    If Rachelle and Steve Haikalis had $300,000, they wouldnt spend it on a dream holiday or paying o their mortgage ; they would buy a 12-month supply of a cystic brosis drug to prolong the life of their daughter Ellie .

    But the Hoppers Crossing couple doesnt have the money to spare and is desperately hoping Kalydeco will be added to the Pharmaceutical Bene ts Scheme.

    Kalydeco is the closest thing to a cure for cystic brosis, Mrs Haikalis said.

    It is available in Australia, but its una ordable at $300,000 a year. If I could, I would buy the drug tomorrow and give it to Ellie, but I cant.

    Mrs Haikalis said if the drug was not placed on the PBS, they would consider moving to

    Scotland, where she has family and the drug is subsidised by the government.

    Ellie, 11, was diagnosed with cystic brosis four weeks ago a er battling stomach pains and a ve-month chest infection.

    Her GP, concerned that the infection hadnt responded to six courses of antibiotics, ordered a chest X-ray and referred her to the Royal Childrens Hospital.

    Doctors there recognised the symptoms of cystic brosis and carried out a test to measure the concentration of chloride in Ellies perspiration.

    e test revealed Ellie has a rare gene, G551D , that does not allow salt and uid to ow through her body. e result is a build- up of sticky mucus in her lungs and digestive

    What is cystic brosis?Cystic brosis is a chronic illness affecting more than 3000 Australians. People with cystic brosis experience a build-up of mucus that cannot be cleared from the lungs or digestive system. This leads to lung damage and chronic infection that results in the need for a lung transplant or can be fatal. Lung failure is the major cause of death in people with cystic brosis, who have a life expectancy of about 37 years.

    What is G551D ?G551D is a rare mutation that causes the body to make defective proteins that prevent salt from owing to cells. About 200 Australians have the gene.

    What is Kalydeco ?Kalydeco was approved for use in Australia earlier this year. The drug restores the function of the defective protein, allowing salt to ow through the body. This helps to thin the build-up of mucus in the lungs and digestive system .

    Which countries reimburse Kalydeco?Kalydeco is reimbursed in England, Scotland, Ireland, Wales, Northern Ireland, France, Germany, Austria, the Netherlands, Norway and the United States . \

    system. About 8 per cent of cystic brosis patients in Australia, or about 200 people, have the gene.

    e diagnosis means Ellie must take antibiotics and salt tablets every day, do chest

    physiotherapy and use a nebuliser at least twice a day. She must also exercise for

    at least 30 minutes to keep her lungs healthy.

    Kalydeco would put an end to the routine. Tests have shown a signi cant improvement in patients

    lung function a er two weeks on the drug.

    It makes me cross that its my daughter and I could give this to her and in 14 days she would dramatically improve, Mrs Haikalis said.

    committee will meet on November 23 to decide if Kalydeco should be listed on the PBS, a er deferring its decision in August.

    If you havent been to Geelong lately, you may not realise Wyndham council has been building a mountain beside

    the Princes Freeway. e trash mound is the collective

    rubbish of Melbourne, Hobsons Bay, Yarra, Port Phillip, Whitehorse and Greater Geelong.

    Wyndham council says it makes loads of money from the Wests Road tip and there are no other alternatives at our local refuse disposal facility.

    Most residents say council makes loads of money from our rates and there are plenty of alternatives to building a stinking, environmentally unfriendly and ugly eyesore on our doorstep.

    More than 2000 signatures protesting the tip mountain were presented at this weeks council meeting.

    But it remains to be seen whether councillors will listen to the concerns of the people who put them in o ce.

    ey certainly seem to have kept quiet on this issue on previous occasions.

    In fact, they seem determined to pointedly ignore the feelings of residents, recently voting to approve the land lls expansion.

    Perhaps they think the You Yangs arent attractive enough to be seen from the freeway .

    Wyndham has a lot to be proud of: fabulous heritage properties, expansive parks, excellent restaurants, world-class attractions and wonderful people.

    However, it still su ers from the old stigma of being where Melbournes poo farm is. Its a label weve worked hard to lose over the years.

    A year a er being named Victorias worst-performing local government, Wyndham council has again been told by residents to improve its performance.

    More than half of the 300 residents interviewed as part of a council-commissioned satisfaction survey said the municipality and its suburbs needed improvement.

    irty-seven per cent of those surveyed said the council needed to li its performance.

    e council commissioned its own $34,000 survey a er changes were made to the methodology of the state government-run survey in which it usually takes part.

