten, die sich boten: zum einen die Schließung der Werf-
ten in den 90er-Jahren, die ein riesiges ungenutztes Industrie-
gebiet und in manchen Stadtteilen eine hohe Arbeitslosenquote
hinterließ. Die Stadtregierung von Malmö setzte durch, dass die
Brücke über den Öresund zwischen Schweden und Dänemark die
Stadt mit Kopenhagen verband. Dadurch war Malmö nur noch
15 Minuten von der pulsierenden dänischen Hauptstadt entfernt.
Das brachliegende alte Hafengelände wurde schrittweise in eine
Niedrigenergiesiedlung umgewandelt. In diesem neuen Stadtvier-
tel – Västra Hamnen, dem „Westhafen“ – werden die Gebäude
durch eine 2-Megawatt-Windkraftanlage sowie eine 1.200 Qua-
dratmeter große Photovoltaikanlage auf einem der Häuser mit
Strom versorgt. Bemängelt wird an diesem Projekt allerdings, dass
die Baukosten zu hoch waren, um die Mieten niedrig zu halten, und
dass es somit zwar hinsichtlich Energieverbrauch ein Erfolg sei,
in sozialer Hinsicht aber nur bedingt.
GEMEINSCHAFTLICH SANIEREN. Zum anderen beschloss die
Stadtregierung von Malmö, im Arbeiterviertel Augustenborg ver-
fallene Gebäude nicht abzureißen, um neue Wohnungen aus dem
Boden zu stampfen, sondern die alten Gebäude unter Einbezie-
hung der Bevölkerung zu sanieren. Der Müll wird getrennt gesam-
melt und es wurden Umwelthäuser mit Dachbegrünung und Kom-
postanlagen für Biomüll errichtet. Dadurch werden 70 Prozent des
Abfalls vor Ort wiederverwertet. Energie wird aus Solaranlagen auf
den Dächern sowie Erdwärmekollektoren gewonnen. Weiters hat
man die Verbindungen zum Stadtzentrum verbessert, damit sich
die Bewohner weniger isoliert fühlen, Radwege wurden angelegt
und ein Carsharing-System mit Flüssiggasfahrzeugen eingerichtet.
Die Straßenführung wurde erneuert und sicherer gemacht und es
wurden Gartenstraßen mit einer zulässigen Höchstgeschwindig-
keit von 15 km/h angelegt. Außerdem förderte man die Schaffung
von Arbeitsplätzen vor Ort.
ÖKO-KREISLAUF-MODELL. Ein anderes skandinavisches Beispiel
ist Stockholm, Stadtteil Hammarby Sjöstad – schwedisch für „Die
Stadt am See“ –, wo eines der größten Stadtentwicklungsprojekte
in Europa realisiert wird. Auf einem Areal, wo einst Fabriken stan-
den und der Boden stark verunreinigt war, entsteht ein ökologisch
nachhaltiger Bezirk für 25.000 Einwohner. Ziel ist es, den CO2-
Ausstoß im Vergleich zu Neubaubezirken, die Anfang der 1990er-
Jahre gebaut wurden, um 50 Prozent zu senken. Das Projekt gilt
aufgrund der bisher konsequenten Umsetzung dieser Ziele als bei-
spielhaft für eine ökologisch orientierte Stadtentwicklung. Mit
dem Hammarby-Modell wurde ein eigenes Öko-Kreislauf-Modell
mit einem integrierten Konzept für Energie, Abfall und Wasser
entwickelt – mit dem Ziel, ein Wohnumfeld auf Basis nachhaltiger
Ressourcennutzung zu schaffen, wo Energieverbrauch und Abfall-
aufkommen minimiert werden, bei gleichzeitiger Maximierung
von Recycling. Entscheidend für den Erfolg war, dass die normaler-
weise in unterschiedlichen Phasen des Projekts Beteiligten bereits
ronmental protection, cost-ef-
fectiveness and social progress.
SCANDINAVIA IN THE PIONEE-
RING ROLE. The first metropo-
lises have already started to
set the course for sustainable
urban development. The Scan-
dinavian countries have taken
on a pioneering role. For ex-
ample, the Swedish city of
Malmö used two opportuni-
ties that presented themsel-
ves: first, the closing of the
shipyards in the 1990s, leaving
behind an enormous industri-
al area and a high unemploy-
ment rate in some districts.
The municipal government of
Malmö implemented a con-
nection to the city of Copen-
hagen via the bridge across the
Öresund between Sweden and
Denmark. This meant that
Malmö was only 15 minutes'
drive from the dynamic Da-
nish capital. The fallow land of
the old port area was gradually
converted into a low-energy
settlement. In this new district
– Västra Hamnen, the ‘‘West
Port’’ – the houses were powe-
red by a 2 MW wind energy
system as well as a 1,200 sqm
photovoltaics power plant.
What is being criticised about
this project, however, is that
the construction costs were
too high to keep the rent levels
low, and that while it was und-
oubtedly a success with re-
spect to energy consumption,
this was not the case with
regard to social conditions.
COMMUNITY-BASED RENOVA-
TION. On the other hand, the
municipal government of
Malmö decided not to demolish
derelict buildings in the work-
ing class district of Augusten-
borg to build new apartment
buildings, but instead chose to
renovate the old buildings in
consultation with local resi-
dents. The waste is collected
separately, and environmental-
ly friendly buildings with green
roofing and compost facilities
for biodegradable waste were
constructed. This means that
70 % of the waste is recycled on-
site. Energy is generated from
solar panels on the rooftops as
well as ground heat collectors.
In addition, the traffic connec-
tion to the city centre has been
improved so that the residents
feel less isolated. Bicycle paths
were created and a car-sharing
system with liquid gas vehicles
was installed. The road network
was renewed and made safer,
and green roads with a permis-
sible maximum speed of 15
km/h were created. Job crea-
tion on site was also promoted.
ECOLOGICAL METABOLISM
MODEL. Another Scandinavian
example is the Stockholm
district of Hammarby Sjöstad –
Swedish for ‘‘the city on the
lake’’– where one of the largest
urban development projects in
Europe is being realised. In an
area whose soil was strongly pol-
luted because of the factories
that were once housed there, an
ecologically sustainable district
for 25,000 residents was created.
The goal is to reduce CO2 emissi-
ons by 50 % in comparison to
newly constructed districts built
at the beginning of the 1990s.
Due to the consistent imple-
mentation of these objectives,
the project is seen as an example
of an ecologically oriented urban
development. With the Ham-
marby model, an ecological me-
tabolism model with an inte-
grated concept for energy, waste
and water was developed – with
the goal of creating a residential
environment on the basis of the
sustainable use of resources, mi-
nimising energy consumption
and waste generation while ma-
ximising recycling at the same

vor Beginn der Planung ein gemeinsames Konzept erstellt haben.
Die hochgesteckten Umweltziele sollten vor allem durch Planung,
Infrastruktur und Bauvorgaben erreicht werden und nur zu einem
untergeordneten Teil vom Verhalten der Bewohner abhängig sein.
Das automatische Entsorgungssystem trennt den Müll und leitet
brennbare Abfälle über ein unterirdisches Rohrsystem in ein Heiz-
kraftwerk, das Elektrizität und Wärme für den Stadtteil bereit-
stellt. Auch die bei der Reinigung der Abwässer entstehende Wärme
wird zum Heizen von Wohnungen verwendet. Zudem kommen auf
einigen Gebäuden Solarkollektoren und Photovoltaik-Anlagen
zum Einsatz. Ziel ist es, die Hälfte der benötigten Energie inner-
halb des Stadtteils zu gewinnen. Auch der Wasserbedarf soll
100 Liter pro Tag und Kopf nicht überschreiten und damit auf ein
Niveau gebracht werden, das der Hälfte des durchschnittlichen
Wasserbedarfs eines Schweden/einer Schwedin entspricht. Ebenso
wichtig ist das Ziel, den Anteil an Schwermetallen und nicht biolo-
gisch abbaubaren Stoffen im Abwasser zu senken. Die Nieder-
schlagswässer werden lokal versickert beziehungsweise in den
Hammarby-See eingeleitet.
GRÜNES NETZ. Das Freiraumkonzept von Hammarby Sjöstad
sieht vor, dass pro Wohnung in einem Umkreis von 300 Meter
25 bis 30 Quadratmeter Grünfläche, davon mindestens 15 Qua-
dratmeter Innenhoffläche, zur Verfügung stehen. Ein grünes Netz
durchzieht den Stadtteil und schafft Verbindungen ins Umfeld:
Die beiden großen Parks werden durch einen grünen Korridor ent-
lang der Haupterschließungsachse miteinander verbunden. Durch
Grünbrücken reicht der Naturpark Nacka in den Stadtteil herein.
Bestehende ökologisch wertvolle Flächen bleiben erhalten und
wurden aufgewertet.
Hinsichtlich Reduktion des Pkw-Verkehrs sollen 80 Prozent der
Wege in Hammarby Sjöstad mit dem öffentlichen Verkehr, zu Fuß
oder mit dem Rad erledigt werden können. Das Verkehrskonzept
sieht vor, schnelle und attraktive öffentliche Verkehrsmittel mit
Carsharing und gut ausgebauten Radwegen zu kombinieren.
HAMBURGS CITY AM WASSER. Ambitionierte Nachhaltigkeitsziele
werden auch mit dem Projekt HafenCity in Hamburg angestrebt,
dem größten innerstädtischen Stadtentwicklungsprojekt Europas
und, so der Anspruch, „Modell für die Entwicklung einer europä-
ischen City am Wasser“. Das ehemalige Hafen- und Industriegebiet
wird intensiv genutzt und die Hamburger City so um 40 Prozent
erweitert. Es entstehen 6.000 Wohnungen für 12.000 Einwoh-
ner, Dienstleistungsflächen mit mehr als 45.000 Arbeitsplätzen,
Gastronomie, Kultur- und Freizeitangeboten, Einzelhandel sowie
Parks, Plätze und Promenaden. 2013 wird zum letzten großen Ent-
wicklungssprung in der östlichen HafenCity angesetzt, unter ande-
rem mit der Ausgestaltung des grünen Zentrums der HafenCity,
dem vier Hektar großen Lohsepark – und dem 7.200 Quadratmeter
großen Grasbrookpark in der westlichen HafenCity, der im Som-
mer 2013 eröffnet werden soll. Nach dem Prinzip der städtischen
Nutzungsmischung sind bei den vielfältigen Bauvorhaben, die in
allen Teilen der HafenCity in Planung und im Bau sind, oft auf
einem einzigen Grundstück Nutzungen für Büro und Gewerbe,
Wohnen in den unterschiedlichsten Formen, Kindertagesstätten

