Y.I.K.E.S.--Planning Guide is designed with brief explanations of emergency plan-ning steps and with lists of resources. YIKES Planning Guide should be used before theemergency and then stored on your shelf for reference when annually updating yourplan.

The two goals of the Planning Guide are first to reduce the risks of emergencies andsecond to help you to respond to emergencies that occur. Each section in the PlanningGuide includes a checklist for that step in the planning process. This format will assistyou in developing your customized emergency preparation plans for:

Evacuation • Relocation • Emergency Closing Safe Place, and Shelter-In-Place

Y.I.K.E.S. --Emergency Response Guide lists specific disasters that may occur in Maine(i.e., earthquake, flood, severe weather, bomb threat, contamination, power failure, fire,hazardous materials, abduction, transportation incident, medical emergency, buildingcollapse). In light of increased concern about pandemic flu outbreaks, a guide contain-ing information about planning and responding to pandemic flu is included. It hasblank pages for you to insert your emergency response plans for easy access in anemergency. It is for use during an emergency and can be kept in your emergency back-pack, emergency storage, or posted in your child care room. Develop personal relationships withlocal town emergency managers, fire,law enforcement and public workspersonnel. These people would mostlikely respond to an emergency at or nearyour facility. They can assist you in yourdetermination of potential disaster threatsand hazards close to your program andappropriate responses.

Your emergency response plan is apart of the larger plan your localEmergency Management Director main-tains. You may want to consider your will-ingness to have your facility available toassist other children and families who mayneed immediate shelter. Additionally,there may be an immediate need to pro-vide child care for emergency responders.If you are able to provide such assistance,notify town officials.

Here are three suggestions as youbegin your planning:

Emergency plans are only effective ifthey are used.

• Keep it simple so that people (you,staff, parents, town officials, etc.) willbe able to recall the necessary stepswhen faced with an emergency situa-tion.

• Make your plan easily available forreference.

• Practice. Practice. Practice. Duringemergencies, thinking shuts down andpeople act on instinct. Once you haveyour plan, practice your plan so thateveryone instinctively knows the rightthings to do.

People in Maine are no strangers to emergencies. In recent years, floods, ice storms andtoxic spills from overturned trucks and railroad cars have required temporary closure,evacuation and relocation of children from child care facilities. In such emergencies chil-dren may or may not understand what is happening and may not be physically or devel-opmentally able to rescue or protect themselves. Child Care programs that have followedthe steps toward preparedness and planning are better able to protect lives and to returnto normal operation in a shorter time period.

YIKES—Planning Guide serves as a planning tool for Maine Child CarePrograms. It provides basic preparedness and planning information that can becustomized to fit the size and needs of your program.

All programs must have a written emergency response plan.

example, thinkabout inviting:

• The childcare program down the street whocould become your emergency relo-cation site.

• A neighbor who could provide emer-gency transportaiton.

• The landlord who may need to markoutside doors for easy identificationby emergency personnel.

4. Implementors Who could be affectedby your emergency response plans? Staff,parents, volunteers, and the governingboard of your child care program will allbe affected by decisions made by theplanning committee. Each group shouldhave some representation to share itsunique point of view and concerns.

5. Special Knowledge Do you have achild with special health care needs? Ifyou have a child with a special health careneed, the parents and medical providerneed to assist you in developing an indi-vidual emergency care plan.

Who needs to be part of the groupwho helps you develop youremergency response plan?

1. Collaborators Who could collaboratein planning with you? For example othernearby child care programs or local childcare associations may also be working onemergency planning. You could worktogether to develop plans, making sure tocustomize the general plans to fit yourindividual needs.

2. Resource People Who could be aresource to you? Your Child Care HealthConsultant, the local Fire Department,local and county Emergency ManagementAgency (EMA), town emergency officials,Red Cross, hospitals, churches, lawenforcement, health department person-nel, emergency medical services, schoolpersonnel, local businesses, and neighborsmay all have information regarding haz-ards, emergency assistance, or emergencyplans in your area. Contact your localtown officials or selectperson to discoverwho has a copy of your town’s emer-gency plan—if there is one. It will help toidentify hazards in your area. Resourcepeople may participate by helping towrite your plan, telling you informationyou need to write your plan, providingyou a copy of local emergencies plans, orreviewing your completed plan.