    Maribyrnong and Hume councils also opted out of the government survey.

    Last years government survey found that Wyndham residents were the least happy with their councils performance.

    Wyndham chief executive Kerry ompson said this years survey could not be compared to last years study because it asked di erent questions .

    e survey, completed between May 13 and 30, asked residents for their opinions on what council did best.

    It found that residents were happiest with Wyndhams cleanliness, maintenance of public places and the councils rubbish collection services. Residents were least happy

    with tra c management and parking, and planning for population growth.

    Point Cook resident Noel Cook said he was not surprised residents were unhappy with

    the municipalitys roads and handling of population growth.

    It is obvious that alternative routes must be developed to ease the chronic tra c congestion in peak periods, he said.

    Ms ompson said the survey results would provide the council with

    directions for improvement. She said the results would be included in

    the citys 2012-13 annual report, which will be made public later this year. \

    A newly appointed community lawyer will help Wyndham refugees and migrants who are being signed up to unfair contracts for loans and utilities .

    Wyndham Community Legal Services Simone King said many people were signing contracts they did not understand for goods and service they could not a ord.

    Ms King has been appointed to work mainly with refugees and migrants a er the legal centre received additional federal funding .

    She will run the centres refugee legal service on Tuesdays, providing free advice to refugees who live, work or study in Wyndham .

    Ms King said she expected to deal with a lot of consumer law problems.

    Refugee and migrant communities in Wyndham appear to be struggling with a range of consumer law issues, including entering into contracts they dont understand and cant a ord, she said.

    Contracts that refugee and migrant communities o en face di culties with include contracts for loans, the supply of utilities and the purchase of cars, insurance and online tutoring services.

    Some of the problems are caused by companies and their representatives , including door-to-door salespeople , engaging in misleading and deceptive conduct and signing refugees and migrants up to unfair contracts.

    Ms King said her role would involve identifying systemic legal problems a ecting Wyndhams refugee and migrant communities and taking steps to e ectively deal with the issues on a broader scale .

    She will also work closely with refugee and migrant settlement organisations to show people how to avoid legal problems . \

    Werribee line commuters are Melbournes unhappiest train users, according to a new survey .

    e On Track survey of 1100 passengers, commissioned by the RACV, found only 3 per cent of Werribee line users were happy with Metros service.

    e happiest commuters were on the Alamein line, with 19 per cent satis ed .

    Werribee commuters complained the most about late trains, with 10 per cent of respondents noting that trains were o en not on time.

    e line also had the third-highest number

    trains too few, Too late, say werribee line commutersof complaints about infrequent services behind only the Alamein and Up eld lines.

    Eleven per cent of passengers said trains were overcrowded.

    Recent passenger load statistics released by Public Transport Victoria (PTV) revealed that 12 peak-time Werribee line trains were overcrowded during May, making it Melbournes second most-crowded line.

    Werribee line commuter Nathan Street agreed that trains were overcrowded, but said Wyndhams congested roads were to blame.

    [Overcrowding] is to be expected because its still quicker to catch a train than drive, he

    said. Mr Street said the train services were not bad, but bus connections and station parking

    were atrocious.He called on PTV to better integrate bus and train services so buses didnt arrive at stations a er trains had departed.

    Public Transport Users Association president Tony Morton

    said there were long-standing problems with the Werribee line

    caused by chronic signal and equipment problems around Newport.

    RACV public transport and mobility manager anuja Gunatillake said there was a need for major investment in Melbournes rail

    infrastructure, which was struggling to keep pace with population growth.

    PTV spokeswoman Helen Witton said that in the past year, an average of 89.9 per cent of Werribee line services were on time.

    She said $100 million had been allocated for track, signal , power and maintenance works on the Werribee, Williamstown and Frankston lines to allow the spacious XTrapolis trains to use the lines .

    She also pointed to the construction of two new stations, at Tarneit and Wyndham Vale, as part of the Regional Rail Link project, saying they would allow an increase in services. \

    rezoning aids ferry bidWYNDHAM HARBOUR

    Plans to expand the Wyndham Harbour development have been passed by Victorias lower house, despite protests from the state opposition.

    A Wyndham planning scheme amendment to allow the rezoning of 11 hectares of green wedge land next to the Werribee South development was put to Parliament last ursday and opposed by the Labor Party.

    e expansion would increase the marina community by about 40 per cent to 14,000 residents, making a proposed ferry service from Werribee to the city more viable.