ted extent.
The automatic disposal system
separates waste and transports
flammable waste to a power and
heat supply station via a subter-
ranean pipeline network to pro-
vide electricity and heat for the
district. The heat generated du-
ring the cleaning of waste water
is used to heat the apartments.
In some buildings, solar collec-

are also in use. The goal is to
generate half of the necessary
energy within the district. Wa-
ter demand is not to exceed 100
litres per day and resident, in
order to bring it to a level that
corresponds to half that of the
average water demand of a Swe-
dish citizen. Just as important is
the goal of reducing the share of
heavy metals and non-biode-
gradable substances in the wa-
ste water. The precipitation wa-
ter is drained locally or fed into
the Hammarby Lake.
GREEN NETWORK. The public
space concept for Hammarby
Sjöstad provides that 25 to 30
sqm of green area, of which at
least 15 sqm consist of an inner
courtyard area, are made avai-
lable for every apartment in a
radius of 300 m. A green net-
work passes through the district
and creates connections into the
environment: the two large
parks are connected to each
other through a green corridor
along the main access axis. The
Nacka nature park reaches into
the district through green
bridges. Existing ecologically
valuable areas are preserved and
will be upgraded.
With regard to reduction of
motor traffic, 80 % of the
road network in Hammarby
Sjöstad is to be used for public
traffic, on foot or by bicycle.
The traffic concept provides
fast and attractive public
transporta tion combined with
car-sharing and generous
bicycle paths.
HAMBURG’S CITY ON THE
WATER. Ambitious sustainabili-
ty objectives are also the goal of
the HafenCity project in Ham-
burg, Europe’s largest inner-city
urban development project and
– this is the goal – a ‘‘model for
the development of a European
inner city on the water’’. The for-
mer port and industrial area is
subject to intense use, and
Hamburg’s inner city is expan-
ded by 40 percent. 6,000 apart-
ments for 12,000 residents, ser-
vice areas with more than 45,000
jobs, gastronomical, cultural and
leisure-time activities, shops as
well as parks, squares and pro-
menades will be created. In
2013, the last major develop-
ment phase in the eastern Ha-
fenCity is being implemented,
among other things with the
arrangement of the green centre
of HafenCity, the four-hectare
Lohsepark and the 7,200 sqm
Grasbrookpark in the western
HafenCity, which is to be opened
in summer of 2013. Following
the principle of urban mixed-use
development, the varied con-
struction projects under way in
all parts of the HafenCity, both
in planning and under construc-
tion, often combine use for office
and retail as well as residential
living of all kinds, day-care cen-
tres and other social und medical
facilities in a single property.

Durch eine innovative Energie- und Wärmeversorgung sollen so-
gar 50 Prozent Emissionen eingespart werden. Die Mischung von
verschiedenen Stadtnutzungen verkürzt die Wege, wobei das dich-
te Wegenetz auch private Flächen einbezieht. Klimaschonend soll
sich die offene Bauweise in der Nähe zu großen Wasserflächen aus-
wirken. Die daraus resultierende Reduktion des sogenannten som-
merlichen Hitzeinsel-Effekts der Stadt mindert den Bedarf an Kli-
matisierung und erhöht den Wohn- und Arbeitskomfort.
Es gibt aber auch Kritik am Hamburger Projekt HafenCity. So
meint etwa der „Zukunftsrat Hamburg“, der neue Stadtteil sei „ins-
gesamt ein Reichenviertel“, das sich vom Gemeinwesen abkopple.
Wegen des Luxusimages ergebe sich für die Hamburger eher eine
Art „Zooeffekt“. Besser fällt die Bewertung in Sachen nachhaltiges
Bauen aus: Die Einführung eines Umweltzertifikats für die Neu-
bauten, wenngleich nicht verpflichtend, fördere immerhin die
„Nachhaltigkeit in einem wichtigen Bereich“. Auch das „Nachhal-
tigkeitsgebot einer effizienten Flächennutzung“ erfülle die Hafen-
city in besonderem Maße.

In the medium and long term,
the sustainable urban structure
is to make a significant con-
tribution to the fulfilment of
Hamburg’s climate protection,
which aims at a reduction of CO2

However, the HafenCity project
has also faced criticism. For ex-
ample, the ‘‘Zukunftsrat Ham-
burg’’ (‘‘Hamburg Future Coun-
cil’’) has stated that the new area
is ‘‘an upper-class district’’ that
is not connected to the local
community. Because of the lu-
xury image, Hamburg residents
perceive it as having more of a
‘‘zoo-effect’’. The evaluation is
clearly better with regard to su-
stainable construction: the in-
troduction of an environmental
certificate for the new construc-
tion, though not mandatory,
still promotes ‘‘sustainability in
an important area’’. The Hafen-
City in particular meets the su-
stainability demand of efficient
use of existing areas.
Nachhaltige Verkehrsteilnahme. Ein besonders engmaschiges Netz
von Fuß- und Fahrradwegen lädt in der Hamburger HafenCity zur nach-

URBANE TRANSFORMATION. Die Türkei ist eines der bevölke-
rungsreichsten Länder Europas, Tendenz weiter steigend. 2013 soll
das Land am Bosporus nach Zahlen des deutschen Statistikunter-
nehmens statista die 75-Millionen-Marke überschreiten. Grund
dafür ist laut deutsch-türkischen Nachrichten die rasant wachsende
junge Bevölkerung der Türkei. Das bedeutet laut Işık Gökkaya, dem
Vorsitzenden der Association of Real Estate Investments Compa-
nies (GOYDER): „Die Türkei muss im Jahr 375.000 Immobilien
bereitstellen, um für die nächsten 20 Jahre 7,5 Millionen Wohnun-
gen zur Verfügung zu haben.“ Dieses Vorhaben benötige durch-
schnittlich zwischen 20 und 25 Milliarden Dollar jährlich, schätzt
er, zurzeit aber gebe es nur 24 Immobiliengesellschaften in der Tür-
kei, für ein Land wie dieses viel zu wenige. Das Bauwesen müsse
institutionalisiert werden und habe einen wichtigen Prozess vor
sich, so Gökkaya, dazu zähle auch die „urbane Transformation“.
MEGA-MODERNISIERUNGSPROJEKT. So hat die Türkei ein groß-
flächig angelegtes Stadtumbauprojekt geplant, einschließlich dem
Abriss von Millionen von Gebäuden im gesamten Land. Das nicht
unumstrittene Mega-Modernisierungsprojekt wurde von Premier
Erdoğan und seiner Partei ins Leben gerufen und soll bis 2023
beendet werden. Die Kosten sollen sich voraussichtlich auf 400
Milliarden US-Dollar belaufen, allein in Istanbul auf rund 100 Mil-
liarden. Ziel ist es, die Häuser gegen Erdbeben, Regen und Erosion
abzusichern und Großstädte wie Istanbul in internationale Finanz-
zentren zu verwandeln. Gleichzeitig soll die Modernisierung im
Osten der Türkei vorangetrieben werden.
DEUTSCHE VORNE. Die türkische Wirtschaft ist in den letzten Jah-
ren stetig gewachsen, insbesondere auch die Immobilienbranche.
Die Nachfrage nach Immobilien ist gestiegen, und vermehrt sollen
auch Ausländer mit ins Boot. So haben einem Bericht der türki-
schen Tageszeitung „Hürriyet“ zufolge Ausländer in der Türkei seit
Mai vergangenen Jahres fast 19.000 Grundstücke erworben. Die
Deutschen seien die Gruppe mit dem größten Interesse, Antalya

