WIN News Article for the Wichita Eagle March 2015 The Wichita Independent Neighborhoods (WIN) came to be because of the vision of two men (Mr. James Van

Milligan and Mr. Bill Fox) their vision was to organize Wichita Neighborhoods as an umbrella group to speak

as one voice. In early 1990, the two recruited four others to help organize the then called Wichita Neighbor-

hoods, two years later the name was changed to the Wichita Independent Neighborhoods. WIN was incorpo-

rated in 1993 by 12 existing neighborhood associations. That grew to 82 by June of 2008. Together these

long standing neighborhood associations, spurred by the momentum of the Neighborhood initiative, offered a

concrete example of how neighborhood resident can dramatically improve their quality of life. WIN’s Mission

and Vision Statements best sums up what the organization is about. Mission Statement: Wichita Independent

Neighborhoods Inc. (W.I.N.) provides education, resources and an effective voice to and for current and po-

tential members of WIN on quality of life issues in Wichita and Sedgwick County. Vision Statement: W.I.N en-

visions citizens, families and neighborhoods in Wichita and Sedgwick County that participate fully in their gov-

ernance to attain a safe, healthy, and vibrant community. The promise and power of Neighborhood Associa-

tions has been heard by many Wichita area citizens. Since WIN’s inception, board members and members of

neighborhood associations have served on almost every board or task force the City formed, and some in the

County. Many past WIN board members and neighborhood presidents have gone on to be state representa-

tives, and to serve on the City Council, School board, District Advisory boards and even as Mayor of Wichita .

WIN has helped neighborhoods resolve zoning Issues, flood problems, street maintenance, and vicious dogs.

WIN helped write many of the City ordinances, such as the vicious dog, and night club ordinances. Over the

years WIN has formed partnerships with, Wichita State University (WSU), USD 259, non-profit agencies, pri-

vate enterprise, neighborhoods, churches and citizens at large, to help the community to identify and solve

problems. WIN’S Neighborhood University has trained hundreds from across Kansas, Texas and Oklahoma,

on how to establish by-laws, interact with Government officials at all levels, how to use available resources in

the community, and anything else pertaining to training programs for neighborhood leadership. In past years

WIN held youth job fairs attracting young people from all over Kansas to receive training on how to prepare a

resume, fill out applications, and how to dress for success. Volunteers from McConnell AFB, the City, USD

259, neighborhoods, and private enterprise made the job fairs highly successful. WIN has received awards

from the Neighborhoods United States of America (NUSA) organization for two of our neighborhood newslet-

ters. In 2012, at Indianapolis, IN, WIN won first place at NUSA in the Multi Neighborhood Partnerships Cate-

gory for our 2011 Neighborhood University project. Currently we have a WIN board member serving on the

NUSA board of directors. By attending the NUSA conferences over the years WIN has gained the respect of

many US cities and international cities from Canada, Japan, Philippines, and the Netherlands, because of our

unique approach. Individuals \can become involved with WIN by organizing and establishing a neighborhood

association or work to revise an association that need new life or visions. WIN is a 501(c) 3 organization any-

one can provide financial support, improve the physical appearance, safety and design of residential areas.

Help to bring the NUSA Conference to Wichita in 2017 or 2018. Whether your neighborhood is historic or just

being built, there are issues that will affect your quality of life and the enjoyment of your home. Many

neighborhoods will come together over a perceived crisis, crime, business exodus, zoning changes, non-

compatible land uses. A neighborhood association can be a long term representation for you in the larger

community. A composition of people living in the neighborhoods has a better understanding of common prob-

lems, keeping abreast of developments that can affect neighborhoods and be available to voice neighborhood

concerns when issues arise.

partnership with the Wichita Public Library, will provide a 5-part

series of programs called “City 101” that is designed to train citi-

zens in how City government works, how to advocate for issues of

concern, and how to work within channels of City government for

change. Programs will be offered at multiple locations and times,

as listed below. All meetings will be held on Wednesdays.

