Dear Mr. Helmerick:
Tetra Tech is pleased to submit for your information and records
the March Monthly Progress Report for the above referenced Task
Order under the Indefinite Quantity Contract for Global
Architecture and Engineering (A-E) Infrastructure Services Contract
No. EDH-I-00-08-00027.
Progress and schedule continues to be the most pressing concern.
Based on an analysis of their progress to date and projecting this
progress for the remaining works DFS will now complete the works
August or September. This is a one- month slippage since last
month’s forecast.
Based on the dollar amount of the work completed this period (total
contract value less insurance, general requirement and mob/demob
costs) DFS is now 65% complete having completed 5% this month. DFS
has completed only 15% since the start of the year. DFS needs to
achieve massive increases in production rates to complete the works
or they will continue to significantly extend the schedule well
beyond its end date.

1.0 INTRODUCTION
This report presents program progress from March 1, 2017 through
March 31, 2017 for the USAID Engineering Design and Construction
Supervision Program in Cap-Haitien, Haiti. Under this program,
Tetra Tech is providing urgent architecture and engineering (A-E)
recommendations and designs and construction supervision for the
Caracol EKAM New Housing Settlement (Caracol EKAM) in the Northern
Corridor.
2.0 BACKGROUND
USAID in cooperation with the Government of Haiti (GOH) built the
Caracol EKAM New Housing Settlement (EKAM) in the Northern Corridor
to provide housing for households impacted by the 2010 earthquake
and other critical groups in the Northern Corridor. This 750-house
settlement was constructed between October 2011 and October
2013.
In March 2014 USAID first became aware of deficiencies in both the
housing and civil construction. A subsequent Independent Assessment
of a significant sample of houses revealed design and performance
deficiencies including leaking roofs, missing or sub-specification
roof fasteners, sub-specification foundations, substandard concrete
reinforcement in wall construction, extensive material
substitutions, poor quality doors and windows, minor cracking in
walls, drainage issues, exposed water pipes, poorly designed and
installed water tanks, improperly installed and substandard sewer
pipes, and nonfunctioning solar security lights.
In October 2014 USAID contracted Tetra Tech to provide independent
Architectural and Engineering (A-E) and construction management
services to inspect the EKAM site, provide A-E recommendations,
manage and supervise remedial works, and provide support to USAID
for contractual adjustments.
3.0 SUMMARY OF PROJECT ACTIVITIES AND ACCOMPLISHMENTS
This section outlines the activities undertaken and accomplished
during the reporting period. These activities and accomplishments
are categorized by location with a separate category for
administrative activities and accomplishments that does not fit
either into a specific site or over arch multiple sites.
3.1 ADMINISTRATIVE
Tetra Tech continues to provide construction inspection and
monitoring for DFS.
Tetra Tech continues to review and issue nonconformance reports as
necessary on the works.
There were no Tetra Tech field staff changes this month.
DFS has never supplied a contractually compliant schedule to the
works. DFS continues to refuse to submit even a simplified
projection for the completion of the works.

Please note that the Tetra Tech projections are based on DFS
productivity to date and the remaining work. If DFS is able to
increase the pace of the works by either increasing crews or
increasing crew production rates the Tetra Tech projections will
need to be updated.
3.2 CARACOL EKAM
As noted schedule is the most pressing concern. Work progress is
still impeded by lack of materials. Specifically:
DFS is now short of 8” sewer lines. Apparently, they were short in
their order due to failing to account for wastage in the
installation of the pipe.
Gravel and aggregate for leach field is not on site. DFS is
reporting delivery issues.
These issues were completely within DFS control.
DFS has now passed the end of the contract period of performance.
During the period of performance DFS only had one-day delay that
was unexpected and outside their control. This was the day for the
Haitian Presidential Inauguration where a holiday was unexpectedly
declared the day prior. This day meets the requirement for a
compensable and excusable delay in the FAR. Therefore, Tetra Tech
has recommended to USAID that the period of performance be extended
one day past the 28 February contract day to 1 March. This will
make the date at which liquidated damages apply will now be 2
May.
As the period of performance is now past it is Tetra Tech’s opinion
that the FAR clauses regarding excusable and non-compensatory
delays only apply during the period of performance and therefore
DFS will not be entitled to any further excusable non-compensatory
delays.
Construction safety is an issue. DFS is refusing to slope the deep
trenches for sewer line installation. DFS had workers in a deep
trench working in areas where cave in’s had recently occurred
indicating that the local coil conditions were unstable.
Tetra Tech has informed DFS that we will be unable to inspect and
certify for payment any deep trenches that are unsafe to
enter.
3.3 TERRIER ROUGE

Other than submission of a contractually compliant schedule there
are no significant NCR’s outstanding.
7.0 ACTIVITIES PLANNED FOR NEXT REPORTING PERIOD
Tetra Tech will lead weekly project meetings at the EKAM site and
monitor progress. Tetra Tech will continue to review submittals
submitted by DFS for the work. Tetra Tech will monitor DFS
progress. Tetra Tech will inspect DFS work and advise USAID as
necessary. Tetra Tech will perform various contact inspection and
administrative tasks as necessary to support
USAID.

February 5, 2015 Tetra Tech submitted a draft of the Emergency
Designs package on 1/9/15 and an updated submission on 2/6/15.
Tetra Tech submitted final EKAM Settlement Upgrades – Civil and
EKAM Settlement Upgrades – Housing Bid Packages on 4/2/15. Tetra
Tech submitted the 90% completion EKAM Settlement Upgrades –
Sanitation package on 4/21/15. Final package submitted July 3,
2015. The Sanitation and Civil design packages were revised on
10/14/15. The Sanitation package reverted to individual leach
fields for groups of 5 houses. The Civil package provided drainage
enhancements above those of the original project design. The
Housing design package was revised on 10/27/15 to include
additional structural

information and coordination between the structural and
architectural work. The Sanitary design package was revised again
on 12/15/15 to combine the individual leach fields at each platform
into a single combined leach field.