3. Participants Who could you ask to bepart of your planning committee? Anyonewho has a possible task to do in your planshould be part of your committee. For

Planning Committee Checklist❑ Begin a list of people to invite and how each will contribute to your

planning committee. Do not invite someone without knowing what youwant them to contribute. Remember, there are ways they can contributeother than attending a meeting, such as reviewing your plan or providingyou with a copy of the town plan.

❑ Organize a meeting. Be sure to consider the time and place that will beeasiest for all those involved to attend. Schedule the meeting far enough inadvance that calendars may be clear.

❑ Develop an agenda. Know what you want to accomplish before youinvite your potential committee members. Sharing the agenda with thembefore the meeting will help them to know what to expect and what theyneed to bring to be prepared.

The first step for your planning committee is to determinewhich hazards you are likely to encounter in your area.

Think about hazards in a four step evaluation:

For instance, hazards can exist in your child care building (i.e., stairs, heavy furniture that couldfall, wood stoves, etc.), on your property (i.e., opening to a well, power lines, pond or river, etc.),in your neighborhood or community (i.e., chemical plants, dams, etc.) and in your state (i.e. hur-ricanes, ice storms, etc.) Some hazards you will encounter only if your child care program islocated in specific areas of Maine (i.e., dam failure/flooding) or close to transportation routes,production sites or storage sites of hazardous materials (contamination of air and water). Somehazards are more universal, such as a power failure or fire.

The Maine Emergency Management Agency (MEMA) has identified 24 significant emergenciesthat may occur in Maine. Twelve have been identified as potentially threatening to a child careprogram. There may be other hazards you want to consider such as uncontrolled animals,skunks, or moose. These twelve identified are:

Consequences of Hazards. As youconsider the types of significant emergen-cies that may occur at your location, makea list of the consequences that may occurdue to the emergency. That list will helpyou in developing a response plan. Forinstance, if you are in an area that may beflooded by a dam failure, you may need toevacuate and relocate to get the childrento a safe location or your water supplymay become contaminated. So, in yourplanning you will need to plan how toconduct an evacuation and relocation andidentify an emergency source of water.

What types of hazards exist within my building (i.e., heavy furniture that could topple,blocked exits, ordinary glass in windows, etc.) and what could be the consequences?

What types of hazards exist outside my building (i.e., rivers or ponds, open wells, powerlines, gas pipelines, dead trees, etc.) and what could be the consequences?

What types of hazards exist in my neighborhood (i.e., rivers and ponds, chemical plants,highways where chemicals are transported, flood plain, power lines, gas pipelines, etc.)and what could be the consequences?

What type of weather extremes may occur in my region (i.e., blizzards, ice storms, highwinds, etc.) and what could be the consequences?

What health issues do my staff/children have (i.e., asthma, diabetes, allergic reactions, limi-tations in mobility, etc.) and what could be the consequences?

What type of hazards may occur in child care settings (i.e., missing children, intruders,etc.) and what could be the consequences?

“A contingency fund can take variousforms. Traditionally, it’s a bank accountwhere the small-business owner socksaway extra cash for emergencies. It canalso be a line of credit to be tappedwhen needed or a certificate of deposit.And don’t overlook loans.They provideanother way an owner can provide forhis business. Also consider tacking onextra money the next time you go to abank for a loan. Put that money into aninterest-bearing account, and use it as acash reserve. Whatever form you choosefor your fund, the money has to bequickly accessible. After all, it’s for emer-gencies. Don’t lock it into a five-year CD,and don’t wait until you start to haveproblems before applying for a loan. Acontingency fund should be there, justlike a kid’s piggy bank, ready to be bro-ken into when needed.”*

A checklist is provided for you to startyour thinking about how to make yourchild care site safer. Some items are sim-ple, such as selecting on which shelf toput the blocks. Some items require morework but can be done without great skillor expense. A few items will need theassistance of a professional.