Anyone may attend any of the sessions, but are encouraged to at-

tend all sessions to get a complete look at city government and

receive a certificate of completion for all five classes. No registra-

tion required all programs will be offered at no charge to the pub-

Did you know? Forming Neighborhood Watch Part 1. Neighborhood Associations benefit neighborhoods and neighbors.

Most crimes are solved because someone saw something or some-

one out of the ordinary and called police. The Neighborhood

Watch program encourages cooperation between neighbors and

helps them become familiar with each other and the law enforce-

ment officers in their area. Tips to Starting a Neighborhood Watch Program. You will need;

A person or group of people committed to starting a Neighborhood Watch.

A planning committee to initiate the program.

A list of what issues initially need to be addressed in your community.

A means of communicating with the residents, email, fliers, telephone

trees. Publicity for the initial Neighborhood Watch meeting.

A meeting agenda to keep things moving and on track.

A place to meet resident’s house or apartment, community center, school,

library. A crime prevention officer to discuss the crime issues in the

neighborhood and to help train members. A map of the community with

spaces for names, addresses, and phone numbers of all households.

A sign up sheet for those interested in becoming block or building cap-

tains. Brochures or other materials on topics of interest to the residents.

Neighborhood Watch signs to be posted around the community. Some

jurisdictions require a minimum number of participants before Neighbor-

hood Watch signs can be posted. Facts about crime in your neighborhood.

(These can be found in police reports, newspapers, and residents’ percep-

tion about crime. Often residents’ opinions are not supported by facts, and

accurate information can reduce fear of crime.)

What’s Happening in Your Neighborhood

Thermal Imaging Camera Ever wonder how members of the Wichita Fire Depart-

ment find victims in blinding, hot smoke? Crews utilize a

special device that reads the thermal signature of an ob-

ject, relative to its environment. This device is known as

a thermal imaging camera, or TIC, and greatly aids mem-

bers searching for trapped victims of fires. The screen

appears as a black and white image while in an ambient

setting, but will change as conditions do to allow for the

proper image of the surroundings. Objects that do not

match the temperature of the surroundings appear as a

different, sometimes darker image on the screen. These

could be human or pet victims, and can be difficult to

differentiate until crews actually come in contact with the

victim. Once the location of the victim is confirmed,

crews begin the process of rescue and communicate the

necessary information to the additional crews on scene.

This communication is vital due to the supporting func-

tions that take place on the fire ground that can affect the

rescue procedure. The thermal imaging camera has made

a tremendous impact on the survivability of trapped occu-

pants, and even trapped firefighters, making the scene

safer for all involved. This allows the Wichita Fire De-

partment to continue its mission of proactive fire and life

safety services, through prevention, education, and pro-

tection.***************************************

Design work is currently underway for improvements to 37th Street North between

Woodlawn and Oliver. The proposed project consists of widening the street and upgrading to an urban section with curb & gutter and underground storm sewer. On-street bike lanes and sidewalks will also be part of the improvements. Construction is planned to begin in the spring of 2016 and be completed in late 2016. The plan will also be presented at the City of Wichita District I Advisory Board on March 9, 2015, at 6:30 pm. The meeting will held be at the Atwater Neighborhood Resource Center, 2755 E. 19th St. N. The Wichita City Council public hearing on this project is scheduled for April 21, 2015, in the City Council Chambers, 1st Floor City Hall, 455 N. Main. Did you know? Westar requests rate increase for upgrades to Kansas nuclear plant. LA CYGNE , — Westar Energy has requested a $152 million rate increase from the Kansas Corporation

Commission to pay for environmental upgrades and repairs at two state plants.

The Topeka Capital-Journal reports that the commission will evaluate the request over several months. The

Citizen’s Utility Ratepayer’s Board, businesses and others can intervene to argue for a lower rate or disagree

with how the company plans to distribute the funds.

About half the request would be used to bring the La Cygne coal-fired plant in line with federal emissions

standards. The funds will also be used to make federally requested upgrades to the Wolf Creek Nuclear Gen-

erating Station. The upgrade requirements came after a tsunami damaged the Fukushima nuclear plant in Ja-

pan in 2011, according to John Bridson, who is the senior vice president of generation and marketing at

Westar.
