WIOA Local Area Plan Draft Instructions ..................................................................................... 14220 Discussion: One of the requirements in WIOA is that local each local area submit a WIOA plan prior to July 1, 2016. The Department of Commerce has drafted this document as an initial guide to local areas. Guidelines for additional sections will be released later, after the state receives more information from the federal government. Board members should familiarize themselves with these requirements. In the meeting wee will discuss our local area’s process and timeline for submitting a local area plan.

A quorum was established. Members and guests introduced themselves. Testimonial Matt Campbell introduced an employer video testimonial recorded between himself and Susan with KC Steak Company. The video interview explained how KC Steak Company has worked with Workforce Partnership for OJT and Work Experience positions. The company has hired 12 of the 17 candidates to-date, which has saved the company over $10,000. Maria Rovirosa asked where the company was located and Jay Matlack explained the company is located in Armourdale and has always spoken highly of Workforce Partnership services. Partner Spotlight Wallace Vaughn gave a presentation about the Department of Commerce and the programs and services provided by State staff. Vaughn discussed job-seeker services as well as business services. He highlighted the Veteran staff and the services that are offered specifically to Veterans. He also explained the Re-employment Services/Re-employment Assistance programs we well as the Trade Adjustment Assistance (TAA) program. The State Department of Commerce has 24 total staff in Local Area III. The local area does not have a specific Wagner-Peyser budget, but does have a $5 million allocation for services statewide (not including Veterans and TAA programs). Board members asked about eligibility for the TAA program and how long the wait was. Vaughn explained that eligibility was verified by a petition and could take anywhere from

2-6 months. Board members also asked about Veteran program outreach and Vaughn explained that most of the outreach is done at specific offices in Fort Leavenworth and with agencies that are known to serve Veterans. Consent Agenda Andernacht noted that the consent agenda was in the board packet and ready for approval. Brenda Jones moved to pass the consent agenda. Scott Neilan seconded. Motion passed. WIOA Youth Contract and RFP Scott Anglemyer presented to the board on the upcoming need for a Youth Program Request for Proposal (RFP). He explained that the board currently has 2 contracts with Dynamic Workforce Solutions (DWFS) – one for the role of One-Stop Operator, Adult and Dislocated Worker programs; and one for the role of Youth Program Operator. Anglemyer then explained that we are in the last year of renewal options for the youth program and he went over some of the key principles that drive the RFP process anytime the board issues an RFP. Neal Palmer asked if the Request for Qualification (RFQ) comes out before the RFP. Scott explained that the documents are usually released at the same time even though the RFQ is due before the actual RFP. Commissioner Steve Klika asked if the board could get documentation on the RFP process and if the RFP could be sent to the board prior to the public notice. Anglemyer explained that traditionally the board received the RFP at the same time it was made available to the general public. Commissioner Klika expressed that the RFP should be approved by the whole board and not just the Executive Committee. Mike Donnelly noted that boards should be careful sending out RFP’s by email so that potential applicants are not disqualified. Anglemyer explained that the board needed to figure out a timeline for the Youth RFP process. He anticipated the board having a vote at the March 22, 2016 board meeting and backing up key dates from there with an anticipated RFP release date of November 9, 2015. Commissioner Klika stated that there needed to be more board involvement in the RFP development process up front. He expressed there was too much time and effort being spent on RFP reviews and interviews. He then suggested a different process that would engage the board with the RFP development process. After which a specific board committee would review proposals on their own, then reconvene to choose proposers to interview and then interview those proposers. The committee would finalize by recommending a proposer to the full board to approve or reject. Palmer said he supported the Commissioner’s process and did not like the group RFP reviews that were done last time. Commissioner Klika stated that board members would only need to serve 1-2 days at the most through the entire process and that the RFP review team had to be the same as the proposer interview team. Alise Martiny moved to have one board committee, to be named later, serve as the committee for reviewing proposals independently, and then reconvene to select