Mitigating Your Finances. An emer-gency may close your child care businessfor a short or extended period of time.This loss of income will have someimpact on your overall finances. If theincome is essential, you might considersetting up a contingency fund to be usedif you need to close for an emergency. Bydefinition, a contingency fund is anamount kept in reserve to guard againstpossible losses during a period of one tothree months.

Step Three: MitigationReducing the Potential Threat of Emergencies

You may not be able to stop a fire, flood, earthquake, hurricaneor other disaster from occurring but you can take steps toensure greater safety to the children in your care and to protectyour building. Such steps are called mitigation. Mitigation can make the differencebetween having to close your child care program due to a disaster and being able to keepit open and provide safe care for your children.

Mitigation Planning ChecklistAre fire extinguishers properly charged, mounted securely, within easy reach and staff,volunteers, and family members (for family providers) know how to use them properly?

Are exits clear from obstructions such as locked doors, storage, or possible obstructionssuch as large nearby objects (i.e., bookcases, filing cabinets) that could fall and blockthe exit?

Do you need a generator for back-up power (a generator must be installed by a licensedelectrician)? Are at least two staff trained to start and operate the generator?

Are appliances, cabinets and shelves attached to the wall or braced by being anchoredtogether?

Are heavy or sharp items stored on shelves with ledge barriers?

Are blocks and heavy objects stored on the lowest shelves?

Are television sets, fish bowls, and similar items restrained so they won’t slide off?

Are pictures and other wall hangings attached to the wall with wire and closedscrew-eyes?

Are cribs located away from the tops of stairs and other places where rolling couldendanger them or where heavy objects could fall on them?

Are blackboards and bulletin boards securely mounted to the wall or hung safely fromthe ceiling?

Are lightweight panels, rather than shelving units or other tall furnishings, used todivide rooms?

Are large windowpanes safety-glazed or covered with clear contact paper?

Do partitions have plastic or safety glass panels, rather than ordinary glass?

Is the street number of the center/home clearly and legibly visible from the roadway?In larger centers, is each internal/external door numbered or letter for identification?

Do fluorescent lights have transparent sleeves to keep broken glass pieces fromscattering?

Do you have lights for an emergency?

Are exits marked and lit?

Do you have a sign-in and sign-out procedures for everyone entering your building?

Does the emergency shut off for the water supply and electric service supply have asign placed by the control identifying it as the primary disconnecting/shutoff means?

Do you know where the emergency shut-offs are, how to operate them, and have thetools needed handy?

Are the building’s safe place and shelter-in-place locations and evacuation assemblyareas marked on your posted floor plan?

What is the income/outgo for your child care? What will it take to develop anappropriate contingency fund?

Third, you need to consider when it issafer to stay than to have children andtheir parents on the road traveling.Closing early and sending children homein a snow storm may be more risky thanstaying open and allowing time for thesnow plows to clear the road.

Steps for Closing.

Next to consider is how you will let childcare staff and parents know of the emer-gency closing. This is discussed in moredetail in Step Eight (page 16) and in theFirst of the Last Things to Think AboutCommunicating Your Plan to… (page 20).Things to consider are:

✔ Who is responsible for making thephone calls or other contact? To staff?To parents? To local TV or radiostations?

✔ How much time will it take to makethe phone calls or other contacts?Telephone trees may help decreasethe time it takes for everyone to benotified.

✔ Who knows the numbers? Thoseresponsible for making the calls needto have access to the phone numbersboth at the child care program and attheir home.

Determine Who.

In a family day care home where theteacher, director, and owner are all thesame person, who makes the decision iseasy. However, in large centers whomakes the decision needs to be clear.Does a teacher, the director, or the ownermake the decision?

Making the Decision.

First, how will you know when it is wis-est to close? Will you go by your localschool system’s closing (and how will youknow)? Will you listen to a weather radioand monitor for severe weather and localemergencies? Will you call the state orlocal police and ask for road reports andemergency situations information?

