    Dublin Chamber o Commerce wants a city region withan attractive cost structure, where businesses haveready access to necessary seed and investment capital.Successul businesses will enjoy a competitive tax regime

    and a ully unctioning banking system that supportsinvestment in both domestically trading and exportbusinesses.

    To deliver this Government must:

    Reduce the costs aced by business by outlawingupward-only rent review clauses, cutting commercialrates and reorming Joint Labour Committees andRegistered Employment Agreements;

    Require NAMA to release property into the marketin a manner that stimulates economic activity, whilenot unduly distorting the underlying market;

    Reorm bankruptcy laws to encourageentrepreneurship;

    Ensure there is sufcient capital or enterprise bybroadening the application o the Business ExpansionScheme and requiring all government bodies to paycreditors within 15 days; and

    Maintain existing levels o direct and indirect taxation,such as the 12.5% rate o corporation tax, andintroduce domestic water charges and a property taxbased on the cost o local government services.

    In turn, the members o Dublin Chamber o Commercewill ully utilise the opportunities brought about byGovernment action and deliver jobs, tax revenue,economic growth, and globally successul businesses.

    Dublin Chamber o Commerce wants a city region withworld class higher education institutes that is renownedor its technological and transport connectivity.

    To deliver this Government must:

    Commit to the delivery o critical inrastructureprojects required to enhance the competitiveness othe Greater Dublin Area, including a Next GenerationNetwork, the Grangegorman campus, an upgraded

    water distribution network and a waste to energyacility in Poolbeg;

    Commit to an integrated transport network includingDART Underground, Metro North, Dublin Airportssecond runway, and the expansion o capacity atDublin Port; and

    Secure private fnance, including more systematic useo Public Private Partnerships.

    In turn, the members o Dublin Chamber o Commercewill work proactively with Government to deliverthese key inrastructure projects, including promotinginvestment in Public Private Partnerships.

    Dublin Chamber o Commerce wants an eectiveand efcient public sector, led at local level by anaccountable directly-elected Mayor who has both thepower and the resources to drive the regions economic

    development.

    To deliver this Government must:

    Legislate or an executive Mayor or Dublin, who isresponsible or strategic planning, budgeting, andthe cost eective delivery o local services;

    Implement root and branch productivity reorms inthe management and operation o the public sectorand promote the greater use o outsourcing;

    Implement the reports o the Special Group onPublic Service Numbers and ExpenditureProgrammes, and the Local Government Efciency

    Review Group by 2012, and ensure that at least twothirds o the correction in the public fnances resultsrom reductions in current expenditure;

    Support a pro-active approach to privatisation andthe better use o State assets, whilst preserving keynational assets; and

    Set up an Enterprise Advisory Council with amandate to oer Government practical advice onpublic policies, projects and programmes.

    In turn, the members o Dublin Chamber o Commercewill act as a catalyst or change by providing businessexpertise to support Government in their reorm

    initiatives by supporting an open and transparentEnterprise Advisory Council.
