Airport Noise CompatibilityStudies Begin at JFK and LGA

Part 150 Studies to Identify Aircraft Noise Mitigation Measures for Area ResidentsRep. Joe Crowley (D-Queens,

the Bronx), Vice Chair of the HouseDemocratic Caucus, applauded theannouncement that the Port Au-thority of New York and New Jer-sey has signed an agreement with acontractor to begin conducting fed-eral Part 150 airport noise compat-ibility planning studies at John F.Kennedy International andLaGuardia airports. The studiesconsist of developing noise expo-sure maps, evaluating potentialnoise abatement procedures andidentifying potential noise mitiga-tion measures for area residents.

“I’ve always said our airportswill never be perfect neighbors, but we can help make them betterones,” said Rep. Crowley. “ThisPart 150 noise compatibility studyis a significant step toward that

goal. I’ve called on the Port Au-thority to complete this study forover a decade, and I applaud Gov-ernor Cuomo for his work in mak-ing it happen. The information thestudy provides about the signifi-cant impact of noise on our com-munities will give us the tools weneed to help people whose livesare disrupted by the roar of air-planes. I look forward to the study’sfindings and will continue to workwith the Port Authority to helpimprove the lives of New Yorkersimpacted by airplane noise.”

A leader in the effort to curbaircraft noise pollution, Crowleyis the author of The Silent Skies Acthat will require the Federal Avia-tion Administration to issue regu-lations by the end of 2015 requir-ing commercial airplanes to meet

Stage 4 noise standards, which is asignificantly lower decibel levelthan those currently in use.

Earlier this month, Crowley co-founded the Quiet Skies Caucus inCongress, which will raise aware-ness on the issue of aircraft noiseand work to find meaningful solu-tions to the problem. The caucusconsists of members from acrossthe country whose constituents areadversely affected by incidents ofairplane and helicopter noise.Congressman Crowley is the eight-term representative from the 14thCongressional District of New York, which includes sections of Queensand the Bronx. He is a member of thepowerful Ways and MeansCommittee and serves as Vice Chairof the Democratic Caucus in theHouse of Representatives.

“I am thrilled that CitiBike is expandinginto Queens,” said New York City CouncilMajority Leader Jimmy Van Bramer. “I’vebeen pushing to have bike share in WesternQueens for years and now the dream hasbecome a reality. Long Island City has al-ways wanted this valuable transportationoption, which will literally put our neigh-borhoods and attractions on the map formillions. Citi Bike will bring more people tothe neighborhoods and ease travel to otherparts of the City for those who live here. I’mproud to cycle, proud to be a founding mem-ber of Citi Bike and proud to help bring thisgreat program to Queens. I applaud Mayorde Blasio and DOT CommissionerTrottenberg for working with Related tosave and enhance this valuable program.”

Council Member Van Bramer helpedsecure 10 docking stations in Long IslandCity/Queensbridge. Bikes will be installedin the neighborhood in 2015.

New York City Department of Trans-portation (DOT) Commissioner PollyTrottenberg, Alta Bicycle Share incomingCEO Jay Walder, and Citi Executive VicePresident for Global Public Affairs EdwardSkyler announced an agreement betweenthe City of New York and Alta BicycleShare to operate, improve, and double thesize of the largest bike share program inNorth America. A $30 million infusion ofprivate capital from Bikeshare HoldingsLLC, a group of private investors acquiringAlta, supported by an increased sponsorshipcommitment from Citi of up to $70.5 mil-lion extended through 2024, and a $15 mil-lion increase in the credit facility from theGoldman Sachs Urban Investment Groupwill allow for the expansion and ensure thelong-term stability of the system, making itmore reliable and accessible for the thou-sands of New Yorkers who rely upon it.New Yorkers currently take more than onemillion trips every month on Citi Bike.

“This is about delivering the bike shareprogram New Yorkers expect and deserve. We believe in Citi Bike’s potential as afixture of New York City’s public transitsystem. It can make our neighborhoods moreaccessible, help us achieve our sustainabilitygoals, and bridge inequities in our transpor-tation network. To achieve all that, bikeshare has to be reliable and responsive tocommunity’s needs. Today, after tremen-dous efforts across our administration, wecan say we have the management and thesupport in place to fulfill that mission. It’s agood day for New Yorkers who rely on CitiBike, and for neighborhoods and riders thathave eagerly awaited its expansion,” saidMayor Bill de Blasio.

Membership Structure:The rate for an annual program member-

ship, also for unlimited 45-minute rides, will become $149. This change is necessaryto provide world-class service for this hugelypopular and well-used system, making itfinancially viable for the long-term. The

price change will go into effect at a date to beannounced shortly. Citi Bike is also explor-ing possible weekend, monthly and touristmembership.

Residents of the NYC Housing Author-ity and members of select Community De-velopment Credit Unions will still be eli-gible for discounted Citi Bike membershipsfor $60 a year.

Neighborhood Expansion:Under the terms of the agreement the

Citi Bike service area will expand in Man-hattan into Harlem, as well as into Astoria,Long Island City, Greenpoint, Williamsburg,Bushwick, Prospect Heights, CrownHeights, Park Slope, Carroll Gardens,Boerum Hill, Cobble Hill, Red Hook,Gowanus, and more of Bedford-Stuyvesant.

This builds out the existing service area, which includes Manhattan below 59th Street,Brooklyn Heights, Downtown Brooklyn, parts of Bedford-Stuyvesant, parts ofWilliamsburg, Clinton Hill, Fort Greeneand DUMBO neighborhoods in Brooklyn. The expansion, which will begin in 2015,will commence in Long Island City,Greenpoint, Williamsburg, and the rest ofBedford-Stuyvesant.

Ridership:Citi Bike has proven hugely popular,

serving upwards of 40,000 people per daythrough the spring, summer and fall. CitiBike currently has over 90,000 annual mem-bers and more than 641,000 short-term passeshave been used. Since launch, Citi Bikeriders have taken over 14 million trips andhave ridden over 25 million miles.

Employment:The expansion is expected to create a

significant number of new jobs in New YorkCity. New York City Bike Share LLC hascommitted to instituting local recruiting ini-tiatives and offering skills training. All jobswill pay at or above living wage. In addition,Alta is relocating and consolidating its cor-porate headquarters in New York City.

Safety:There have been no fatalities or serious

injuries to Citi Bike riders in the nearly 14million trips made on the system since itslaunch. The system continues to promotesafe riding with rules of the road displayedon the handlebars of each bike.
