SECTION 1: INTRODUCTION ON THE PROJECT

1. Target of the project

"Xuan Loc - Cam My 1 OkV transmission line and Cam My 1 OkV substation"project is proposed to be built to supply electricity to the region, enhance thereliability and safety in power supply for power network of the region, satisfy theadditional charge demand, decrease loss and improve quality of electrical energy.

2. Location of the substation

Proposed location of the substation belongs to Cam Duong Farm - Dong NaiRubber Company. It is adjacent to district road No.10 and existing Ham Thuan -Da Mi - Long Thanh transmission line. At present, this area is rubber plantation.

3. Route of the transmission line

Total length of the line is 19,348 m

*. Section from Cam My 110kVsubstation to GO site (30m in length):

From location of the Cam My 1 OkV substation, the line goes straight to GO site,terrain of the area is rather flat, vegetation is mainly rubber of the Cam DuongFarm.

*: Section from GO site to GI site (70m in length):

From the GO site, the line turns to the right with a angle of 90°00' and goes to Gl site,terrain of the area is rather flat, vegetation is mainly rubber of the Cam DuongFarm.

*: Section from GI site to G2 site (2,63 7. 6m in length):

From the G1 site, the line turns to the left with a angle of 90000' and goes parallellyon the left with the existing Ham Thuan - Da Mi - Long Thanh 220kV transmision line(according to the direction from Long Thanh substation to Ham Thuan) to G2 site. Terrainof the area is rather sloping, vegetation is mainly rubber of the Cam Duong Farm.

*: Section from G2 site to G3 site (7,159.92m in length):

From the G2 site, the line turns to the right with a angle of 32032' and goes parallellywith the existing 220kV transmision line. The line goes through National road No.56 andgoes straight to G3 site. Terrain of the area has a low slope, vegetation is mainly rubberof the Hang Gon Farm.

The line goes across National road No.56 and a hamlet asphalted road.

From the G3 site, the line turns to the right with a angle of 34054' and goes parallellywith the existing 220kV transmision line to G4 site. Terrain of the area has a low slope,vegetation is cashew, fruit-trees and crops.

From the G4 site, the line turns to the left with a angle of 41°06' and goes parallellywith the existing 220kV transmission line, across National road No.lA and GiaLieu river, then the line goes straight to the connecting site in the existing LongKhanh - Xuan Truong transmission line, this site is about 8m far from tower No.66towards tower No.67. Terrain of the area has a low slope, vegetation includes fruit-trees,cashew, coffee and crops.

The line goes through National road No.lA and Gia Lieu river.

1. Natural condition and socio-economic status of the project area

a. Geographical positioni

Dong Nai province is located in the South-east Vietnam with an area of 5,894.73km , accounting for 1.76% of national total natural area or 25.5% of the naturalarea of South-east Vietnam region.

Dong Nai is located in the southern key industrially developed region, bordered:

- East by Binh Thuan Province;

- North-east by Lam Dong Province;

- North-west by Binh Duong and Binh Phuoc Provinces;

- South by Ba Ria-Vung Tau Province;

- West by Ho Chi Minh City.

b. Climate

- Dong Nai is a tropical and equatorial province influenced by monsoons with 2distinguished main seasons (dry and rainy seasons). The temperature alwayshigh at any time of year is a good condition for the development of tropicalcrops, especially industrial trees of high export value.

- Average temperature in 2006 is 26.3°C, the difference between temperature ofthe hottest and the coldest month is 4.20C.

- Sunshine hours in 2006 are 2,243 hours.

- Rainfall is relatively great with 2,065.7 mm, varying from areas and seasons.

- Average humidity in 2006 is 80%.

c. Topography, geology and hydrography

Dong Nai is characterized by midland topography between that of the CentralSouth highland and the South plain. Generally, its land is rather flat in which82.09% is of less than 8° slope; 92% less than 150 slope and only 8% more than 15°slope. Specifically:

- Alluvial, gley and sand soil are flat and lowlands all year in water.

- Most of black, brown and gray soil are of less than 8o slope while red soil 15oslope.

