New Delhi (UNI) India has registered a spike of 47704 novel coronavirus cases in the past 24 hours, pushing the tally to 1,516,129 on Tuesday while the re- covery rate also has improved to 64.23 per cent. According to the Health Ministry, the active cases of the infection across the country stood at 496988. On the brighter side, the total re- coveries so far have now reached 952744, and the difference between active cases and the recovered was improving day by day. The data stated that the cured and discharged cases have exceeded the active cases by 455756. However, the fatalities due to the contagion have also increased to 33848, after the country recorded a sharp spike of 654 deaths reported due to the pandemic in the past 24 hours. Meanwhile, a total of 1,73,34,885 samples have been tested for COVID-19, as per the Indian Council of Medical Research till Monday. Maharashtra’s at present carries a case load of 1,47,896 while 2,21,944 have recovered so far. The state’s tal- ly has reached 3,83,723 and the death toll due to the pandemic stands at 13,883. Tamil Nadu’s tally has now reached 2,20,716, while active cases in the state is being pegged at 54,896 and 3,571 have so far succumbed to the viral infection. Within a week, these aircraft will be ready for any mission. A total of 12 pilots have been trained to fly these fighter jets, which are bringing it from France. The Indian Air Force has made full preparations for the reception of these fighters. Air Force fighter pilots will reach Ambala airbase on Wednesday after covering an air dis- tance of 7000 km. Air Chief Marshal BS Dhanoa will also be present on this occasion. The Indian embassy in Paris said that the aircraft deal has enabled In- dia to take a significant step in strengthening its air power and de- fence preparedness. This also marks a new milestone in the strong and growing India- France defence co-operation, the French embassy said. India’s ambassador to France Jawed Ashraf attended the event to see off the Rafale jets. “The long-awaited and much- needed two squadrons of Rafale would add great strength to Indian Air Force and India’s defence capa- bilities,” Ashraf said. The ambassador met the IAF pi- lots and congratulated them on be- coming the first Indian pilots to fly one of the world’s most advanced and potent fighter aircraft. Rajasthan Chief Minister Ashok Gehlot met his cabinet a day after the Governor sent back his request for an assembly session from Friday with three conditions that include a 21-day notice and a coronavirus plan for the house. In its cabinet meeting, the Gehlot government said it was its “right” to call for the session. Transport Minis- ter Pratap Singh said a discussion was held for the reply to be sent re- garding the three points raised by the governor. “The Cabinet wants the assembly session from July 31. The proposal which was sent earlier for calling the session is our legal right and we are sending it again to the governor,” he told reporters. “The governor’s questions are simple and we discussed their reply. He has no right to be raising queries yet we are giving the reply,” he said. Singh also said that the government wants no confrontation with the gov- ernor and hoped Mishra will now ac- cept the cabinet proposal for calling the session. “We want permission to call the assembly session which is our right. We do not want any confrontation with the governor. If he does not ac- cept this now, then it is clear that there is no Constitution in the coun- try,” he said. On the issue of 21-day notice re- quired for calling the session, the minister said that 10 days have al- ready passed and asked why did the governor not give a date if he is talk- ing the notice. He said that if the governor rejects the proposals now, the further course of action will be decided. “We have no competition with the gover- nor, he is the head of our family,” Singh said. Rajasthan BJP MLA Madan Di- lawar filed two writ petitions chal- lenging the assembly Speaker’s deci- sion to reject his complaint against the merger of six BSP MLAs with the Congress. The first petition was filed this morning against a communica- tion received from the assembly sec- retariat Monday that the complaint has been decided and rejected by the Speaker, the counsel for Dilawar said. Ministers took part in the Cabinet meeting from different places through video conferencing. Decision was taken to change the name of “Chambal Expressway” to “Chambal Progress-Way” in the Cab- inet meeting. Also, approval was giv- en for construction of Chambal Progress-Way under Bharatmala Project. Under the scheme, approval was granted for construction of 309 k.m. four lane green field road from Madhya Pradesh-Rajasthan border to Bhind district via Morena. Free land will be provided by the state government for the project. The pri- vate land to be acquired will be ex- changed with government land as far as possible. Approval to system of treat- ment of Covid infected people The Cabinet endorsed the arrangements for treatment of Covid infected people, in which Ayushman Bharat Niramay Madhya Pradesh will bear 40 percent burden of the expenses as per the value of the package prescribed for the treatment of Covid under Jan Arogya Yojana in the recognized hospitals of people deemed eligible by Government of India. Similarly, under the Jan Arogya Yojana, Ayushman Bharat Niramay Madhya Pradesh will bear 100 per- cent of the expenditure as per value of the package prescribed for treat- ment of Covid in hospitals recog- nized by the state government. Those who do not have eligibility in both the above categories will get free treatment in government hospi- tals /contracted private hospitals. In non-contracted hospitals, treatment can be availed at one’s own expense. The contract for Covid Hospi- tal/Covid Health Care Centre will be executed with private hospitals after approval of the sub-committee of the State Level Committee. Payment of dues to hospitals will be based on the number of beds prescribed un- der Jan Arogya Yojana. Sixty percent of the amount payable will be paid as monthly fixed cost and 40 percent as variable cost. The Government of India will re- imburse 60 percent of the expendi- ture on the treatment of the eligible people as specified by the Govern- ment of India under the Jan Arogya Yojana at Covid Hospital/Covid Health Care Centre. About Rs. 14 crore will be spent under the CM’s Rural Street Vendors Loan Scheme The Cabinet granted approval to the Chief Minister Rural Street Ven- dors Loan Scheme. Under the scheme, working capital of up to Rs 10 thousand will be made available to eligible persons in the age group of 18 to 55 years as loan from the bank. This scheme, to be imple- mented from July 2020 to March 2022, aims to benefit one lakh rural poor. The scheme will result in an annual financial burden of about Rs. 14 crore. Over Rs. 12 thousand 799 crore for Crop Insurance Scheme The Cabinet granted post facto approval to the proposal for imple- menting Pradhan Mantri Fasal Bima Yojana from Kharif 2020-21 till Rabi 2020-22. Under the scheme, the state government will bear the financial burden of Rs. 6494 crore 15 lakh. An amount of Rs. 6305 crore is expected to be received from the Central gov- ernment. In this way, the scheme will of more than Rs. 12,799 crore. The court has given time till July 30 to the defence counsels to submit their written arguments. As per the Supreme court direction, the special court could give its verdict on the 28- year-old case by August 31. Approval to system of treat-ment of Covid infected people