proposers to interview and have the same committee also conduct the proposer interviews. Wendell Maddox seconded. Motion passed. Anglemyer then explained the role of the Youth Council under WIA and now the role of the Youth Committee under WIOA. Rovirosa asked about potential conflicts of interest and Anglemyer stated that he would send out the code of conduct for board members, which includes potential conflicts of interest. Dave Hulsen explained that having too many people involved in the RFP process could reduce the weight of each individual’s scores. Anglemyer then asked if the Youth Committee should be involved in the Youth RFP. Commissioner Klika stated they should not be involved. He recommended having a minimum of 1 Chief Elected Official, 1 Board Staff Member and the rest of the committee comprised of board members. Neal Palmer suggested that Youth Committee members could be involved in the RFP development process. Anglemyer asked if the RFP review team would be the same as the proposer interview team. Board members agreed it should be the same committee for both. Palmer moved that the Youth RFP committee, who will be responsible for proposal reviews and proposer interviews, should have at a minimum 1 Chief Elected Official, 1 Youth Committee member who is also a board member, and the rest of the committee to be comprised of board members. K.J. Langlais seconded. Motion passed. Board Officers Andernacht then explained that the board needed to elect officers whose terms were expiring because the previous WIA board is now a WIOA board. She noted that the Executive Committee has nominated the following:

• Trudi Andernacht – Board Chair • Scott Neilan – Vice Chair • Brenda Jones – Secretary • Dave Huston – Treasurer

Martiny motioned to elect the officers as nominated by the Executive Committee: Board Chair and Secretary for 1-year terms, with Vice Chair and Treasurer for 2-year terms. Palmer seconded. Motion passed. Transformation Update Anglemyer briefly gave an update on the Transformation plan and noted that much has been done and it is getting close to completion. Palmer suggested that at the November meeting the board should discuss what needs to be done on the plan going forward. November Meeting Rovirosa asked if the board meeting in November was always right before Thanksgiving. Anglemyer said he would send out a board poll on availability for other November meeting dates. Palmer motioned to have the Executive Committee decide the next board meeting date based on the results of the poll. Neilan seconded. Motion passed.

A quorum was established. Terri Leisten and Erich Ulmer dropped off the call and were not part of the Youth RFP discussion. Scott Anglemyer walked through various parts of the Youth RFP with Executive Committee members. Members made minor changes to Youth RFP response questions. Anglemyer will send out the draft Youth RFP to the full board and allow two weeks for board members to comment. Executive Committee will then approve the Youth RFP at the next meeting prior to the release. Executive Committee members agreed to appoint board members to the Youth RFP and Selection committee at the next board meeting. When Anglemyer sends out the draft RFP, he will as for volunteers and Andernacht will officially recommend those volunteer members. The Executive Committee will ratify the final decision and the board will then accept the final selection of the WIOA Youth Program Operator. Terri Leisten and Erich Ulmer rejoined the call and the Executive Committee meeting as guests. Anglemyer went over 3 final potential board staff locations from the list of bidders. Anglemyer’s recommendations were based on costs and potential layouts. Anglemyer recommended that the best option was #5 on the bidders list – which is the location right across the way of the current board office. He noted that the address would remain the same (8040 Parallel Parkway). Brenda Jones moved to accept the recommendation of location #5. Scott Neilan seconded. Motion passed. Anglemyer then discussed recent conversations that he had with Hannes Zacharias and Maury Thompson from Johnson County regarding services provided in Johnson County. Zacharias had heard reports about poor performance and having a disengaged board. Anglemyer also noted conversations Zacharias had with Dennis Bixby, Rob Roberts and Mike Copeland. Anglemyer is working to convene a meeting with the Chief Elected Officials and the County Administrators. Anglemyer will not be present at this meeting, but Executive Committee members agreed to be present along with Commerce staff. Anglemyer noted that Johncon County has now added an additional CEO to the CEO board. Anglemyer then noted that Workforce Partnership will receive another round of funds from Commerce under the Kansas Healthcare Professional Opportunity Project. This grant will train low-income individuals in healthcare occupations. Jones motioned to adjourn the meeting. Neilan seconded. Meeting adjourned.