MEGA-MODERNISATION PRO-
JECT. Turkey has planned a
large-scale urban re-develop-
ment project, including the de-
molition of millions of buil-
dings across the entire country.
The uncontroversial mega-mo-
dernisation project was instiga-
ted by Prime Minister Erdoğan
and his party and should be
concluded by 2023. The costs
are projected at 400 billion US
dollars, around 100 billion in
Istanbul. The goal is to secure
the houses against earthqua-
kes, rain and erosion and to
convert major cities like Istan-
bul into international centres
of finance. At the same time,
the modernisation in eastern
Turkey is to be advanced.
GERMANS FIRST. The Turkish
economy has grown steadily in
recent years, particularly the
real estate sector. The demand
for real estate has risen, and
foreign investors are to join in
increasingly as well. A report by
the Turkish daily newspaper
Hürriyet states that foreign
buyers have acquired almost
19,000 properties in Turkey
since May of last year. The
group with the largest interest
is comprised by the Germans;

die Mittelmeerküste und insbesondere Antalya sehr interessant.
Seit dem letzten Jahr wurden in Antalya insgesamt 3.268 Grund-
stücke durch Ausländer erworben. „Die Türkei ist als Immobilien-
markt bei ausländischen Investmentgesellschaften äußerst be-
liebt“, sagt Christoph Ehrhardt, Partner bei der Beratungsgesell-
schaft Ernst & Young Real Estate, im „Manager Magazin“.
NEUES GESETZ. Vor allem in Istanbul boomt der Immobilien-
markt. Und die Türkei unterstützt diesen Boom, indem es durch
ein neues Gesetz nun allen Ausländern erlaubt ist, türkischen
Grund und Boden zu erwerben. Weiters ist der maximal zulässige
Grundbesitz eines Ausländers von 2,5 auf 30 Hektar, mit Ausnah-
megenehmigung sogar auf bis zu 60 Hektar ausgeweitet worden.
Vorher herrschte das Prinzip der Gegenseitigkeit, wenn es um den
Erwerb von Grund und Boden in der Türkei ging. Das heißt, es
konnten nur jene Ausländer türkische Immobilien erwerben, die
aus Ländern stammen, wo auch türkische Bürger Immobilen er-
werben konnten. Deshalb hielten sich die Kaufchancen der Auslän-
der sehr in Grenzen. Durch das neue Gesetz haben nun zusätzlich
89 Länder die Möglichkeit, Immobilien in der Türkei zu erwerben.
Infolgedessen sind die Verkaufszahlen von türkischen Immobilien
rasant gestiegen. Investitionen werden vor allem auch aus der Golf-
region, Russland und den Turkrepubliken Zentralasiens erwartet.
BRENNPUNKT ISTANBUL. PricewaterhouseCoopers hat Istanbul
nun zum zweiten Mal in Folge als attraktivsten Investitionsstand-
ort unter 27 Großstädten dargestellt. Vermögende Ausländer stür-
zen sich denn auch vor allem in Istanbul auf Luxusappartements.
Von Projektentwicklern werden zahlreiche neue Vorhaben aus dem
Boden gestampft. Allein in Istanbul sind laut „Manager Magazin“
derzeit zehn Mammutprojekte mit Nutzflächen von jeweils mehr
als 80.000 Quadratmetern im Bau. Bei jedem von ihnen betrage
das Investitionsvolumen mehr als eine Milliarde Euro.
Banken vergeben großzügig Darlehen, daher befürchten Experten
bereits den großen Crash. Doch von einer Blasenbildung am türki-
schen Immobilienmarkt kann laut Wirtschaftskammer Österreich
keine die Rede sein – weil Hypotheken gerade einmal fünf Prozent
des türkischen BIP ausmachten, was im Vergleich zu den gewöhn-
lichen 50 Prozent in der EU als gering anzusehen sei.

owned by a foreign person has
been raised from 2.5 hectares
to 30 hectares, and even that
can be increased to 60 hectares
with a special permit. Previous-
ly, the principle of reciprocity
applied with regard to the ac-
quisition of land and property
in Turkey. This means that
foreign buyers could only buy
Turkish real estate if they came
from countries where Turkish
citizens could also acquire real
estate. That is why foreign buy-
ers had little opportunity to
purchase real estate. With the
new law, citizens of an additio-
nal 89 countries can now
acquire real estate in Turkey.
As a result, sales of Turkish real
estate have risen rapidly. In-
vestments are primarily also
expected from the Gulf region,
Russia and the Turk republics
of Central Asia.
FOCUS ON ISTANBUL. For the
second time in a row, Price-
waterhouseCoopers has now
presented Istanbul as the most
attractive investment location
among 27 major cities. Wealthy
foreign buyers have descended
on luxury apartments prima-
rily in Istanbul. Project devel-
opers conjure numerous new
project out of thin air. In Istan-
bul alone, according to Mana-
ger magazine, there are cur-
rently ten mammoth projects
under construction, with floor
space of more than 80,000
square metres each. For each of
these, the investment volume
is more than one billion Euro.
The banks are issuing generous
loans. That is why experts al-
ready fear the big crash. How-
ever, according to the Austrian
Chamber of Commerce, there is
no indication of a bubble on the
Turkish real estate market – be-
cause mortgages make up no
more than 5 percent of Turkish
GDP, which is quite low in com-
parison to the usual 50 percent
in the EU.

NEUE ANFORDERUNGEN. Die Lebenszyklen der Immobilien sind
heute kürzer, als es zu Errichtungszeiten mancher Bürobauten
der Fall war. Solches kann man bei Expertengesprächen heut-
zutage erfahren und auch dass Nutzungen häufiger wechseln.
Neue Nutzer stellen aber auch neue Anforderungen an das
Gebäude, unter anderem an die Effizienz im Betrieb.
QUARTIER AUFGEWERTET. Rund zwölf Prozent aller neu vermie-
teten Büroflächen befinden sich hierzulande in generalsanierten
Altbauten, wie die Analyseexperten von CB Richard Ellis fest-
gestellt haben. Auch die Stadtplaner freut es, wenn ein privater
Investor den Fortbestand von Immobilien sichert und damit
auch dafür sorgt, dass keine ungenutzten Büroruinen zurück-
bleiben. Derzeit baut die CA Immo AG direkt am Donaukanal
und vis-à-vis zum grünen Prater in Kooperation mit der Stadt
Wien ein neues Stadtquartier. Herzstück davon ist ein 40 Meter
hohes Gebäudeensemble, das vermutlich wegen seiner klippen-
artig aufragenden und silbrigen Fassade sowie der Nähe zum
Kanalwasser „Silbermöwe“ getauft wurde. Jener Bau war zuvor
bereits als Bürohaus in Nutzung und steht ab sofort in „neuem
Kleid“ zur Vermietung bereit. Das entwickelte Quartierskonzept

