University Leadership in Crisis: The Need forEffective Leadership Positioning in MalaysiaMorshidi Sirata, Abdul Razak Ahmadb and Norzaini AzmancaUniversiti Sains Malaysia, Penang 11800, Malaysia.E-mail: [email protected] Pertahanan Nasional Malaysia, Kem Sungai Besi, Selangor 57000, Malaysia.E-mail: [email protected] of Education, Universiti Kebangsaan Malaysia, Bangi, Selangor 43600, Malaysia.E-mail: [email protected]
This paper examines the nature of the leadership crisis in Malaysia’s publicuniversities. Our main concern is about the leadership at the top levels of universitymanagement, and the administrative hierarchy as perceived by both outsidersand insiders. Critics have lamented that Malaysia lacks people with internationalstature to lead its public universities to greater heights; however, they stop shortof outlining good, feasible leadership plans for public universities. This papercontends that the primary reason for the malaise underlying the Malaysianuniversity leadership crisis is that there is no proper system in place to appoint themost able, talented, authoritative and respected scholars to lead Malaysia’s publicuniversities. This paper also argues that the current provision in the Universitiesand University Colleges Act 1971, regarding the appointment of a Vice-Chancellor,is obsolete and not aligned with the aspiration of treating universities as inde-pendent, trustworthy and autonomous entities. It is contrary to international bestpractices of selecting university leaders through an extremely competitive andrigorous search. Arguably, Malaysian universities need leaders — academics (in thefirst instance) cum administrators — who are inspirational, visionary, respected fortheir scholarship, and progressive in their approach. The leadership crisis inMalaysia’s public universities is approaching such a critical stage that nothing lessthan a total reform has to be instituted, not only of the law in relation to appoint-ments, but also of the practices and cultures, which currently do not promotemeritocracy.Higher Education Policy (2012) 25, 511 – 529. doi:10.1057/hep.2012.10;published online 12 June 2012

Introduction
To declare that there is a ‘leadership crisis’ in the Malaysian public universitysystem may seem like a strong claim to make. Yet, while the leadershipsituation may not yet be ‘critical’ in the sense of breaking down, the situation

THE FUNDAMENTAL ROLES OF UNIVERSITIES
“(Universities) — to act as agents of social change —to make a difference beyond the walls of their institutions, in the regional, national and global arenas”
“They must be public intellectuals, providing an independent perspective on national and international issues. They must be the conscience of the community and society. They are expected to be independent voices in time of national crisis and the driving force in seeking reconciliation when the country and society are divided”