Second, determine at what time to makethe decision to close. It may be too late todecide not to open only 15 minutesbefore the first child is due to arrive. Thatdecision needs to be made in time for par-ents to be contacted before they leave thehouse. Similar issues need to be takeninto account when considering closingearly.

Step Four: When It Is Not Safe

There will be times when it is not safe for the children tocome to the child care program, such as in severe weather orpower outages that occur before you open for the day. Orthe children may begin the day at the child care program and then it becomes unsafeto stay due to an emergency situation. In order to reduce confusion when closing, itis important to have an emergency closing plan with which everyone is familiar.

The neighbor’s house may work as anevacuation site if you are a family daycare home or small facility with a fewchildren but not if you have a largecenter serving 50 children.

✔ There may be a building or site that isopen to the public during your hoursof operation that will accommodatethe number of children you serve andwould be willing to offer you shelter.

✔ You may consider another child carefacility that would be willing to devel-op a mutual relocation site agreementwith you.

Relocation Planning. First, contact theowner or other appropriate person todetermine their willingness for you totake shelter in their site. Arrange a meet-ing with them to develop an agreement.The agreement needs to clarify

✔ What the owner is offering to provide(i.e., relocation for a few hours onlyor longer if needed, use of theirphone to contact parents, a place tostore emergency supplies, etc.),

✔ What the child care program will pro-vide (i.e., compensation, etc.), and

✔ Access information (i.e., how to gainaccess to the building if closed, a key,etc.).

Evacuation Plan. Child Care Licensingalready requires that all licensed childcare programs have an evacuation plan incase of fire. This evacuation plan canwork in other emergencies also. Onceyou are out of the building, meet at yourevacuation meeting place, and take a headcount of your children.You can thenassess the need to relocate to an alterna-tive site for safety. Review your evacuationplan to ensure that it includes grabbingthe emergency backpack and taking theemergencies supplies, if there is time. Donot put yourself or children at risk inorder to get your emergency supplies!

Relocation Sites. Two relocation siteswill be needed. One evacuation siteshould be a neighborhood site close tothe child care program so that you andthe children can walk to it if your buildingbecomes unsafe. The second site needs tobe out of the neighborhood, to use in anemergency that involves the entire neigh-borhood. It is recommended (for manyreasons) that the relocation site be aboutone mile away from the original site.

Things to consider when choosing arelocation site:

✔ Consider the number of children youserve when looking for a location.

Step Five: Evacuation and Relocation Planning

Even with mitigation, there will be times when your child carebuilding will not be safe for you and your children to remainthere. You may need to evacuate the building for either a shorttime or may even need to relocate to a safe place. You need an evacuation plan, reloca-tion sites, and a plan for getting the children to the relocation site.

Review your fire evacuation plan. Does it contain the following elements:

✔ How to get out of the building? (i.e.,Which doors to use? What gets taken outwith you? Who will need assistance? Etc.)

✔ Who is responsible? (i.e.,Who calls 911? Who grabs the emergency backpack?Who brings the emergency supplies? Who provides assistance? Etc.)

✔ Where to meet outside?

✔ A head count of staff and children?

Revise your evacuation plan so that it contains all elements, if needed.

Relocation SiteIdentify 2 possible relocation sites.

✔ Neighborhood site ___________________________________________

✔ Out-of-neighbor site__________________________________________

Contact the owners or other appropriate persons to determine willingness to pro-vide emergency sheltering.

Discuss a plan for using the shelter (i.e., How will you gain access? What supplieswill you need to bring? What responsibilities will you have? What responsibilities willthe owner/you have?)

Develop a written agreement to provide shelter in an emergency. An example of arelocation shelter agreement form is included in Appendix A, page 26.

Emergency Transportation ChecklistDevelop a plan to supplement emergency transportation by the use of volunteers,additional staff, or neighbors.

Obtain permission from parents to transport their children in an emergency. Anexample of a permission form is included in Appendix B, page 27.