In cooperation with the City
of Vienna, CA Immo AG is
currently developing a new
district of the city directly on
the Danube Canal and oppo-
site towards the Prater Park.
The centrepiece of that is a
40-metre tall building com-
plex, which has been named
‘‘Silbermöwe’’ (silvery gull)
presumably because of its
towering cliff-like silvery
facade and the fact that it is
close to the water. The build-
ing was previously used as an
office block and is now avail-
able for letting in its ‘‘new

auch Wohnungen, Hotels, Einzelhandel und Gastronomie vor.
Das erwähnte Bürogebäude erzielt also als Kristallisationspunkt
für neue Entwicklungen am Standort auch externe Effekte.
Die Nähen zu Innenstadt und intermodalen Verkehrsachsen
machen es möglich.
DER NACHHALTIGKEIT ENTSPROCHEN. Modernistische Ambi-
tionen machen beim Quartiersmanagement nicht Halt, sondern
auch die Gebäude selbst müssen für die Zukunft fit gemacht
werden. Im Fall des Falles muss bei Revitalisierungen energie-
technisch auf den Stand der Zeit gebracht werden. Wie weit
dabei mindestens eingegriffen wird, erklärt Mag. Karl Friedl,
Geschäftsführer bei M.O.O.CON: „Eine Revitalisierung bringt
im Unterschied zur Sanierung zukunftsorientierte Nutzungs-
konzepte mit sich.“ Dem Investor selber winken damit aber auch
neue Chancen bei der Vermietung oder dem Nutzer Kosten-
einsparungen. Die Arbeiterkammer in Oberösterreich ist groß-
flächiger Gebäudenutzer und -inhaber von Immobilien und
wollte daher Zukunftstrends entsprechen. Sie hat in großem Stil
einzelne Hauptquartiere in Wien und Linz einer kompletten
Neuausrichtung unterzogen. Für das Linzer Haus hat man im
Nachhinein als erstes derartiges Projekt sogar ein Nachhaltig-
keitsgütesiegel bekommen. „Wir haben dabei den Spagat zwi-
schen Wirtschaftlichkeit, Funktionalität, Ökologie und denk-
malgeschützter Bausubstanz geschafft“, kommentiert Franz
Molterer, der damalige Bauherrenvertreter bei der AK OÖ, die
heikle Aufgabe.
NEUE ARBEITSPLATZKONZEPTE. Die Mitarbeiter der Arbeiter-
kammer in Wien hatten davor Jahrzehnte in einem einfachen,
aber schützenswerten Beamtengebäude zugebracht. Errichtet
war es in den späten 50er-Jahren worden und konserviert wurde
es zunächst nur dadurch, dass all die Jahre wenig daran gemacht
wurde. Endlich war man zu der Auffassung gelangt, dass das
Haus nicht mehr zeitgemäß wäre, denn vom Funktionellen bis

nist ambitions do not stop at
management of the district,
rather, the building itself
must also be made fit for the
future. If necessary, revitali-
sation projects must be
brought up-to-date in terms
of energy efficiency. The mi-
nimum extent to which in-
tervention is necessary is ex-
plained by Mag. Karl Friedl,
CEO of M.O.O.CON: ‘‘Unlike
refurbishment, revitalisation
entails forward looking usage
strategies.’’ Investors are also
presented with new opportu-
nities in terms of letting or
cutting user costs. The
Chamber of Labour in Upper
Austria is a major occupant
and owner of property.
Therefore, it wanted to be
consistent with future trends
and had certain main offices
in Vienna and Linz realigned
on a large scale. A sustainabi-
lity certificate for the first
project of this kind was even
awarded subsequently for
‘‘Linzer Haus’’. ‘‘At the same
time, we managed the balanc-
ing act between cost effec-
tiveness, functionality, eco-
logy and the listed building’s
structural fabric,’’ Franz Mol-
terer, the then developer's
representative at the AK OÖ
commented on the delicate
task.
NEW WORKPLACE STRATE-
GIES. The staff of the Cham-
ber of Labour in Vienna had
previously spent decades in a
public office building that
was simple but worthy of
protection. It was built in the
late 1950s and preserved
only insofar as little was done
with it over the years. Since it
was outdated from functio-
nality through to fire protec-
tion, stakeholders finally
concluded that the building
was no longer up to date. As
the office for the preserva-
tion of historical monuments
was watching over various
parts of the building, and
a relic is, after all, a relic,
total demolition was out of
the question. Therefore, the
landlord took the bull by the
horns and arranged for a
costly rebuild. After a con-
struction period spanning
two years, the property had
all the attributes of a modern
office building in spite of
being from old stock. ‘‘Ideal-
ly, the building structures
give managers a reason to
consider the development of
the organisational culture as
a whole. Suddenly, the que-
stion of how work is carried
out in a company is signi-
ficant,’’ Karl Friedl sees ano-
ther bonus of a well planned
revitalisation project.
JEWELS OF YESTERYEAR.
Another example of moder-
nisation is delivered by
‘‘Philips Haus’’, a high-grade
office building on Vienna’s
Triester Strasse that has qua-
lities of the pioneering days

of white-collar lifestyle in the
1960s. The recent change in
ownership of the property
has also given rise to renova-
tion. Unlike the previous ex-
ample, reletting plays a role
here, too. The complex pro-
perty on ‘‘Wienerberg’’ was
subjected to a comprehen-
sive analysis of utilisation
and optimisation. ‘‘Strengths,
weaknesses and potential
were identified and evaluated
for future positioning of
the property,’’ DI Christian
Lanjus-Wellenburg, mana-
ging director of the owner
CEBA Invest Management
GmbH, commented on for-
mulation of the planning by
Tecno Office Consult GmbH.
It has not been decided whe-
ther it will be used for offices
again, but reutilisation of the
building's original structural
fabric is safeguarded.
FACELIFT. Completed office
revitalisation projects can be
found in Vienna in the form
of the Immofinanz Group’s
‘‘Bureau Belvedere’’ and the
‘‘Haus an der Wien’’, which
was put into effect by SIGNA
Holding. Both demonstrate
that for certain property in
good locations office revitali-
sation could act as a prece-
dent – with remarkable suc-
cess in terms of letting.
Large-scale construction work
was also necessary on the ex-
terior of the buildings to
begin with. In each case, the
new facades are magnificent
and in the light of that a com-
parison with the surgery
required for a facelift comes
to mind. In a figurative sense,
the appearance has changed
from an ugly duckling to a
swan. ‘‘In particular, optimi-
sation of future operating
costs was a major concern to
us,’’ Ralph Bezjak, head of
Developments Commercial
at the Immofinanz Group,
adds savings as a motive for
the expenses incurred for
‘‘Bureau Belvedere’’. Major
international tenants tolera-
ted that and signed a tenancy
agreement early on. The si-
tuation was similar for ‘‘Haus
an der Wien’’. The building
was soon the new headquar-
ters of the media company of
‘‘Der Standard’’. Incidentally,

hin zum Brandschutz war es schließlich überholt gewesen.
Weil der Denkmalschutz eine Hand auf diverse Gebäudeteile
hatte und ein Relikt nun mal ein Relikt ist, schied ein gänz-
licher Abriss aus und der Hausherr trat mit einem aufwendigen
Umbau die Flucht nach vorne an. Nach zwei Jahren Bauzeit
hat das Gebäude, trotz Altbestand im Kern, nun alle Merk-
male eines zeitgemäßen Bürobaus. „Im Idealfall geben die
Gebäudestrukturen den Managern Anlass, sich die Entwicklung
der Organisationskultur insgesamt zu überlegen. Die Frage,
wie im Unternehmen gearbeitet wird, bekommt plötzlich
Bedeutung“, sieht Karl Friedl einen Extravorteil einer gut
überlegten Revitalisierung.
JUWELEN VON GESTERN. Ein anderes Modernisierungsbeispiel
liefert das Philips-Haus, ein hochwertiger Bürobau an der Wiener
Triester Straße mit Qualitäten aus den Pionierzeiten des Angestell-
tendaseins in den 60er-Jahren des vorigen Jahrhunderts. Mit dem
unlängst erfolgten Eigentümerwechsel der Immobilie wird auch
eine Renovierung vollzogen. Eine Rolle spielt hier im Gegensatz
zum vorigen Beispiel auch der Neuvermietungsgedanke. Das kom-
plexe Objekt am Wienerberg war einer umfassenden Analyse zur
Nutzung und Optimierung unterzogen worden. „Stärken und
Schwächen sowie Potenziale wurden zur weiteren Positionierung
des Objekts aufgezeigt und bewertet“, kommentiert DI Christian
Lanjus-Wellenburg, Geschäftsführer des Eigentümers CEBA Invest
Management GmbH, die Erarbeitung des Konzepts von Seiten der
Tecno Office Consult GmbH. Ob wieder eine Büronutzung hinein-
kommen wird, ist noch offen, die Wiederverwertung der alten
Bausubstanz ist aber sicher.
FACELIFTING. Bereits fertiggestellte Bürorevitalisierungen fin-
den sich in Wien mit dem „Bureau Belvedere“ von der Immo-
finanz-Gruppe oder auch mit dem Projekt „Haus an der Wien“,
das von der SIGNA Holding umgesetzt worden war. Beide
demonstrieren mit beachtlichen Vermietungserfolgen, dass
Bürorevitalisierungen an guten Standorten und bei bestimmten
Objekten Schule machen könnten. Baulicher Großeinsatz war
zuvor auf an der Außenhaut der Gebäude notwendig. Die neuen
Fassaden präsentieren sich jeweils prächtig und angesichts
dessen drängt sich der Vergleich mit dem chirurgischen Eingriff
des Faceliftings auf. Vom hässlichen Entlein zu einem Schwan
hatte sich das Erscheinungsbild im übertragenen Sinn gewan-
delt. „Vor allem die Optimierung der künftigen Betriebskosten
war uns ein zentrales Anliegen“, führt Ralph Bezjak, Head of
Developments Commercial der Immofinanz-Gruppe, aber auch
Einsparmotive für den getätigten Aufwand beim Bureau Belve-
dere an. Internationale Großmieter ließen es sich gefallen und
unterschrieben hier früh einen Mietvertrag. Beim Haus an der
Wien verlief es ähnlich. Bald schon hatte das Haus als neuer Sitz
des Medienhauses von „Der Standard“ festgestanden. Übrigens

