The Delaware County Solid Waste Authority (DCSWA) typically offers leaf composting at the county’s compost farm. By late spring, this compost is usually made available to the public, free of charge.

Unfortunately, the compost farm is closed until further notice as DCSWA makes necessary improvements to the farm and looks for a new contractor to run its operations. As a remind-er, state regulations prohibit residents from disposing of leaves in the regular trash.

The Township will post on the Township website at www.edgmont.org under “Solid Waste and Recycling” if al-ternate locations are identified for residents to take yard waste. For additional questions, please call DCSWA at 610-892-9716.

The last day to register for the November 2018 General Election is October 9, 2018.

If you need to submit an absentee ballot for the upcoming election, be sure to stop by the Township Office or the County Office to pick up a absentee ballot form. The last day to apply for an absentee ballot is Oc-tober 30, 2018 and the last day to submit an absentee ballot is November 2, 2018.

Green Guide to Stormwater Management:

This Autumn, follow these simple steps to benefit our community in minimizing flooding, soil erosion, and polluted runoff that threaten our streams, drinking water, and ecosystem:

October: Plant Trees in Your Yard and Community!

• Fall is the best time for planting most trees and shrubs. The more trees and shrubs on your property, the more stormwater is controlled in our community. Consider volunteering to plant trees in your community with your tree commission, watershed association, or other conservation organization. Visit the Chester-Ridley-Crum Watersheds Association website to find out more information about community planting events: http://www.crcwatersheds.org/

November: Harvest Fallen Leaves!

• Start a compost pile with fallen leaves. Mix in non-meat kitchen scraps or other “green” organic matter. Com-post can be used next year to condition your soil so that it can absorb more rain water. You can also purchase a compost bin to harvest your compost and attend a composting workshop hosted by your County Solid Waste Authority, Master Gardeners, or Pennsylvania Resources Council.

December: Winterize Your Rain Barrel’s!

• Disconnect hoses from your rain barrel and store them to avoid damage from freezing. As the mix of snow and rain events come along, monitor the melt runoff and see where more improve-ments might be made next year.

Do You Need a Stormwater Management Permit?

Stormwater runoff is not something that we usually think about unless it goes somewhere in our house or on our property where it causes a concern. In the past 20 years, the State, via the Pennsylvania Department of Environmental Protection (DEP), requires all municipalities to regulate all new impervious surfaces by man-aging stormwater on the lot where it is created, or in the case of some developments, in a common stormwater management facility. Impervious surfaces are those that water cannot penetrate, like asphalt and concrete, or those which are created when a house, garage, or shed, etc., are constructed.

Beginning in August 2012, almost all properties in the Township were granted the ability to increase the impervious surface on the property by 500-square feet without needing to manage the new stormwater runoff. However, once new impervious surface reaches 500-square feet in total, stormwater has to be managed. For example, if a new house is built on the property and the home-owner wants to install an additional 200-square foot shed, the stormwater run-off from the shed needs to be managed. If a homeowner with a home construct-ed pre-2012 wants to install a 200-square foot shed, the stormwater runoff does not have to be managed. In this case, however, if the owner then decides to build a 400 square foot garage, the stormwater for both the shed and garage will have to be managed, as the cumulative increase in impervious is more than 500 square feet. The Town-ship is tasked with tracking the amount of impervious surface on every lot.

If you increase the impervious surface on your property between 500 and 1000 square feet, you may use what is known as the Simplified Method of Stormwater Management. This allows you to design the stormwater management facility without a design professional such as an engineer. The only exception is if you are in-stalling a pool, which requires engineered plans regardless of the amount of increase in impervious surface. Any project in which the impervious surface is increased 1000 square feet or more requires engineered plans.

There are several other new requirements, including the need to record a Stormwater Management Facility Operations and Maintenance agreement at the County. This document outlines the responsibility of the prop-erty owner for the upkeep of the stormwater management facility. The Township is required to inspect these facilities on a periodic basis in perpetuity. If the project requires an engineered plan, an as-built plan of the stormwater management facility is required to be submitted within 90 days of the installation of the facility. Types of facilities typically installed include: a seepage bed, infiltration trench, and rain garden. Each type of facility has its own advantages. ~ Ambulance Service Subscriptions~

Sponsoring a local emergency service provider is always beneficial as it provides the necessary financial sup-port to first responders and benefits the user of the service with lower costs when it is needed.

Making an annual donation to your local ambulance service could help avoid being billed “out of pocket” for an ambulance service call. Edgmont Township residents should receive annual membership subscription mailings from Riddle Hospital Advance Life Support Unit seeking various levels of donations. By making a donation to your local provider, residents avoid receiving a bill for the balance not paid by the insurance company. Ambulance service can, depending on the level of service provided by emergency responders, cost

thousands of dollars. Some insurance companies only reimburse for transports that they deem an emergency. For example; Non-emergency 911 transports are not covered by Medicare. Avoid this expense by subscribing today!

2018 Tax Update!

The 2018 Township real estate tax bills were sent to property owners and mortgage companies on February 1, 2018. March 31st marked the end of the discount period, and the face period was in effect through May 31st. Any outstanding payments are now in the penalty period. Re-al estate taxes collected to date are $435,660, or 98% of total billed real estate taxes. For the 2017 tax year, delin-quent real estate taxes in the amount of $4,722 were sent to the Delaware County Tax Claim Bureau for collection. If you are un-sure whether your taxes have been paid, please call the Township Tax Office at 610-459-1662 to avoid any delinquent charges.

Dog Attack Complaints/Dogs at Large:

The Township has recently received increased inquiries from residents about how to report dog complaints. If a dog attacks another domestic animal or person in an unprovoked attack, it is a citable offense, even if the dog is on a leash when it occurs. This type of attack is covered under Pennsylvania’s Dog Laws and should be reported immediately to the Pennsylvania State Police and the local Animal Control officer. Dog attacks must also be reported to the Department of Agriculture (DOA). Once a dog attacks in this manner they are typically categorized by the state as a “dangerous dog”; the owner can be cited and the state can require that the dog be muzzled when they are out on their leash.

Separately, if a dog is "running at large", meaning that they are off their leash and roaming freely, please call the Animal Control Officer or Township to make a report. Once the Animal Control Officer is notified, they will pick the dog up and transport it to the Township's designated facility.

Complaints to the DOA can be made over the phone or, more conveniently, online through the DOA’s web-site, under “Dog Law Enforcement”. Once the complaint is filed, an investigation by the State Dog Warden will be conducted through the local Animal Control Officer.
