Shanghai-Kunming high-speed railway, and the Zhejiang-

The no. 320 and no. 206 national highways, the Shanghai-
Kunming Expressway, and the Jinan-Guangdong Expressway
also intersect each other here at Yingtan.

Yingtan, a center of the copper industry in China is home
to the Jiangxi Copper Corporation, which is No. 1 in Asia, No.
2 in the world, and a Fortune Global 500 company.
The copper industry enjoys the advantages of clustering
and aggregation here, with Yingtan producing 13% of the
electrolytically-refined copper that China produces, as well
as 14% of the national copper material output.

1. The external environment
NB-IoT/eMTC 5G
The eMTC technical standards wereapproved by 3GPP in March 2016. Inthe same month, the NB-IoT protocolwas also passed at a 3GPP RANtechnical standards meeting, makingthe NB-IoT approval process one of theshortest in 3GPP's history.
In April 2018, agencies including the NationalDevelopment and Reform Commission (NDRC) havegranted the requisite approvals to China Unicom, ChinaTelecom and China Mobile for the establishment ofpilot 5G networks in certain cities.
In June 2018 3GPP approves "freezing of" independentnetworking function in 5G NR and this together withthe NR standards for non-independent networkingcompleted last December means that the first phase ofstandards implementation for all 5G functions hasbeen completed.

III. Key results so far
Yingtan is the first city in China to enjoy full NB-IoT business network coverage from all three key
vendors. The city also enjoys full eMTC coverage from China Mobile and China Telecom. This means
that the city stands to benefit from the synergy generated between the NB-IoT and eMTC networks.

Creating the "eyes" and "ears" of the smart grid
Yingtan has completed its integration of multiple meters into a single meter
with a total of 81,266 homes in the main downtown area with a data collection
success rate of 99.4%. No longer is it challenging for residents to pay their
utilities bills!
The use of NB-IoT temperature sensors has solved the problem of real-time,
online cable safety monitoring, a problem that is common worldwide.

Yingtan has become the first city in China
to have smart meters used across the city. The
city's smart water utilities services platform is
already online, with functions such as the real-
time tracking of water use levels, real-time
pressure monitoring, and real-time leak alarms
already activated.
The smart water meter network based on
NB-IoT technologies has an online rate of
99.34%. This shows the capabilities of NB-IoT
technologies in terms of broad coverage and in
the field of smart water services.

viii) Smart agriculture Using NB-IoT technologies, not only can we monitor factors such as the field temperature, ambient temperature and
soil pH levels, etc., from a desktop computer or mobile phone (and thus have valid data for science-based agricultural
production), we can also directly control air ventilation and temperature levels and watering/fertilization equipment, etc.,
inside indoor agricultural facilities. Doing so reduces significantly the need for labor and accelerates the transformation
towards a smart agriculture model.

Agricultural drone services based on NB-
IoT technologies can be deployed to
perform precise chemical spraying services
at the right time, with the right dose, and
along the stipulated flight path, saving
farmers more than 50% in terms of time and
cost.
With the integrated
water/fertilizer/pesticide application drones,
one is able to realize centralized control of
operations such as crop watering, fertilizing,
and treatment at precise
levels/concentrations.

ix) Smart parking 1,400 smart parking spaces based on NB-IoT technology have been completed in what is China's first
city-level smart parking project using said technology. With the completion of this project, users are
now able to make use of parking spaces along the city's roads, the smart parking-lot guidance
technology offered, and smart parking-fee payment services.

To date, there are more than 150 IoT enterprises in Yingtan, including 51 manufacturing enterprises with more than 60 products (of which 28 are ready for commercial use);

i) Growing pace of industry-ecology formation
O-film Juneng Co., officially "landed" in Yingtan in Jun 8. Its NB-IoT modular production facility, which
costs a total of more than CNY1 billion, is expected to be completed and commence operations in
September. Once the 20 SMT modular production lines have been completed, the facility will become the
largest mobile IoT-based modular production facility in China.
Tuspark Holding is providing Yingtan comprehensive assistance in the development of the "New Smart
City" with the aim of developing the towns of tomorrow.

100,000 NB-IoT-based smart water meters
came online for business use in Yingtan on Oct 12,
2017.
Sanchuan Wisdom's ultrasonic remote water
meters are being exported to Australia and Angola.
Orders for NB-IoT water meters this year have
already increased year-on-year by 20% and hit the
500,000-unit mark.
70,000 IoT water purifiers have been sold to more
than 30 cities nationwide with over 30,000 units
shipped in Q1. Shipment volume is already greater
than that for traditional water purifiers.

The High-Tech Zone IoT Industry Incubation
Base, High-Tech Zone Smart Devices Industry Park,
and the Guixi Smart Home Industry Park are more or
less functionally ready and are seeing new tenants
move in.

Industry Park and the Smart Wearable Devices
Industry Park will also commence this year.
Planning and development work are currently
underway for the 11-sq.-km IoT Industry Park.

iv) Even more traction with industry transformation and upgrading Traditional copper processing companies (and traditional machinery manufacturing companies) like Kaishun Technology are making use of
NB-IoT technologies as part of the transformation and upgrading process towards becoming providers of platform services. With NB-IoT
technology, these companies have been able to lease out whole-of-plant time for smart copper manufacturing and provide clients with
integrated equipment-personnel-accessory solutions.

iv) Even more traction with industry transformation and upgrading Retrofitting of production lines to make them "smart production lines" is currently underway for five types of products:
copper tubes, copper wire, copper bars, copper tapes, and copper alloys. Currently, the retrofitting process has been
completed for 42 production lines. There are plans for 30 companies to undergo the retrofitting process this year.
IV. Our next steps
1. Further improvements to top-level design
Establishing a rolling plan mechanism to form a system of "planning
- design - implementation - evaluation - more planning"
Refining development plans for the coming two to three years and
ensuring full integration of Smart City plans from various localities
and agencies
Establishing version 2.0 and 3.0 of the New Smart City Action Plan

ground.
