high-level Policy Panel: ResPonding to natuRal disasteRs:a long-ignoRed develoPMent challenge?

When new catastrophic events occur, the response o the aected country as well as the inter-national community oten appears to be ad-hoc and improvised. While guides and analysesdo exist at the operational level to some extent, they are not necessarily embedded in thelarger recovery policy and strategy ormulation. What are the systemic challenges that causethe same problems to be brought up in reconstruction experiences in geographies around theworld and what needs to be done to help move the international community orward?