The Cabinet endorsed thearrangements for treatment of Covidinfected people, in which AyushmanBharat Niramay Madhya Pradesh

will bear 40 percent burden of theexpenses as per the value of thepackage prescribed for the treatmentof Covid under Jan Arogya Yojana inthe recognized hospitals of peopledeemed eligible by Government ofIndia.

Similarly, under the Jan ArogyaYojana, Ayushman Bharat NiramayMadhya Pradesh will bear 100 per-cent of the expenditure as per valueof the package prescribed for treat-ment of Covid in hospitals recog-nized by the state government.Those who do not have eligibility inboth the above categories will getfree treatment in government hospi-tals /contracted private hospitals. Innon-contracted hospitals, treatment

can be availed at one’s own expense.The contract for Covid Hospi-

tal/Covid Health Care Centre will beexecuted with private hospitals afterapproval of the sub-committee ofthe State Level Committee. Paymentof dues to hospitals will be based onthe number of beds prescribed un-der Jan Arogya Yojana. Sixty percentof the amount payable will be paid asmonthly fixed cost and 40 percent asvariable cost.

The Government of India will re-imburse 60 percent of the expendi-ture on the treatment of the eligiblepeople as specified by the Govern-ment of India under the Jan ArogyaYojana at Covid Hospital/CovidHealth Care Centre.

