An EDC Challenge from The AdministratorFHWA needs to expand its reach to the locals:
• Vision – 3-4 pilots, day-long, web-based/in-person nationwide training sessions on “Shortening Project Delivery” topics
• Partners – FHWA (HQ and Divisions), State DOTs, APWA and NACE
• LTAP/TTAP Role – provide logistics; convene, promote and market the training

2011 Successes
Centers helped to make EDC a success for locals:• Received highest praise from FHWA for coordinating the
EDC Summits• A key partner in the State-based Implementation Teams• Leveraged the knowledge gained to help local
agencies, most notably in Safety Edge and Warm Mix Asphalt
• Not done yet…
More Centers are engaged in LPA issues with local agencies• Approximately half working with their state• Training tools coming in the fall
Centers continue to embrace knowledge sharing• Nearly 300 Seminar Room sessions since 2009• Close to 3,000 records added to the Resource Database
TTAP Strategic Initiative
Continued focus on increased communication, coordination and collaboration with key partners:
• Additional opportunities to collaborate with FLH• Coordinating Tribal Safety Summits / Tribal
Safety Plans• Working collectively to increase development of

• FHWA responsibilities • Build and maintain a tool kit of road safety resources for Centers• Support NLTAPA to manage and grow external road safety
partnerships• Support Centers as they implement road safety actions
• FHWA role to lead outreach to critical stakeholders within FHWA for tool kit development• FHWA Resource Center via the Safety TST• FHWA Office of Safety via the Local and Rural Road COWG• FHWA NHI via OTS team partnership for training elements
• Built new PAR and CAR forms to capture data on roadway safety efforts
Strategic Focus on Safety What does this mean for LTAP/TTAP Centers?
• Adopt the focused approach on safety• Select activities from the menu of safety
initiatives – or offer additional activities – for action in 2011 and beyond
• Integrate efforts into Center work plans• Assess the effectiveness of these efforts
annually• Add new safety work plan items each year
as necessary

• New LTAP/TTAP Clearinghouse contract – expected August 2011
• New resources and knowledge sharing from our FHWA partners (NHI, Resource Center, Office of Safety)
• Assistance in implementing EDC technologies to local agencies
• Deeper PAR analysis for trends, needs – Spring 2012
• Support LPA assistance
• Improved synergy between LTAP, TTAP, FHWA HQ, RC TSTs, NHI, FLH, BIA…