GROSSPROJEKTE. Durch die unlängst erfolgte Komplettierung
einer Schnellstraßenumklammerung in Wiens Umgebung sind,
was die Qualität der Straßenverkehrsinfrastruktur betrifft,
nahezu „deutsche Verhältnisse“ eingetreten. Wie auf Kom mando
waren damit auch industrielle Ansiedelungen und die Errichtung
von Logistikzentren im Norden, Süden und Westen der Haupt-
stadt einhergegangen. Die in Luxemburg ansässige Karimpol-
Gruppe etwa hat im Norden eine 25.000 Quadratmeter-Halle in
Betrieb genommen und die weltweit tätige amerikanischstäm-
mige Prologis hat im Südosten ein 70.000 Quadratmeter großes
Logistik-Grundstück in Verwertung, das zum Teil von der LGI-
Logistik des deutschen Transportunternehmens Willi Betz in
Nutzung ist. In Vorvermietung befindet sich bereits seit einiger
Zeit eine Großplanung namens Multi Purpose Business Center
in Wiener Neudorfs Industriezone, dem größten Gewerbegebiet
nahe der Hauptstadt. Hier hat sich eine wahre Gewerbe- und
Transportmeile etabliert, an der auch der deutsche REWE Ein-
zelhandelskonzern seine zentralen Warenlager hat.
NEU STATT ALT. Das Logistikflächen-Angebot in der Wiener Metro-
polregion ist also deutlich gestiegen, was unmitttelbar zur Folge
hatte, dass die Spitzenmieten zuletzt gesunken sind. Das hatte
man beim Marktbeobachter CBRE zuletzt festgestellt. Für Investo-
ren scheint sich aus dem vitalen Markt eine starke Konkurrenzlage
abzuzeichnen. Dass zuletzt trotzdem neue Projekte angegangen
wurden, ist für die Marktexperten von Colliers International kein
Widerspruch. Die aussichtsreiche Renditeerwartung von bis zu 9,5
Prozent sei gemeinsam mit der Überalterung im Bestand ein Trei-
ber für Investitionen. „Ältere Objekte können nur mit erheblichem
Investitionsvolumen auf einen zeitgemäßen Standard angehoben

availability of logistics space in
the Vienna metropolitan area
has thus increased significant-
ly, the direct result of which
was a recent drop in the peak
rental rates. This was ascer-
tained by market observer
CBRE a short time ago. To in-
vestors, it seems that a strong
and competitive climate is
emerging from this energetic
market. That new projects
have recently been started in
spite of that is not a contradic-
tion for the market experts
from Colliers International.
The promising return assump-
tion of up to 9.5% together
with ageing stock are repor-
tedly driving investments.

Industrial and Logistics Department von Colliers in Österreich. Für
die nahe Zukunft wird für ältere Betriebsobjekte daher weiter von
Mietreduktionen bei Neuabschlüssen sowie von Nachverhandlun-
gen ausgegangen. Dies sei auch deshalb der Fall, da hier Gebäude-
abbrüche unwirtschaftlich sind und eine Angebotsreduzierung
damit tendenziell ausbleibt. Der Erfolg von Neuplanungen ist in
hohem Maße an die Erfüllung von Erfolgskriterien der Branche
geknüpft. Bei CBRE sieht man das zumindest so und empfiehlt
daher, die Wiederverwertbarkeit von Immobilien nicht aus den
Augen zu verlieren. „Um einem häufigen Nutzerwechsel gerecht
werden zu können, sollte eine moderne Logistikimmobilie flexibel
gestaltet sein und bestimmte Mindeststandards erfüllen, etwa was
die Hallenmindestgröße, Raumhöhe oder Rampentorzahl betrifft“,
meint Dr. Andreas Ridder, Managing Director CBRE Austria und
Chairman für Central & Eastern Europe.
RAHMENBEDINGUNGEN. Multi- und Intermodalität ist ja im
Logistikbereich immer ein Thema und dazu hat sich das öster-
reichische Verkehrsministerium eine Verpflichtung über den
Ausbau auferlegt. Flughäfen werden verstärkt in das Gesamtver-
kehrsnetz einzubinden und an das hochrangige Straßen- und
Schienennetz anzubinden sein, heißt es in einem aktuellen Kom-
muniqué. Die Wettbewerbsfähigkeit von Flughäfen würde dabei
zunehmend von deren Integration in lokale, regionale und inter-
nationale Transport- und Logistikketten abhängen, so die Mei-
nung im Ministerium. Die Bereitstellung eines effizienten und
komfortablen intermodalen Verkehrsnetzes sei eine wichtige
Voraussetzung dafür, die Netzwerkqualität zu erhalten und
Österreich als Standort für internationale Unternehmen und
Organisationen attraktiv zu machen.
MAGISCHES LOGISTIKDREIECK. Ein magisches intermodales
Logistik-Dreieck der Wiener Metropole spannen Donauhafen
Freudenau, Frachtenbahnhof Kledering und der Flughafen Schwe-
chat auf. Multimodalen Transportketten schreibt man den Vorteil
zu, immer genau den Teil einer Transportleistung zu kaufen, der

An den Schnittstellen können dann zusätzliche Serviceleistungen
wie Stauen und Entladen, Distribution, Depot, Reparatur in
Anspruch genommen werden. In diesem Sinne investiert die Flug-
hafengesellschaft in ihre Logistikbereiche. Laut einer aktuellen
Ankündigung aus dem zuständigen Büro sollen diese auf den
neues ten Stand gebracht werden. Am Airport ist insbesondere das
Angebot von unterschiedlichen Lagerqualitäten relevant bezie-
hungsweise werden diese hier angeboten. Vom Wertgutlager bis
zum Kühl- und Gefahrengutlager spannt sich dabei der Bogen. Der
Wiener Donauhafen hingegen dient nicht selten auch als Zwi-
schenlager und wurde zuletzt als Umschlagplatz adaptiert und aus-
gebaut. „Der Erfolg des Hafens Wien liegt in seiner Quattromoda-
lität. Wir können im Hafen Wien Güter sowohl auf dem Wasser, der
Straße sowie der Schiene umschlagen und auch der Flughafen ist
nur wenige Kilometer entfernt“, so Hafen Wien-Geschäftsführer
Rudolf Mutz. Pro Woche gibt es von hier aus rund 100 Zugsverbin-

tedly, this is the case in part
because the demolition of buil-
dings is not economical and
thus there will be no drift to-
wards a reduction in supply.
To a large extent, the success
of new developments is contin-
gent on satisfaction of the suc-
cess metrics of the industry. At
least, members of CBRE see it
that way and therefore recom-
mend that reutilisation of pro-
perty should not be forgotten.
‘‘To be able to allow for fre-
quent changes in user, a mo-
dern logistics site should be
flexible and meet certain basic
standards, such as the mini-
mum size of the hall, ceiling
height and number of ramp
doors,’’ believes Dr Andreas
Ridder, managing director of
CBRE Austria and chairman
for Central & Eastern Europe.
GENERAL CONDITIONS. Multi-
modality and intermodality
have always been an issue in
logistics and in addition to
that Austria’s Ministry of
Transport has imposed an ob-
ligation relating to develop-
ment. A recent communiqué
reads that airports must be in-
tegrated with the overall traf-
fic network and connected to
the large-capacity road and rail
network more closely. The Mi-
nistry is of the opinion that
the competitiveness of air-

dungen zu allen großen europäischen Seehäfen. An den großen
Warenumschlagplätzen des Landes ist auch die Rail Cargo Austria
immer präsent, ein für den Güterverkehr verantwortlicher Teil-
konzern der ÖBB, der jährlich 124 Millionen Tonnen Güter mit
einem Wagenmaterial von 30.000 Stück auf Schiene bringt. Im
Süden Wiens wird für diese demnächst ein neuer Umschlagplatz
errichtet (Terminal Wien Inzersdorf – TWIN). Laut letzter Presse-
meldungen sind hier alle behördlichen Genehmigungsverfahren
abgeschlossen. Es ist zu erwarten, dass der Bau des neuen Bahnver-
teilungszentrums neuerlich Impulse für den Logistikbereich für die
Hauptstadtregion mit sich bringen wird.
ZUKUNFT. Einzelnen Logistik-Immobilienentwicklern sind solche
positiven Entwicklungsaussichten Anlass genug, nahe den multi-
modalen Umschlagplätzen zu investieren zu wollen. Die AAA Real
Estate Development Gesellschaft m.b.H. präsentiert sich beispiels-
weise mit ihrem Cargo Terminal und dessen Ausbauszenarios als
aktiver Investor. Bis 2020 hat man sich ein Gesamtinvestitions-
volumen von 110 Millionen Euro und Logistikflächen mit insge-
samt 160.000 Quadratmetern vorgenommen. Der Wiener Immobi-
lien-Developer Go Asset Real Estate hält mit einem Projekt in
Flughafennähe mit rund 70.000 Quadratmetern Hallenfläche
dagegen. Ob den recht konkreten Planungen dann bald auch Taten
folgen, wird allerdings direkt von den weiteren Entwicklungen am
Markt abhängen. Man sucht auf dem heiß umkämpften Logistik-
markt also noch nach dem einen oder anderen Mieter ...