1. Limited and controllable access to theoutside,

2. Access to communication such as aphone,

3. Access to emergency and shelter-in-placesupplies,

4. Access to a bathroom or other sanitationsupplies, and

5. Quiet activities to keep the childrenoccupied.

Shelter-in-Place. Local authorities issueorders for shelter-in-place during chemicalemergencies. Local officials will relay emer-gency action steps to the media on a contin-ual basis until the crisis is over. Once theorder for shelter-in-place has been issued, donot leave your building location until youreceive official notification that the dangerhas passed. If possible, bring outdoor petsinside. Do not worry about running out ofair to breathe, as this is very unlikely in nor-mal homes and buildings.

The primary difference between the twosituations is how tightly you need tosecure the building to keep the childrensafe. Safe-Place means staying inside thebuilding during an emergency andShelter-in-Place means staying inside thebuilding AND trying to keep the outsideair out. Shelter-in-place is used only dur-ing emergencies when the air outside iscontaminated.

Your Safe-Place and Shelter-in-Placeareas may be the same location in yourbuilding or may be different locations.The area you choose will depend on theemergency. For example, your Safe-Place from an intruder may be anupstairs room with only one door that canbe locked. Your Safe-Place for a tornadomay be in the basement. Your Shelter-in-Place room is going to be one with fewwindows and vents to cover.

Procedures for Shelter-in-Place:Seal out the outside air

Close and lock all the doors and windows to the outside. (Windows often seal better whenlocked.)Turn off all heating systems.Turn off all air conditioners and switch intakes to the closed position.Seal any gaps around window-type air conditioners.Turn off all exhaust fans in kitchens, bathrooms and any other spaces.Close all fireplace dampers.Close as many internal doors as possible.Use tape and plastic food wrap, wax paper or aluminum wrap to cover and seal fireplaces,bathroom exhaust and grilles, range vents, dryer vents, and other openings to the outdoorsto the extent possible.Seal any obvious gaps around external windows and doors.Close the drapes, curtains or shades for additional protection.

Wash the inside air

If the vapors begin to bother the staff and children, hold wet cloths or handkerchiefs overthe nose and mouth.For a higher degree of protection, go into the bathroom(s), close the door(s) and turn onthe shower(s) in a strong spray to “wash” the air.

Storing Emergency Supplies

Your container needs to be easily portableand sturdy. If you are storing your short-term emergency supplies, an easy to carrybackpack may be large enough. For largecenters, a backpack per classroom wouldbe appropriate. The backpack should beplaced near an exit and taken on fieldtrips as well as in an EmergencyEvacuation. The additional supplies foryour 72 hour emergency kit may need tobe stored in a larger container such as aplastic, covered tote with handles, or atrash can with lid. You will want some-thing sturdy, waterproof, covered, andwith handles for carrying.

*Special Notes: Weather Radio *Weather radio

When a potentially harmful event mayoccur, such as weather (hurricane, bliz-zards, ice storms), natural (earthquake, for-est fires, dam breach), civil (Amber Alerts),technological (chemical release, oil spill),and national emergencies (nuclear, biolog-ical, chemical), the National Weather serv-ice broadcasts a special tone that causesall weather radios to sound a loud ten sec-ond alert tone. The weather radio is thenturned on to hear the broadcast. Thisitem is highly recommended for the emer-gency backpack and classrooms.

Have alternative and redundant ways of communicatingsuch as a charged cell phone, walkie-talkies, and non-electric phone. First, gather all your staff togetheraround a table and talk through the drill.Who does what? When? Where? And thenwhat happens? Does the emergencyresponse plan appear to work? Makeadjustments as needed but be sure to doc-ument the changes.

Second, and still with just your staff, walkthrough the drill. Does the plan still seemto work? Is the timing right? Can every-one get to their responsibilities and meet-ing places? Does it make sense? Is therean easier way to do the same thing? Makeadjustments as needed but be sure to doc-ument the changes.

Third, now is the time to include yourchildren, and any others you might consid-er from the above list. Since you have test-ed your plan and acquainted the adultswith the steps, there should be little con-fusion.The drill should go smoothly andleave the children with a sense of safety.

Fourth, repeat several times per year.Remember, in an emergency the brainshuts down and the situation is not ideal.Staff and children need to be able to runthe drills without thinking, in the dark,and in all types of weather.