    But a planned 11-hectare wetland would be scaled back to 0.21 hectares. e government claimed that even before the reduction, studies found the wetlands would not be sustainable.

    Tarneit Labor MP Tim Pallas said he was not opposed to the development, but he criticised Planning Minister Matthew Guy for asking MPs to approve the expansion without consulting the community.

    e government didnt go through the proper environmental reviews and community consultation processes, he said.

    It may be that the wetlands would not be viable, but we need a more serious review of the issue .

    e community should get a say. It a ects them.

    Mr Pallas said the government had not reviewed the impact of the expansion on Werribee Souths narrow, ageing roads and

    tra c in the area.Mr Guy said the expansion had the support of Wyndham council.

    e proposed 11-hectare expansion would provide new homes and jobs to Melbournes fast-growing Wyndham growth

    corridor and would seek to make a Melbourne-bound ferry service more

    viable, he said. e Labor opposition needs to explain

    to the people of Melbournes fast-growing western suburbs why they are voting against planning scheme amendments that create local jobs and local investment in areas where its needed the most.

    e amendment must still be approved by the upper house. \

    illegal dumpers fined Wyndham council is making gains in its ght against illegal dumping , with the courts ning seven people in recent months. Earlier this month, Werribee Magistrates Court ordered three people to pay court costs of $871 for dumping a TV box and computer outside Salvation Army charity stores in Werribee and Hoppers Crossing. Illegally dumped rubbish cost the Salvation Army more than $1.5 million to remove last nancial year. Another three people were ned $200 and ordered to pay costs, respectively, of $1061 and $841 for dumping rubbish on Shanahans Road, Tarneit, on July 28 last year and on Davis Road, Tarneit, on November 19. One person was placed on a six-month good behaviour bond and ordered to pay $877 after pouring engine oil down a stormwater drain in Felix Way, Tarneit, on June 25 this year.     qANTAS WORKERS JOBS ON THE LINEWorkers at Qantass Avalon heavy- maintenance base fear they could lose their jobs after the airline announced a review of the centres operations. Qantas said the review was necessary because its retirement of

    Boeing 747 aircraft had signi cantly reduced the workload at Avalon, making it sub-scale and inef cient. Domestic chief executive Lyell Strambi said that, from next March, there would be no scheduled maintenance work at Avalon for about ve months a year for the next four years . Australian Workers Union secretary Ben Davis said the future looked bleak for about 300 maintenance engineers at Avalon. We know from experience that when Qantas does a review, jobs go, he said. \

    ALGAE HALTS IRRIGATIONWerribee farmers wont take water from the districts irrigation system this week following the discovery of a blue-green algae bloom at Werribee weir. Southern Rural Water (SRW) discovered the bloom on September 16. Tests last Wednesday con rmed a low-level bloom . Sustainability manager Craig Smith said the water was tested again on Monday and results would be sent to irrigators once laboratory analysis was complete. Mr Smith said SRW was not withholding irrigation supply, because the algae alert was in the low range , but irrigators had decided not to draw water this week to avoid contaminating crops. Irrigators have been advised that contaminated water should not be sprayed onto leafy vegetables or orets, or allowed to ood pastures. \

    WYNDHAMS HOMELESS(Weekly, September 18)

    Homelessness and other accommodation affordability issues are yet another symptom of rapid population growth, which bene ts very few in our community except land speculators, estate agents, politicians and some big businesses.

    Wyndham council is to be congratulated for continuing to put pressure on state and federal

    governments to limit new housing developments to a level where all people can be supported by the services and infrastructure they need to enjoy a good quality of life.

Its something of which the state government is proud, though I feel this is proof that were failing as a society. The same government which bickered with the Gillard government over health, the National Disability Insurance Scheme and Better Schools funding seemingly had no issue nding millions of dollars to double the size of a prison to boost its image as being tough on crime. Yet little is being done to prevent prisons being lled in the rst place. The money would be better spent on increasing mental health and social welfare services and putting more back into TAFE and VCAL training, which helps people vulnerable to falling foul of the law gain a quali cation and a livelihood. \

    Wyndhams maternity bed shortage is the subject of a survey to determine the extent of a problem that last year led to mothers being turned away because facilities were booked out.

    Western Metropolitan Greens MP Colleen Hartland said Wyndham welcomed 60 babies a week on average, but there were only 24 postnatal beds and eight birthing suites at the Mercy Hospital.

    e hospitals executive director, Linda Mellors, admitted the shortage of maternity beds was on going but said things had improved.