MAGICAL LOGISTICS TRIAN-
GLE. A magical intermodal
logistics triangle in the me-
tropolis of Vienna stretches
across the Danube port of
Freudenau, the goods station
at Kledering and the airport at
Schwechat. It is said that the
benefit of multimodal trans-
port chains is the possibility to
always purchase precisely that
part of the transport service
required to accommodate indi-
vidual requirements. Additio-
nal services, such as stowing,
unloading, distribution, depot
and repair can then be made
use of at the hubs. It is with
that in mind that the airport
company invests in its logi-
stics areas. According to an an-
nouncement made very re-
cently by the relevant office,
these are to be brought up to
date. In particular, the provisi-
on of different types of storage
is relevant or they will be offe-
red at the airport. These range
from the storage of valuable
goods to refrigerated and ha-
zardous goods. On the other
hand, the Vienna Danube Port
is often used for interim sto-
rage and was recently turned
into a transshipment centre
and expanded. ‘‘The port of
Vienna owes its success to its
quadromodality. We can trans-
ship goods by water, road and
rail in the port of Vienna. Mo-
reover, the airport is only a few
kilometres away,’’ says Rudolf
Mutz, managing director of
the port of Vienna. Some 100
rail connections depart from
there to all the major Euro-
pean seaports each week. Rail
Cargo Austria, a subgroup of
ÖBB responsible for freight
traffic, is always present at the
country’s main transshipment
centres, too. Each year, it
transports 124 million tons of
freight by rail with a rolling
stock of 30,000. A new trans-
shipment centre is soon to be
built for it in the south of
Vienna (Terminal Wien In-
zersdorf – TWIN). According
to the latest press releases, all
the regulatory approval proce-
dures have been completed. It
is expected that development
of the new rail distribution
centre will give rise to renewed
impetus for logistics in the
greater Vienna area.
FUTURE. Such positive pro-
spects for development are
reason enough for certain
logistics property developers
to want to invest close to
the multimodal transshipment
centres. For example, AAA
Real Estate Development Ge-
sellschaft m.b.H. has come for-
ward as an active investor with
its cargo terminal and asso-
ciated scenarios for develop-
ment. Plans are in place for a
total investment of 110 mil-
lion euro and logistics areas
totalling 160,000 square me-
tres by 2020. Viennese proper-
ty developer Go Asset Real
Estate counters with a project
close to the airport with floor
space of some 70,000 square
metres. However, whether ac-
tion will follow the quite speci-
fic planning will depend di-
rectly on future developments
on the market. Put differently,
one or two tenants are still
being sought on the hotly con-
tested logistics market.

Sie haben schon früh Ihren Standortvorteil im Süden Wiens strate-
gisch erfolgreich nutzen können. Wo sehen Sie heute einen optima-
len Standort im Gegensatz zu vor zwanzig Jahren etwa, als man von
geschlossenen Länderverhältnissen in Europa ausging?
Josef Heißenberger: Als unser Firmengründer Dkfm. Franz Krauter
zu Beginn der 70er-Jahre große, brachliegende Industrieflächen
im Industriezentrum NÖ-Süd direkt an der Autobahn kaufte, lag
Wiener Neudorf damals für viele Vertriebs- und Logistikunterneh-
men viel zu weit außerhalb der Stadt, um als attraktiver Standort
zu gelten. Heute ist Wiener Neudorf mit Wien verschmolzen und
die Region ist ein begehrter Standort für Unternehmen aller Bran-
chen, insbesondere für die nationale wie auch für die Distribution
nach Ost- und Südosteuropa, geworden.
Der WALTER BUSINESS-PARK hat sicherlich vom Zusammen-
wachsen der europäischen Märkte profitiert und unser langfristi-
ger Erfolg zeigt, dass das vor rund 25 Jahren entwickelte Konzept
mehr denn je gefragt ist. Aus heutiger Sicht war die Standortwahl
„goldrichtig“ und eine Entscheidung mit großem Weitblick.
Wie bedeutend ist für Mieter des WALTER BUSINESS-PARKs das
Osteuropageschäft?
Josef Heißenberger: Das Gros der hier angesiedelten, überwiegend
internationalen Unternehmen aus zwölf Ländern unterhält eine
rege Geschäftsbeziehung mit Ländern aus Ost- beziehungsweise
Südosteuropa. Zudem sind einige unserer Mieter innerhalb ihres
Konzerns/ihrer Firmengruppe für die gesamte Abwicklung der
Ost-, Südostgeschäfte verantwortlich.
Wie wichtig ist es als Logistikflächenanbieter, sich im Angebot ab-
zuheben und in welchen Bereichen sehen Sie hier in Zukunft Vorteile
in der Ausrichtung, also etwa in der Kombination von Büro und Lager?
Gerhard Müller: Für viele Vertriebsunternehmen ist die kurzfristige
Verfügbarkeit ihrer Produkte heute ein starkes Verkaufsargument

Josef Heißenberger: When our
company founder, Dkfm. Franz
Krauter, bought unused indu-
strial areas in the industrial
centre of southern Lower Au-
stria, directly next to the Auto-
bahn, in the early 1970s, Wie-
ner Neudorf was too far outside
the city to be an attractive
location for many distribution
and logistics companies. Today,
Wiener Neudorf has merged
with Vienna and the region is a
highly desired location for com-
panies from all sectors, in parti-
cular for national distribution
as well as for the distribution to
East and South East Europe.
The WALTER BUSINESS PARK
has certainly profited from the
merging of the European mar-
kets, and our long-term success
shows that the concept that
was developed around 25 years
ago is now in demand more
than ever. From today’s per-
spective, the selection of the
site was simply perfect and a
decision that required a great
deal of vision.
How significant is the Eastern
Europe business for the tenants
of the WALTER BUSINESS-
PARK?
Josef Heißenberger: Most of the
primarily international compa-
nies from 12 countries that are
located in the business park
maintain active trade relations
with countries from East or
South East Europe. In addition,
some of our tenants are re-
sponsible for the entire hand-
ling of East and South East
business transactions within
their corporation or company
group.
How important is it as a logi-
stics site provider to differen-
tiate oneself with what one of-
fers, and in which areas do you
see future advantages in the
alignment here, for example in
the combination of office and
storage?
Josef Heißenberger