People to consider including in yourdrill:

✔ Consider including your neighbors,governing board, town emergencyofficials, local emergency planningcommittee, businesses, and volun-teers.

✔ Involve parents in your practice ses-sions so they may see firsthand howwell prepared you are.

✔ Contact your local EmergencyManagement Director, fire depart-ment, or local Chapter of theAmerican Red Cross to assist withtraining you and your staff and withsetting up a drill. Emergency person-nel are usually very willing to be ofassistance and often have excellentideas for improving the speed andefficiency of your evacuation.

Talk it! Walk it! Run it! Repeat! Running a drill for the first time can beconfusing. Hopefully you have thought ofeverything in your planning and everyoneknows the plan. However, you might con-sider taking a multi-step approach toreduce confusion and locate missing ele-ments.

Pandemic Flu Outbreaks:A Planning, Prevention and Action Guide

Interruptions in child care services duringan influenza (flu) pandemic may causeconflicts for working parents that couldresult in high absenteeism in workplaces.This checklist has been adapted from thechecklist offered by The U.S. Departmentof Health and Human Services (HHS) andthe Centers for Disease Control andPrevention (CDC) to help programs pre-pare for the effects of a flu pandemic.Many of these steps can also help in othertypes of emergencies. 1. Planning and Coordination:• Identify all the ways a flu pandemic

might affect your program and developa plan of action. (For example, youmight have problems with food serv-ice, transportation, or staffing.)

• Encourage parents to have a “Plan B”for finding care for their children if theprogram is closed during a flu pan-demic. Give them ideas about wherethey might seek help based on yourknowledge of the local child care com-munity.

• Work with those in charge of yourcommunity’s plan to find othersources of meals for low-income chil-dren who receive subsidized mealswhile in your care. (For example,locate food pantries and meals onwheels.)

3. Infection Control Policies andActions:

• Encourage children and staff to usesoap and water to wash hands whenhands are visibly soiled, or an alcohol-based hand rub when soap and waterare not available, and hands are not vis-ibly soiled.

• Encourage children and staff to washtheir hands to the extent possiblebetween contacts with infants andchildren, such as before meals or feed-ings, after wiping the child’s nose ormouth, after touching objects such astissues or surfaces soiled with saliva ornose drainage, after diaper changes,and after assisting a child with toilet-ing.

• Keep a good supply of things you willneed to help control the spread ofinfection. (For example, keep on handplenty of soap, paper towels, and tis-sues.) Store the supplies in easy-to-findplaces.

• Clean frequently touched surfaces,toys, and commonly shared items atleast daily and when visibly soiled.

• Tell families that experts recommendyearly flu shots for all children 6months to 5 years old and for anyonewho cares of children in that agerange.

• Encourage staff to get flu shots eachyear.

• Tell parents to let your program knowif their children are sick. Keep accuraterecords of when children or staff areabsent. Include a record of the kind ofillness that caused the absence (e.g.,diarrhea/vomiting, coughing/breathingproblems, rash, or other).

• Teach staff a standard set of steps forchecking children and adults each dayas they arrive to see if they are sick.Make it clear that any child or adultwho is ill will not be admitted.

• Observe closely all infants and childrenfor symptoms of respiratory illness andhave a plan for keeping children whobecome sick at your program awayfrom other children until the familyarrives, such as a fixed place for a sickroom.

• Require staff members to stay home ifthey think they might be sick. If theybecome sick while at the program,require them to go home and stayhome.

• Encourage parents of sick children tokeep the children home and away

• Give staff and students’ families reli-able information on the issues listedbelow in their languages and at theirreading levels.

SAMPLE EMERGENCY TRANSPORTATION PERMISSION AGREEMENT

I hereby give permission for child care program to transport

my child, , to an emergency relocation site

for staff, teachers and children when it is unsafe to remain at the child care facility.

I understand that normal safety rules will be followed, as much as possible, but that the

highest priority is to relocate to a safe location.

This agreement shall remain in effect until (date). The agreement

may be terminated before this date by either party but only with written notification.