About Rs. 14 crore will bespent under the CM’s Rural

Street Vendors Loan SchemeThe Cabinet granted approval to

the Chief Minister Rural Street Ven-dors Loan Scheme. Under thescheme, working capital of up to Rs10 thousand will be made availableto eligible persons in the age groupof 18 to 55 years as loan from thebank. This scheme, to be imple-mented from July 2020 to March2022, aims to benefit one lakh ruralpoor. The scheme will result in anannual financial burden of about Rs.14 crore.

Over Rs. 12 thousand 799 crorefor Crop Insurance SchemeThe Cabinet granted post facto

approval to the proposal for imple-menting Pradhan Mantri Fasal BimaYojana from Kharif 2020-21 till Rabi2020-22. Under the scheme, the stategovernment will bear the financialburden of Rs. 6494 crore 15 lakh. Anamount of Rs. 6305 crore is expectedto be received from the Central gov-ernment. Babri demolition case: CBIcourt completes recordingstatements of accusedLucknow: The special CBI court onTuesday completed recording ofstatements of the accused in Babrimasjid demolition case. Of the 32 ac-cused, 31, including former DeputyPM Lal Krishna Advani, former unionminister Dr Murli Manohar Joshi andformer UP CM Kalyan Singh, haverecorded their statements.

Today, the CBI court of specialjudge S K Yadav recorded the state-ment of 31st accused Satish Pradhanthrough video conferencing. Howev-er one accused Om Prakash Pandey,is absconding, as he has reportedembraced sainthood and could notbe located.

The court has given time till July30 to the defence counsels to submittheir written arguments. As per theSupreme court direction, the specialcourt could give its verdict on the 28-year-old case by August 31.

However, all the accused haveclaimed innocence and said theywere politically implicated in theconspiracy. Mr Advani, who recordedhis statement on July 24 throughvideo-conferencing from New Delhi,had denied all charges of the CBImade against him on the conspiracyto demolish the Babri mosque struc-ture on December 6,1992.

The authors of the funda-mental study believe that theirfindings may potentially helpdiagnose and treat cancer. Thestudy results were publishedin the scientific publicationJournal of Materials Chem-istry B.

‘Magnetite-gold nanohy-brids are structures consistingof gold (Au) and magnetite(Fe3O4) nanoparticles. Mag-netite nanoparticles providethe necessary magnetic prop-erties, while gold nanoparti-cles contribute to making flex-ible chemical modificationspossible, as well as provide theentire complex structure(dimer) with unique opticalproperties,’ Maxim Abaku-mov, research participant,Head of the Biomedical Nano-materials Laboratory at NUSTMISIS in Moscow said.

Nanohybrid propertiesmake it possible to use themin targeted drug delivery tocertain types of cells, as well asin diagnosing tumours, for ex-ample, using magnetic reso-nance imaging.

The scientists have con-

ducted a detailed study of theformation mechanism fordimeric magnetic magnetite-gold nanoparticles.

According to the authors ofthe study, their findings makeit possible to control thenanoparticles’ size and shapedue to the ability to controlthe paramters of a chemicalreaction.

The researchers said theyhave looked at the origin,growth, and faceting of mag-netite-gold nanohybrids bytaking liquid samples from thereaction mixture during syn-thesis.

‘We observed two succes-sive processes during mag-netite formation. Firstly,spherical magnetite nanopar-ticles start growing duringheating. Secondly, iron oxide

nanoparticles gradually takethe shape of octahedrons atthe boiling stage with a con-stant volume of nanoparti-cles,’ Ulf Widwald, researchparticipant and associate pro-fessor at the University ofDuisburg-Essen, said.

During synthesis, primarygold nuclei appear as a resultof a reaction at temperaturesbelow 220 degree C, followedby magnetite nucleation onthe surface of gold nanocrys-tals, which is observed at tem-peratures ranging from 240 to280 degree C.

The authors of the studypointed out that there hasnever been such a detailed sci-entific analysis of the proper-ties of obtaining dimericnanoparticles before. Thestudy used X-ray phase analy-

sis, transmission electron mi-croscopy, and vibrating sam-ple magnetometry.

