How did CLGs come to be? National Historic Preservation Act - 1966
Created a program between the Federal Government and the States; established a SHPO in each state
Based on: identification, evaluation, registration, and protection of historic resources
Act amended in 1980
Added the local partnership - CLGs
Local role was to administer local ordinances, maintain surveys, and participate in the National Register program
Any unit of government could become certified

Meets NPS and SHPO Requirements

How Does a Community Become Certified?
Form an Historic Preservation Board
City Resolution
County Ordinance
Complete the Application Form
Submit to SHPO
Maintain an Historic Preservation Board or Commission
State may define qualifications: architect, attorney, historian, archaeologist, etc.
Enforce Local Preservation Laws
Regulatory ordinance not required for certification by NPS but can be required as part of state’s procedures.
NOT REQUIRED IN WYOMING.
Provide for Public Participation

•Public participation and comment on the National Register process
Decertification
SHPO may recommend decertification after:•CLG is not meeting the performance standards•CLG has been told how to improve with a time limit that has passed w/o improvement
CLG may request decertification
CLG is decertified when NPS concurs in writing
Must reapply to be recertified
Preliminary National Register Review
•SHPO must notify CLG of potential nomination
in jurisdiction
•CLG must provide opportunity for public
comment, then commission provides
recommendation to SHPO within 60 days
•If yes, nomination proceeds
•If no, SHPO cannot nominate property without
going through appeals process