- Thin layer and pumice stone soil are of higher slope.

d. Land

Total land area of Dong Nai is 589,473 ha. In which:

- Agricultural land: 302,845 ha.

- Forestry land: 179,807 ha.

- Specialized land: 68,018 ha.

- Residential land: 10,546 ha.

- Unused land and river, stream, mountain: 28,255 ha

Dong Nai has many resources sources which are multiform and rich, includingmineral such as gold, tin, zinc; many quarries, peat, clay, sand, forest resource,water resources, etc.

Dong Nai develops sea products mainly basing on a big system of lakes, rivers andcanals including Tri An lake (323 kM2) and more than 60 rivers and canals whichare very favourable for growing sea food such as shrimps, fish, etc.

f Population

- Population of Dong Nai province in 2006: 2,246,192 persons.

- Population in working ages in 2006: 1,124,678 persons.

- Population density in 2006: 381 persons/km2 .

g. Cultural and social status

Data on cultural and social status in 2006 as follows:

- Rate of commune meet the national standard on health in 2006 is 57.3%.

- 100% communes have the doctor.

- Number of grade teacher: 17,030 persons.

- Rate of household use electricity: 96% total households.

- Rate of household use clean water: 91 %.

- Rate of poor household: 0.876% (3,000 households).

h. Transportation

Dong Nai has big progress of investment in upgrading transport system, speciallyin roads. National road system with total 244.5 km long has been improving andwidening up to road with standard of level 1 and 2 (National road No.1 and No.5 1)or up to third grade like National road No.20 (to Da Lat city, on that way there was75 kilometers in the province territory had been spreaded on the surface). Roadssystem in the province lengthens 3.339 kilometers, of which nearly 700 kilometersis asphalted roads. Moreover, roads system under commune/ward management,roads in farms, industrial parks make a continuous system to localities, 100 percentcommunes and wards have roads for cars to its center.

Under scheme in the near future, high speed ways system to Ba Ria Vung Tau andHo Chi Minh City, Bien Hoa-Vung Tau railway system, upgraded provincial roadsNo.726 connects national road No.20 and No.1 to national No.56, ... will create acomplete transport system and satisfy socio-economic development demand oflocality and region.

SECTION 3: LEGAL FRAMEWORK

1. Law and current stipulations of Vietnam

- Law on Environmental Protection dated November 29 th, 2005 of the Socialist

Republic of Vietnam.

- Government Decree No.80/ND-CP dated August 9 th, 2006 on guidance on

implementing some items stipulated in the Law on Environmental Protection.

- Government Decree No.81/ND-CP dated August 9th, 2006 on administrative

penalty concerning environmental protection issues.

- Circular No.08/2006/TT-BTNMT dated September 08'h, 2006 of Ministry of

Natural Resource and Environment on guidance on setting up strategic

environment assessment, environmental impact assessment and environmentalprotection commitment reports.

- Government Decree No.106/2005/ND-CP dated August 17th, 2005 on

implementation guidelines for some items stipulated in the Electricity Law on

protection of high voltage electrical networks.

- Government Decree No.24/2000/ND-CP on implementation guidelines of theForeign Investment Law in Vietnam (article 82), mentions environmentalprotection.

- Land in the ROW is productive land. To offer the investor to support andcompensate in a satisfaction.

- The proposed 110kV transmission line is 30-40m far from existing Ham Thuan- Da Mi - Long Thanh 220kV transmission line. Many households had landaffected by this 220kV line. Now, their land is affected again by the 1 10kV line.To offer the investor and local government to have a satisfying compensationfor land in ROW, so that households have land for cultivation.

- To give supports for households with house in ROW in order to build theirhouses on the remaining of their land. In case of no land remaining, the investorneeds to have resettlement place for them.

- While doing the project construction, many mitigation measurements must bedone in order to avoid effects on surrounding households.

- Measures taken by the contractor for cleaning up woody residues after tree cutting

- Status of access roads (have they been closed if in a protected area, are they stillbeing used and to what extent, how are they being controlled/managed and bywhom), Application of mitigation measures for or sign of soil erosion along T/L dueto tree cutting and/or around tower foundation

- Status of re-vegetation in the ROW and tower foundation