The work is fundamental.The results obtained can helpoptimise dimeric nanoparti-cle synthesis, which will facili-tate their manufacturing ap-plication, and simplify thescaling process.

The study also involved sci-entists from LomonosovMoscow State University, theMendeleev University ofChemical Technology, andPirogov Russian National Re-search Medical University.

Srinagar (UNI)Eight more people died due to COVID-19 since late

Monday evening, taking the total death toll due to theinfection in the Union Territory of J&K to 329 on Tues-day. With these deaths, 294 people have lost their livesdue to COVID-19 in 54 days, and 314 people in 68 day inJ&K, where 470 new positive cases were detected onMonday, taking the total number of infected persons to18390.

Official sources said that a 62-year-old man, a resi-dent of Batamaloo in Srinagar, was admitted to S K In-stitute of Medical Sciences (SKIMS) on July 17 for respi-ratory problem. ‘The patient, who had tested positivefor COVID-19, died at the hospital on Tuesday’, they fur-ther said.

They stated that a 75-year-old man, a resident of So-pore in Baramulla, was admitted to SKIMS on last Sat-urday for pneumonia. ‘The COVID-19 positive patientdied at the hospital on Tuesday,’ they further stated.

Another patient from Srinagar, a 60-year-old womanfrom Nowhatta died at the hospital on Tuesday. ‘The pa-tient, who had tested positive for COVID-19, was suffer-ing from respiratory problems, besides other ailments’.

They affirmed that a Kulgam resident, a 59-year-oldman, who had tested positive for COVID-19, died at thehospital on Tuesday. ‘The patient was suffering frompneumonia and hypertension,’.

Sources said three patients from Srinagar — includ-ing 85-year-old man from Barzulla, 72-year-old manfrom Eidgah and 69 year old patient from Hyderpora —died at SHMS hospital on Monday evening.

‘The Hyderpora and Eidgah residents, who had test-ed positive for COVID-19, were suffering from bilateralpneumonia,’ they said.

A Pulwama resident, a 65-year-old COVID-19 posi-tive, died at Chest Disease hospital on Monday evening,they added.

With these fatalities, the death toll due to COVID-19has risen to 99 in Srinagar, which is the worst affecteddistrict in J&K in terms of causalities, followed by Bara-mulla with 64 deaths. The number has swelled to 19 inPulwama while the death toll stands at 23 in Budgamand 21 in Anantnag. As many as 20 people have losttheir lives to the disease in Shopian while 18 deathshave been reported in Kupwara. The number of deathsstands at 28 in Kulgam. Nine people have lost their livesin Bandipora. Ganderbal district recorded sixth deathdue to COVID-19 on July 24.

Shyamala Hills police had regis-tered a cheating case against PyareMian, his son and wife four daysago on a complaint by SN Singh,president of the Lake ViewEnclave Apartment WelfareAssociation. He is accusedof forming the e-block Lake ViewEnclave Apartment Welfare Society.He formed the society without giv-ing any information to other peo-ple of the society. In 2011, he in-stalled the tower of Bharti AirtelLimited on the roof of the e-blockof Ansal Apartment.

For this, till date he has receivedabout 60 lakh rupees from the com-pany. Its audit report was made byadvocate S Jamali. The lecture was centeredaround the growing rush towardsthe predatory and cloned jour-nals, the current biggest issue in

academia, and the need to identi-fy such journals.

Dr Narula questioned the au-dience that can movement betermed as progress, if not, thenjust publishing a research paperalso cannot be termed as achieve-ment unless it is in an authenticand quality journal. He empha-sized that we could run aroundand get nowhere, the same thinghappens when we put our heartand soul in writing a research pa-per but fail to get the researchpublished in an authentic jour-nal. Instead, we land up publish-ing our work in some journal thatdoes not meet the claim it makesof being a peer-reviewed, or UGCcare listed or Scopus listed.Therefore, we should protect our-selves from such fake cloned and

predatory journals. This wouldlead to not only academicprogress but also academic excel-lence.