geworden. Um die prompte Lieferfähigkeit auch garantieren zu
können, ist eine optimale Lagerbevorratung entscheidend für den
Erfolg. Deshalb tendieren immer mehr Handels- und Vertriebs-
unternehmen zum „eigenbewirtschafteten“ Lager, um die indivi-
duellen Kundenanforderungen besser und flexibler erfüllen zu
können. Auf der Suche nach dem idealen Firmenstandort können
wir mit unserem ausgereiften Konzept, vielfältige Kombinations-
möglichkeiten von Büro- und Lagerflächen zur Anmietung anzu-
bieten, voll punkten.
Rund um Wien ist ja in den letzten Jahren einiges an Logistik-
flächen dazugekommen. Wie beurteilen Sie die paneuropäische
Nachfrage nach diesen und für wen empfiehlt sich im Speziellen der
WALTER BUSINESS-PARK?
Josef Heißenberger: Die Region Wien ist aufgrund ihrer geografisch
günstigen Lage geradezu prädestiniert, um eine Drehscheiben-
funktion für ost- beziehungsweise südosteuropäische Märkte
wahrzunehmen. Darüber hinaus bevorzugen viele Vertriebsunter-
nehmen Ostösterreich als zentralen Distributionsstandort für den
österreichischen Markt, nachdem diese Region ja gleichzeitig der
größte Verbrauchermarkt Österreichs ist. Der WALTER BUSI-
NESS-PARK empfiehlt sich allen Unternehmen, die von einem
Unternehmensstandort aus Vertrieb, Lagerhaltung und Distribu-
tion vornehmen wollen.
Heuer gibt es einen besonderen Logistikschwerpunkt bei der MIPIM
in Cannes. Osteuropa ist jedoch nicht unbedingt angesagt. Wie tut
man sich in so einer Situation als österreichischer Vertreter, für den
ja die Brückenfunktion dorthin schon wichtig ist?
Gerhard Müller: Wir sollten bei der Beantwortung Ihrer Frage ver-
deutlichen, dass die Zielgruppe des WALTER BUSINESS-PARKs
nicht reine Logistikunternehmen sind, die Lagerung und Distribu-
tion als Dienstleistung anbieten. Unsere Mieterstruktur setzt sich
vielmehr fast ausschließlich aus Großhandels- und Vertriebsunter-
nehmen zusammen, die ihr Lager „eigenbewirtschaften“. Deshalb
betrifft uns der Logistikschwerpunkt auf der MIPIM nur peripher.
Nichtsdestotrotz verfolgen wir die Entwicklung der Logistikbran-
che mit Interesse und werden uns auf der Messe mit diesem Thema
auseinandersetzen.
Das Interesse an Büro und Lagerkombinationen ist unverändert
hoch. Sie haben aufgrund der hohen Flächenauslastung mit der
Masterplanung für die nächste Baustufe begonnen. Was muss eine
moderne Logistikimmobilie aus Ihrer Sicht leisten?
Gerhard Müller: Moderne Logistikimmobilien werden heute durch-
wegs mit dem Fokus auf die Drittverwendungsfähigkeit geplant
und errichtet. Im WALTER BUSINESS-PARK sind die Drittverwen-
dungsfähigkeit und Multifunktionalität der Lagerhallen von Be-
ginn an in unserem Konzept verankert. Ebenso steht die Vielfalt an
Kombinationsmöglichkeiten von Büro- und Lagerflächen ganz
oben in unserem „Pflichtenheft“. Darüber hinaus: gut ausgebaute
Zufahrtswege, großzügige Rangierflächen, Verladetore an zwei ge-
genüberliegenden Seiten, pro 300 m2 Lagerfläche ein Tor, Lagertie-
fen von maximal 45 m, um die Verkehrswege innerhalb der Hallen
kurz zu halten, ausreichend natürliche Belichtung, tageslicht-
abhängige Lichtsteuerung, eine energieeffiziente Hallenisolierung
und last but not least eine exzellente Anbindung an die Autobahn.
Gerhard Müller: For many dis-
tribution companies, the short-
term availability of one’s pro-
ducts today has become a
strong sales argument. To be
able to guarantee prompt deli-
veries, an optimal stock supply
is decisive for success. That is
why more and more trade and
distribution companies lean to-
ward ‘‘self-managed’’ storage to
be able to meet individual cu-
stomer requirements better
and more flexibly. In the search
for an ideal company site, we
were able to score points with
our sophisticated concept of
offering multi-faceted combi-
nation possibilities of office
and storage areas for rent.
A lot of logistics sites have been
added around Vienna in recent
years. How do you assess the
pan-European demand for this
and who in particular do you re-
commend should make use of
the WALTER BUSINESS PARK?
Josef Heißenberger: The Vienna
region due to its geographically
favourable location seems pre-
destined to act as a kind of hub
for East or South East Euro-
pean markets. In addition, ma-
ny distribution companies pre-
fer eastern Austria as a central
distribution site for the Austri-
an market, since this region is
also the largest consumer mar-
ket in Austria.
The WALTER BUSINESS PARK
can be recommended for all
companies that want to execu-
te sales, storage and distribu-
tion from one site.
This year, there is a special logi-
stics focus at the MIPIM in
Cannes. Eastern Europe, how-
ever, is not necessarily attrac-
tive. In such a situation, how
does one act as an Austrian
representative for whom the
bridge function to Eastern
Europe is already important?
Gerhard Müller: In answering
the question, we should clarify
that the target client group
of the WALTER BUSINESS
PARK does not consist of
pure logistics companies that
offer storage and distribution
as a service. Our tenant struc-
ture actually consists almost
exclusively of wholesale and
distribution companies that
self- manage their storage sites.
That is why the logistics
focus at the MIPIM only
affects us peripherally. Never-
theless, we take an interest in
the development of the logi-
stics sector and will examine
this subject with interest at
the trade fair.
The interest in office and sto-
rage combinations remains
high, and the demand is unbro-
ken. Due to the high capacity
utilisation, the master plan-
ning for the next construction
phase has started. What does a
modern logistics site have to
provide in your view?
Gerhard Müller: Modern logi-
stics sites today are consistent-
ly planned and constructed
with a focus on usability by
third parties.
In the WALTER BUSINESS
PARK, the usability by third
parties and multi-functionality
of the storage halls has been
embedded in our concept from
the beginning. The multitude
of combination possibilities of
office and storage areas is a top
priority in our specifications.
The specifications also include
well-constructed access roads,
generous shunting areas, loa-
ding docks on two opposite si-
des, a gate for every 300 m2 of
storage area, storage depths of
no more than 45 m to keep traf-
fic within the halls at an opti-
mal level, sufficient natural
light, daylight-independent con-
trol of the hall lighting, energy
efficient insulation of the
halls and last but not least an
excellent connection to the
Autobahn.

Wie schätzen Sie die Entwicklung in der Immobilienbranche für
2013 und 2014 ein?
Eugen Otto: Wohnen und Büro sind natürlich zwei völlig ver-
schiedene Gebiete mit unterschiedlichen Entwicklungen. Im
Segment Wohnen wird weiterhin die größte Herausforderung
sein, ausreichend Wohnraum zu adäquat leistbaren Bedingun-
gen zu schaffen. In Wien ganz besonders, weil Wien als Zuzugs-
ort und Stadt eine einzigartige Attraktivität in Europa hat. Die
Wiener Bevölkerung wird in den nächsten 17 Jahren um 300.000
Personen zunehmen. Daher muss künftig der Hauptfokus von
allen Marktteilnehmern sein, dass es leistbares Wohnen in aus-
reichender Menge gibt. 6.000 oder 8.000 Wohnungen im Jahr
sind mittelfristig jedenfalls zu wenig. Wir haben uns schon in
den letzten Jahren mit Bauträgern darüber ausgetauscht, wie an
adäquaten Standorten mit guter Infrastruktur Wohnungen mit
guten Grundrissen und zu leistbaren Preisen – sowohl für Miete
als auch Eigentum – geschaffen werden können. Und bei jenen,
die das Thema konkret interessiert und die auch die entspre-
chenden Grundstücke haben oder in der Lage sind zu erwerben,
haben wir bereits maßgeblich bei der Konzeption von Woh-
nungsprojekten mitgewirkt.
Stichwort Zinshaus – ist dieses Marktsegment überhitzt?
Das Wiener Zinshaus ist ein ganz spezielles Segment, weil es eine
klar definierte und nicht vermehrbare historische Gattung dar-
stellt. Von einer Überhitzung würde ich dann sprechen, wenn wie
vor 15 bis 20 Jahren Objekte mit 70 bis 100 Prozent Fremd-
finanzierung gekauft würden. Damals mag das eventuell „mach-
bar“ gewesen sein, weil die Zinsen niedriger und die Renditen hö-
her waren. Aber ein nachhaltiges Modell war es definitiv keines,
denn alle, die Zinshäuser um einen derart hohen Fremd kapitalanteil
erworben haben, waren darauf angewiesen, dass die Werte steigen.
Das hat sich in den letzten Jahren insofern verändert, als es zuneh-
mend darum geht, in anderen Anlageklassen angelegtes Geld –
vom Sparbuch über Aktien bis zum normalen Konto – zu inves tieren.
Es gibt also eine Veranlagung von bereits anderwertig vorhande-
nem Vermögen – und das ganz ohne eine Fremdfinanzierung.
Haben die Investoren gelernt, mit etwas weniger Rendite leben
zu können?
Ja. Wir haben schon Anfang 2012 fest gestellt, dass das Haupt-
motto des Jahres in jeder Hinsicht „Sicherheit vor Rendite“ war.
In den meisten Fällen hat es auch gute Wertsteigerungen gege-
ben. Das Risiko eines wesentlichen Wertverlustes ist beim Zins-
haus nicht gegeben, aus unserer Sicht auch für die nächsten Jah-
re nicht. Der Markt an sich und auch die Wertverhältnisse sind
How would you estimate deve-
lopments in the property sector
in 2013 and 2014?
Eugen Otto: Residential and of-
fice are, of course, two complete-
ly contrasting areas with diffe-
rent trends. The greatest chal-
lenge in the residential segment
will continue to be the devel-
opment of enough accommoda-
tion at adequately affordable
terms. This is especially true in
Vienna because as a place of im-
migration and as a city, Vienna
has unique appeal in Europe. The
population of Vienna will increa-
se by 300,000 people in the next
17 years. With that in mind, in
the future the main focus of all
the market parti cipants must be
affordable housing in sufficient
quantities. At any event, 6,000
or 8,000 homes a year in the me-
dium term are not enough. Over
the past few years, we have alrea-
dy exchanged ideas with building
contractors on how homes with
good floor plans and at affordab-
le prices – both for renting and
ownership – can be built at ap-
propriate locations with good
infrastructure. And for those
who have specific interest in the
topic and own or are in a posi tion
to acquire appropriate land, we
have already had a significant in-
volvement in the design of
housing projects.

