Few capital improvements over the last 30 years
Rapidly deteriorating infrastructure (50 plus years old) Recurring overflows to the Housatonic River Skyrocketing operational costs Skyrocketing sewer use fees
Enhancement of economic development opportunities
Due to these issues, in 2010 the WPCA began a 20-yearWastewater Facilities Planning Project, which was recently
completed. The plan identified the immediate capitalneeds which are included in this referendum

Capital Recovery fees would be a special assessment assessedby the WPCA. Special assessments would be due in full in 30days.
Assessments could be issued at any time due to the condition ofthe equipment, making it difficult for household budgeting
Project assessments may not be staggered resulting in multipleassessments per year (i.e. $370 for WPCF solids handling and$365 for Roosevelt Drive Pumping Station or $735 assessed inone year)
Unpredictability of assessments can result in significantfluctuations in annual costs per year (i.e. $365 one year to $1,100the next year)
NOTE:The capital recovery fees are for project capital costs only. Additionalcosts for emergency operations until projects are completed could berequired and are not included