Dr. Narula equipped the par-ticipants with the knowledge toidentify authentic journals bythem a list of pointers. He re-quested researchers to nurture amindset that instills a belief thatthe research paper is worth pro-tecting. He urged the participantsto gear up their defense againstfake and cloned journals and re-minded them to always be suspi-cious of the journal in which theywant to go for publication. Senior Meteorologist JD Mishra said thatthere was more than 114% rainfall in June, butthe monsoon is deficit in July. In such a situa-tion, from June 1 to July 28, 399.8 mm water wasto fall, but so far only 357.6 mm rainfall hasbeen received.

Below average rain in 34 districts Talking about the different districts of the

state, 34 of the 52 districts have received veryless rainfall than normal rains. Except one ortwo districts, the rest has not received morethan 50% rainfall on average.

The meteorological department assesses themonsoon in the western and eastern parts ofMadhya Pradesh. By now, there should havebeen more rain in eastern Madhya Pradeshthan in western Madhya Pradesh, but this didnot happen. For this reason, the state of rain isnot good. Sports Minister said thatsportspersons of the state havemade their own identity in watersports across the country. Current-ly players are not able to train due

to Corona. He instructed to re-ap-point an international level in-structor for water sports. MrsScindia said that Kovid-19 has ad-versely affected sports, sportsper-sons and coaches in many coun-tries. We have to try to make ourproblems available.

The success story of Keralacomes from its dynamic health minis-ter and efficient bureaucracy, commit-ted medical and health staff.The lowpopulation density, high literacy, betterawareness of health issues and the tra-ditional Malayali consumption ofimmune boosting spices in their regu-lar food are the additional factorswhich went in its favour.In the politicalculture of Kerala, where the people voteCommunist led Left and Congress ledUDF alternatively every five years,there is not much chance, for the‘Fronts’ to tinker with the policies onpublic health and public distributionsystems in that state, thus helpingKerala to present itself as the model forthe rest of the country.

India with over a billion population,low on literacy, strong on traditionalbeliefs, lesser awareness, needs a total-ly different kind of action plan. Onesuch important suggested program isthe strengthening the primary healthcentres (PHC) across the country. Theneed for strong PHCs can be under-stood from a study made on thepatients coming to PostgraduateInstitute of Medical Education andResearch (PGI), Chandigarh. Out of1000 patients who consulted PGI, inspecific 8-week period, 40% have nevermet any doctor for examination. Onethird of the patients in them just need-ed blood test, x-ray or ultrasoundwhich are available at Tahsil level. Only12% are found to be patients who need-ed immediate attention of a specialistdoctor. Though such studies are notavailable from other major super spe-cialty medical centers the trend may

not be different from PGI, Chandigarh.This may be partly because of lack offacilities at the primary and secondaryhealth centres or may be the failure ofthe personal heading those centers togive confidence to the people abouttheir medical capability.

The 2017 National Health Policycommitted to investing major propor-tion of resources on the Primary Healthcare. The flagship initiative, theAyushman Bharat program that

includes health insurance component,the Pradhan Mantri Jan Arogya Yojana(PM-JAY) was launched in 2018. Thetarget of bettering PHC and designat-ing them as Health and WellnessCentres (HWCs). Rural Health Statistics2018-19 released by the Ministry ofHealth and Family welfare has revealedthat out of 25,000 PHCs in rural areas8242 have already got improved facili-ties with the designation of them asHWCs. Out of the 1,60,713 sub centresanother 8,000 are now HWCs. All mostall the PHCs (94.5%) are now housed inthe government buildings and theshort fall of allopathic doctors at PHCsis not mote than 6%.