A quorum was established. Scott Anglemyer asked Executive Committee members to comment on the recent meeting with CEO officials. Commissioner Philbrook noted that Wyandotte did not participate in this meeting because they did not want to walk in unprepared. She also noted the situation was fraught with politics. Then she noted a conversation she had with Commissioner Klika where she accepted responsibility for delaying the CEO meeting. Commissioner Philbrook then explained that officials from Wyandotte county were going to meet this coming Monday and discuss the situation. Andernacht then gave her view of the meeting with CEO officials. She noted that 30 minutes of the meeting was spent on the 3-county agreement. She explained that Dennis Cooper gave a history on local boards under WIA/WIOA. She noted that Commissioner Klika asked about Johnson County breaking off from the local board, and Cooper warned the group about potential consequences of doing that. Scott Neilan explained that Johnson and Leavenworth counties don’t feel they are getting their fair share of WIOA resources. He suggested showing how each county benefits from WIOA resources. He also noted that Leavenworth County still seemed concerned about potential liability. Andernacht explained that Commissioner Klika wanted to stop activity, including the Youth RFP, until all the county issues were resolved. Executive Committee members agreed that board activity, including Youth RFP, needed to continue for many reasons. She also explained that CEOs asked about performance issues in Local Area III during the meeting and Commerce staff explained there were no issues besides the 40% Training Expenditure policy. Dave Huston said that Mike Beene had stated at the CEO meeting that it was Scott Anglemyer’s responsibility to set up future CEO meetings. Anglemyer stated he was planning to attend any future CEO meetings that are held. Erich Ulmer then signed off from the call and was not present during the remainder of the meeting. Anglemyer went over the final draft of the Youth RFP and the board comments that were received. He asked Executive Committee members to make suggestions on a couple of items. Members made a couple of small changes to the Youth RFP. Brenda Jones moved to approve the Youth RFP. Neilan seconded. Motion passed. Anglemyer reminded Executive Committee that the next board meeting would be on December 1, 2015. Executive Committee members said the board should discuss board committee appointments and the upcoming local area plan at the next board meeting. Jones motioned to adjourn the meeting. Neilan seconded. Meeting adjourned.

Workforce Partnership Committee Opportunities In addition to the Executive Committee, which is made up of the officers and the chairs of the standing committees, the Workforce Partnership bylaws outline four standing committees of the board. We would like to have each board member serve on at least one committee. Most of these standing committees are new committees under our recently amended bylaws, so do not have established meeting times or types, so in most cases committee members will have broad in latitude in determining when and how the committee meets. In some cases, the committees will also need to select a chair. Below is a brief description of each committee. Fiscal Youth One-Stop System Accessibility Responsibilities Approves budgets and requests

for transfers of funds between funding streams. The committee also exercises oversight over the organization’s fiscal operations, and serves as the audit committee, receiving the report from the organization’s independent auditors. The committee also determines format for financial reports to the board.

Provides information and assists with planning, operational, and other issues relating to the provision of services to youth. Assists in selection of WIOA Youth providers (at board’s discretion) and reviews the system’s performance in serving youth.

Provides information and assists with operational and other issues relating to the One-Stop delivery system (the workforce centers and other service delivery sites). Coordinates meetings and issues with WIOA core partners, who currently meet monthly.

Provides information and assists with operational and other issues relating to the provision of services to individuals with disabilities, including issues relating to compliance with the Americans with Disabilities Act. Aligns activities with Disability Employment Initiative grant.

Membership 4-5 board members Board members and representatives of organizations with experience serving WIOA-eligible youth.