extrem stabil. Ich gehe weiters davon aus, dass es in den nächs-
ten Monaten eine Belebung bei den Werten geben wird bezie-
hungsweise eine Steigerung. Weil – und das ist die Besonderheit
des Zinshausmarktes – das Angebot, der Bestand nicht mehr
wird. Und weil die Gründe, ein Haus zu verkaufen, stetig weniger
werden. Daher ist auch das Angebot sehr überschaubar. Und
auch hier resultiert die Belebung bei den Preisen aus den immer
unsichereren Alternativveranlagungen. Wobei sich die Mieter in
diesen Häusern – und das ist die gute Nachricht – keine Sorgen
machen müssen. Die Wohnungsmieten im Altbau sind und blei-
ben stabil, weil sie ja gesetzlich höchst geregelt sind.
Was liegt Ihnen als Marktbeobachter hinsichtlich der Stadt Wien
weiters am Herzen?
Eine Stadt wie Wien braucht auch span nende, im Sinne von
Spannung erzeugende Architektur. Man muss sich aber auch be-
wusst sein, dass eine außergewöhnliche und anspruchsvolle Ar-
chitektur meistens auch Auswirkungen auf die pragmatische
Nutzung im Inneren hat. Spannung in der Architektur passt da-
her überwiegend im Büro- oder gewerblichen Bereich besser als
im Wohnbau, denn wohnen wollen wir in der Regel doch lieber
„gerade“ als schräg. Bezüglich Ansprüche an die Verwendung von
Baumaterialien sehe ich einen klaren Trend in zwei Richtungen:
zum einen weniger Experimente mit neuen Materialien und
mehr Besinnung auf Traditionen und Erfahrungen mit bewähr-
ten Baustoffen. Zum anderen Nachhaltigkeit, Dokumentation
und tatsächliche Umsetzung sowohl in den Materialien als auch
im Modus, wie die Mate rialien eingesetzt und verbaut werden:
Ich bin überzeugt, dass immer mehr beziehungsweise die meis-
ten der Nutzer von Büroräumen und auch Wohnungen größten
Wert auf „nachhaltig gebaut, dokumentiert, zertifiziert“ und
langfristig sparsam im Gebrauch legen.
Hat hier bei den Developern schon ein entsprechendes Umdenken
stattgefunden?
Es findet ein Paradigmenwechsel statt, auch weil die Bauträger
und Developer von den Interessen der Investoren gesteuert wer-
den. Zwei Drittel der Nutzer am Büro- und Ge werbemarkt haben
heute in ihrem Erst anforderungsprofil auch den Punkt „Zerti-
fizierung, nachhaltiges Gebäude“, den es aus meiner Sicht defi-

segment of the market over-
heated?
The Viennese apartment buil-
ding is a very special segment
because it represents a clearly
defined and non-reproducible
historic genre. I would speak of
overheating at times when pro-
perties were purchased with 70
to 100 per cent outside capital,
like 15 to 20 years ago. That
may have been ‘‘feasible’’ back
then because interest rates we-
re lower and the returns higher.
However, as a model it was
quite definitely unsustainable
because anyone who made use
of such a high percentage of
outside capital to acquire apart-
ment buildings was dependent
on rising values. This changed
in recent years as it increasingly
became a matter of investing
money tied-up in other asset
classes – from savings across
shares through to the standard
account. So, assets existing
elsewhere are being invested –
and with no outside capital
whatsoever.
Have investors learned to live
with slightly less return?
Yes. We noticed as early as at
the beginning of 2012 that the
main theme of the year was ‘‘Se-
curity over return’’ in every re-
spect. Appreciation in value was
positive in most cases, too.
There is no risk of a substantial
depreciation in the case of the
apartment building; not for the
next few years, either, in our
view. The market in itself and
also the value ratios are very
stable. I also believe that there
will be a recovery in values in
the coming months or an in-
crease. Because – and it is this
that makes the apartment buil-
ding market so unique – the
housing stock available will not
increase. And because the rea-
sons for selling a building are
steadily decreasing. That’s why
the supply is also very manage-
able. And here, too, the revival
results in the prices of the in-
creasingly uncertain alterna-
tive investments. However, the
tenants in these buildings – and
that’s the good news – need not
worry. Apartment rents in older
buildings are and will remain
stable because they are so high-
ly regulated.
As a market observer what else
is of particular importance to
you with regard to the city of
Vienna?
A city like Vienna needs exciting
architecture, meaning architec-
ture that creates excitement.
With that said, you must also re-
member that extraordinary and
ambitious architecture usually
has an impact on pragmatic use
inside. Therefore, excitement
within architecture usually suits
the office or commercial sector
better than housing because
normally we’d rather live in a
‘‘straight’’ environment instead
of one that is offbeat. Regarding
requirements for the use of buil-
ding materials, I see a clear trend
in two directions. Firstly, less ex-
perimentation with new mate-
rials and more reflection on tra-
ditions and experience with
tried and tested building mate-
rials. Secondly, sustainability,
documentation and actual im-
plementation in both the mate-
rials and in the method of using
and installing the materials. I’m
convinced that increasingly
more or most users of office
space and homes also place great
value on ‘‘sustainably built, do-
cumented, certified’’ and econo-
mical to use over the long term.
Has there already been a corre-
sponding shift in thinking among
developers in this regard?
A paradigm shift is taking place,
in part because the building

und der Köder ist in dem Fall ein nachhaltig errichtetes, mög-
lichst sparsames Gebäude. Aber auch im Sinne von „Form follows
function“ in allen Bereichen. Es muss gut und langfristig ver-
mietbar oder ver käuflich sein, und dazu muss der Developer die-
se Dinge schon bei der Planung berücksichtigen. Kein vernünf-
tiger Entwickler, weder im Wohnungsbau noch im Büro- oder
Gewerbebau, kann heute diese Aspekte außer acht lassen kann.
Sie sind kürzlich vom Finanzmagazin „Euromoney“ als „Bes-
ter Immobilienberater Österreichs“ für das Jahr 2012 ausge-
zeichnet worden. Sie sind auch exklusiver Kooperationspartner
von Knight Frank in Österreich. Wie ist Ihr Zugang zu internatio-
nalen Netzwerken, wie sind Ihre bishe rigen Erfahrungen?
Knight Frank ist an uns herangetreten, erst rund ein Jahr später
sind wir tatsächlich Partner geworden. In diesem Jahr haben wir
in zahlreichen Gesprächen einen unerwartet hohen Grad an

mercial market now also have
the heading ‘‘Sustainable buil-
ding certification’’ in their ini-
tial requirement profile, which I
believe should definitely be
checked off. The bait must ap-
peal to the fish and in this case,
the bait is a sustainably devel-
oped building that is as econo-
mical as possible. But also in the
sense of form follows function
in all areas. It must be easy to let
for long periods or sell and the
developer must consider these
aspects in the planning phase.
Today, no sensible developer
can disregard these aspects in
either house or office and com-
mercial development.
You were recently named ‘‘Best
real estate advisor in Austria’’
for 2012 by the financial maga-
zine ‘‘Euromoney’’. You are also
the exclusive partner of Knight
Frank in Austria. What does
your access to international net-
works look like and what are
your experiences so far?
Knight Frank approached us and
we did not actually become a
partner until a year later. In the
course of numerous discussions
during that year, we discovered
an unexpectedly high level of
conformity in the corporate cul-
ture and in terms of professional
competence. Unlike a simple
network, a clearly structured
and fixed approach exists at
Knight Frank. Six of the 244 of-
fices around the world are not
owned by Knight Frank, and we
are one of them. In a simple net-
work, expertise and quality can
never be as homogeneous as in a
uniform and tightly-controlled,
well-organised and well-structu-
red company like Knight Frank,
which has existed since 1898
and that with more than 7,000
employees is now the largest pri-
vate property services organisa-
tion in the world. And in my 33
years in the profession, I have
never met such a homogeneous
team, consisting of such extre-
mely dedicated and competent

dential segment just as in the
commercial segment, in evalua-