    Ms Hartland said Maternity Matters, the title of a survey of women who had used or intended to use public hospital maternity beds, would assess the full extent of the issue.

    She said the survey would give women the chance to say what services they wanted and to talk about the impact of being unable to

    book into hospitals or access their preferred choices .

    Last nancial year, the number of births at the hospital increased by 5 per cent to 2230 and this nancial year [the hospital will] cater for a 20 per cent increase in birth numbers.

Quilliam has also been nominated in the Monash Art Gallerys 2013 William and Winifred Bowness Photography Prize, which celebrates Australias best photographers, and the Victorian Indigenous Art Awards. Quilliam said his Prix Pictet nomination was recognition of his work with indigenous communities over the past 20 years. It is my hope this nomination will inspire Australians from every cultural background to share their stories with the world, he said.     mp fights for schools data

    EDUCATION

    Altona MP Jill Hennessy is continuing her ght for access to state government data used to plan for future schools.

    As reported by the Weekly, Ms Hennessy led a Victorian Civil and Administrative Tribunal appeal against the Education Department a er it refused her freedom of information request to release its infrastructure plans and projected student numbers for Wyndham and Hobsons Bay .

    Last week, the department provided the Labor MP with some of the documents she requested. But Ms Hennessy said other important documents about the data and advice being used by the government to plan

    new schools had been withheld. She said she wanted to know current and projected student numbers as well as details about any plans that were being considered to ensure there would be su cient schools in the future.

    Ms Hennessy requested the information a er parents expressed concerns that their children would be unable to go to school in Wyndham and Hobsons Bay. I want to know how much new development has been factored into the governments assumptions about our local education needs, she said.

    A spokesman for the department said it did not comment on VCAT cases but was aware of the need for more schools. \

    Emily Watson loves her baby brother but sometimes she looks at him and sees a monster. On October 31, 2011, Timothy was drink-driving and speeding in a stolen car when it crashed, killing 16-year-old passenger Ebony

    Dunsworth. Recalling the night she got a phone call like it was yesterday, Emily says it still feels surreal.

    Earlier this year, she had a bit of a breakdown. She hopes that by telling the story from the other side, it could sink in for at least one driver.

    Emily answered the phone. It was the Royal Melbourne Hospital with the information that her brother was injured. Fighting for life in the intensive care unit, Timothy wasnt allowed to know the girl was dead. But when his condition stabilised, a nurse told Emily: Its time.

    I went through his friends one by one because all his best friends were in the car, Emily says. Then I finally got to the girl who was in the car and I said to him, Timmy, do you remember the girl?

    And he just looked at me. And I said, She died, Tim. And he completely broke down, lost it. That was one of the hardest things to tell your baby brother that he has just destroyed so many peoples lives and hes killed somebody because of his driving, she says.

    Timothy, 23 at the time of the crash, will be 30 when he gets out of prison.

    Swapping Jimmy Choos for prison-issue sneakers was a very public fall from grace for Amanda Pollard. Publicly shamed as the drink-driving banker, Amanda rues the day she decided to drive after drinking way too much.

    In November, 2009, Amanda started a three-and-a-half-year jail sentence, 2.5 years of which was suspended. She tears up and asks her teenage son to go to his room before describing her introduction to Deer Park Womens Prison.

    They didnt have any space in the prison so I was put in solitary confinement for nine days, Amanda says. They call it the slot, which is meant to be a prison within a prison. Its supposed to be for discipline.

    The second day I was in there you are only allowed out for one hour I just remember an officer saying, Airing, airing, and I thought, Oh, that must be laundry. And then I found out we were to be aired. They took us out for an hour to air us. We were the laundry.

    It started one Thursday night, in April, 2008, when Amandas choices resulted in a worker by the side of the road having his legs smashed.

    A manager with a leading bank, she was out celebrating with colleagues after winning a trip to Las Vegas. Only 10 in the country won this trip and I was the high achiever who won it, Amanda says.

    Her flight was in a few days and she was full of cheer. When it was time to leave, Amanda realised it was too late for her usual silver-service driver, so she decided to get a taxi. She even sat down in the taxi. But then the driver said something that triggered an old trauma and she got out. Thats when she decided to drive.

    Amanda doesnt recall if she looked at her mobile phone or the clock. But something distracted her for a split second and thats all it took. She was so alcohol-affected that she didnt realise she had hit a man. She continued driving with a mangled wheel and the entire skin of her cars passenger side ripped off. Only later, in hospital, did she find out that a worker parked on the side of the CityLink tollway was also a patient.