It is apparent that India should use

the current corona crisis to streamlinethe public health care system throughtechnology integration and utilize theresources to the optimum. The WorldHealth Organization (WHO) intendedPHC to provide whole-person care forhealth needs throughout the life spanand not just for a set of specific dis-eases. WHO further said “PHC ensurespeople receive comprehensive careranging from promotion and preven-tion to treatment, rehabilitation and

palliative care-as close as feasible topeople’s everyday environment”. Thus,under the Ayushman Bharat programof Modi government the focus in postcovid19 should shift from the city basedsuper specialty hospitals to rural cen-tric primary health care centres (PHC).

Accordingly, the government shouldtrain, motivate and empower the PHCsstaff to work as ‘army of health protec-tors’. For future, the medical curricu-lum be included a course contentspecifically designated for PHCs work,teaching and training them to meet theneeds of the communities and makethem better primary care providers.They will form the frontline guards todetect early and protect the ‘health bor-

ders’ in the rural areas and prevent thespread of infectious diseases. Chouhan has said that importantdecisions have been taken in viewof corona infection, health safety ofstudents pursuing higher educationand their career.

Admission to students of firstand second year graduation as wellas to students of post graduationsecond semester will be given in thenext class on the basis of examina-tion result of previous year and in-ternal evaluation of current session.

Similarly, examinations of stu-dents of final year graduation and4th semester of post graduation willbe conducted by open book systemat their home itself to protect themfrom infection of corona ensuringphysical distancing.

The Chief Minister Chouhan fur-ther mentioned that questions arealways raised on their final degreebecause of general promotion.Hence, decision has been taken to

hold their examinations by openbook system, he added. Questionpapers will be made available to thestudents of final year graduationand to the students of 4th semesterof post graduation on their login IDand prescribed website.

In the open book system, the stu-dents will be able to write examina-tions at their home itself. Exami-nees are required to submit theiranswer sheets at the collection cen-tres. Collection centers in thou-sands have been established for col-lecting answer sheets.

Students will also have two op-tions for submission of answersheets i.e. facility for sending an-swer sheets by post and email. Theexamination results of final year grad-uation and 4th semester post gradua-tion will be declared by granting 50percent weightage of marks obtainedin previous years and 50 percentweightage of marks obtained in theopen book system.

Apart from this, decision has al-so been taken to promote otherstudents from 2 to 7 semester inthe next class based on their inter-nal assessment and their perfor-mance in the previous year. Smt.Scindia said that special examina-tion will be held between Septem-ber 15 and 23, for students who areunable to appear in the online ex-amination.

After getting the status of Tiger State, the UnionMinistry of Environment, Forest and Climate Changeis going to release data on leopard census.

These figures are being released on Tiger Day (29July). MP can also be ranked first in leopards after tigercounts. \

According to sources of MP Wildlife Headquarters,in the census of 2018, more than 2200 leopards are ex-pected to be found in the state. In the year 2014 cen-sus, 1817 leopards were found in the state. Karnatakawas second in this. There were 1129 leopards foundthere. Now the state can get the title of Leopard Stateafter Tiger State. Indian Institute of Wildlife Manage-ment Dehradun has separately calculated the figuresof other wildlife species. In this regard, Union Forestand Environment Minister Prakash Javadekar can re-lease data on the occasion of Tiger Day.

Number of leopards and bears may haveincreased

According to headquarters sources, tigers havebeen counted across the country from December 2017to March 2018. During this time leopards were alsocounted. The central government has made public the

P.M. Swa-nidhi Yojana will takeshape from August 5

Chief Minister Chouhan said thatthe state government has decidedthat, like the Pradhan Mantri Swa-nidhi Yojana, rural street vendorswill be provided with Rs 10 thou-sand interest-free loans for theirbusiness.

So far, more than 8 lakh 56 thou-sand registrations have been doneunder the rural street vendorscheme.

Chouhan has given instructionsto implement the scheme from Au-gust 05. Many categories of regis-tered beneficiaries will feel relievedby the implementation of PM Swa-nidhi Yojana during Corona infec-tion period.

plasma. Plasma collection atGandhi Medical College’s PlasmaBank will be conducted followingICMR and Governance standards.