    Words just cant describe hearing those words that you injured someone and theyre in hospital, Amanda says. It was so surreal. I just screamed and screamed.

    In November, 2009, she was jailed and the next 12 months were spent going over the night inside her head.

    Oh God, the regret. The pain. My son. The loss of control. When he was having difficulty, not having the ability to pick up the phone. What goes through your mind at night-time when the door locks and you hear the slamming of the door is just helplessness and just the torment ... waking up in the middle of the night.

    Amanda has finished parole and can have a drink before driving if she wants. I will never ever, until the day I die ever, she says. Ill be zero for the rest of my life, insofar as going near a car. \

    Once the life of the party with hundreds of mates, Timothy has only one friend who visits him in jail.

    Emily says she is torn when she looks at her brother, 11 years her junior.

    He was my baby brother, she says. I always mothered him, always protected him, always looked after him but this one, I couldnt do anything to help him.

    My love for my brother hasnt changed because of this, but also, in saying that, I hate what hes done, what hes caused.

    I see my brother the same as when I saw him when he was five, 10, 15. I love him so much and want to protect him, but theres nothing I can do. He made this choice.

    And then the other half of me sees my baby brother hurting and in distress and its so ... so ... just being torn.

    Theres too many people; too many sisters like me, and brothers.

    Were kind of torn. Half of me looks at him and just thinks, I want nothing to do with you, I cannot believe what youve done, youre a monster.

    I dont know how people can live with themselves after this.

    Two Wyndham schools are going green a er each received $10,000 in state government grants to help reduce energy use .

    Wyndham Central Secondary College was among 189 schools to receive an energy- e ciency grant.

    Principal Julie Myers said the money would be used to undertake a full energy audit of the schools new buildings.

    Danae Haynes knows what she would like to achieve if she were elected Australias rst indigenous prime minister.

    e Wyndham Central College year 10 student dreams of a united Australia without harmful, negative stereotypes.

    She hopes the Australian Indigenous Mentoring Experience (AIME) will give her the chance to spruik her dream in Federal Parliament.

    Danae is competing in e Other Election, an AIME competition aimed at encouraging young Aborigines to think about their future.

    e charity is connecting 2000 indigenous high school students with 1000 university student mentors across ve states.

    e competitions 600 entrants were required to write and record the speech they would deliver to Parliament if they were to become the nations rst indigenous prime minister. e speeches have been put on the internet, where people can vote for their favourite .

    e writers of the top 10 speeches, including Danae, last week travelled to Sydney to re-record their speeches at Foxtel studios with the help of industry experts.

    e new recordings will be online until Sunday, with the top three given the chance to read their speech in Parliament.

    Danae said her speech was about over- coming stereotypes and asking people to

    work together . She said while the election of the rst indigenous prime minister would be an important mark in history it wasnt something people should make a fuss about.

    Orphan Annies name sums up her introduction to the world. The foal lost her mother soon after birth.

    The awkward black friesian foal nuzzles staff at the University of Melbournes Werribee equine centre and tries to bond with a foster mother horse.

    Staff say she is just looking for a mum; anyone will do.She wants a mum because she has never had one, said

    Stacey Sullivan, the centres equine medical resident.The foal, only 10 days old when these photographs were

    taken, is still shaky on her spindly legs and knobbly knees but is alive thanks to the centres intensive-care unit.

    Dealing with foals is a fantastic part of the job for vets, nurses and students, Dr Sullivan says.

    Annie was premature. Due after 330 days gestation, she arrived 11 days early. Then her mother died and she encountered multiple problems.

    She will have a feeding tube taped to her muzzle until her adoptive mother, Afke Fan Dulve, accepts her. The foal also has an intravenous drip for medication taped to her throat.

    Dr Sullivan says Annie initially needed 24-hour care because she was premature and suffering seizures, but shes now in a stall with her foster mother.

    Centre spokeswoman Hinalei Johnston says the Werribee centre offers around-the-clock intensive care, equine X-rays and magnetic resonance imaging, and specialist staff.

    With foaling season having arrived, she says the centre expects a run of newborn horses with problems.

    Cases are referred to Werribee from across Victoria and interstate because of the world-class facilities.

    The facilities include a knockout room where horses up to 1000 kilograms can be hoisted on to a table for surgery or wake up from anaesthetic without hurting themselves. \
